1.0 Introduction

1.1 Activities of the Water Resources Department

The Poet Kaari Aasan states that “One who performs the 5 good deeds viz i) Formation of a Tank ii) Surplus weir of the tank iii) formation of supply channel iv) forming the commendable land into ploughing fields and v)Digging a well for stabilization will reach heaven without difficulties.

Our ancestors, having known the greatness & importance of rain water, have created many water bodies for various uses. In ancient Tamil Nadu water bodies used for storage of rain water

were classified as Eri, Thangal, Kanmai, Oorani, Kulam, Enthal, Tharuvai, etc., Each name of the water body indicates a particular purpose of the water body. Eri (ஏ쎿) means Lake which is used for Irrigation Purpose. Thangal & Kanmai are the equal words of Lake in Thondai Mandalam & Pandi Mandalam respectively. Oorani means a water body that fulfills the drinking water needs of the Village. Kulam (埁ளம்) is the water body used for bathing. Tharuvai is the lake which has great water spread like a flat saucer that acts as its own catchment. Upon seeing this classification of water bodies based on their applications, it is wonderful to know the scientific approach of our ancient Tamil Nadu.

Hon’ble Chief Minister of Tamil Nadu, having emphasis on conserving the water which is the lifeline to all living beings on earth, have formed an independent Department for effective management of the Water Resources in Tamil

Water Resources Department is more focused on meeting the water demands of the various sectors viz Agriculture, Domestic, Industries etc., by maintaining the water bodies and their infrastructure in a healthy manner.

The Water Resources Department is taking up construction and maintenance of the dams, anicuts, check dams, canals, channels, tanks, ponds and inter linking of Rivers within the State apart from providing appropriate ground water recharge structures.

1.2 Focus of the Department in Water Management

Water Resources Department has planned to provide more number of Check Dams / Barrages / Sub-surface Dykes / Tail End Regulators to 3

store surplus water during the Monsoon period so as to augment Surface and Ground Water potential, as the State having topographical constraints in forming new major reservoirs. The Department will take effective steps to maintain robust health of the water bodies and restore the original capacity of Reservoirs / Tanks. By the above interventions, damages caused due to flood could also be avoided.

The Government have decided to evict encroachments in water bodies by coordinated effects of various departments to make the water bodies free from encroachments.

1.3 Water Resources Potential

‘’இருபுனலும் வொய்ந் மவலயும் வருபுனலும் வல்லரணும் நொட்羿ற்埁 உறுப்பு‘’ – 埁 ள்

Surface Water Potential

There are 34 Rivers in the State which have been grouped into 17 major River basins and 127 sub- 4

basins. The normal rainfall in the State is 960 mm. The total surface water potential of the State is 885 T.M.C ft. which includes 249 T.M.C ft. realised from the neighbouring States through Inter-State Agreements.

Ground Water Potential

Conservation and judicious management of the ground water resources are the prime need of the hour and also for the coming years so as to make the State of Tamil Nadu to attain self sufficiency and sustainability in the Ground Water Resources Sector. The quantity and quality of the ground water are being continuously monitored and assessed by the Department. Based on the micro level Ground Water Potential Assessment as on March 2020 with Revenue Firkas as a unit, totally 1,166 Firkas are categorized into 5 types, 435 Firkas as Over Exploited, 63 Firkas as Critical, 225 Firkas as Semi Critical, 409 Firkas as Safe and 34 Firkas as Saline / Poor Quality. 5

Construction of structures such as Check Dams, Bed Dams, Sub surface Dykes, Recharge Shafts, Percolation Ponds etc., are being carried out to protect, harness and improve the available ground water potential of the State.

1.4. Sustainable Development Goals

17 Sustainable Development Goals and 169 targets are part of the Sustainable Development Goals-2030 Agenda adopted by 193 Member States at the UN General Assembly Summit.

This Department deals with a fundamental and essential element of nature on which life depends — Water. The sustainable management of water is vital and is covered under Goal 6 in the Sustainable Development Goals. The targets under this Goal pertaining to the Water Resources Department are as follows:-

Target 6.4 - By 2030, substantially increase water-use efficiency across all the sectors and ensure sustainable withdrawal and supply of freshwater to address water scarcity and substantially reduce the number of people suffering from water scarcity.

Target 6.5 - By 2030, implement integrated water resources management at all levels, including through transboundary cooperation as appropriate.

Target 6.6 - By 2020, protect and restore water- related ecosystems, including mountains, forests, wetlands, Rivers, aquifers and lakes.

Target 6.a - By 2030, expand international cooperation and capacity-building support to the developing countries in water and sanitation related activities and programmes, including water harvesting, desalination, water efficiency, waste water treatment, recycling and reuse technologies. 7

Target 6.b - Support and strengthen the participation of the local communities in improving water and sanitation management.

In G.O. (Ms) No. 36, Public Works (I.Spl.1) Department, Dated: 25.01.2020, an Unit has been formed in Public Works Department for achieving the Sustainable Development Goals.

With effective implementation of the various schemes of the Department and taking a new path towards more international cooperation, the water bodies, wetlands, aquifers, lakes and Rivers, which are precious resources of water for future generation are being protected and the State is stepping forward to achieve the status of “Water stress free State” in the country. The department is also well on the path to accomplish the 2030 agenda of Sustainable Development Goals.

2.0. Inter – State Water Issues

2.1. Cauvery Water Dispute

Under Section 5(2) of the Inter-State River Water Disputes Act, 1956, the Cauvery Water Disputes Tribunal delivered its Final Order on 05.02.2007.

After hearing the Appeals filed by States of , and Tamil Nadu against the Final Order of the Tribunal, the Supreme Court delivered its Judgement on 16.2.2018 with the allocation of water as detailed below:-

As a consequence of the aforesaid allocation, the Government of Karnataka would be required to make available 177.25 T.M.C. ft. of water to Tamil Nadu at the Inter-State border at Billigundulu for the basin. Apart from the modifications effected hereinabove, no interference has been made with the determination recorded by the Tribunal.

In the Judgement dated 16.02.2018, Union Government was directed to frame a Scheme, within six weeks from that date for implementing the Judgement. Subsequently due to the continuous efforts made by Tamil Nadu, and as per the Supreme Court Judgement dated 18.05.2018, Union Government notified the 10

“Cauvery Water Management Scheme, 2018” consisting of Cauvery Water Management Authority and Cauvery Water Regulation Committee in its Gazette on 01.06.2018.

The has nominated the Secretary to Government, Public Works Department as the Member of Tamil Nadu in the Cauvery Water Management Authority and the Chief Engineer, Water Resources Department, Tiruchirappalli Region as Member of Tamil Nadu in the Cauvery Water Regulation Committee. The Cauvery Water Management Authority held 12 meetings and the Cauvery Water Regulation Committee held 49 meetings so far. In these meetings, the views of Government of Tamil Nadu were strongly urged. The next meeting is to be held in the last week of August’ 2021.

As on 08.08.2021, the live storage in reservoir is 38.151 T.M.C. ft. and 14,000 cusecs

is being released for irrigation and the total live storage in the four major reservoirs of Karnataka is 92.24 T.M.C. ft.

The flow recorded at Billigundulu from 1st June to 11th Aug 2021 is 42.397 T.M.C. ft. against 56.734 T.M.C. ft. as per final Judgement of the Supreme Court dated 16.02.2018, and deficit being 14.337 T.M.C. ft. The Government of Tamil Nadu has taken steps with Cauvery Water Management Authority (CWMA) and Cauvery Water Regulation Committee (CWRC) to receive the deficit water from the Karnataka.

2.1.1 Action taken by Tamil Nadu to prevent Government of Karnataka on its proposal to construct a Dam at Mekedatu

The Government of Tamil Nadu has continuously been conveying its strong objections to the Government of Karnataka and the Union Government on the proposed new reservoir at Mekedatu across the River Cauvery.

Karnataka prepared Feasibility Report for Mekedatu Balancing Reservoir-cum-Drinking Water Project with a capacity of 67.16 T.M.C. ft. and unilaterally submitted it to the Project Appraisal Directorate, Central Water Commission, New Delhi, on 04.08.2018. The Project Appraisal Directorate, Central Water Commission on 24.08.2018, forwarded the Feasibility Report of the Mekedatu Balancing Reservoir-cum-Drinking Water Project of Karnataka to Tamil Nadu. Though the Government of Tamil Nadu conveyed its strong objections to the above project report, the Central Water Commission on 22.11.2018 granted permission to the Cauvery Neeravari Nigama Ltd., Karnataka for preparation of Detailed Project Report on Mekedatu project.

The Government of Tamil Nadu on 30.11.2018 filed a Miscellaneous Application in the Supreme Court to pass orders on the following prayer:-

(i) Stay the operation of the permission given by the Central Water Commission on 22.11.2018 to Karnataka Cauvery Neeravari Nigama Ltd., Bangalore, to go ahead with preparation of Detailed Project Report for Mekedatu project:-

(ii) Direct the Central Water Commission, Ministry of Water Resources, to withdraw the letter dated 22.11.2018;

(iii) Restrain the Cauvery Neervari Nigama Ltd., from preparation of the Detailed Project Report of Mekedatu Dam;

(iv) Direct the State of Karnataka and its instrumentalities to maintain status quofrom construction of any projects like Anicuts in the Cauvery Basin of Karnataka.

The Government of Tamil Nadu on 05.12.2018 filed a Contempt Petition against the Director, Project Appraisal Directorate, Central Water Commission, the Secretary to Government of Karnataka, Water Resources Department and 14

others. The above cases are pending before the Supreme Court.

When it was learnt that the Cauvery Neeravari Nigama Ltd, Karnataka on 20.06.2019 approached the Ministry of Environment, Forest and Climate Change for grant of Environmental Clearance for its proposed construction of Mekedatu Project, Tamil Nadu strongly objected to it. Due to the continuous efforts made by Government of Tamil Nadu, the Expert Appraisal Committee for River Valley and Hydroelectric Projects in its 25th meeting held on 19.07.2019, decided to advise the project proponent to get consent from Tamil Nadu.

When Cauvery Neeravari Nigama Limited, Government of Karnataka again approached the Director and Member Secretary, River Valley and Hydroelectric Projects, Ministry of Environment, Forest and Climate Change, in letter dated 04.10.2019 for grant of Terms of Reference for

the project, the Government of Tamil Nadu made strong objections and urged that the Expert Appraisal Committee shall not grant environmental clearance to Mekedatu Project of Karnataka.

Meanwhile, the proposed Mekedatu Project came up for discussion in the CWMA, and due to strong objection made by the Member, Tamil Nadu this subject was deferred in the meetings.

When newspapers reported that Karnataka has started preliminary works at Mekedatu site, the Government of Tamil Nadu on 27.04.2021 requested the Union Government to advice Karnataka not to take any action on the proposed Mekedatu project, since the matter is pending in the Supreme Court.

