Declarations of Interest Cllr Powell declared an interest in relation to agenda item 6 ‘Member RCTCBC Planning Committee’ 3. Minutes To confirm and sign the minutes of the Monthly Meeting held on the 11 September 2018. Resolved: that the minutes of the Monthly Meeting held on the 11 September 2018 were confirmed and signed by the Chair as a true record with the amendments as listed above. Councillors David Nicholas, Veronica Nicholas, Brian Farr, Ron Hunt, Adam Robinson and Sam Trask also requested the records to show that they had not taken their renumeration for 2018/19. The Clerk reminded Members that ‘it is the duty of the proper officer of a council to make arrangements for the correct payments to be made to all individuals entitled to receive them, and ‘an individual may decline to receive part, or all, of the payments if they so wish. This must be done in writing and is an individual matter. A community or town council member wishing to decline payments must themselves write to their proper officer to do so to thereby prevent payments being made to themselves alone. At the Annual meeting Members noted the Internal Auditors Report ‘We conducted an extensive review of the new register with the RFO, checking the total asset value recorded in the 2016-17 Annual Return against the value of all assets recorded in the new register, less disposals, plus additions and have agreed the declared asset values accordingly. Conclusions and recommendation: No issues arise in this area currently warranting formal comment or recommendation. The RFO is awaiting a response from the external auditor to clarify the recommendations it has made. Resolved: that the completed annual return was noted and the external auditors response to the RFO query will be reported once received. 6 Planning a. To consider planning applications received since the last meeting. Councillor S Powell updated Members on the new footpath links on the community route between Green Park, Talbot Green and . Resolved: that an objection to 18/1008/10 proposal to build a four bedroom detached house is

2 objected to due to concerns over vehicular access from this development and its proximity to the road junction.mm131 b. To receive the proposed development of up to 350 dwellings, land for a new primary school, local shop and associated works on land at Cwm Isaf Farm, . Resolved: that an objection to the proposal is made due to concerns such a large development, in conjunctions with other new and large developments in the area, will have a detrimental effect on the current infrastructures. mm132 7 Correspondence a. To receive correspondence from Grow For It: Llantrisant Community Gardening and Wellbeing. Members agree that the Grow for it Community Garden in Southgate is an exciting project and providing support through horticultural therapy can benefit local residents. Resolved: that Members wish the Grow for it Community Garden all the best in its community endeavours. b. To consider the OVW training availability Autumn 2018 The Clerk reported that in line with the Standing Orders all Councillors must attend a Code Of Conduct course. Still to attend is Councillors J Barton and the recently elected A Robinson. mm42 One Voice Wales has four courses listed for Code of Conduct – 15th and 29th October, 27th November 2018 and the 20th March 2019. Resolved: that the training was noted. c. To consider the Independent Remuneration Panel for Wales draft report for 2019 and the determinations for the next financial year. The Vice Chair and RFO attended The Vice Chair reported that the relaunch of the RCTCBC led Community Liaison Committee was welcomed. Matters arising on the September agenda included the RCTCBC Youth Engagement and Participation Service, the need to revise the out of date Model Charter, the local resolution procedure, the on-going review of the electoral arrangements by the Local Democracy and Boundary commission for Wales and finally training opportunities. Resolved: that the Vice Chairs report was noted. d. To receive feedback from the Chair OVW AGM and Conference 29th Sept and note next meeting 4th October. The Chair and Councillor D Nicholas attended. The Chair reported that the key note speakers Alun Davies AM had sent his apologies. The leader of the WLGA and the Independent Review Panel both gave an insight on the vision for the future of Town and Community Councils with a bigger role and greater partnership roles and more robust charters with local authorities resulting in more responsibilities at the grass root level all being discussed and proposals being developed at higher levels. To set a meeting date for Scrutiny Meeting – Agenda Items to include Review of six monthly accounts, budget preparation for 2018/19 and progress made on traffic light asset register. Llantrisant Highway Matters

