> Title: Need to start interlinking of Pennar and Palar rivers in Tamil Nadu. SHRI ABDUL RAHMAN (VELLORE): Under the Peninsula Rivers Development component of the National Perspective Plan (NPP) for interlinking rivers, National Water Development Agency (NWDA) has identified nine links meant for transferring surplus water from bigger rivers to the deficit basins where severe drought conditions are faced every year. Thousands of hectares of cultivable land is lying waste in the states of Orissa, Andhra Pradesh, Karnataka, Tamilnadu and Pondicherry, Pennar-Palar-Cauvery link project is one among the nine links connecting to the river Palar. This link canal will provide irrigation to the Nellore and Chittoor districts of Andhra Pradesh; Tiruvallur, Kancheepuram, Vellore, Tiruvannamalai, Villupuram and Cuddalure districts of Tamilnadu and Pondicherry. Based on the feasibility study of the above, canal link was prepared by NWDA and project cost was estimated to be Rs. 6769 crore based on 2003-04 price level. Under the state link program of Tamil Nadu, Pennar (Krishnagiri)-Palar link was the only Intra-State link that was taken up based on the request of the Government of Tamil Nadu to assess the feasibility of diverting the flood waters from the existing Krishnagiri reservoir across Pennar river to the water deficit Palar basin. A preliminary feasibility report was prepared by NWDA for diverting 99 Mms of flood flow waters annually available at existing Krishnagiri dam to the Palar basin. This project was estimated to cost Rs.257.93 crore at 2008-09 price level. I wish to ask the Hon'ble Minister that what further action has been taken by the Ministry in this regard. It has been more than a decade since the project was initiated but there is no work done on the ground. I want to know that if the Government has any intention at all to start these projects to link the rivers of the country in the general and in particular the link between the rivers Pennar and Palar. .

Chapter – 2 Physical Features 2.0 General The Ponnaiyar (Nedungal) - Palar intra-state link project envisages diversion of 86 Mm 3 of flood waters available at Krishnagiri dam across Ponnaiyar river for recharging of ground water in water-short Palar basin for stabilising the existing ayacut presently being irrigated under tanks, open wells/tube wells in water deficit Vaniyambadi taluka of Vellore district in Palar basin and also feeding the system tanks (Eris) enroute the link canal for stabilising enroute command areas in Krishnagiri and Pochampalli talukas of Krishnagiri district and Tirupattur taluka of Vellore district. The project will also provide about 3.882 Mm 3 of water for domestic water supply to enroute villages benefitting about 1.52 lakh people. The present chapter deals with physical features such as geographical disposition, topography and physiography, geology of the basin areas, river system and of the command area benefitted under the link project. 2.1 Geographical Disposition The proposed Ponnaiyar (Nedungal) - Palar intra-state link canal off-takes from the existing Nedungal Anicut, located across the Ponnaiyar river near Peruhalli and Nedungal villages in Krishnagiri district of Tamil Nadu. The proposed link canal traverses through Krishnagiri and Pochampalli talukas of Krishnagiri district and Tirupattur taluka of Vellore district of Tamil Nadu. Although the monsoons effect most part of India, the amount of rainfall varies from heavy to scanty on different parts. There is great regional and temporal variation in the distribution of rainfall. Over 80% of the annual rainfall is received in the four rainy months of June to September. The average annual rainfall is about 125 cm, but it has great spatial variations. This lead to excess rainfall in one region which results the flood and water shortage in other region which leads to the drought in other region. The interlinking project are envisaged with aim to transfer the water from the water surplus region the water deficit region.

RAGHUNATHAN Zoological Survey of India Southern Regional Station, Madras INTRODUCTION Dharmapuri District, covering a total area of 9,615.89 sq. km. (Map 1) is situated on the extreme northwest part of Tamil N adu between latitudes 1 1°54' Nand 12°54' Nand longitudes 77°25'E and 78°42E. The district consists of scarcely wooded undulating plateau, dense jungles and river basins. The mean temperature is 37.8°C and the average rainfall is 680 mm. The two important rivers which flow through the district are the Chinnar and the Cauvery. The major reservoirs are Chinnar dam, Krishnagiri dam and Pambar dam. The paper deals with the fish collections made by the Zoological Survey of India, Southern Regional Station, during Apr. -Mar. 1985-86 by Dr Koshy Mathew and party and during Sept. Oct. 1996 by the second author. A total of 575 specimens belonging to 39 species h~ve been identified, registered and incorporated In the Reserve Collections of SRS. The list includes 10 additional species (of the 22 species) identified from Krishnagiri Reservoir for Ms. Ponmozhi Gokulanathan, Lecturer, Bharati Woman's College, Madras. A total of49 species are thus reported here. Under systematic account are included the first reference, material examined and distribution. Classification follows Menon, 1993 (in Press). Earlier stu~ies in this area include those of Jayarum et. al (1982), who listed 27 species from Hogenaikal, of which 8 species are not represented in the present collections.

The Ponnaiyar (Nedungal)-Palar link project area has four distinct seasons viz., dry period from January to February, hot period from March to May, south-west monsoon from June to September and north-east monsoon from October to December. The climate is cold from December to February followed by hot season from March to May. In general, the project area has a pleasant climate. The hydrology and water availability studies of the project are based on the Rainfall-Runoff relationship developed at Krishnagiri dam site. However, the divertable quantity is based on the average flood spills during monsoon period from the existing Krishnagiri dam. 5.1 General Information about Regions (a) Ponnaiyar Basin The climate of the basin area is pleasant throughout the year, as per the climatological data observed at Dharmapuri IMD station which is nearer to the project area. The average annual rainfall of the basin is 977 mm. The basin receives about 76% of the annual rainfall during monsoon period i.e.