In the meanwhile, based on the media reports, the NGT (Southern Zone) has suo motu taken up the issue and ordered on 21.05.2021 to constitute a Committee consisting of 4 members, 16

directing it to go in to the question as to whether any construction activity has been started without obtaining necessary clearance, and to assess the damages, if any, that would be caused to the environment, and submit its Report. However, based on the review application filed by Karnataka, National Green Tribunal, New Delhi disposed the matter, citing that the matter is before the Hon’ble Supreme Court, vide its Order dated 17.06.2021.

Since, the National Green Tribunal, Principal Bench, New Delhi has disposed the matter without giving an opportunity to Tamil Nadu to file with reply. The Government of Tamil Nadu has decided to make an Appeal in the Hon’ble Supreme Court against the Order of the National Green Tribunal, Principal Bench, New Delhi dated 17.06.2021. A Civil Appeal in this regard would be filed soon.

On 17.06.2021, the Hon’ble Chief Minister of Tamil Nadu presented a Memorandum to the Hon’ble Prime Minister and on 06.07.2021, the Hon’ble Minister for Water Resources presented a Memorandum to the Hon’ble Minister of Jal Shakti, wherein it was insisted, among others, not to give permission to the proposed Mekedatu reservoir project of Karnataka.

The Hon’ble Chief Minister of Karnataka wrote a letter to Hon’ble Chief Minister of Tamil Nadu on 03.07.2021, wherein he has stated that the Mekedatu proposed project is for meeting the drinking water demands of Bangalore Metropolitan city and for Hydro power generation and cited the Kundha and Sillahalla pumped storage Hydro electric project in Bhavani Sub Basin of Tamil Nadu and requested to consider the Mekedatu project. He has also suggested that a bilateral meeting could also be held in the

presence of concerned officials to clear all apprehensions.

Hon’ble Chief Minister of Tamil Nadu replied to the Hon’ble Chief Minister of Karnataka on 04.07.2021 wherein it was stated that the Mekedatu project would be obstructing the flows from the uncontrolled catchment downstream of Krishnasagar and Kabini and it would affect the interests of the farmers of Tamil Nadu and requested Karnataka not to take up the Mekedatu project.

In the meeting of All Legislative Parties held on 12.07.2021 under the Chairmanship of the Hon’ble Chief Minister of Tamil Nadu, it was unanimously resolved to condemn and oppose the action of Government of Karnataka, which is in contravention to the Order of the Hon’ble Supreme Court, and to urge the Ministry of Jal Shakti, and other concerned Ministries of Union

of not to accord any clearance to the Mekedatu Project of Karnataka.

Subsequently, a delegation of Leaders of all Legislative Parties of Tamil Nadu, led by the Hon’ble Minister of Water Resources, met the Hon’ble Union Minister of Jal Shakti on 16.07.2021 and presented the resolutions passed unanimously in the all party meeting held on 12.07.2021 and also requested the Union Government / Ministry of Jal Shakti, and other concerned Ministries of Union of India not to accord any clearance to the Mekedatu Project of Karnataka without the concurrence of co-basin States.

In the meanwhile, Thamizhaga All Farmers Organisation Co-Ordination Committee, represented by Thiru. P.R. Pandian, has filed an Application for Impleadment in the above M.A filed by Tamil Nadu.

The Government of Tamil Nadu is taking all necessary action to prevent Karnataka from constructing a Dam at Mekedatu or any other place, in the Cauvery basin of Karnataka in violation of the Final Order of the Tribunal and the Judgment of the Supreme Court and to safeguard the rights of Tamil Nadu.

2.1.2 Sewage let into Cauvery and Pennaiyar by Karnataka

In view of huge damage and suffering likely to be caused to Tamil Nadu and its inhabitants because of letting in sewage and industrial effluents from Bengaluru city and its surroundings in Cauvery and Pennaiyar Rivers by Karnataka, Tamil Nadu filed an Original Suit (O.S. No. 2 of 2015) in the Supreme Court in the year 2015. According to the data available in the Final Report submitted by the Central Pollution Control Board to the Supreme Court, it is confirmed that due to letting in sewage by Karnataka in the

Cauvery and Pennaiyar, these two Rivers are polluted. The case is pending in the Supreme Court.

In the meanwhile, TNPCB is collecting water samples from Cauvery and Pennaiyar Rivers near the inter-State boundary between Karnataka and Tamil Nadu to monitor water quality. Similarly, the Central Water Commission is also collecting samples and monitoring the water quality of Cauvery River at Billigundulu. 2.1.3 Diversion of flood surplus water from to the dry tanks in the Sarabanga Basin in Salem District by pumping

The work of “Diversion of flood surplus water from Mettur Dam to the dry tanks in the Sarabanga sub basin in Salem District by Lift Irrigation”, which envisages utilization of surplus waters by pumping 0.555 T.M.C. ft. @ 214 cusecs for 30 days from Mettur Dam when it spills, is in progress.

In the meanwhile, Secretary of Cauvery Vivasayeegal Sangam, Taluk, Tiruvarur District filed a Writ Petition (WP No. 6972 of 2020) in the High Court of Madras, Bench, on 15.06.2020 against this scheme. The Respondents are: 1) Ministry of Jal Shakti, Union Government, 2) the CWMA, and 3) the Principal Secretary, PWD, GoTN. The Government of Tamil Nadu filed its Counter Affidavit on 31.07.2020, stating inter alia that the Scheme is meant for stabilization of existing ayacut included under minor irrigation in the Sarabanga sub basin of Cauvery basin in the Final Order of CWDT dated 05.02.2007 and in the judgement of the Hon’ble Supreme Court dated 16.02.2018; and it does not involve development of any new ayacut. The matter is pending.

In the meanwhile, it is learnt that the State of Karnataka has filed an Original Suit in the Hon’ble Supreme Court, to restrain Tamil Nadu from

executing Mettur-Sarabanga Project, Cauvery- South Vellar Link Project and some other barrages/check dams projects in Cauvery basin of Tamil Nadu. After this Suit is listed in the Hon’ble Supreme Court, Tamil Nadu would take all necessary actions to complete the projects challenged by Karnataka and protect the interests of the people of Tamil Nadu.

2.1.4 Suit filed by Tamil Nadu in the Supreme Court against Karnataka claiming compensation for non-release of water due to Tamil Nadu in 2012-2013

During the irrigation season 2012-2013, the flows due to Tamil Nadu, as per the Interim Order dated 25.06.1991 of CWDT, were not released by Karnataka. Hence, the State of Tamil Nadu filed a Suit (O.S.No.4/2013) against Karnataka in the Hon’ble Supreme Court of India, claiming damages for the losses caused by Karnataka, to Tamil Nadu due to shortfall in release of

stipulated quantity of water, computed as per the pro rata formula, based on the Interim Order of the Tribunal, seeking directions to Karnataka to pay damages of a sum of about Rs.1045.70 crore towards loss of crops, loss of bio mass and loss of power generation, and to pay punitive damages of Rs.1434 crore for deliberate non- compliance of the decision passed by the Tribunal. Cross examination of the 3 witnesses of Tamil Nadu, was over on 28.09.2018. Cross examination of first witness of Karnataka was over on 30.04.2019. After the cross examination of second witness of Karnataka, the Suit will be taken up for final arguments.

2.2. Mullai Periyar Dam

The Periyar Project was executed by virtue of the Lease Deed signed between the Maharaja of and the Madras Presidency on 29.10.1886. This deed is for 999 years with effect from 01.01.1886. About 8,000 acre has been 25

leased for this project. About 2.20 lakh acre are benefitted by this Project in the Districts of , , Madurai, Sivagangai and and in a year on an average 22 T.M.C. ft. of water is diverted.

Apprehensions were raised about the safety of this Dam in the year 1979. In order to bring the Dam to modern standards, the Central Water Commission suggested certain remedial measures after which the water level could initially be raised to 145 ft. which was not accepted by Kerala. The Government of Kerala held the view that the water level in the Dam should be kept at 136 ft. at all times.

In the Writ Petitions filed, the Supreme Court pronounced its’ Judgment on 27.02.2006, which permitted the Government of Tamil Nadu to raise the water level to 142 ft. The Government of Kerala amended its Kerala Irrigation and Water Conservation Act, 2003, to thwart the Supreme

Court’s Order and fixed the FRL of Mullai Periyar Dam as 136 ft.

In the Suit (O.S No.3 of 2006) filed by the Government of Tamil Nadu against the amended Act of Kerala, the Supreme Court delivered its Judgment on 07.05.2014 and affirmed the Judgment of 2006. Further, the Supreme Court held that the amended Act of Kerala is unconstitutional in so far as Mullai Periyar Dam is concerned. The Court also permitted Tamil Nadu to raise the Water level of the Mullai Periyar Dam upto 142 ft. and also ordered to constitute a Supervisory Committee to periodically inspect the dam and make recommendations.

The water level in the Mullai Periyar Dam reached 142 ft. on 21.11.2014 which was after 35 years. Further, for the second and third time the water level in the dam reached 142 ft. on 07.12.2015 and 15.08.2018, respectively.

The Government of Kerala in September, 2019, has conveyed its concurrence for resumption of power supply to Mullai Periyar Dam which was disconnected in June, 2000. The Government of Tamil Nadu has paid Rs.1,78,47,035 to the Kerala State Electricity Board for the power supply. Supply was restored on 01.02.2021.

Special Repair works

Grouting the dam and treating the upstream face of the Main dam has been recommended by the Empowered Committee and ordered to be carried out by the Hon’ble Supreme Court in its order dated 07.05.2014. Suitable specifications have been obtained from CSMRS, Delhi, and concurrence obtained from CWC. The Government of Tamil Nadu, has issued Administrative Sanction for an amount of Rs 9.81 crore for this work. The State of Kerala has not granted permission in spite of several requests since February, 2020 to carry material and machinery through the forest road for this work.

The Director, CWC has addressed the Additional Chief Secretary of Kerala on 28.07.2021 and requested to get the necessary permission from the concerned authority. On receipt of permission, the work would be taken up.

Further, for the land erosion in the natural Earth mound, on the left of Spillway of Mullai Periyar dam, Rs.9.00 crore has been sanctioned and all measures taken to undertake this work.

Further, the list of instruments currently available in the dam and the Plan of action for procuring Seismograph and Accelerograph has been prepared. For installing seismic instruments for which sanction for Rs 99.95 lakhs has been issued.

2.2.1. Balance strengthening works to be undertaken to raise the water level to the Full Reservoir Level (FRL) +152 ft

For raising the water level to FRL 152 ft, the balance works recommended by Central Water Commission, by Expert Committee (constituted in

the year 2000) and ordered by the Supreme Court in its Order dated 27.02.2006 which has been reiterated by the Empowered Committee (constituted in the year 2010) and by the Supreme Court in its Order dated 07.05.2014, the Government have accorded Administrative Sanction for an amount of Rs.7.85 crore. In order to strengthen the Baby Dam, 23 trees have to be felled down. Though necessary efforts have been taken to obtain necessary clearances, due to the obstructionist attitude of the State of Kerala it is getting delayed. The I.A filed in the Supreme Court praying to give directions to the Government of Kerala to cooperate for quick completion of works for felling 23 trees and Repair to the Ghat road to Dam site is pending.