Dear Mr McGowan,

Further to our recent correspondence I would be obliged if you could take the following into consideration when analysing the results of your traffic survey conducted by Tracsis between Wednesday October 10th and Wednesday October 17th 2018. It has always been my and many other residents of Erw Hir and the High Street’s concern that the conclusion of any such survey is based on both sound information and the validity of any conclusions drawn. With that in mind I would draw your attention to the following:-

I am most concerned, as I've stated in previous correspondence, of that part of the High Street between the Cross Keys public house and Southgate. I welcome, therefore, that one of your three traffic survey points was along this stretch of road.

a) If it was indeed the intention of the survey to not only count vehicles and their direction but also to calculate their speed then in my and others opinion the position of one of your traffic survey points, that is the one between properties 23 and 26/26a High Street (Position A on the attached plan), could have been better sited to a location nearer to Position B as indicated on my plan. This is because the stretch of road between 37 and 30 High Street is that part of the road where cars, particularly those proceeding in a southerly direction, are more inclined to travel at excessive speeds (they are travelling downhill with no obvious obstructions). When vehicles are approaching Point A on the attached plan (where one of the survey points was situated) drivers can see those vehicles proceeding uphill pulling out into the road so as to negotiate the narrow pinch point adjacent to properties 12 and 14, High Street. In most circumstances, not always unfortunately, this then is more likely to slow traffic down.

b) Residents have noticed a vehicle parked adjacent to properties 26 and 26a High Street on several occasions when passing during the week that the survey was being conducted. Sometimes this was parked just beyond the survey point and on one occasion it was noticed that a vehicle was parked over the survey point itself. Residents can also confirm that a vehicle was also regularly parked at this point while roofing work was being conducted on the property opposite 24, High Street. Whilst this is not a usual occurrence, although vehicles can legitimately park along there to load and unload, it will nevertheless have a significant bearing on the survey itself and any conclusions drawn.

I am much encouraged that the local authority appear to be taking concerns of residents on board in consideration of these serious traffic safety issues caused predominantly by much of the traffic travelling at excessive speeds ie more than 20 mph through the town. This results in vehicles mounting pavements (where they exist) or also travelling so close to pavements that when they meet traffic travelling in the opposite direction their wing mirrors often by necessity encroach on pavements often hitting pedestrians.

21 Finally, I would like to make another more personal suggestion that has little to do with safety but at little expense can prevent gridlock on certain occasions. I am making this suggestion now as it is a situation that hitherto has unlikely come to your attention.

You will be aware that there is a bus stop outside the Wheatsheaf public house for buses proceeding to Talbot Green and there is another, not quite opposite, but outside the old Penuel chapel, for buses going in the direction of Pontypridd. Let me say at the outset that I am not advocating that these bus stops are removed or relocated. Indeed, they provide an important public service and any inconvenience caused by the present locations has to be realistically borne by all road users.

However, there is often a situation whereby a bus stops outside the Wheatsheaf public house, a vehicle(s) then pull up right behind it but cannot pass because there is a vehicle coming up the hill wanting to turn right into Roam Road/Erw Hir but can't because the vehicle behind the bus can't move and by this time there is a vehicle (or two) waiting to come out of Erw Hir. In the meantime traffic behind the vehicle wanting to turn right into Roam Road has built up and consequently the bus stopped outside the Wheatsheaf is finding it difficult to pull off because one or two large vehicles (maybe another bus) coming up the hill are blocking the road. All this leads to grid lock when it could so easily be resolved by hatching a small area of one side of the road at the entrance to Roam Road/Erw Hir as shown on the plan. The hatching itself should make it clear to road users to keep this area free of stationary vehicles and also alert drivers to the otherwise concealed junction.

I will be happy to supply you with names and addresses of many others residents of the High Street and Erw Hir who have been consulted and are supportive of the contents of this letter.

