February 1, 2018 MUSICIAN ARRESTED FOR SELLING METH IN BASILAN A member of a local band in Basilan was arrested by elements of PDEA Basilan Provincial Office after the suspect agreed to sell a sachet of shabu to a PDEA agent who acted as poseur buyer during a buy-bust operation conducted at Sitio Tinambakan, Barangay Maganda, Lamitan City on February 1, 2018. PDEA RO IX Regional Director, Dir. III Lyndon P. Aspacio, CESE, identified the arrested suspect as Madie Mallaning Daman, 36 years old, married, and a resident of the said place. The suspect was reported to have continued his illegal drug activity despite having him previously surrendered to the Oplan Tokhang of the PNP. The suspect also admitted that his proceeds are being used to finance his family and treatment for his heart problem. Confiscated during the said operation were nine (9) heat-sealed transparent plastic sachets containing white crystalline substance believed to be shabu weighing more or less 0.18 grams worth Php2,600, a coin purse, rolled aluminum foils, and Php200 used as buy- bust money. Cases for violations of Section 5 (Selling of Illegal Drugs), Section 11 (Possession of Illegal Drugs), and Section 12 (Possession of Drug Paraphernalia) Article II of RA 9165 known as the Comprehensive Dangerous Drugs Act of 2002 are being readied for filing in court against the suspect. WATCHLISTED DRUG PERSONALITY ARRESTED IN NAGA A drug personality, who is also included in the watch list, was arrested by joint elements of PDEA Zamboanga Sibugay Provincial Office, Naga Municipal Police Station and Police Intelligence Branch – Zamboanga Sibugay Police Provincial Office (PIBZSPPO) during a buy-bust operation conducted at Purok 5, Barangay Taytay Manubo, Naga, Zamboanga Sibugay on February 2, 2018 at around 1330H. PDEA RO IX Regional Director, Dir. III Lyndon P. Aspacio, CESE, identified the arrested suspect as Kairuddin Mamantal y Amsali a.k.a “Hairuddin Maito”, watch-listed, 37 years old, married, and a resident of Barangay Luguimit, Margosatubig, Zamboanga del Sur. Confiscated during the said operation were four (4) heat-sealed transparent plastic sachets containing white crystalline substance believed to be shabu weighing more or less seven (7) grams worth Php24,500, and Php200 used as buy-bust money. Cases for violations of Section 5 (Selling of Illegal Drugs) and Section 11 (Possession of Illegal Drugs), Article II of RA 9165 known as the Comprehensive Dangerous Drugs Act of 2002 are being readied for filing in court against the suspect. PDEA, PNP ARREST DRUG SUSPECT IN KABASALAN Joint elements of PDEA Zamboanga Sibugay Provincial Office and Kabasalan Municipal Police Station conducted a buy-bust operation at Poblacion, Kabasalan, Zamboanga Sibugay on February 2, 2018 at around 4:30 in the afternoon. This operation resulted to the arrest of a drug suspect who agreed to sell a suspected shabu to a PDEA agent who acted as poseur buyer. PDEA RO IX Regional Director, Dir. III Lyndon P. Aspacio, CESE, identified the arrested suspect as John Rey Bantillo y Penistan, 31 years old, single, and a resident of Purok C, Barangay Salipyasin, Kabasalan, Zamboanga Sibugay. Confiscated during the said operation were three (3) heat-sealed transparent plastic sachets containing white crystalline substance believed to be shabu weighing more or less two (2) grams worth Php7,000, several drug paraphernalia and Php200 utilized as buy-bust money. Cases for violations of Section 5 (Selling of Illegal Drugs) and Section 11 (Possession of Illegal Drugs), Article II of RA 9165 known as the Comprehensive Dangerous Drugs Act of 2002 are being readied for filing in court against the suspect. FISHERMAN ARRESTED FOR SELLING METH A fisherman in Ipil was arrested by joint