After persistent efforts, on 11.06.2021 a joint inspection was carried out by the officers of the State of Tamil Nadu and Kerala Forest officials and details of the trees were furnished to the

Deputy Director, PTR, Kerala on 15.06.2021. To complete the strengthening works in the Baby Dam, the Government of Tamil Nadu is taking efforts to get the clearances of Environment and Wild Life Departments of Union Government, for cutting 23 trees in the downstream of the Baby Dam.

In the Memorandum presented by the Hon’ble Chief Minister of Tamil Nadu to the Hon’ble Prime Minister on 17.06.2021, it was requested to instruct the Ministry of Environment, Forest and Climate Change to advise Government of Kerala not to delay in giving the required clearances, so as to enable the Ministry of Environment, Forest and Climate Change, to accord the clearances to enable the Government of Tamil Nadu to carry out the works and to restore the water level in the Dam to FRL of +152 ft. On receipt of clearances, the work would be undertaken. Continuous efforts are taken to obtain the Forest Clearance from the Union Government. The works which

does not require clearances have been completed.

In the Memorandum presented to the Hon’ble Union Minister of Jal Shakti, Union Government by the Hon’ble Minister of Water Resources, Government of Tamil Nadu on 06.07.2021, the Ministry of Jal Shakti was requested to advise the State of Kerala to immediately give permission to cut the 23 trees and repair the Ghat road by Kerala for which Tamil Nadu is willing to bear the cost or to give its concurrence to carry out the repair by Tamil Nadu.

A meeting with Kerala officials at Additional Chief Secretary level to resolve these issues is likely to be held shortly at Thiruvananthapuram.

2.2.2. The proposal of the State of Kerala for construction of a Mega Car Park complex in the water spread area of Mullai Periyar Reservoir

The National Green Tribunal (Southern Zone) on the proposal of the State of Kerala to construct a

Mega car Park in the water spread area of Mullai Periyar Dam in its Judgment dated 15.11.2017, ordered that since the National Tiger Conservation Authority has granted permission, approval under the Forest Conservation Act is not necessary. Against this Judgment, the Government of Tamil Nadu has filed Civil Appeals in the Supreme Court.

The Supreme Court on 04.12.2017, has ordered that no permanent construction should be carried out by the Government of Kerala. As the Government of Kerala has undertaken construction works of permanent nature, the Government of Tamil Nadu on 08.05.2019 filed a Contempt Petition against the concerned officers of Kerala in the Supreme Court. The matters are pending before the Supreme Court.

Apart from this, the Government of Tamil Nadu in 2014 has filed a Civil Suit in the Supreme Court against the proposal of Government of Kerala to

construct the Mega Car Park and to remove the encroachments in the leased area. This case is pending in the Supreme Court.

2.3. Palar River Water Issue

The River Palar which is one of the Inter-State Rivers, originates in Kolar District in Karnataka, traverses through Andhra Pradesh via Chittoor District and runs through Vellore, Tiruvannamalai and Kancheepuram Districts in Tamil Nadu, before confluence into the .

When the Government of Andhra Pradesh proposed to construct a reservoir with a capacity of 0.6 T.M.C. ft. across Palar at Ganesapuram in Kuppam Taluk in Chittoor District, in violation of the Madras- Agreement of the year 1892, the Government of Tamil Nadu in the year 2006, filed a Suit in the Supreme Court praying to stop the execution of the said project by Andhra

Pradesh. The cross-examination of the witnesses of Tamil Nadu and Andhra Pradesh are completed. The case is pending in the Supreme Court. In the meanwhile, no consensus could be reached in the meeting convened by the Union Government with the Government of Tamil Nadu and Andhra Pradesh on 07.05.2018.

When the Government of Andhra Pradesh started to increase the height of check dams, to repair the existing check dams and to construct new check dams across Palar River at several places in Chittoor District, the Government of Tamil Nadu filed another Suit in the year 2016 in the Supreme Court. The Government of Tamil Nadu has also filed Interlocutory Applications (I.A) in the Supreme Court in the years 2017, 2018 and 2019, to bring back the increased height to its original level and to allow the natural flow due to Tamil Nadu. This case is also pending in the Supreme Court. 35

2.4. Parambikulam Aliyar Project - Review of Agreement

The Parambikulam Aliyar Project, was planned, designed and executed by the Government of Tamil Nadu as one of the Second Five Year Plan Projects (1956-1961), with the consent and co-operation of the Government of Kerala for sharing mutual benefits through the utilization of flows in the west flowing Rivers of Anamalayar, Nirar, Sholayar, Parambikulam and its tributaries Peruvaripallam, Thunakadavu and the Palar and Aliyar flowing in the plains and the streams flowing into them, for generation of Hydro Electric Power, irrigation, drinking water supply, industrial use and other purposes. An Agreement between the Governments of Kerala and Tamil Nadu was entered into on 29.5.1970

with retrospective effect from 09.11.1958. The Taluks of , , Udumalaipettai and Dharapuram in the Districts of and are benefitted. The Palakkad and Trichur Districts of Kerala State are also benefitted. This Agreement was due for review on 09.11.1988 and thereafter once in 30 years. Accordingly, both the Governments exchanged the documents for review on 21.09.1989.

In the meeting held at the Chief Secretary level, on 30.05.2008 at Thiruvananthapuram it was decided to exchange more information and data pertaining to the review of the Agreement. Accordingly meetings at the Secretary level to examine all the issues in their entirety and work out a single package that can be placed before the Hon'ble Minister of the

concerned States were held in Thiruvananthapuram on 08.04.2009 and at Chennai on 24.04.2009 and 25.04.2009. In continuation to this, a meeting at the Chief Secretary level was held in 21.02.2011, where proposals such as the diversion of 2.5 T.M.C. ft. of water from Anamalayar to Tamil Nadu, Nirar - Nallar Straight Cut Scheme were discussed. For the review of the Agreement, 26 Meetings at various levels were held between Tamil Nadu and Kerala.

At the Meeting of the Hon’ble Chief Ministers of Tamil Nadu and Kerala held at Thiruvananthapuram, on 25.09.2019, the Review of PAP Agreement and other River Water Issues between Tamil Nadu and Kerala were discussed. As decided in the above meeting, both Tamil Nadu and Kerala Governments constituted a Committee consisting of five members from 38

each State at the Secretary level to review of the Parambikulam – Aliyar Project Agreement, construction of reservoirs and various other proposals of sharing water etc.

The first meeting of the Principal Secretary level Committee was held on 12.12.2019 at Chennai, the second meeting was held at Thiruvananthapuram on 11.09.2020 and the issues related with PAP were deliberated. The next meeting is to be held shortly at Thiruvananthapuram. The Government of Tamil Nadu is making all efforts to complete the first review of the PAP Agreement.

2.4.1. Diversion of 2.5 T.M.C. ft. of water from Anamalayar to Tamil Nadu There is a provision to divert 2.5 T.M.C. ft. of water from Anamalayar, in the Original Agreement. Contending that its Idamalayar

Project has not been completed, Kerala has not yet given consent for the above diversion. A Supplementary Agreement will suffice for this purpose. Earlier, Kerala proposed to execute the project by itself. In the PAP Committee’s first meeting held on 12.12.2019 at Chennai and the second meeting on 11.09.2020 at Thiruvananthapuram, the Anamalayar project was deliberated in a cordial manner. The next meeting of the Committee is likely to be held at Thiruvananthapuram soon. In the above meetings Kerala changed its decision about its proposal and expressed its willingness to consider the proposal of Tamil Nadu.

2.4.2. Nirar - Nallar Multipurpose Straight Cut Scheme

The scheme envisages formation of a reservoir with 7 T.M.C. ft. capacity across

Nallar for conveyance of water from Upper Nirar weir directly to Nallar by means of a tunnel for irrigation and also utilize it for generation of Hydro power. Tamil Nadu is pressing for Nirar – Nallar Multipurpose Straight cut scheme. This is a straight cut to the present circuitous route i.e., from Upper Nirar to Sholayar reservoir, then to Parambikulam reservoir and then through the contour canal to Thirumurthy reservoir and hence will lower the water loss. In the Secretary level Committee meeting held on 12.12.2019 and on 11.09.2020 the Nirar- Nallar Project was deliberated in a cordial atmosphere. The Technical details and data pertaining to the Nirar-Nallar Scheme proposal of Tamil Nadu, were sent to Kerala, on 08.02.2021. The next meeting of the Committee is likely to be held at Thiruvananthapuram soon.

After getting the consent of Kerala the Detailed Project Report will be prepared and after obtaining the Necessary Clearances the Anamalayar and Nirar - Nallar projects will be executed early.

2.5. Neyyar Irrigation Project

The first and second stages of Neyyar Irrigation Project, were planned and executed by the Travancore - Cochin Government during the 1st and 2nd Five Year Plan periods (1951-1956 & 1956-1961). Due to the States Re- organisation in 1956, a portion of the ayacut localized to be served by this project to an extent of 9,200 acre lying in Vilavancode Taluk got transferred to Tamil Nadu and forms part of Kanniyakumari District. The canal works required to feed this ayacut were executed by the Government of Tamil Nadu with the 42

concurrence of the Union Government and the Government of Kerala. The project is in operation from the year 1965. The Government of Kerala abruptly stopped the supply of water from March, 2004. Even though, bilateral discussions were held several times to release water to Tamil Nadu, no solution could be found out. Hence, in the year 2012, the Government of Tamil Nadu filed a Suit in the Supreme Court and the case is pending.

The Hon’ble Supreme Court ordered for re-examination of Tamil Nadu Witness on 26.03.2020 & 27.03.2020 on each day. Due to the Covid-19 pandemic, the cross examination of the Tamil Nadu witness could not be continued as per the above said order. However, all necessary preparations for cross examination are being carried out and appropriate action will

be taken when the case comes up in the Hon’ble Supreme Court.

Meanwhile, in the meeting held between the Hon’ble Chief Ministers of Tamil Nadu and Kerala at Thiruvananthapuram on 25.09.2019, Tamil Nadu requested to release water from Neyyar dam to the ayacut areas in Vilavancode Taluk in Kanniyakumari District. A meeting with Kerala officials at Additional Chief Secretary level to resolve all Inter State water issues with Kerala is likely to be held soon at Thiruvananthapuram.

2.6. Repairs to Shenbagavalli Anicut

Shenbagavalli Anicut is a diversion Anicut built at the junction of two streams viz., Puliampattithodu and Chokkampattithodu in Periyar Basin lying in Kerala State limits just to the west of Tamil Nadu border. This

anicut is in existence more than 200 years and it diverts flows to mainly two tanks namely Kulashekharaperi and Rasingeperi in Sivagiri Taluk of Tenkasi District through a channel, namely, Kanyamathagu channel which is 4,400 ft. (1341m) long. About 10,924 acre in Tenkasi and Virudhunagar Districts are being irrigated. In order to carry out the repairs to the Shenbagavalli Anicut, the Government of Tamil Nadu is continuously holding discussions with the Government of Kerala.

