    INTRODUCTION INSURGENCY IN JAMMU REGION BY LOV PURI Introduction : The present project seeks to contribute to the studies of militancy in Jammu and Kashmir state by focusing attention on its rather neglected regional aspects. It concentrates on the origin and growth of militancy in Jammu region of the state. It was found that the causes of origin and various stages of growth of militancy were different from these in Kashmir. It started much later in Jammu and persisted even after it visibly declined in Kashmir. Its character, composition and objectives in the two region also varied. The distinctive character of militancy is due to its special features like geography, ethnic-religious composition and socio-political situation., This as long as militancy comprised youth from the Kashmir valley and was inspired by ideology of Kashmir nationalism, it did not have much appeal in ethnically different region of Jammu, But when youth from PoK and Punjab part of Pakistan joined the militant movement and it turned from a Kashmir to a Muslim movement , its response in Kashmir declined but improved in Jammu which was ethnically closer to the new militants. The Hindu backlash against mass killings of innocents which was special feature of militancy in Jammu as also lapses and excesses of the security forces, in areas remote from the gaze of media and the human rights activists , too, contributed a vicious circle of distrust. As Jammu had much less share in political power which is more concentrated in the hands of the Kashmiri leadership , the resultant frustration often got communal outlet which feeded the militant movement.

He was a Member of the Committee on Food, Consumer Affairs and Public Distribution and the Committee on Absence of Members from the sittings of the House. Earlier, he was a Member of the Gujarat Legislative Assembly for three terms from 1990 to 2003 and served as Minister in the State of Gujarat. At the time of his demise, Shri Barad was a sitting Member of the Gujarat Legislative Assembly. Shri Jashubhai Dhanabhai Barad passed away on 25th January, 2016 in Ahmedabad at the age of 60. Shri Basori Singh Masram was a Member of the 15th Lok Sabha representing the Mandla Parliamentary Constituency of Madhya Pradesh. Shri Masram was a Member of the Committee on Social Justice and Empowerment and the Committee on Papers Laid on the Table. Earlier, Shri Masram was a Member of the Madhya Pradesh Legislative Assembly from 1993 to 1998 and served as Minister of State in the Government of Madhya Pradesh during 1998. Shri Basori Singh Masram passed away on 26th January, 2016 in Dindori, Madhya Pradesh at the age of 70. Shri Pawan Diwan was a Member of the 10th and 11th Lok Sabhas representing the Mahasamund Parliamentary Constituency of Madhya Pradesh.

Ahilyanagari Express 6325/ 6326 Indore – Thiruvananthapuram Central (SR Thiruvananthapuram division) Rajmata Ahilyadevi Holkar (1725-1795, ruled 1767-1795) also known as the Philosopher Queen was a Holkar dynasty Queen of the Malwa kingdom. She took over reigns of the kingdom after the death of her husband and father-in-law. She moved the capital to Maheshwar south of Indore on the Narmada River. She also built temples and Dharamshalas (free lodging)at sacred sites outside her kingdom, at prominent religious places like Dwarka, Kashi Vishwanath in Varanasi, Ujjain, Nasik, Parli Vaijnath and Somnath. The city of Indore is sometimes called Ahilyanagari in her memory. Ahimsa Express 1095/ 1096 Ahmadabad – Pune (CR Pune division) The name is also sometimes given to 1087/ 1088 Veraval – Pune Express, 1089/ 1090 Jodhpur – Pune Express and 1091/ 1092 Bhuj – Pune Express, as all these trains are “derived” from 1095/ 1096. Ahimsa is a Sanskrit term meaning “to do no harm” (literally, the avoidance of violence or himsa). Ahimsa was one of the main principles which Gandhiji followed in his life. Pune was the place where Gandhiji was imprisoned and where his wife passed away, and Ahmadabad was where he set up his Ashram.

Mr. Speaker Sir, I rise to present the Budget Estimates 2006-07 for the Indian Railways at a point in time when, there has been a historical turn around in the financial situation of the Indian Railways. Our fund balances have grown to Rs. 11,000 cr and our internal generation, before dividend has also reached a historic level of Rs. 11,000 cr. With this unprecedented achievement, we are striding to realize the Hon’ble Prime Minister’s dream of making Indian Railways the premier railway of the world. Sir, this is the same Indian Railways which, in 2001 had deferred dividend payment, whose fund balances had reduced to just Rs. 350 cr and about which experts had started saying that it is enmeshed a terminal debt trap. You might term this a miracle, but I was confident that : “Mere zunu ka natija zaroor niklega, isee siaah samandar se noor niklega.” 2. Sir, the whole nation can see today that track is the same, railwaymen are the same but the image of Indian Railways is aglow. This has been the result of the acumen, devotion and determination of lakhs of railwaymen. Sir, the general perception so far has been that Railways’ finances cannot be improved without increasing second class passenger fares. But my approach is entirely different. In my view, improvements can only be brought about by raising the quality of services, reducing unit costs and sharing the resultant gain with customers.

THE MINISTER OF RAILWAYS (KUMARI MAMATA BANERJEE): Madam Speaker, I rise to present before this august House the Revised Estimates for 2010-11 and the estimated receipts and expenditure for 2011-12. I deem it an honour to present the third Railway Budget under the kind guidance of the hon. Prime Minister. I profusely thank the Finance Minster for his continued support and encouragement to the railways. As the hon. members are aware, the wheels of the railways continue to move 24 hours, all 365 days. Railway's services are comparable to emergency services, required all the time. I am proud of the 14 lakh members of my railway family, who toil day and night with unparalleled dedication. I am also grateful to all passengers without whose cooperation and consideration, we could not have run this vast system. I have also received unstinted support from our two recognised federations and staff and officers' associations. Madam, rail transportation is vitally interlinked with the economic development of the country. With the economy slated to grow at a rate of 8-9%, it is imperative that the railways grow at an even faster pace. I see the railways as an artery of this pulsating nation. Our lines touch the lives of humble people in tiny villages, as they touch the lives of those in the bustling metropolises. We are taking a two-pronged approach, scripted on the one hand, by a sustainable, efficient and rapidly growing Indian Railways, and on the other, by an acute sense of social responsibility towards the common people of this nation.