elements of PDEA Zamboanga Sibugay Provincial Office, Zamboanga Sibugay Provincial Drug Enforcement Unit (PDEU), Ipil Municipal Drug Enforcement Unit (MDEU) and Ipil Night Watch Patrol Group during a buy- bust operation conducted at Purok Daliah, Lower Taway, Ipil, Zamboanga Sibugay on February 7, 2018 at around 0320H. PDEA RO IX Regional Director, Dir. III Lyndon P. Aspacio, CESE, identified the arrested suspect as Kimar Kasim y Tuazon, 27 years old, married, and a resident of Purok Ilang-Ilang, Barangay Lower Taway, Ipil, Zamboanga Sibugay. Confiscated during the said operation were three (3) heat-sealed transparent plastic sachets containing white crystalline substance believed to be shabu weighing more or less (0.06) gram worth Php1,500, aluminum foil and Php500 utilized as buy-bust money. Cases for violations of Section 5 (Selling of Illegal Drugs) and Section 11 (Possession of Illegal Drugs), Article II of RA 9165 known as the Comprehensive Dangerous Drugs Act of 2002 are being readied for filing in court against the suspect. YOUNG SALESMAN ENDED UP IN JAIL FOR SELLING SHABU Joint elements of PDEA Zamboanga Sibugay Provincial Office, Ipil Municipal Drug Enforcement Unit (MDEU) and 12th MICO MIB conducted a buy-bust operation at Purok Morning Glory, Barangay Don Andres, Ipil, Zamboanga Sibugay on February 8, 2018 at around 2220H. This operation resulted to the arrest of a drug suspect. PDEA RO IX Regional Director, Dir. III Lyndon P. Aspacio, CESE, identified the arrested suspect as Kenneth Rhoy Omar y Guillergan a.k.a. “ken-ken”, male, salesman, 21 years old, married, and a resident of Purok Caimito, Barangay Sanito, Ipil, Zamboanga Sibugay. Confiscated during the said operation were four (4) heat-sealed transparent plastic sachets containing white crystalline substance believed to be shabu weighing more or less (0.09) gram worth Php2,500, several drug paraphernalia and Php200 utilized as buy-bust money. Cases for violations of Section 5 (Selling of Illegal Drugs) and Section 11 (Possession of Illegal Drugs) and Section 12 (Possession of Drug Paraphernalia), Article II of RA 9165 known as the Comprehensive Dangerous Drugs Act of 2002 are being readied for filing in court against the suspect. DRUG DEN DISMANTLED, 8 OTHERS ARRESTED IN DRUG BUST Another alleged drug den was dismantled and eight (8) drug personalities were arrested by elements of PDEA Zamboanga City Office during a buy-bust operation conducted at Carino Compound, Camino Nuevo, Zamboanga City on February 9, 2018 at around 1815H. PDEA RO IX Regional Director, Dir. III Lyndon P. Aspacio, CESE, identified the arrested suspects as William Carpio y Marondo (HVT), 25 years old, male, single, a resident of said place; Loreigne Jalaidi y Bernardo a.k.a. “Carina”, 25 years old, female, single, also a resident of said place; Vic Jones Engkig y Balanding a.k.a. “Jones”, 29 years old, male, single, a resident of Guiwan, ZC; Maria Helen Carpio y de Jesus a.k.a. “Nay” (HVT), 53 years old, female, single, a resident of said place; Alain Romero y Rodriguez, 36 years old, male, single, a resident of Sotto Drive, Brgy Divisoria, ZC; Cyrus Baguinat y Banares, 36 years old, male, separated, a resident of Daisy Road, Guiwan, ZC; Jonathan “Jung-jung” Serrano y Cabaluna, 38 years old, married, a resident of Daisy Road, Guiwan, ZC; and Leonardo Marondo y Herbuela (HVT), 52 years old, male, married, a resident of Camino Nuevo, ZC. Confiscated during the said operation were seven (7) heat-sealed transparent plastic sachets containing white crystalline substance believed to be shabu weighing more or less twelve (12) grams worth Php60,000, several drug paraphernalia, cell phone units, cash amounting to Php398 and Php300 utilized as buy-bust money. Cases for