In the Madurai Bench of Madras High Court, 3 Writ Petitions have been filed praying to take steps to repair the Shenbagavalli Anicut and Kanyamathagu channel. The Government of Tamil Nadu, has filed Counter Affidavits for the above three Writ Petitions. These cases are pending.

2.7. Pennaiyar River

The River Pennaiyar originates at Nandidurg in Karnataka and flows through the States of Karnataka, Andhra Pradesh, Tamil Nadu and Union Territory of Puducherry before its confluence into the Bay of Bengal. The Pennaiyar River is an Inter-State River. The Government of Tamil Nadu, in 2018, has filed a Suit (O.S. No. 1 of 2018) and an Interlocutory Application before the Supreme Court against the Government of Karnataka which is undertaking the works of construction of Dam across the Markandeya River, a tributary of Pennaiyar, and diversion structures to divert water from River Pennaiyar in violation of the Madras- Mysore Agreement of 1892.

The Supreme Court pronounced its Judgment in the Interlocutory Application 46

(I.A.No.95384 of 2019) filed by Tamil Nadu, on 14.11.2019 for constitution of a Tribunal for adjudication of Pennaiyar River Water Dispute. The Government of Tamil Nadu on 30.11.2019 has approached the Union Government, Ministry of Jal Shakti to constitute a Tribunal Further, the Government of Tamil Nadu on 16.12.2019 filed an Interlocutory Application (I.A.No. 193417 of 2019) in the Supreme Court for maintenance of status quo of the projects of Karnataka. The Suit is pending to be heard.

The Ministry of Jal Shakti, Union Government, has set up a Negotiation Committee in January, 2020 headed by the Chairman, Central Water Commission. No decision could be arrived in the two meetings of the Negotiation Committee. Subsequently, it submitted the Final Report

on 31.07.2020, in favour of constitution of the Tribunal.

Tamil Nadu Government since then requested the Union Ministry of Jal Shakti i.e., on 21.11.2020, 19.02.2021 and 29.06.2021 and in the Memorandum presented by the Hon’ble Minister of Water Resources to the Hon’ble Union Minister of Jal Shakti on 06.07.2021 the request for early constitution of Tribunal was reiterated. Union Government’s response is awaited.

2.8. Inter Linking of Rivers

2.8.1. Mahanadhi - Godavari - Krishna - Pennar - Palar - Cauvery - Vaigai - Gundar link

The Government of Tamil Nadu is continuously urging the Union Government, and the Special Committee for Inter linking of Rivers formed by the Union Government

as per the Judgment of the Hon’ble Supreme Court, dated 27.02.2012 to implement the inter-linking of Peninsular Rivers, viz., Mahanadhi - Godavari - Krishna - Pennar - Palar - Cauvery - Vaigai - Gundar. Tamil Nadu has requested for enhancing the quantum of water proposed to be transferred to Tamil Nadu, since it is a water deficit State, and is continuously urging that the link from Andhra Pradesh – Tamil Nadu border to Cauvery has to be taken at a higher contour and terminate at Cauvery (Kattalai Barrage) instead of at Cauvery (Grand Anicut), as it will be helpful to supply water to the needy areas and enable transfer of water to Vaigai and Gundar Rivers.

Following this, the Union Government, sent the draft Detailed Project Report of

Godavari (Inchampalli / Janampet) – Cauvery (Grand Anicut) Link Project to the Party States for comments during March, 2019.

The Government of Tamil Nadu has sent the comments on the draft Detailed Project Report of Godavari – Krishna – Pennar – Cauvery (Grand Anicut) Link to the Director General, NWDA on 04.09.2019 and 10.02.2020, among others, requested to enhance the quantum of water proposed to be transferred to Tamil Nadu since it is a water deficit State and to take the link at a higher contour and terminate at Cauvery (Kattalai Barrage) instead of at Cauvery (Grand Anicut), as it will be helpful to supply water to the needy areas and to transfer water to Vaigai and Gundar Rivers.

A High-Level Co-ordination Committee under the Chairmanship of Chief Secretary 50

has been constituted on 09.03.2020 to discuss about this scheme with the concerned States.

NWDA conducted a meeting on 18.09.2020 to finalise the DPR with concerned States, and has sent the finalized DPR to the concerned States in April, 2021 with the comments of all the States concerned. The DPR is under the consideration of the Government.

In the meanwhile, Hon’ble Chief Minister of Tamil Nadu presented a memorandum to the Hon’ble Prime Minister on 17.06.2021, among others, requested to finalise the DPR for this project incorporating the request of Tamil Nadu and take up the work on priority basis, so that Southern States could be benefited from the inter basin transfer of surplus/flood water.

The Hon’ble Water Resources Minister in his Memorandum presented to the Hon’ble Minister of Jal Shakti on 06.07.2021 reiterated the above request and also requested to get the consensus of the States early.

The Government of Tamil Nadu is taking all efforts to implement the Inter Linking of Rivers Project to alleviate the water shortage in Tamil Nadu.

2.8.2. Pamba - Achankoil - Vaippar Link

National Water Development Agency formulated a feasibility report for the Pamba - Achankoil - Vaippar Link Project, which envisages diversion of 22 T.M.C. ft. which is only 20% of the surplus waters of Pamba and Achankoil Rivers of Kerala to Tamil Nadu to irrigate an ayacut of 91,400 hectare in Sankarankoil, Kovilpatti,

Sivagiri, Srivilliputhur, Rajapalayam, Sathur and Tenkasi Taluks of Tamil Nadu, which will also help to generate power of 500 MW by Kerala. Even though the Government of Tamil Nadu gave its concurrence for preparing the Detailed Project Report, the Government of Kerala is not in favour of this project.

In the meeting held between Hon’ble Chief Ministers of Tamil Nadu and Kerala at Thiruvananthapuram on 25.09.2019, Tamil Nadu requested Kerala to give consent for this Pamba – Achankoil – Vaippar link project.

A meeting with Kerala officials at Additional Chief Secretary level to resolve all inter State water issues with Kerala is likely to be held at Thiruvananthapuram soon.

The Government of Tamil Nadu is taking all efforts through National Water Development Agency, Special Committee for Inter linking of Rivers and Union Government for the implementation of this Project.

2.9. Pandiyar – Punnampuzha Project

Pandiyar, Punnampuzha and Cholatipuzha are tributaries of the Inter State River . These tributaries originates from the high peaks of Nilgiris hills in Tamil Nadu and flows west into Kerala, and empties in to the Arabian Sea .

An understanding was reached between Tamil Nadu and Kerala in the year 1965 to implement the (3x50 MW) Pandiyar-Punnampuzha Hydro Electric Scheme at Karakotapuzha in Tamil Nadu and 105 MW at Putheripallam in Kerala which envisages utilization of 14 T.M.C. FT. ft water out of the Annual average yield of 27.6 T.M.C. FT.

generated from the catchment area of Pandiyar and Punnampuzha Rivers in Tamil Nadu.The Union Planning Commission approved this project in 1968.There was no diversion of water, suggested in this proposal.

Based on the representation from the ryots of Bhavani Sub basin, the Government of Tamil Nadu directed to discontinue the preparation works of the Project and to study the feasibility of diverting the Pandiar-Punnapuzha water eastwards in to the and from there to Lower Bhavani Reservoir in District. Accordingly, the above proposal was investigated and found feasible.

In 2006, a Project was prepared by the TANGEDCO for generating Hydro Power, 2X30 = 60MW and divert about 7 T.M.C. ft. through a 27 Km long tunnel to Moyar of Bhavani sub-basin at Sigur for beneficial use to meet the drinking and irrigation needs of drought prone areas of 55

Bhavani sub basin and sent it to Kerala State Electricity Board (KSEB) on 29.11.2006 for the concurrence of the Government of Kerala. However, Kerala did not give its nod for the modified proposal.

In order to resolve the inter State water issues between Kerala and Tamil Nadu a meeting between the Chief Ministers was held on 25.09.2019 at Thiruvananthapuram. As decided in the meeting, a committee comprising of 5 members was constituted at the Secretary level of both the States to discuss and advise the respective Governments on implementing the Pandiyar - Punnampuzha Scheme.

The first meeting of the inter-State Committee was held on 11.09.2020 at Thiruvananthapuram and in continuation, a preliminary report on the revised proposal was communicated to Kerala in September 2020. In response to the above

communication, Kerala requested to furnish the details of project, etc.

After conducting certain preliminary investigation, a Feasibility Report has been prepared to facilitate discussions with Kerala which is likely to be held soon, for arriving at broad agreement on the proposal, and on the benefits of the proposal.

3.0 Krishna Water Supply Project

To ensure drinking water supply to the Chennai City, an agreement was signed on 14.04.1976 among the Governments of Maharashtra, Karnataka, Andhra Pradesh and Tamil Nadu. Accordingly, 5 T.M.C. ft. of water from the Krishna basin has to be released by each State so as to supply 15 T.M.C. ft. of water to the Chennai City through the State of Andhra Pradesh. Based on this, an agreement was signed by the then Hon’ble Chief Minister of Tamil Nadu Thiru M.G. Ramachandran and Hon’ble Chief Minister of Andhra Pradesh Thiru N.T. Rama Rao on 18.04.1983.

As per the agreement signed on 18.04.1983 between the Government of Tamil Nadu and Andhra Pradesh, the Government of Andhra Pradesh has to deliver 12 T.M.C. ft. of water in 2 spells at the Tamil Nadu border every year,

excluding evaporation loss of 3 T.M.C. ft. of water as below:

I spell - July to October 8 T.M.C. ft. (4 Months) II spell - January to April 4 T.M.C. ft. (4 Months)

The project was taken up simultaneously by both the States during 1983 and water was realized at the entry point of Tamil Nadu during September 1996. The expenditure for the project was agreed to be shared between the two States as per the agreement signed between the two States on the basis of the proportionate share of water.

The Union Government, Ministry of Water Resources, River Development and Ganga Rejuvenation, in its Order dated 07.09.2018, have constituted a Committee to ensure supply of Krishna water for the Chennai city drinking water supply. Subsequently, the Committee has been reconstituted in the Order dated 05.10.2018 59

under the chairmanship of the Chairman, Management Board. The Engineers-in- Chief of Maharashtra, Karnataka, Tamil Nadu, Telangana and Andhra Pradesh and the Chief Engineer, Irrigation Management Organisation, Central Water Commission are the members and the Member Secretary, Krishna River Management Board is the Member-Secretary of the above Committee.

As per the Terms of Reference specified in that order, the Committee shall evolve mechanism for accounting the flows to be supplied by the States of Maharashtra and Karnataka to the States of Telangana and Andhra Pradesh, so as to realize the agreed quantum of water at Andhra Pradesh - Tamil Nadu border and to ensure drinking water supply to Chennai City as per the relevant Inter- State agreement. The Committee shall meet at least twice in a year in the months of June and December.