24 Introduction

One Voice Wales is recognised by the Welsh Government as the national representative body for community and town councils in Wales. It represents the sector on the Local Government Partnership Council and over 82% of the 735 community and town councils are already in membership, with numbers growing year on year. As well as our representative role, we also provide support and advice to councils on an individual basis and have previously launched, with Welsh Government support, a modular training programme for councillors, which continues to deliver effectively. We believe strongly that community councils are well-placed to develop the economic, social and environmental well-being of the areas they serve and, as such, are active and proactive in debating key issues such as energy policies, environmental issues and strategic planning. Our sector will support and wish to participate in much of the locally based aspects of planning and strategic planning, and it is hoped that any changes to be brought about will not prevent our members from becoming increasingly enabled to do so.

General Comments

Q17-18

As with many areas of policy and secondary legislation this should be considered in the context of the overall ‘Programme of the Welsh Government’ and the many initiatives across government which impact on land use and “place”.

The pace of change which land use classifications/allocations both respond to and sometimes create is vastly increased and administrative /governance mechanisms have to be devised to reflect this.

This current exercise reflects a snap shot of present and emerging uses which cannot be expected to remain for long. We suggest a standing group of stakeholders and professional interests should be convened and called upon as necessary to advise on all matters which effect land-use interventions - a Property Advisory Group – to advise on use classes, non domestic rates, compulsory purchase etc. to reflect the pace of change and overcome policy silo’s.

Important structural trends such as the decline in retail space in town centre’s and other consequences of the on-line world need constant review if the commitment to “place” in public policy is to be more than an aspiration. Any such group should have/commission evidence from on-going initiatives such as Business Improvement Districts or regeneration spend monitoring, night- time economy etc Use Classes Order Part a Proposals

The detailed proposals set out around the Use Classes Order Part A (A3/A4/A5 proposals) generally appear logical overall and are evidence and research based. However they will need constant review.

In so far as One Voice Wales is concerned there are some local issues which

25 may be reflected in other Communities. (See below)

Generally it is important to reflect on the particular when considering impact and potential important ramifications for a local economy. Towns in particular have increasingly fragile economies but which are important to the identity of Wales.

They contain a large proportion of our cultural memory through their historic buildings, and their local distinctiveness is a key element of the self- perception of our local communities, for example, civic pride.

Community and Town Councils have an important role in reflecting and considering the multiple local views when making observations on changes of use proposals. A citizen’s guide to the final proposals, given its importance, might be considered.

Particular Issues

Other food and drink issues

Councils are faced with many instances where the local the local population will be resistant based on a range of factors – noise /litter/evening opening etc. In many towns and larger communities these uses are intensifying and providing a viable night-time economy. Whilst we consider that these proposals are useful in addressing some issues it would have been useful to commission research which considers the operation in selected areas of Wales - including likely intensification of residential uses.

Policies need to be flexible to allow our town centres to remain viable which will mean change, increasing “sticky” uses which keep people there and the examination of the protection for our primary and secondary retail frontages whilst allowing potential for new ideas.

Unique Uses Q15 -16 We agree with the proposal but note that it does highlight the need for a mechanism to monitor emerging and yet to materialize uses. Policy flexibility will not always be appropriate.

The Article 4 Direction, in the experience of One Voice Wales, has served to preserve important features of towns. The initial implementation did prove protracted and One Voice Wales supports the Proposal in paragraphs 3.12- 3.13

Whilst in themselves acceptable, the proliferation of apparatus and the impact, principally clutter, should be considered in relation to the street scene and guidance issued.

30 Section 1 Introduction Rhondda Cynon Taf (RCT) County Borough Council wishes to seek the views of a wide range of stakeholders on proposals for the realignment of mainstream Learning Support Class (LSC) provision within RCT. The proposals will address surplus capacity issues in key provisions allowing existing resources to be re-directed to enhance capacity for mainstream inclusion, early intervention and preventative approaches. In addition, the proposals will address the current imbalance between the number of primary and secondary provisions, transition and accessibility issues. The proposals seek to achieve the following aims:  developing a robust continuum of provision that effectively addresses a wide range of need across all key phases/stages  reducing surplus LSC places through the effective rationalisation and re- alignment of existing LSC provision to address identified gaps in provision  avoiding unnecessary transition across schools by establishing cross phase specialist provisions within individual schools where possible  creating capacity for outreach support from special schools and providing effective early intervention and prevention  establishing LSC provisions in fully accessible settings that provide a learning environment fit for the 21st Century.

