    PALASZCZUK’S SECOND YEAR AN OVERVIEW OF 2016 ANN SCOTT HOWARD GUILLE ROGER SCOTT with cartoons by SEAN LEAHY Foreword This publication1 is the fifth in a series of Queensland political chronicles published by the TJRyan Foundation since 2012. The first two focussed on Parliament.2 They were written after the Liberal National Party had won a landslide victory and the Australian Labor Party was left with a tiny minority, led by Annastacia Palaszczuk. The third, Queensland 2014: Political Battleground,3 published in January 2015, was completed shortly before the LNP lost office in January 2015. In it we used military metaphors and the language which typified the final year of the Newman Government. The fourth, Palaszczuk’s First Year: a Political Juggling Act,4 covered the first year of the ALP minority government. The book had a cartoon by Sean Leahy on its cover which used circus metaphors to portray 2015 as a year of political balancing acts. It focussed on a single year, starting with the accession to power of the Palaszczuk Government in mid-February 2015. Given the parochial focus of our books we draw on a limited range of sources. The TJRyan Foundation website provides a repository for online sources including our own Research Reports on a range of Queensland policy areas, and papers catalogued by policy topic, as well as Queensland political history.5 A number of these reports give the historical background to the current study, particularly the anthology of contributions The Newman Years: Rise, Decline and Fall.6 Electronic links have been provided to open online sources, notably the ABC News, Brisbane Times, The Guardian, and The Conversation.

At the outset I acknowledge the people of Glass House. To those of you who voted for me and for the LNP, I say thank you. To those of you who did not, I also say thank you. It is because of you I remain humble. Let me be honest: while I accept the outcome of the 2020 election, I am bitterly disappointed. I am disappointed that Deb Frecklington, the member for Nanango, is not the Premier of this great state. The member for Nanango has to be the hardest working, most personable, friendly and genuine leader I have had the privilege of working alongside. I commend her for all of the effort she put in not only during the election campaign but across the three years of her leadership. Queenslanders will only know in the future what they have missed out on with the member for Nanango not becoming the Premier. I am equally disappointed that the member for Nanango’s vision for Queensland will not come to fruition—a vision that, as the then shadow minister for infrastructure, manufacturing, planning and a range of other things, would have seen an economy booming through investment in infrastructure, roads, dams, the New Bradfield Scheme and, more importantly, in frontline services to ensure all Queenslanders get their health needs met, their education needs provided for and their child protection and youth justice needs delivered.

    Queensland Human Rights H§§ Queensland Commission KMl'i Law Society, 27 March 2020 The Hon Annastacia Palaszczuk MP The Hon Deb Frecklington MP Premier and Minister for Trade Leader of the Opposition By email only Dear Premier and Leader of the Opposition Urgent response needed to COVID-19 in Places of Detention We write regarding the growing threat that prisons and youth detention centres pose to the spread of COVID-19 in the Queensland community. The news that a corrections officer in Brisbane has tested positive for COVID-19 highlights the very real possibility that corrective institutions could be a source of an outbreak, with the virus spreading between inmates and staff, and then affecting people in the community. We welcome the planning that agencies have undertaken to date regarding the safety of officers and the wellbeing of those in your care. We are conscious, all the same, that the youth detention centres are at capacity and the prisons are nearing that position. This situation makes it extremely difficult for agencies to manage social distancing within the facilities. We request that the Government and the Opposition urgently support the establishment and resourcing of a streamlined process for bail applications and for parole applications. This may require some legislative amendment, or it may be a matter of relevant government agencies, the courts and the legal profession working together to put in place an efficient process to handle a high volume of applications in the coming weeks. This will ensure that the health and safety of the community is protected and that sound decisions are made according to law in individual cases.

Accordingly I instructed my staff to examine the records of both the Opposition Office and my electorate office. Despite an exhaustive search of the records and registers of my offices, there is no evidence that you have written to me since becoming Minister for Health on 12 December 2017. My staff have contacted your Ministerial office and requested from your staff on three occasions a copy of the correspondence in question which your office has been unable to provide.