The above committee has conducted 5 meetings so far. The 5th meeting of the committee was held on 19.01.2021. After the insistence of the Government of Tamil Nadu about the drinking water requirements of the Chennai City in the above meetings, 8.237 T.M.C. ft. of water was realized at Tamil Nadu border during the year 2020-2021. Krishna Water is being continuously received at the entry point from 01.07.2021 to 20.08.2021, 2.928 T.M.C. ft. has been realized for this year 2021-2022. So far, a total of 100.439 T.M.C. ft. of water has been realized at the zero point at the Tamil Nadu border from 1996-1997 to 2021-2022. Tamil Nadu is taking continuous efforts for realisation of the Krishna Water as per the Agreements in force. To reduce en-route loss and avoid illegal tapping of water from the canal, possibilities are being explored to convey water through pipeline from the Kandaleru Reservoir to .

4.0 Interlinking of Rivers within the State ‘‘ ொவி쎿 த ன்தபண்வண பொலொறு – மிழ் ண்டக ொர் வவவய தபொருவந நதி – என கமவியொறு பலகவொடத் – திரு கமனி தசழித் மிழ்நொடு’’- ம ொ வி பொரதியொர்

4.1 Cauvery - Agniyar - South Vellar – Manimuthar – Vaigai - Gundar link canal scheme

In this Scheme, it is proposed to form a new canal taking off from the Kattalai barrage to connect Cauvery, Agniyar, South Vellar, Manimuthar, Vaigai and Gundar Rivers in 3 phases for a total length of 262.190 km viz. Phase I - Cauvery (Kattalai Barrage) to South Vellar (L.S. 0 km – 118.45 km), Phase II - South Vellar to Vaigai (L.S. 118.45 km – 228.145 km) and Phase III - Vaigai to Gundar (L.S. 228.145 km – 262.190 km)

At present, the Government of Tamil Nadu have accorded “In-principle” approval for Rs.6941.00

crore for formation of a new canal from Cauvery (Kattalai) to South Vellar as the 1st phase of this scheme. It is proposed to implement this scheme with NIDA funding assistance.

Sanction has been accorded for formation of a flood carrier for a length of 4.10 km in Karur District for Rs.171.00 crore and for 5.40 km length in Tiruchirappalli and Pudukkottai Districts for Rs.160.00 crore and works are in progress.

The Government have issued orders for acquiring 1,044.91 Hectare of patta lands and 292.38 Hectare of poramboke lands in Karur, Tiruchirappalli and Pudukkottai Districts. The land acquisition work is in progress by the Revenue Department. Environmental Impact Assessment Study had been conducted in the project area and environmental clearance has been obtained.

By implementing this scheme, the total command area of 52,332.63 Hectare including 45,810.84 Hectare for stabilization and 6,521.79 Hectare 63

gap lying between Cauvery and Gundar Basins will get benefitted.

The Detailed Project Report for Phase II (L.S. 118.45 km – 228.145 km) and Phase III (L.S. 228.145 km – 262.190 km) of this scheme are under preparation.

4.2 Inter - linking of Thamiraparani - Karumeniyar - Nambiyar Rivers

‘’毁ழன்றும் ஏர்ப்பின்னது உல ம் அ னொல் உழந்தும் உழகவ வல’’ - 埁 ள்

This scheme is proposed for interlinking of Thamiraparani, Karumeniyar and Nambiyar Rivers in Tirunelveli and Thoothukudi Districts by excavating a new flood carrier canal from the Kannadian Channel near Vellankuzhi Village up to M.L. Theri near Thisayanvilai to utilize 2,765 Mc.ft. out of 13,758 Mc.ft. of surplus water from the Thamiraparani River in 4 stages under the State fund in anticipation of funding assistance

from the Accelerated Irrigation Benefits Programme (AIBP) under the Prime Minister's Krishi Sinchayee Yojana Scheme (PMKSY) of the Union Government. For this project, administrative sanction was accorded for Rs.369.00 crore on 12.06.2008. The Revised Administrative Sanction has been accorded for an amount of Rs.933.23 crore. The works have been commenced in the year 2009 and are in progress.

Due to implementation of this scheme, an extent of 31,960.87 acre of land in Tirunelveli District and 24,970.97 acre of land in Thoothukudi District will be benefitted. In total, 56,931.84 acre of land will be benefitted.

For this scheme, 3,086.28 acre of land to be acquired in Tirunelveli and Thoothukudi Districts. Land Acquisition completed for 1st stage and are in progress for remaining 3 stages.

Union Government Funding Assistance and Approval

The Funding proposal for the Financial year 2021-22 has been sent to the Director, Central Water Commission, Chennai for getting Funding Assistance from the Union Government.

4.3 River links under investigation

4.3.1 Pennaiyar () – link

Earlier this scheme was proposed to divert 5.87 T.M.C. ft. of flood surplus water from foreshore of Sathanur Reservoir to feed enroute tanks and to link Pennaiyar River with Palar River through and augmenting supply to Nandan canal.

After analyzing the total availability of surplus water at Sathanur reservoir and by considering the existing and new proposals on the upstream side of Sathanur reservoir, it was found that the available water surplus is 0.767 T.M.C. ft. only. Hence, the above work has been proposed to be implemented in two phases.

In Phase-I It is proposed to excavate a main canal of 12.45 km length and feeder canal of 16.55 km length. It is proposed to divert 500 cusecs of water for 11 days to feed 22 Nos. of 67

enroute tanks in and augmenting Nandan canal system through which 36 Nos. of tanks can be fed.

By this scheme, 2,609.03 acre of ayacut in Tiruvannamalai District and 6653.34 acre of ayacut of Nandan canal will be benefitted. For implementing first phase, 286.91 acre of patta land, 53.92 acre of poramboke land and 36.08 acre of Forest land have to be acquired.

33 Villages in Tiruvannamalai District and 24 Villages in District will be benefitted. The Surveying & levelling operations and Geological investigations have been completed. Preparation of Detailed estimate is in progress.

The approximate project cost for Phase-I has been arrived for Rs.247.00 crores (2021-2022). In future, if the surplus hydrology in Sathanur reservoir permits sufficiently, the second phase of

work for linking with Cheyyar River may be contemplated.

4.3.2 Pennaiyar (Nedungal anicut) – Palar link

This scheme aims to divert 3 T.M.C. ft. of flood water of Pennaiyar from Nedungal Anicut (located in the downstream of Krishnagiri Reservoir) to Kallar which is a tributary of River Palar. The Detailed Project Report for this scheme at an estimated cost of Rs.648.23 crore was prepared and submitted by National Water Development Agency (NWDA), New Delhi which is under consideration.

By implementing this scheme, 24,329 acre of command area will be stabilized through open wells and bore wells in Vaniyambadi Taluk of Tiruppattur District.

For preparation of Environmental Impact Assessment Report by engaging a consultant,

administrative sanction was accorded for an amount of Rs.0.67 crore.

The Revised Detailed Project Report to the Current scenario is being prepared. After preparation of report subsequent action will be taken.

4.3.3 Cauvery (Mettur dam) – Sarabanga - Thirumanimuthar - Ayyar Link Canal Scheme

It has been proposed to divert 5 T.M.C. ft. of Cauvery surplus water from Mettur Dam by excavating a new canal to Salem, Namakkal, Perambalur and Tiruchirappalli Districts. The scheme will be implemented in 2 Phases.

It has been proposed to implement, a link canal of length 132.305 km from Mettur dam to Pavithram tank as phase- I and a link canal of length 36.995 km from Pavithram tank to Ayyar River as Phase – II. 70

The cost of this scheme has been estimated as Rs.10,236.00 Crore, which has 5 slices in Phase I and 3 slices in Phase II.

Phase - I

The preliminary Detailed Project Report for Phase-I has been prepared for an amount of Rs.9,176.00 Crore. For implementation of 1st Phase, 2164.87 acre of patta land and 283.03 acre of forest land have to be acquired. By implementing this scheme, 31,263 acre of ayacuts will be benefited.

Phase - II

The Preliminary Detailed Project Report for the work of “Excavation of link canal from Pavithram tank to Ayyar River” (Phase-II) from L.S. 132.305 km to 169.300 km has been prepared for an amount of Rs.1,060.00 Crore is under consideration.

For implementing phase - II, 600.56 acre of patta land, 42.71 acre of poramboke land have to be acquired. About 6,479 acre of land in Phase – II will be benefited.

4.3.4 Thamiraparani - Uppar Odai - Malattar - Vaippar Link Scheme

The Uppar Odai, Malattar (Kallar) and Vaippar Rivers flowing through Thoothukudi District are in drought prone area facing water deficit for cultivating single crop resulting delay in irrigation activities and some times failure at end of the season. Hence, it is proposed to divert the un- utilized surplus water of Thamiraparani River initially by pumping and then by formation of flood carrier canal to inter link Uppar Odai, Malattar River and Vaippar River in Thoothukkudi District

It is proposed to divert the surplus water of River Thamiraparani by pumping for a length of 16 km (approximately) with an approximate lifting head

of 40 m. Also, it is planned to divert flood discharge of 400 cusecs for 18 days to the above drought prone areas.

By diverting the surplus water of Thamiraparani River to Vaippar, around 2,204.92 Hectares of ayacut through Uppar Odai, Malattar River and Vaippar River will be irrigated. Srivaikuntam, Ottapidaram, Ettayapuram and Vilathikulam Taluks under Thoothukudi District will be benefitted by this scheme.

Administrative sanction has been accorded for an amount of Rs.40.00 Lakh for the work of Surveying and Levelling operation including sub soil investigation. The investigation works are under progress.

5.0. Cauvery Delta Desilting

‘‘உழவினொர் வ ம்மடங்垿ன் இல்வல விவழவதூஉம் விட்கடம் என்பொர்க்埁ம் நிவல’’ - 埁 ள்

The Government on 17.05.2021 have accorded sanction for an estimate amount of Rs.65.10 Crore for carrying out 647 desilting works in Cauvery Delta Districts viz., Karur, Tiruchirappalli, Ariyalur, Thanjavur, Tiruvarur, , Mayiladuthurai, Pudukkottai and Cuddalore Districts to desilt a length of 4,061 km.

The desilting of water bodies to the designed bed level, removal of shoals and thorny bushes in canals / channels, branch canals / drains / supply channels etc., has been executed on war footing basis with the involvement of Uzhavar Kuzhu (Farmers Association) and irrigation water reaches tail end area.

6.0 Construction of New Regulator across Kollidam River at Mukkombu (Upper Anicut)

Construction of New Regulator across Kollidam River in Northern and Southern arms of the Kollidam River on the downstream side of the existing regulator at Mukkombu (Upper Anicut) in Tiruchirappalli sanctioned in December 2018 at an estimate amount of Rs.387.60 crore is under implementation. This new regulator is being constructed to replace the existing partially damaged age old Regulator and to benefit an ayacut of 12,58,460 acre.

Construction of new regulator, single lane bridge over regulator, guide walls, standardisation of flood banks and allied works etc., are in progress. So far, 83% completed.

7.0 New Barrage with Head Sluice across Kollidam River in Adhanur and Kumaramangalam Villages in Cuddalore and Mayiladuthurai (Nagapattinam) Districts

Construction of Barrage with head sluice across the River Kollidam, between Adhanur and Kumaramangalam Villages of Cuddalore and Mayiladuthurai (Nagapattinam) Districts is under implementation at an estimated cost Rs 494.60 crores. In this, Rs.463.25 crore is allotted for civil works and Rs.31.35 crore is allotted for Land Acquisition.

