Visitor Rob Phillips Rob Phillips came to discuss the proposed changes in the Gwili Railway and the extension two miles south to Abergwili Junction calling this site Carmarthen North. The Gwili Railway has arranged a bike ride or walking along the line on July 12th between 10‐4pm all is welcome. The chair thanked R Phillips for sharing this information with the Council. Llanpumsaint primary school are sorry that they would not be able to attend this evening’s meeting but would come in October instead. Matters arising Water pouring down near Coopers still Welsh Water and highways have been informed however it seems to be difficult to find the source of the problem. A Nicholas went to the meeting on public footpaths they are looking at linking footpaths in different areas in Carmarthenshire. There is an investigation to ascertain whether a breach of planning control has occurred in Clifford House. Correspondence. Peter K has written a few words to introduce himself: ‘I am a relatively new member of the Railfuture South Wales committee but have had a lifelong interest in public transport and belief in the role it can play in improving the quality of people’s lives. I have lived and worked in Cardiff for most of my adult life although some may consider me to be an immigrant as I grew up in the suburbs of London where my passion for rail travel was first kindled by journeys on the London Underground. I had travelled on every part of the system by the age of 13 including several routes which have since closed. 'I moved to Cardiff in the 1980's just in time to see the opening of Cathays station. This was, I believe, the first stop on a 25 year journey of substantial improvements to the Valleys network which has seen a growth in network mileage, station openings and train frequency the scale of which is probably unequalled outside London. What happens next in terms of electrification and possible use of trams is currently subject to intense debate. Although living in metropolitan South Wales, I have an interest in the role of rail services in all parts of the country and aim to ensure that Rail Wales carries news and comment covering the north, mid and west of Wales.

The Group has made six key recommendations as a result of this inquiry: FOR GOVERNMENT 1. Planning Law. Heritage railways should be able to benefit from the same permitted development rights as Network Rail does on the national network. We believe guidance is needed to prevent over-zealous interpretation of planning legislation and regulation stifling development of heritage railways. 2. Railway extensions. The requirements for a Transport & Works Act Order for modest extensions to heritage lines should be simplified, possibly using an on-line proforma application process. 3. Sponsorship. The Department for Transport should take the lead sponsorship role on policies affecting heritage railways. The Department for Culture, Media and Sport should remain responsible for policy on tourism issues and the Department for Business, Innovation and Skills for apprenticeships, training and development. FOR LOCAL AUTHORITIES 4. Public Transport. There is scope to provide a public transport service on some heritage railways and a „public tourist service‟ on some others which should 3 be further developed and encouraged.