To achieve these aims, the proposals for change include: i) The closure of key LSCs due to no confirmed placements, diminishing numbers or poor access for learners with physical or medical needs

It is proposed that the following closures take effect from 31st August 2019 at:

 3 Foundation Phase LSCs for pupils with Complex Learning Difficulties in Pontygwaith Primary School, Primary School and Heol y Celyn Primary School;  2 Key Stage 2 LSCs for pupils with Complex Learning Difficulties in Caradog Primary School and Heol y Celyn Primary School;  1 Key Stage 2 LSC for pupils with Social, Emotional and Behaviour Difficulties (SEBD) in Primary School.

It is not an efficient use of Council resources to allow the provisions to remain open due to considerable surplus capacity issues, including 4 provisions with no learners in 2019 and one 80% surplus capacity. Resources would be better utilised if re-directed to establish new provisions in areas of identified needs, and located in settings where there is good access for learners with physical and/or medical needs.

31 ii) LSC relocations to ensure cross phase provisions in single sited, accessible school buildings

It is proposed that the following relocations take effect from 1st September 2019:

 2 Foundation Phase LSCs for pupils with Complex Learning Difficulties at Penrhys Primary School and Caradog Primary to relocate to Community School and Primary School respectively so as to create a cross phase provision from Foundation Phase to Key Stage 2.  1 Key Stage 2, the LSC for pupils with Communication Disorders at Hafod Primary School to relocate to create a cross phase provision from Foundation Phase to Key Stage 3/4 at Community School.

It is proposed that the above relocations of LSCs are undertaken to ensure cross phase provisions on single school sites in premises which are more accessible and better equipped to meet a range of needs. The proposals will ensure compliance with the Equality Act 2010 and relocation to new and significantly improved premises which have benefited from the considerable 21st Century Schools Modernisation Programme investment. iii) Proposed LSC re-designations to ensure a better match of provision to identified need

It is proposed that the following re-designations take effect from 1st September 2019:

 1 Foundation Phase LSC for Complex Learning Difficulties in Darran Park Primary School and 1 Foundation Phase Observation and Assessment Class at Llantrisant Primary School to become 2 Early Years Assessment and Intervention LSCs for pupils under statutory school age with significant presenting needs.

The Early Years LSCs will enhance current provision available for children of non- statutory school age, providing early assessment and intervention within a mainstream context and timely access to specialist support and expertise. The above re-designations and strengthened partnership arrangements with special schools will enhance the continuum of specialist support and provision for pupils in the early years. iv) Proposed development of new provisions

It is proposed that two LSCs for Key Stages 3/4 are established in September 2019:

 Key Stage 3/4 LSC provision for pupils with Complex Learning Difficulties in Comprehensive School  Key Stage 3/4 LSC provision for pupils with Social, Emotional and Behavioural Difficulties in Ysgol Nant Gwyn

What will the consultation process entail? The consultation will start on the 19th October 2018 and will be completed at 5pm on 21st December 2018. The feedback from the consultation will be collated and summarised and a report presented to the Council’s Cabinet in January 2019. This consultation report will be available for all persons to view on the Council website and copies can be obtained on request from the address detailed on www.rctcbc.gov.uk. The Council’s Cabinet will consider the report, based on the feedback, and decide whether to proceed with the proposal, make changes to the proposal or not proceed with the proposal. If the Cabinet decides not to proceed, that will be the end of this proposal for the foreseeable future. If the Cabinet decides to proceed with the proposal Statutory Notices will be published in February 2019 providing a 28 day notice period for objections. The School Standards and Organisation (Wales) Act (2013) requires that anyone wishing to make objections to a school organisation proposal has the opportunity to do so. To be considered as statutory objections, objections must be made in writing