violations of Section 5 (Selling of Illegal Drugs), Section 6 (Maintenance of Den, Dive or Resort), Section 7 (Employees and Visitors of Den, Dive or Resort), Section 11 (Possession of Illegal Drugs), Section 12 (Possession of Drug Paraphernalia), Section 26 (Attempt or Conspiracy) in relation to Section 5, and Section 26 in relation to Section 6, Article II of RA 9165 known as the Comprehensive Dangerous Drugs Act of 2002 are being readied for filing in court against the suspects. FOUR ARRESTED IN SULU DRUG BUST Four drug suspects were arrested by joint elements of PDEA Sulu Provincial Office, Indanan Municipal Police Station and Police Provincial Mobile Force Company during a buy- bust operation conducted at Sitio Laum Niyog, Barangay Kajatian, Indanan, Sulu on February 12, 2018 at around 1140H. PDEA RO IX Regional Director, Dir. III Lyndon P. Aspacio, CESE, identified the arrested suspects as Bennajar Amil, male, 39 years old, a resident of Langpas, Indanan; Ethar Taratingan, male, 35 years old, a resident of Kajatian, Indanan; Al-Nibar Annil, male, 25 years old, a resident of Sitio Buotan, Indanan; and Nasser Ijerail, male, 25 years old, a resident of Kajatian, Indanan, Sulu. Confiscated during the said operation were four (4) heat-sealed plastic straws and one heat-sealed transparent plastic sachet both containing white crystalline substance believed to be shabu weighing more or less (0.10) gram worth Php1,000, several drug paraphernalia, a cal. 45 pistol with magazine loaded with ammunition, and Php300 utilized as buy-bust money. Cases for violations of Section 5 (Selling of Illegal Drugs), Section 11 (Possession of Illegal Drugs), Section 12 (Possession of Drug Paraphernalia), Article II of RA 9165 known as the Comprehensive Dangerous Drugs Act of 2002 and RA 10591 are being readied for filing in court against the suspects. DRUG OP NETS BROTHERS, YIELDS 10 GRAMS OF SHABU A buy-bust operation was conducted by joint elements of PDEA Zamboanga Sibugay Provincial Office, Kabasalan Municipal Drug Enforcement Unit, and Regional Mobile Force Battalion 9 at Purok C, Barangay Salipyasin, Kabasalan, Zamboanga Sibugay on February 12, 2018 at around 2310H. This operation resulted to the arrest of two drug personalities in the area. PDEA RO IX Regional Director, Dir. III Lyndon P. Aspacio, CESE, identified the arrested suspects as Muti Dapat y Sayade, a watchlisted drug personality, male, 40 years old, married, and Ahmad Dapat y Sayade, 31 years old, male, married, both residents of the said place.

Its headquarters shall be located in the Municipality of Diplahan. The Zamboanga Sibugay 1st DEO shall comprise the municipalities of Buug, Diplahan, Malangas, Imelda, Alicia, Mabuhay, Olutanga, Talusan and Payao. The Municipalities of Ipil, Kabasalan, Naga, Roseller T. Lim, Siay, Titay and Tungawan shall remain under the jurisdiction of the existing DEO, which shall henceforth be known as Zamboanga Sibugay 2nd DEO. Pending approval of the DPWH Rationalization Plan, the Zamboanga Sibugay 1st DEO shall be constituted and manned by appropriate personnel from the Regional Office and/or other offices of the Department as may be identified by the Regional Director of DPWH Region IX, subject to approval by appropriate official of the Department, CS Law and Rules and pertinent provisions of the Omnibus Election Code. The DPWH Central Office may also provide technical and planning support to the Zamboanga Sibugay 1st DEO as may be necessary. The initial cost to operationalize the Zamboanga Sibugay 1st DEO shall be charged against appropriate funds of the Department, subject to existing accounting and auditing rules and regulations. Succeeding funding requirements shall be included in the annual budget of the Department.

