A Local Drug Group Leader and a Number 8 Priority Targetlisted Personality and His Companion Apprehended in Ipil, Zamboanga Sibugay A LOCAL DRUG GROUP LEADER AND A NUMBER 8 PRIORITY TARGETLISTED PERSONALITY AND HIS COMPANION APPREHENDED IN IPIL, ZAMBOANGA SIBUGAY On September 27, 2018 at 1:00 PM, joint elements of PDEA Zamboanga Sibugay, Ipil MPS, PDEU, PPO-PIB and RMFB9 implemented Search Warrant at Purok Reservoir, Barangay Don Andres, Ipil, Zamboanga Sibugay for Violation of Section 11 of RA 9165 which resulted in the arrest of Juni Boy Roluna and Shirly Alipo y Pilapil. Confiscated during the operation were thirteen (13) pcs heat-sealed transparent plastic sachet containing white crystalline substance suspected to be shabu weighting MOL 85 grams with an estimated street value of Php 578, 000.00 and drug parapernalias. Juni Boy Roluna is a leader of a local Drug Group and number 8 targetlisted personality of PDEA and PNP in the province. Cases for violation of Section 11 and 12 Article II of RA 9165 were filed in court against the suspects. MOL 110 GRAMS OF SHABU SEIZED DURING A BUY-BUST OPERATION AND SEARCH WARRANT IMPLEMENTATION IN TALON, TALON, ZAMBOANGA CITY At around 1900H of September 19, 2018, joint elements of PDEA RO IX Regional Enforcement Team, ZCPO Police Stations 6 and 11, Joint Task Force Zamboanga (11th Inf Bn, 3rd Inf Div, PA), and ZC Mobile Force Company conducted a buy-bust operation at Barangay Talon-Talon, Zamboanga City which resulted in the arrest of Alnijar Kaisal y Wahid a.k.a. "Adman Salahuddin/Atchai/Mohammad Nizar Bin Abdullah Mahaddi/Al-Nizar Jalaidi" (HVT) and Al-Tasil Panlilio Usman (HVT). Confiscated during the operation were one heat-sealed transparent plastic pack containing white crystalline substance believed to be shabu weighing MOL 50 grams with a street value worth Php340,000.00. Moreover, at around 1930H of the same date, same teams implemented a Search Warrant against Alnijar Kaisal y Wahid. Confiscated during the implementation were thirteen (13) heat-sealed transparent plastic sachets of suspected shabu weighing MOL 60 grams with a street value worth Php408,000.00 and several drug paraphernalia. Cases for violations of RA 9165 are being filed in court against the suspects. MOL 1.5 KILOS OF SHABU CONFISCATED DURING A BUYBUST OPERATION AT KABASALAN, ZAMBOANGA SIBUGAY On September 17, 2018 at 1940H, joint elements of PDEA RO IX, PDEA ARMM, Zamboanga Sibugay PPO, PMFC, 44th IB, PA and Kabasalan MPS conducted buy-bust operation at Barangay Poblacion, Kabasalan, Zamboanga Sibugay which resulted to the apprehension of a Minor and the death of Jamil Asmad (PNP targetlisted in criminal gang) and a certain john doe (At Large). Confiscated during the operation were two (2) pcs heat-sealed transparent plastic sachet containing white crystalline substance suspected to be shabu MOL 1.5 kilograms with a street value of Php10.2 million, one (1) Armscor cal. 45 with serial no. 1382235, one (1) magazine for cal 45 with live ammunitions, two (2) Samsung cellular phone and one (1) XR 125 black motorcycle. The minor will be turned over to DSWD for proper disposition. A LOCAL DRUG GROUP MEMBER AND PNP 2ND PRIORITY TARGET COLLARED IN IPIL, ZAMBOANGA SIBUGAY Joint operatives from PDEA Zamboanga Sibugay & Ipil MPS conducted a joint Buybust operation on or about 10:50 PM on September 7, 2018 at Purok Citrus, Brgy Poblacion, Ipil, Zamboanga Sibugay. Arrested during the operation was a certain JUNJIE GEMARINO Y MENDOZA, a member of a local drug group and PNPs 2nd Priority Target. Confiscated from his possession were MOL 10 grams of suspected shabu. Violation of Sec. 5,11,12 Article II of R.A 9165 were filed in court against the suspect. MOL 1 KILO OF MARIJUANA CONFISCATED FROM A CANADIAN CITIZEN IN DIPOLOG CITY On or about 7:30 pm of Sept 7, 2018, joint operatives PDEA Zamboanga Del Norte and Dipolog CDET conducted buybust operation at Purok Parpagayo, Lower Dicayas, Dipolog City which led to the arrest of Alfred Wayne St. George, a Canadian citizen. Confiscated from his possession were MOL 1 kilo of dried marijuana leaves, one pack of marijuana cookies and one Tupperware of marijuana hashish. Violation of sections 5, 11 and 12, Art. II of R.A. 9165 were filed in court against the suspect. A LOCAL DRUG GROUP MEMBER COLLARED IN DIPOLOG CITY On or about 9:30PM Sept 6, 2018, joint elements of PDEA Zamboanga Del Norte, ZDN PDEU and Dipolog CDET conducted buybust operation at Purok Red Rose, Brgy. Miputak, Dipolog City. Arrested during the operation was a certain Julito Rodriguez y Abordo a.k.a. "Bayot" or "Sugar Rivera", identified member of a local Drug Group. Confiscated from his possession were MOL 5 grams of suspected shabu. Violations of sections 5 and 11, Art. II of R.A. 9165 were filed in court against the suspect. HP340K WORTH OF SHABU SEIZED DURING BUY-BUST OPERATION IN ZAMBOANGA CITY On September 04, 2018 at 2347H, joint elements of PDEA RO IX Zamboanga City Office, Naval Intelligence Security Group Western Mindanao (NISGWM), Police Station 11 and C2 Tactical Operations Wing - Philippine Air Force (C2 TOW-PAF) conducted a buy-bust operation at Southcom Village, Upper Calarian, Zamboanga City which resulted in the arrest of Norhusin Kaning y Indanan and Lyn-Lyn Laudi y Hadjuinla. Confiscated during the operation were thirteen (13) heat-sealed transparent plastic sachets containing white crystalline substance believed to be shabu MOL 50 grams worth Php340,000.00, one (1) Php1,000.00 bill utilized as buy-bust money, one (1) plastic pill box, one (1) dark blue leather sling bag, one (1) light blue Samsung cellular phone, one (1) unit black Honda Beat motorcycle bearing temporary plate no. 991-8329, one (1) ignition key and cash amounting to Php21,000.00 in different denominations. Cases for violations of Section 26 in relation to Section 5 and Section 11, Article II of RA 9165 are being readied for filing in court against the suspects. .