33 or by email, and sent to the Council within 28 days of the date on which the proposal was published. If there are objections, the Council’s Director of Education & Inclusion Services’ will publish an objection report providing a summary of the objections and his/her response to them within 28 days of the end of the objection period. This report will also be available for all persons to view on the Council’s website and copies can be obtained on request from the address detailed in Appendix 1. The Council’s Cabinet will consider the objection report at the next available Cabinet meeting to determine the outcome of the statutory notice. If the Council’s Cabinet approve the proposal, the proposal will be implemented in accordance with the date given in the statutory notice or any subsequently modified date. Llantrisant Primary School is located at Coed Yr Esgob, Llantrisant, CF72 8EL. The school is an English medium provision and is situated in a modern style building. It is in good repair. The school currently has a Foundation Phase Observation and assessment Class for 8 – 10 pupils. The pupil numbers and forecast information for Llantrisant Primary School from 2018-2020 are shown below and are obtained from the statutory PLASC which is undertaken in January each year. The pupil forecasts for Llantrisant Primary School are calculated in accordance with guidance issued by Welsh Government. The numbers shown exclude nursery age pupils, as required by Welsh Government’s Statutory School Organisation Code. However, nursery capacity is shown separately.

CONSULTATION ON THE REORGANISATION OF PRIMARY SCHOOLS, SECONDARY SCHOOLS AND SIXTH FORM PROVISION IN THE PONTYPRIDD AREA

41 Introduction

Rhondda Cynon Taf County Borough Council wishes to seek the views of a wide range of stakeholders on the proposals to:

• Develop post 16 centres of excellence based at Bryncelynnog Comprehensive School, Beddau and Coleg y Cymoedd, . For those students who opt for a Roman Catholic education, provision will be available at St David’s College, Cardiff; • Create two new 3-16 schools, in Pontypridd and Hawthorn, which will take a radically different approach to education in the areas, by sharing both primary and secondary sector resources; • Improve and increase Welsh Medium primary provision by building a new school on the former site at Heol y Celyn, which will incorporate the former provisions at both Heol y Celyn and YGG, Pont Sion Norton; • Amend the catchment areas of Pontypridd High, Hawthorn High and Bryncelynnog Comprehensive Schools to better meet and match the demand for school places; • Improve the learning environments for pupils with additional learning needs (ALN).

To achieve this, the proposal is to: • Close the sixth forms of , and Cardinal Newman RC Comprehensive School and transfer the post-16 provision to Bryncelynnog Comprehensive School or Coleg y Cymoedd, Nantgarw. For those students who opt for a Roman Catholic education, sixth form provision will be available at St David’s College, Cardiff; • Close Pontypridd High School and Primary School and create a new 3-16 ‘all through’ school on the site of the current Pontypridd High School; • Close Hawthorn High School, Hawthorn Primary School and Heol-Y-Celyn Primary School and create a new 3-16 ‘all through’ school on the site of the current Hawthorn High and Hawthorn Primary Schools. The local authority designated ALN specialist class located in Hawthorn High School will also transfer to the new school. • Close Ysgol Gynradd Gymraeg Pont Sion Norton and open a new Welsh Medium Primary School to be constructed on the site of the current Heol-Y-Celyn Primary School. The pupils educated through the Welsh Medium at Heol-Y-Celyn will transfer to the new school (the Heol-Y-Celyn pupils educated through the English Medium will transfer to the new 3 – 16 school at Hawthorn, see above); • Amend the catchment areas for pupils aged 11-16 of the three LA maintained Secondary schools by: • Transferring the Graig area of Pontypridd (that is part of the catchment area of Primary School) to the new 3-16 school for Pontypridd (currently part of the Hawthorn High School catchment) • Transferring the catchment area of Primary School to the new 3-16 school for Pontypridd (currently part of the Hawthorn High School catchment) • Transferring the catchment area of Gwauncelyn Primary School to the new 3-16 school for Hawthorn (currently part of the Bryncelynnog Comprehensive School catchment).