    ZAMBOANGA PENINSULA REGIONAL RECOVERY PROGRAM 2020-2022 Regional Development Council Regional Disaster Risk Reduction and Management Council Region IX 15 June 2020 MESSAGE The Corona Virus-19 (COVID-19) pandemic has caught all of us unaware. It has not only disrupted our normal daily lives but also caused damage to our economy, infrastructures, livelihood, agriculture, health and environment , among others. The different national and regional line agencies and local government units (LGUs) have been working relentlessly together to establish health protocols and guidelines to minimize the damage and lessen the impact of COVID-19 to the people and their means of living, and to save lives. The private sector is also doing its share as partner of the government during this crisis. As we are rebuilding our economy, we hope that the lessons we are learning from this pandemic would influence and transform us to a new and better normal way of living. The Zamboanga Peninsula Recovery Program (RRP) is intended to help the region recover from the impact of COVID-19. It will serve as the region’s blueprint towards rebuilding a resilient and better community. It includes an assessment of the extent of damage caused by the pandemic, the government’s response, the framework on how to go about rebuilding, and the proposed programs and projects for recovery. The RRP shall be undertaken through the collaboration among the line agencies, LGUs, the private sector and the citizenry. We recognize the efforts put together by the region’s stakeholders and their contribution in the formulation of the Regional Recovery Program in such a short period of time.

    PHILIPPINE RUBBER INDUSTRY ROADMAP 2017-2022 i FOREWORD he Department of Trade and Industry and the Department of Agriculture have been since 2012 spearheading the formulation of Philippine Rubber Industry Roadmap. In 2012, both agencies did parallel initiatives by outsourcing the T preparation of the rubber industry development plans to the University of the Asia and the Pacific (UA&P) for the upstream sector and the University of the Philippines – Institute for Small Scale Industries (UP-ISSI) for the downstream sector. In the same year, the Department of Science and Technology came out with its Rubber Research and Development Agenda manifesting the agency’s strong support in the development of the rubber industry. The DOST’s Rubber R&D Agenda was integrated in the annual Rubber Industry Cluster Action Plan since 2012. The two (2) development plans were used by the Philippine Rubber Technical Working Group (PHLRUBBER TWG) as basis in the preparation and implementation of an annual Rubber Industry Cluster Action Plan (Rubber InCup) starting 2013 until 2015. It was in 2013 that the PHLRUBBER decided to integrate the two (2) industry development plans. After series of consultations and workshops, the integration was finalized in 2015 resulting to the crafting of the Philippine Rubber Industry Roadmap 2016-2022. By consolidating the roadmaps, all agencies allied to the development of the rubber industry are expected to work on the same vision, goals and objectives and harmonize all programs and projects designed to improve the growth of the industry as well as its contribution in poverty reduction most particularly among smallholders.

    A LOCAL DRUG GROUP LEADER AND A NUMBER 8 PRIORITY TARGETLISTED PERSONALITY AND HIS COMPANION APPREHENDED IN IPIL, ZAMBOANGA SIBUGAY On September 27, 2018 at 1:00 PM, joint elements of PDEA Zamboanga Sibugay, Ipil MPS, PDEU, PPO-PIB and RMFB9 implemented Search Warrant at Purok Reservoir, Barangay Don Andres, Ipil, Zamboanga Sibugay for Violation of Section 11 of RA 9165 which resulted in the arrest of Juni Boy Roluna and Shirly Alipo y Pilapil. Confiscated during the operation were thirteen (13) pcs heat-sealed transparent plastic sachet containing white crystalline substance suspected to be shabu weighting MOL 85 grams with an estimated street value of Php 578, 000.00 and drug parapernalias. Juni Boy Roluna is a leader of a local Drug Group and number 8 targetlisted personality of PDEA and PNP in the province. Cases for violation of Section 11 and 12 Article II of RA 9165 were filed in court against the suspects. MOL 110 GRAMS OF SHABU SEIZED DURING A BUY-BUST OPERATION AND SEARCH WARRANT IMPLEMENTATION IN TALON, TALON, ZAMBOANGA CITY At around 1900H of September 19, 2018, joint elements of PDEA RO IX Regional Enforcement Team, ZCPO Police Stations 6 and 11, Joint Task Force Zamboanga (11th Inf Bn, 3rd Inf Div, PA), and ZC Mobile Force Company conducted a buy-bust operation at Barangay Talon-Talon, Zamboanga City which resulted in the arrest of Alnijar Kaisal y Wahid a.k.a. "Adman Salahuddin/Atchai/Mohammad Nizar Bin Abdullah Mahaddi/Al-Nizar Jalaidi" (HVT) and Al-Tasil Panlilio Usman (HVT). Confiscated during the operation were one heat-sealed transparent plastic pack containing white crystalline substance believed to be shabu weighing MOL 50 grams with a street value worth Php340,000.00.