Land Acquisition of 84.72 Hectare of Patta lands and 12.898 Hectare of Poramboke lands of Cuddalore, Mayiladuthurai and Thanjavur Districts are being carried out by Revenue Department.

This barrage is proposed with a capacity of 0.334 T.M.C. ft. and the total usable annual storage works out to 1.072 T.M.C. ft. adopting 4 fillings. The total ayacut benefited would be 31,221 acre, out of which 26,810 acre through stabilisation and 4,411 acre by recharging of existing nearby wells in Cuddalore and Mayiladuthurai Districts. Water stored by this scheme will be utilised for Chennai drinking Water supply through Veeranam Tank. The Villages on both the banks of River Kollidam will be linked by the bridge over the regulator. Construction of Barrage with Head Sluice, Divide wall, two lane bridge, strengthening of bund and other works are in progress. So far, 74% completed.

8.0 Construction of New Barrage across Cauvery River in Nanjai Pugalur

Construction of a Barrage across River Cauvery in Nanjai Pugalur Village of Pugalur Taluk in Karur District under NABARD Infrastructure Development Assistance (NIDA) sanctioned for Rs.406.50 Crore as deposit work is taken up for implementation. The location of the barrage is at about 107 km from Mettur dam i.e. 200 m downstream of the Vangal Headwork arrangement. This barrage ensures irrigation supply to Vangal and Mohanur Channels and to cater to the need of the water requirement of Tamil Nadu Newsprint and Papers Limited through the infiltration well which is located at about 3.5 Km on the upstream side of the Barrage location. By implementing this scheme, about 800 Mc.ft. of water can be stored. An ayacut of 1,458 acre of Vangal Channel and 2,583 acre of Mohanur channel will be benefitted. A total ayacut of 4,041 acre will be benefited.

9.0 Extension, Renovation and Modernization of Cauvery Basin Irrigation System (ERM)

To ensure an economically sustainable and equitable water delivery system that supports growth of agriculture by increasing the agricultural output of high yield and water productivity, Government is implementing Extension, Renovation and Modernization of irrigation infrastructures in Cauvery Basin Project for efficient irrigation management viz, System Lower Bhavani Project, Kattalai High Level Canal Irrigation System, Rajavoikkal Irrigation System, Grand Anicut Canal System and Cauvery Sub-Basin at an estimated cost of Rs.7,705.75 crore to benefit an ayacut area of 8,83,426 acre.

Noyyal River System

Sanction has been accorded for Extension, Renovation and Modernization of Irrigation infrastructures in Noyyal River System, at an 79

estimated amount of Rs.230.00 crore to benefit 7000 acre of direct Ayacut and 11,000 acre indirect Ayacut in Coimbatore, Tiruppur, Erode and Karur Districts. Works have been started during June 2020 and so far 95% of works been completed.

Lower Bhavani Project System

Government have sanctioned Rs.933.10 crore in 6 packages for Extension Renovation and Modernization of Irrigation infrastructure of Lower Bhavani Project System to execute through Tamil Nadu Water Resources Conservation and River Restoration Corporation with loan assistance from NABARD infrastructure Development Assistance (NIDA). This project is being executed as deposit work. By implementing the above scheme 2,47,247 acre ayacut in Erode, Karur and Tiruppur Districts will be benefitted. Works have been commenced during February 2021. Out of 6 packages, 80% of works 80

have been completed in 2 packages. For other 4 packages preliminary works are in progress.

Kattalai High Level Canal Irrigation System

Sanction has been accorded for Extension, Renovation and Modernization of Kattalai High Level Canal irrigation system, at an estimated amount of Rs.335.50 crore to benefit an ayacut area of 20,185.06 acre in Karur District and 3,589 acre in . Work commenced on March-2020 and 30% of works have been completed.

Rajavoikkal Irrigation System

Sanction has been accorded for Extension, Renovation and Modernization for Rajavoikkal Irrigation System, at an estimated amount of Rs.184.00 Crore to benefit an ayacut area 12,786 acre in Namakkal District. Work commenced on May-2020 and 98% of works have been completed. 81

Grand Anicut Canal System

Grand Anicut Canal System project is proposed to restore the original full water supply level of 4,200 cusecs in G.A. Canal to increase the conveyance efficiency from present 45% to 61.60%, to enhance production by bridging gap area of 67,500 acre and to benefit total ayacut of 2,27,472 acre in Thanjavur and Pudukkottai Districts.

For this, Government have accorded Sanction for Rs.2,639.15 Crore in 16 packages with funding assistance from Asian Infrastructure Investment Bank (AIIB) to the tune of Rs.1,609.125 crore (70% of the project cost) with State share of Rs.689.625 crore (30% of the project cost) Works have been started for 5 packages at an estimate cost Rs.1,036.70 crore (State Fund) and 24% work have been completed. Action is being taken to obtain fund assistance from AIIB.

Canal automation network and introduction of Supervisory Control and Data Acquisition (SCADA) to control the flow and to ensure the quantum of water as per the requirement is released into the field, Decision Support System (DSS) for efficient water management in canal command areas are the innovations of this project.

Cauvery Sub Basin Project

Sanction has been accorded for Rs.3,384.00 crore in 33 packages for Extension Renovation and Modernization of Irrigation infrastructures in Cauvery Sub Basin to execute through Tamil Nadu Water Resources Conservation and River Restoration Corporation Limited with loan assistance from NABARD infrastructure Development Assistance (NIDA). This project is being executed as deposit work. By implementing the above scheme, 3,54,147 acre of ayacut in Thanjavur, Nagapattinam, Pudukkottai and 83

Tiruvarur Districts will be benefitted. Out of 33 packages, works have been commenced for 2 packages during Feb-2021 and 18% of works have been completed.

10.0 Mettur Sarabanga Lift Irrigation Scheme

Diversion of surplus water from the Mettur Dam to the dry tanks in Sarabanga Basin in Salem District by Lift Irrigation sanctioned in November 2019 at an estimated cost of Rs.565.00 Crore is in progress from 06.05.2020. Land Acquisition of 241 acre of Patta land is under process.

This scheme envisages to divert 555 Mc.ft. of flood surplus water of Mettur Reservoir by lift irrigation. Formation of the canal from the Left flank of the Mettur Reservoir water spread area to pumping station and construction of Main Pumping Station in Thippampatti Village (Gonur) are in progress. The pumped water will be taken to two Tank Groups by two outlets, i.e, Mecheri Tank Group which starts from Kalipatti Tank and Nangavalli Tank Group which starts from Nangavalli Tank.

By implementing this scheme, a total ayacut of 4,238 acre will be benefited. 73% works completed.

11.0 Athikadavu-Avinashi Pumping Scheme

The Government have accorded Administrative Sanction for Implementation of Athikadavu - Avinashi scheme as Irrigation, Groundwater recharge and drinking water supply scheme at an estimated cost of Rs.1,652.00 crore under State fund in a Design, Build, Operate and Transfer (DBOT) basis. Subsequently, Revised Administrative Sanction has been accorded for an amount of Rs.1,756.88 crore. This Scheme involves pumping of 1.5 T.M.C. ft. of surplus water of from the downstream of Kalingarayan anicut to benefit 32 WRD tanks, 42 Panchayat Union tanks and 971 Ponds in Coimbatore, Tiruppur and Erode Districts. By implementing this scheme 24,468 acre of land will be benefited. The project work started on 25.12.2019. Civil components, laying of pipes and electrical works are in progress.

12.0 Augmentation of Chennai City Water Supply Tanks

Desilting of Chennai City Water Supply tanks viz., Cholavaram tank & Poondi Reservoir in Tiruvallur District and Chembarampakkam tank in Kancheepuram District at an estimated cost of Rs.20.44 Crore are in progress. Further desilting of Red hills tank in Tiruvallur District at an estimated cost of Rs.9.90 crore is to be taken up shortly. By desilting the above 4 city water supply tanks, total capacity of about 1.904 T.M.C. ft. will be restored.

For supplementing the city water supply, New Reservoir is being formed by upgrading the capacity of Kattur and Thatamanji twin tanks from 58.27 Mc.ft. to 350 Mc.ft. in Tiruvallur District at an estimated amount of Rs.62.36 Crore. In addition, 5,804.38 acre of ayacut will be benefited.

Reclaiming and rejuvenating the Kolavoy Lake in Chengalpattu District for augmenting drinking water supply to the extended Chennai urban and Chengalpattu areas is being implemented at an estimated amount of Rs.60.00 crore. The capacity of tank will be increased from 330 Mc.ft. to 650 Mc.ft.

13.1 Asian Development Bank (ADB) Assisted Climate Change Adaptation Programme in Cauvery Delta

The Climate Adaptation in Vennar Sub Basin in Cauvery Delta Project, with the loan assistance of Asian Development Bank (ADB) aims to protect coastal Districts from cyclones, reduce flood risks made worse by climate change, improve the distribution of water for irrigation and to prevent sea water intrusion in Vennar Sub Basin in Cauvery Delta. The project is being implemented in the sharing ratio of not more than 70% loan assistance from ADB and not less than 30% from State share.

As a first phase of this project, works in Rivers / drains viz., Harichandranathi, Adappar, Vellaiyar,

Pandavaiyar, Valavanar Drain, Vedharanyam Canal and Uppanar Drain, and 13 various pumping schemes in parts of Lower Vennar system in Cauvery Delta pertaining to Tiruvarur and Nagappattinam Districts are under implementation from the year 2016 at a revised estimated cost of Rs.1,110.17 crore to benefit an ayacut of 78,000 Hectare.

In this project, Construction of additional tail end regulators, re-construction / rehabilitation of all the existing tail end regulators and improving the drains by widening and desilting on the upstream to bring them to standards are taken up for implementation.

The loan closing date of the project is 30.06.2021. Out of 7 packages, 4 packages namely Pandavaiyar, Valavanar Drain, Vedharanyam Canal and Uppanar Drain, and 13 various pumping schemes were fully completed and the balance 3 packages namely 91

Harichandranathi, Adappar and Vellaiyar are planned to complete before 31.03.2022 due to the issues such as limited working season, Gaja, Nivar and Puravi cyclones and first and second wave of Covid-19 pandemic.

There are 1,871 project affected persons in the project area. Among them, 1,088 project affected persons have been proposed to be resettled in 36 sites where 1,088 houses are being constructed in Tiruvarur and Nagapattinam Districts. So far, 855 Nos. of houses have been fully completed and 233 Nos. of houses are under progress. 620 project affected persons have been relocated in the houses. Apart from 1,088 house relocation, 776 project affected persons are being disbursed with cash compensation and 753 project affected persons have been disbursed with cash compensation in their bank account so far and 713 have vacated their houses. 92

Phase 2

For implementing follow on Project as Phase 2, the Preliminary Project Report for works in 6 Rivers viz., Vennar, Paminiyar, Koraiyar, Kaduvaiyar, Marakkakoraiyar, Manankondanar and six pumping schemes for an amount of Rs.1,825 crore (US $ 250 Million) is proposed to be submitted to the Department of Economic Affairs, Union Government seeking funding assistance from Asian Development Bank.