To achieve these changes, the Council, in partnership with Welsh Government, is planning to invest £37.4m in new or refurbished/remodelled school buildings and facilities.

42 1 The proposals are inter-dependent projects and it is proposed that the changes will be implemented over the period to 31 August 2022. Given the number of schools affected by the proposals, the consultation document has been set out in the following five sections, encouraging consultees to provide feedback on specific school proposals:

• Section 1 – Overview of the Proposals; • Section 2 – The proposed sixth form changes; • Section 3 – The proposed changes to primary and secondary provision in Hawthorn; • Section 4 – The proposed changes to primary and secondary provision in Pontypridd; • Section 5 – The closure of YGG Pont Sion Norton and the creation of a new Welsh Medium Primary school at the current Heol-Y-Celyn site. The Welsh Medium stream of Heol y Celyn will transfer to the new school also. This will increase capacity and improve Welsh Medium provision and will also remove dual language provision.

What will the consultation process entail? The consultation will start on Monday, 15th October 2018 and will be completed at 5pm on Thursday, 31st January 2019. The feedback from the consultation will be collated and summarised, and a report presented to the Council’s Cabinet in February 2019. This consultation report will be available for all persons to view on the Council’s internet site and copies can be obtained on request from the address detailed on page 6 of this document. The Council’s Cabinet will consider the report and will consider, based on the feedback, whether to proceed with the proposals, make changes to the proposals or not proceed with the proposals. If the Cabinet decides not to proceed, that will be the end of the proposals for the foreseeable future. If the Cabinet decides to proceed with the proposals Statutory Notices will be published providing a 28 day notice period for objections. The School Standards and Organisation (Wales) Act 2013 requires that anyone wishing to make objections to a school organisation proposal has the opportunity to do so. To be considered as statutory objections, objections must be made in writing or by email, and sent to the Council within 28 days of the date on which the Statutory Notices are published. As the proposals include changes to sixth form education, the Welsh Government Minister for Education and Skills will determine the outcome of the Statutory Notice in respect of the Cardinal Newman RC Comprehensive School proposals. The outcome of the Statutory Notices in respect of the creation of the two 3 – 16 schools and the closure and relocation of YGG Pont Sion Norton will be determined by the Council’s Cabinet. If there are objections, the Council’s Director of Education and Inclusion Services will publish an objection report providing a summary of the objections and her response to them within 7 days of the determination decision of the proposals by the Council’s Cabinet, for the proposals Cabinet are responsible for. Any objections received in respect of the Cardinal Newman proposal will be sent to the Welsh Ministers for consideration within 35 days of the end of the objection period. The objection report will also be available for all persons to view on the Council’s internet site and copies can be obtained on request from the address detailed on page 6 of this document.

The remainder of the consultation document sets out the rationale for the proposed changes to Welsh and English primary, secondary and post 16 education provision in the communities within the catchment areas of Bryncelynnog Comprehensive School, Cardinal Newman RC Comprehensive School, Hawthorn and Pontypridd High Schools, and YGG Pont Sion Norton. We would like you to consider the information contained within this document and to hear your views as to whether or not you support the proposals as outlined in the Introduction section of this document on page 1.

Rhondda Cynon Taf County Borough Council has a responsibility to assess the community’s need for toilets and to put a plan in place to meet identified needs. The Council must prepare and publish a local toilet strategy by 31st May 2019. To help identify need, the council is seeking views of residents and visitors to the county borough. The survey will run from 17 October to 14 November 2018.

I am in receipt of you letter dated the 5th of October, ref CTU/P416-01

I am landlady and owner of the property with my husband, I have spoken with my tenants, we all agree to the same objections to the bus stop outside, our concerns are that considering the property is near the road, whereas all other properties nearby are set back, my tenants all sleep in the front of the property, I have not put a doorbell on the front of the flats due the amount of people around the bus stop during the day and late in the evening, we have problems already with litter (the Council bin has been removed from the lamp post), noise, and people loitering, having consumed alcohol, drugs etc., I had to replace wheelie bins which have been broken where they have been sat on.