Its headquarters shall be located in the Municipality of Diplahan. The Zamboanga Sibugay 1st DEO shall comprise the municipalities of Buug, Diplahan, Malangas, Imelda, Alicia, Mabuhay, Olutanga, Talusan and Payao. The Municipalities of Ipil, Kabasalan, Naga, Roseller T. Lim, Siay, Titay and Tungawan shall remain under the jurisdiction of the existing DEO, which shall henceforth be known as Zamboanga Sibugay 2nd DEO. Pending approval of the DPWH Rationalization Plan, the Zamboanga Sibugay 1st DEO shall be constituted and manned by appropriate personnel from the Regional Office and/or other offices of the Department as may be identified by the Regional Director of DPWH Region IX, subject to approval by appropriate official of the Department, CS Law and Rules and pertinent provisions of the Omnibus Election Code. The DPWH Central Office may also provide technical and planning support to the Zamboanga Sibugay 1st DEO as may be necessary. The initial cost to operationalize the Zamboanga Sibugay 1st DEO shall be charged against appropriate funds of the Department, subject to existing accounting and auditing rules and regulations. Succeeding funding requirements shall be included in the annual budget of the Department.

    ZAMBOANGA PENINSULA REGIONAL RECOVERY PROGRAM 2020-2022 Regional Development Council Regional Disaster Risk Reduction and Management Council Region IX 15 June 2020 MESSAGE The Corona Virus-19 (COVID-19) pandemic has caught all of us unaware. It has not only disrupted our normal daily lives but also caused damage to our economy, infrastructures, livelihood, agriculture, health and environment , among others. The different national and regional line agencies and local government units (LGUs) have been working relentlessly together to establish health protocols and guidelines to minimize the damage and lessen the impact of COVID-19 to the people and their means of living, and to save lives. The private sector is also doing its share as partner of the government during this crisis. As we are rebuilding our economy, we hope that the lessons we are learning from this pandemic would influence and transform us to a new and better normal way of living. The Zamboanga Peninsula Recovery Program (RRP) is intended to help the region recover from the impact of COVID-19. It will serve as the region’s blueprint towards rebuilding a resilient and better community. It includes an assessment of the extent of damage caused by the pandemic, the government’s response, the framework on how to go about rebuilding, and the proposed programs and projects for recovery.     PHILIPPINE RUBBER INDUSTRY ROADMAP 2017-2022 i FOREWORD he Department of Trade and Industry and the Department of Agriculture have been since 2012 spearheading the formulation of Philippine Rubber Industry Roadmap. In 2012, both agencies did parallel initiatives by outsourcing the T preparation of the rubber industry development plans to the University of the Asia and the Pacific (UA&P) for the upstream sector and the University of the Philippines – Institute for Small Scale Industries (UP-ISSI) for the downstream sector. In the same year, the Department of Science and Technology came out with its Rubber Research and Development Agenda manifesting the agency’s strong support in the development of the rubber industry. The DOST’s Rubber R&D Agenda was integrated in the annual Rubber Industry Cluster Action Plan since 2012. The two (2) development plans were used by the Philippine Rubber Technical Working Group (PHLRUBBER TWG) as basis in the preparation and implementation of an annual Rubber Industry Cluster Action Plan (Rubber InCup) starting 2013 until 2015. It was in 2013 that the PHLRUBBER decided to integrate the two (2) industry development plans. After series of consultations and workshops, the integration was finalized in 2015 resulting to the crafting of the Philippine Rubber Industry Roadmap 2016-2022. By consolidating the roadmaps, all agencies allied to the development of the rubber industry are expected to work on the same vision, goals and objectives and harmonize all programs and projects designed to improve the growth of the industry as well as its contribution in poverty reduction most particularly among smallholders.

REDD+ (Reduction in Emissions from Deforestation and Degradation) is designed to tackle this challenge by providing economic incentives for conservation, restoration and sustainable management of forests. In addition to emissions reductions, REDD+ also has the capacity to deliver co-benefits including biodiversity conservation and rural development by conserving species-rich forests and providing poor forest communities with alternative livelihoods. The Philippines, a biodiversity hotspot with the seventh highest deforestation rate in the world seeks to maximize these co-benefits during project planning and site selection. The 2010 Philippine National REDD-plus Strategy outlines the rationale for targeting project sites, however, a national-scale spatial prioritization assessment has yet to be conducted. This study performs a multi-attribute utility theory (MAUT) analysis using five environmental and socio-economic indicators (carbon stocks, deforestation rate, biodiversity, indigenous community areas, and poverty incidence).