13.2 World Bank Assisted Tamil Nadu Irrigated Agriculture Modernization Project (TN IAMP)

Tamil Nadu Irrigated Agriculture Modernisation Project (TN IAMP) has been planned for implementation in 66 sub basins of the State. It covers for an extent of 5.43 lakh Hectare over a period of 7 years starting from 2017 with an outlay of Rs.2,962.00 crore. This is the follow on

project of the successfully completed IAMWARM Project.

The Project is implemented by Water Resources Department and 6 line departments and Tamil Nadu Agriculture University, Tamil Nadu Veterinary and Animal Sciences University and Tamil Nadu Fisheries University. In this Project, it has been planned to take up rehabilitation of 4,778 Tanks, 477 Anicuts, artificial recharge wells in water spread area of tanks. In addition to this, improving drainage cum Irrigation Channels in Cauvery Delta and other Sub-Basins at an outlay of Rs.2,131.34 crore and earmarked for Water Resources Department in four phases.

Rehabilitation of Flood Affected Tanks and Irrigation Channels:-

Administrative sanction has been accorded for the rehabilitation of 1,325 tanks, 107 anicuts and 45 artificial recharge wells in 18 Sub Basins grouped into 204 packages at an estimated cost of Rs.743.57 Crore, including 18 packages of environmental management component at an estimated cost of Rs.1.86 crore.

Out of 204 packages, Rehabilitation works have been completed in 183 packages and in progress in 3 packages. 18 environment work packages are under progress.

Phase - II Works

Administrative sanction has been accorded for the Rehabilitation of 906 tanks and 181 anicuts and Construction of 37 Artificial Recharge wells, grouped into 57 packages in 16 sub-basins at an estimated cost of Rs.649.55 Crore. These 57 packages were further grouped into 45 packages.

Out of total 45 packages, rehabilitation works have been completed in 6 packages and works are in progress in 23 packages. Further, environment works are in progress in 16 packages.

Phase - III Works

Approval of World Bank for the Detailed Project Reports for the selected 9 Sub Basins have been obtained. Administrative Sanction of the Government for the proposal for rehabilitation of 329 tanks and 56 anicuts and construction of 16 96

Artificial Recharge wells grouped into 25 packages is under consideration.

Phase - IV Works

It is proposed to take up additional works in already implemented IAMWARM project & TNIAMP Sub Basins. In principle approval has been obtained from the World Bank and Detailed Project Reports are under preparation.

Participatory Irrigation Management

Tamil Nadu is one among the pioneering States in promoting Participatory Irrigation Management. “The Tamil Nadu Farmers’ Management of Irrigation Systems Act, 2000 (TNFMIS) (TN Act 7/2001)” was enacted and has been brought into force under management of Water Resources Department.

The Project Appraisal Document (PAD) of the World Bank for the Tamil Nadu for PIM activities 97

has envisaged, “For establishing and strengthening the WUAs, including operationalising the WUAs to undertake Operation and Maintenance (O&M) of field channels and equitable water distribution within their command areas”.

For implementing the Participatory Irrigation Management (PIM) activities an overall amount of Rs.79.92 Crore has been allocated under TNIAMP.

The function of the PIM Cell is as under

 To monitor the implementation of Participatory Irrigation Management Concept in the State.  To lead the efforts in formation of Water Users Association (WUAs), Distributory Committees, Project Committees and Apex Committee as per Tamil Nadu Farmers’ Management of Irrigation Systems Act, 2000 (TNFMIS).  Capacity building to WUAs and Competent 98

The document preparation is in progress for 2nd Term election for 2,800 WUAs formed already in the 61 Sub Basins under IAMWARM Project Command Area and 1st Term election to the 3,200 WUAs which are to be formed in the 66 Sub Basins under TNIAMP. On publication of Form IX Notification in District Gazette, which is the final stage of document preparation, the election for the Water Users Association will be conducted.

13.3 Dam Rehabilitation and Improvement Project (DRIP)

Dam Rehabilitation and Improvement Project has been implemented in 69 WRD and 20 TANGEDCO dams in Tamil Nadu, with World Bank loan assistance at a Revised Project cost of Rs.803.49 Crore. The project was announced during 2009-10 and accorded Administrative 99

Sanction on 26.11.2010. The project was commenced in 2012 and completed in March - 2021.

Rehabilitation works have been completed in all 69 TNWRD dams. Out of 20 TANGEDCO dams taken up, Rehabilitation works have been completed in 19 dams and work in 1 dam has been dropped. The catchment area treatment works taken up by Agricultural Engineering Department (AED) in Krishnagiri and Kundha Reservoir were also completed. a) Installation of Real time Instruments in 17 DRIP Dams

The work of installation of Real Time Structural Health Monitoring Instrument System at a cost of Rs.21.50 Crore in 17 DRIP dams is in progress. It is a spill over activity to DRIP II.

b) Sedimentation Studies

Administrative sanction for conducting sedimentation studies in 64 dams for an amount of Rs.3.08 crore have been accorded in which studies have been completed in 55 dams. Study in 9 other dams at an estimated cost of Rs.45.00 lakhs are in progress and it is spill over to DRIP II.

Dam Rehabilitation and Improvement Project- II (DRIP- II)

In line with Dam Rehabilitation and Improvement Project (DRIP), it has been proposed to rehabilitate 37 dams under Dam Rehabilitation and Improvement Project – II (DRIP - II) with the loan assistance from World Bank. Rehabilitation and Improvement works are proposed for 33 dams by TNWRD, Rehabilitation and improvement works and catchment area treatment works in 3 dams by TNWRD & AED respectively and catchment area treatment works

The Government have accorded approval for the DRIP II proposal for the project cost of Rs.610.26 Crore to implement within the period of 5 years starting from the year 2020-21.

Rehabilitation and Improvement to Sathanur Dam in Thandarampattu Taluk of Tiruvannamalai District at an estimated cost of Rs.90.00 crore is in progress. Administrative sanction has been accorded for Rehabilitation and Improvement works in Sholayar and Upper Nirar dams at an estimated

cost of Rs.106.30 crore and Rs.14.55 crore respectively and pre-commencement works are in progress.

Action is being taken up for rehabilitating the remaining WRD dams under DRIP-Phase - II. 13.4 World Bank Assisted National Hydrology Project (NHP)

National Hydrology Project is a Central Sector Scheme with World Bank assistance with the objective to improve the extent, quality and accessibility of Water Resources, to create decision support Systems for floods, basin level resources assessment / planning and to strengthen the capacity of target water resources institutions. The State Ground and Surface Water Resources Data Centre (SG & SWRDC) wing is the nodal agency for the implementation of the National Hydrology Project. (NHP).

Topographic survey and development of Decision Support System are being carried out for Agniar, Thamiraparani, Varahanadhi and Vaigai basin.

Annual Work Plan for the Financial Year 2021-22 for Rs.49.59 Crore and Procurement Plan for the Financial Year 2021-22 for Rs.20.30 Crore have been approved by National Project Management Unit, NHP, Union Government, Ministry of Jal Shakti. Procurement Plan for the Financial Year 2021-22 have been submitted to World Bank for approval.

14.0 Centrally Sponsored Schemes

14.1. Repair, Renovation and Restoration (RRR) of water bodies directly linked to agriculture under Pradhan Mantri Krishi Sinchayee Yojana (PMKSY)

Repair, Renovation and Restoration (RRR) under Pradhan Mantri Krishi Sinchayee Yojana (PMKSY) is a Union-State shared scheme under PMKSY.

 As per new guidelines of PMKSY, the funding pattern is 60 : 40 (Union : State) for drought prone areas (DPAP Block) and 25 : 75 (Union : State) for non-drought prone areas (General Block).  The objective of the scheme is comprehensive improvement of selected water bodies including catchment treatment and its command area development, increase in storage capacity of water bodies, ground water recharge,

improvement in agricultural productivity and increased availability of drinking water.  83 tanks pertaining to Coimbatore (2), Dharmapuri (15), Krishnagiri (5), Ramanathapuram (22), Sivagangai (24), Tiruppur (5) and Virudhunagar (10) Districts at a cost of Rs.46.81 crore were taken up under Phase IV of this programme to benefit an extent of 14,462.28 acre. So far, works in 42 tanks have been completed. Works in the remaining 41 tanks are under progress.

Works to be taken up

 Under Phase V, works in 9 tanks in at an estimated cost of Rs.4.17 crore are to be taken up to benefit an ayacut of 1,865.40 acre.  First installment of Union assistance for Rs.1.25 crore has been released on 21.01.2021.

It is planned to desilt tanks in the State, to store more water, utilizing the surplus flow to sea in order to facilitate irrigation in all the Districts, to improve drinking water supply and to supply water to the drought prone areas. Accordingly, it is proposed to restore a greater number of tanks under Repair, Renovation and Restoration (RRR) of water bodies scheme.

15.1. Chennai Rivers Restoration Works

Adyar River

Adyar River Restoration from Origin to Sea Mouth by implementing of 56 short-term sub projects by 7 Departments for an amount of Rs.555.46 crore under Chennai Rivers Restoration Trust (CRRT) funds are in progress. In this scheme, Water Resources Department is one of the implementing Departments. For implementing restoration works in 7 reaches from Thiruneermalai to Adyar mouth (including cut opening the Adyar mouth) Rs.104.31 crore have been allocated to Water Resources Department during December 2018. Out of this, 5 works (reach 2 to 6) are completed and Coastal Regulation Zone (CRZ) clearance is awaited for Reach 1 and 7 works.

Further, detailed estimates for 8 works for an amount of Rs.180.54 crore have been prepared for restoration of Adyar River and its Tributaries as a part of Comprehensive Flood Mitigation Project for Kancheepuram District under Chennai Rivers Restoration Trust (CRRT) funds. Coovum River

Implementation of 60 short term sub projects under Integrated Coovum River Eco Restoration Project for an amount of Rs.604.77 crore under Chennai Rivers Restoration Trust (CRRT) funds are in progress. For implementation of works in 7 reaches from Paruthipattu Anicut to confluence point for a length of about 27 km. Rs.93.00 crore was allocated to Water Resources Department. Out of this, 6 works (Reach 2 to 7) are completed and CRZ clearance is awaited for Reach 1.

15.2 Nadanthai Vaazhi Cauvery Project

Nadanthai Vaazhi Cauvery Project in Tamil Nadu Reach is Massive Rejuvenation programme for Cauvery and its Tributaries with the prime objective to conserve, rejuvenate and augment the water resources in Cauvery basin and to effectively curb sewerage pollutant has been initiated in line with Namami Gange Programme.

The Preliminary Project Report for Rejuvenation of Cauvery and its tributaries within Tamil Nadu - “Nadanthai Vaazhi Cauvery” scheme for an amount of Rs.11,250 crore has been submitted to Ministry of Jal Shakti, Union Government for In- principle approval on 21.10.2019 and Union Government communicated the observations on 10.02.2020.