The main bus station is situated on Talbot Road, which is 5 minutes walking distance. This is already sheltered and purpose built. Once a bus stop is erected this will make the situation even worse, further up the road towards old Llantrisant there are walled garden from houses that are set back, could this be a more suitable area for the proposal as it would be less likely to cause a major disturbance to residents situated on Talbot Road.

We would like you to consider other options, for the tenants of Salem flats.

Hi Tony,

I have mixed views on it to be honest. I appreciate some of the concerns of the tenants however at the same time am not aware of any particular issues there.

It is a very well used bus stop and I am not convinced that there would be significant amounts of problems there.

The issue of litter is separate and I’m sure a bin could be looked at for that location again.

The type of shelter perhaps needs to be considered.

I imagine some of the concerns are also in regards to how people currently park their cars on the pavements in the area which a shelter could have an adverse impact on.

On the whole I am in favour, however, the design and exact location would need to be considered.

AGENDA ITEM 8(i)– CCTV

Action required:

To agree through RCTCBC to purchase a CCTV to oversee the open space and bus shelter at Codgers Corner and contract out the management of its recordings

Background:

Codgers Corner and the bus shelter opposite has endured much anti-social behaviour and vandalism.

The Council has made repeated requests for the police to patrol the area in an attempt to tackle the problems.

As a measure to protect the Councils assets and to ensure the open space is fit for purpose Ward Members have been in talks with the new owners of the commercial premises at 10 Commercial Street, Beddau CF38 2DB and in principle an agreement has been reached for CCTV cameras to be fitted to the building. These cameras would oversee the bus shelter and the open space at Codgers Corner.

RCTCBC advise the cost of a fixed camera is in the region of £5,500 and a Sim is also required costing £500 every two years. The management of the system would currently cost £285 per annum.

Using the Local Government and Rating Act 1997 s31 the Council has the Power purchase CCTV as a means to deter crime.

CCTV has strict legislative regulations governing how it must be operated. In contracting the management of the CCTV to RCTCBC the system will be operated by a dedicated department with expert knowledge in this area. Under RCTCBC Code of Practice this Council can be confident that it adheres to the legislative requirements for the management and operation of public space CCTV Systems and therefore operates legally.

In contracting RCTCBC to manage its CCTV system this Council will ensure

i) its obligations imposed by the Human Rights Act 1998 are observed; https://www.legislation.gov.uk/ukpga/1998/42/contents

Recommendations

To close the office from Monday 24 December and reopen on Wednesday 2nd January 2019.

Reasons for Recommendations

As a general rule the festive period is an unproductive time as many other organisations and business are closed. With this in mind it is an ideal time for staff to use their annual leave; should they choose to.

Having the option of closing the office during the festive period gives staff the opportunity to spend quality time with family and friends.

Staff will still be on-call during the festive period to deal with any emergencies arising.

To review Hall Hire charges, Rent on Allotments and Photocopying and Laminating charges. Resolved: that a recommendation is made to full Council for (i) Hall hire rates to remain unchanged for the 2018/19 financial year and are reviewed in a 12 month;

81 (ii) charges raised for cost of photocopying and laminating also remain unchanged for the 2018/19 financial year and are reviewed in a 12 month; and (iii) allotment rents are increased by the rate of inflation (2.4%) for the 2018/19 financial year to be agreed. 7. To consider and make recommendations to Full Council of the Independent Remuneration Panel for Wales draft report for 2019 and the determinations for the next financial year. Consultation period ends 27 November Resolved: that that a recommendation is made to full Council for (i) Determination Number 38 – Chair and Vice Chair each receive an annual payment of £500 in recognition of their special responsibilities; (ii) Determination Numbers 40, Travel costs, 41, Overnight stays, 42, Financial loss compensation, 44 payment to Civic Head and 45 payment to a Deputy Civic Head to be agreed; (iii) No comment on the Panels Draft Report for the 2019-20 financial year. 8. To consider decisions which need to be made to enable the Budget for the financial year 2019/20 to be set. The RFO is to investigate costs of electronic devices for Members to replace the current paper copies of agenda supporting documents distributed. The possibility of all four wards allocating grants together was dismissed as it was felt that it was important that local members could justify their decisions to their local wards. Although the Van is generally replaced every five years, it was agreed due to the low mileage and reliability of the van to delay the replacement and review this decision in 12 months. The numbers of service users on the Community Bus has fallen to an all time low. Over a 22 week period the average number of service users of just 12, with figures frequently falling into single numbers. 272 journeys were recorded from the 21 May to 15 October compared to 503 from 1/1/18 to 14/5/18. Councillor A Matheson will travel on the bus next week to collection opinions of the service users. Time needs to be spent on fully considering the options for the summer watering and the benefits of contracting out or completing the task in house. The committee would like to increase the level of project money available for the wards. The RFO encouraged members to consider what their plans for the wards are to justify such an increase. Resolved: It was agreed to recommend to full Council that members consider ward projects to justify any increase in the project budget. That Cllr Matheson reports back to full Council regarding the community bus. Parish Office staff investigate the costs of tablets and relevant software and the options for summer watering.

Talbot Green Remembers Organised by Cllr Stephen Powell with support from Friends of Talbot Green I have organised an Armistice Event to celebrate 100 years since the end of World War 1. The event is being held on Sunday 11th November 2018. I am requesting a donation of £300 from Llantrisant Community Council from the events budget to assist in providing the best event possible for the community. Ebenezer Church are working with us on the service, Cor Y Bryn from Llantrisant will be leading the singing of the hymns and national anthems. After the service there will be performances from The Blue Bird Belles which includes a wartime sing-a-long. In addition Step Up Creative will be performing a song and some dances and there will be a Punch and Judy Show. We will also have a couple of small funfair rides, some fairground attractions, face painting and balloon modelling. A bring and share street party style event is being aimed for and the initial interest is proving very popular. The event will start at 10:30am and finish by 1pm, and in the event of heavy rain some things will move indoors, although the event will be somewhat restricted. It promises to be the most impressive event in the area and we are seeking the funding to assist us with marketing materials, decorations for the event, to be able to purchase a few wreaths to ask children to lay along with a number of other pieces. We do not want this generation to grow up not knowing about the War, and at the same time, Talbot Green has never held an event to mark Armistice and it will be good for the older members of the community to come along too and create a real community event.

Report on 47 bus usage on Wednesday 31 October 2018

History

This service was originally provided by RCT council over a six day operation providing shoppers who had no personal transport the opportunity to shop at the main shopping areas around Talbot Green. Due to financial pressures RCT decided to terminate this service. Llantrisant CC Decided to support this bus service but due to its own financial limits had to restrict the service to one day a week this day being a Tuesday.

Present Time

In 2016 the council noted that usage numbers were beginning to fall this situation continued into 2017. It was decided to carry out a consultation process with bus users and residents of two OAP units in Beddau and Llantrisant. The outcome was to change the day the service operated from a Tuesday to a Wednesday and also make changes to the time table and extend the bus route to cover areas in Beddau and Tynant. These changes came into effect on 32 May 2018.

Usage figures show the average journeys from January 2018 to May 2018 on the Tuesdays was 25 per day. Since the move to a Wednesday on 23 May 2018 ot 15 October 2018 the average has fallen to 12 per day. On 31 October 2018 the day of the inspection the usage was 12 journeys. After talking to the users the following points were made :- The Tuesday was a better day for most people. A lot more people do there shopping online. The Travelog request service is much more available to OAPs now. It was also very clear nobody uses the stops at Fforest Hills and Brynteg Green. Also on the day no- body was collected from the Beddau and Coed yr Escob Areas.

Recommendations

1. The day the service operates be changed back to a Tuesday as soon as possible. 2. This change be advertised in the free papers like The Dairy and Village Directory etc. 3. This service be terminated at the end of the yearly contract period in April 2019 if user figures do not improve significantly.