The preparation of the Detailed Project Report has been entrusted to M/S WAPCOS Ltd and is under preparation.

The Project has been proposed to be implemented in two Phases viz., Phase I in the reaches from Mettur up to Tiruchirappalli and Phase II from Tiruchirappalli up to Confluence with sea.

The Part 1 - Phase 1 of the Detailed Project Report for Nadanthai Vaazhi Cauvery Project at an estimate cost of Rs.1,631.32 crore has been submitted to Ministry of Jal Shakti, Union Government on 20.11.2020 and also requested funding for components eligible under Union Government norms for an amount of Rs.713.39 crore as a Special Programme. The Ministry of Jal Shakti has addressed to Environmental Protection Training and Research Institute (EPTRI), Hyderabad to examine the Part 1- Phase 1 DPR and to furnish the report. 112

16.0. Construction of series of Check dams and Artificial Recharge Structures

To achieve the Hon’ble Chief Minister’s vision to conserve the water resources in the State for its sustainable use, an announcement is made in the Budget Speech 2021-2022 that 1000 check dams and barrages will be constructed in next 10 years.

The prime objective of artificial recharge is to enrich the ground water aquifer. Artificial recharge techniques normally address issues viz., enhancing the sustainable yield in areas where over-development has depleted the aquifer, conservation and storage of excess surface water for future requirements, improve the quality of existing ground water through infiltration. Further, it is environment friendly, controls Soil erosion / Flood and provides 113

sufficient soil moisture even during summer months.

The structures required for recharging ground water reservoirs are of small dimensions and cost effective, such as check dams, percolation ponds, sub-surface dykes, recharge shafts / wells etc.,

The sub-surface reservoirs and Barrages are technically feasible alternatives for storing substantial quantity of surplus run off and can be used for development of Agriculture and Groundwater recharge.

The Government have planned to construct series of Check Dams across Rivers / Streams in feasible locations throughout the State for the benefit of farmers. As first phase, it is proposed to construct Barrages across Cauvery, Kollidam and Thamiraparani Rivers.

To protect coast from sea erosion, vulnerable places are being identified and proposal are under formulation for construction of Rubble Mount Sea Walls and Groynes.

17.4 Kudimaramath Works

Revival of Kudimaramath works has been commenced in the year 2016-17 with an incentive fund of Rs.100.00 crore. Maintenance works in supply channels, canals, tanks, shutters, strengthening and reconstruction of surplus weirs, sluices etc., are under implementation with 10% contribution from the Water user’s Association or Ayacutdars, in the form of labour or material or cash.

During 2016-17, out of 1513 works sanctioned at an estimated cost of Rs.99.49 crore in 30 Districts, 1512 works were completed and 1 work to be dropped.

During 2017-18, 1479 works at an estimated cost of Rs.321.27 crore in 30 Districts were sanctioned. Out of this, 1472 works were completed, 2 works are in progress and 5 works are to be dropped.

During 2019-20, 1832 works at an estimated cost of Rs.498.44 crore in 30 Districts have been sanctioned. Out of this, 1797 works were completed, 15 works are in progress and 20 works have been proposed to be dropped.

During 2020-21, 1387 works at an estimated cost of Rs.498.52 crore in 34 Districts have been sanctioned. Out of this, 1085 works were completed, 248 works are in progress and 54 works have been proposed to be dropped.

Totally, out of 6211 kudimaramath works sanctioned at the estimated cost of Rs.1417.72 crore, 5866 works have been completed, 265 works are in progress, 1 work dropped and 79 works are proposed to be dropped due to various reasons.

18.0 Flood Mitigation Works Long term Flood Mitigation Works  Long term flood mitigation works in the very high vulnerable areas of Chennai, Kancheepuram, Tiruvallur and other coastal Districts have been taken up for implementation in phased manner.  In first phase, 16 works in Araniyar, Kosasthalaiyar, Coovum, Adyar and Sub Basins at an estimated cost of Rs.100.10 crore were completed.  In Second phase, out of 12 works sanctioned at an estimated cost of Rs.238.13 crore, 8 works were completed, 3 works are in progress and 1 work will commence shortly.

Other Works Administrative Sanction has been accorded for Providing Emergency Flood Relief to the people residing in and around the flood plain of Adyar River near Tambaram in Kancheepuram and Chengalpattu Districts at an estimated cost of Rs.70.05 Crore and the preliminary work is in progress. 163

19.0 Other activities

19.1 Removal of Seemai Karuvel (Prosopis Juliflora) Trees in water bodies

The Government vide G.O. (D) No. 121, Environment and Forests (FR.14) Department, Dated 10.05.2017, constituted a Committee with the Principal Chief Conservator of Forests as the Chairman to undertake a comprehensive scientific study on Seemai Karuvel trees with regard to its ill effects on environment as well as the utility of the tree, if any and offer their recommendation and submit a detailed report within a period of 3 months.

The Hon’ble High Court of Madras in its Order dated 11.05.2017 in W.P.No.10614 of 2017 has directed that the matter has been referred to a Larger Bench.

The Hon’ble High Court of Madras in the above Order has also directed to expand the Committee

by including 4 more Experts as Members to make scientific study on the ill-effects of the Seemai Karuvel Trees as well as the utility thereof and submit an interim report within 45 days. Based on the above directions, orders have been issued in G.O. (D). No.135, Environment and Forests (FR. 14) Department, Dated 23.05.2017.

Based on the report of the Committee, the Hon’ble High Court of Madras order dated 28.07.2017 has directed to work out a plan to implement the removal of Seemai Karuvel trees across the water bodies of the State in a phased manner in order to facilitate flow of water and also plant the alternate species, so as to avoid ecological imbalance.

The total extent of Seemai Karuvel Trees in water bodies of Water Resources Department was assessed as 1,93,130.63 Hectare.

The extent of seemai karuvel trees removed in the water bodies pertaining to Water Resources Department so far is about 67,216 Hectare and further removal is in progress.

19.2 Free Issue of Vandal

The storage capacity of water bodies in the State has considerably reduced due to silting up over a period of time. The silt deposited in the water bodies is very rich in nutrients which can be used as an organic manure. Restoration of the lost capacity of the water bodies can be achieved by allowing the farmers to take silt from the water bodies at free of cost to the requirement. Both the restoration of the tank capacity and the desilted material would be beneficial to the farmers.

Accordingly, Amendment to Rule 12(2) and 12 (2-A) (a) of the Tamil Nadu Minor Minerals Concession Rules, 1959 in G.O. (Ms.) No. 50, Industries (MMC-I) Department, dated 166

27.04.2017 allows potters, public and farmers of Tamil Nadu (except Chennai, Kancheepuram, Chengalpattu and Tiruvallur Districts) to take clay, silt, savudu and gravel from beds of tanks, channels and reservoirs at free of cost, for pottery, domestic and agricultural purposes. According to this, clay, silt, savudu and gravel can be taken from the water bodies, such as tank beds, channels and reservoirs, notified in District Gazette in their Villages or adjoining Villages for the above purposes after obtaining prior permission from the concerned District Administration. By this, original capacity of the water bodies can be restored.

The quantity of silt and clay allowed for agricultural purpose shall not exceed 75 cubic metre per acre for wet lands and 90 cubic metre per acre for dry lands, once in two years. The quantity of earth, savudu and gravel for domestic purposes shall not exceed 30 cubic metre. The

quantity of clay proposed to be removed for pottery shall not exceed 60 cubic meter.

In Water Resources Department, a quantum of 1,80,42,625 cubic metre silt has been provided to 1,27,653 beneficiaries comprising of farmers, potters and public.

20.0 Organisational Arrangements

The Government earlier in the year 2006-07 decided that the “Water Resources Organisation” in Public Works Department will henceforth function as an independent “Water Resources Department” to provide adequate attention to water resources management.

The Government on 07.06.2021 have established independent Water Resources Department detatching from the Public Works Department to study the cause and impact of recent natural calamities including floods, drought etc., and focus on relief and remedial measures and to implement suitable Schemes to augment the available water and assure continuous irrigation for agriculture.

The Engineer-in-Chief, Water Resources Department monitors and co-ordinates the

functions of 11 Chief Engineers and acts as the Technical Head of the Department.

The Water Resources Department functions on the River Basin framework. The Water Resources Department has been divided into four Regions, each headed by a Chief Engineer, located in Chennai, Tiruchirappalli, Madurai and Coimbatore. These Chief Engineers are the Basin Managers for the defined basin boundaries in their jurisdiction.

21.0 Activities of Functional Wings of WRD

21.1 Plan Formulation

Formulation of Major, Medium and Minor Irrigation Schemes and Inter-linking of River schemes by undertaking detailed investigations.

Preparation of Detailed Project Reports for the feasible schemes after having detailed investigation.

Scrutinizing and recommending the schemes prepared by four Regions based on the importance, feasibility and priority to the Government for obtaining Administrative Sanction.

In addition, this wing acts as the Nodal Agency to obtain funds under NABARD, National Agricultural Development Programme (NADP) and Prime Minister Krishi Sinchayee Yojana (PMKSY).

Environmental activities related to TNIAMP and State funded schemes are being carried out by the Environmental Cell Circle, Tiruchirappalli and its 3 Divisions functioning under the control of Plan Formulation wing.

21.2 Design Research and Construction Support

Design, Research and Construction Support wing acts as the Nodal Agency for the following schemes:-

 Repair, Renovation and Restoration of water bodies  Desilting of Dams in the State  Coastal Protection Works under Integrated Coastal Zone Management Project  Kudimaramath scheme

The Design Circle functioning under this wing evolves design and drawings for irrigation structures such as reservoir, canal, pond, tank, 173

anicut, regulator, check dam etc. In addition, Design Circle recommends necessary remedial measures for the problems like cracks, seepage, leakage, distress etc., occurs in the irrigation structures.

The Soil Mechanics & Research Division functioning under this wing acts as a Central Quality Control Laboratory at Chennai conducting Field and Laboratory tests for soil, concrete and construction materials.

The Institute of Hydraulics and Hydrology established in 1944 at Poondi engaged in carrying out Research and Model studies in the field of Hydraulics, Hydrology, Coastal Engineering in addition to Monitoring of shore line oscillations of certain selected points along the East and Western coast of Tamil Nadu. Also carries out Sedimentation studies in selected Reservoirs / Tanks for arriving at up-to-date reduction in capacity due to sedimentation, 174

assess the useful life of reservoirs and to suggest the remedial watershed management measures to be taken up in order to arrest the entry of sediments into reservoirs from the watershed.

21.3 Operation and Maintenance

This wing collects and compiles water level data of 15 Major Reservoirs, 6 Drinking water Reservoirs for Chennai City in the State, and 4 Reservoirs of Karnataka in the Cauvery Basin and Daily flow data at Billigundulu Gauge and Discharge Stations of Central Water Commission and furnishes report to the Government on daily basis.

In the office of the Chief Engineer, Operation and Maintenance, a Hydrometric data cell functions round the clock during the North East Monsoon period for monitoring the daily water level of all the Dams / Reservoirs of the State and co-

ordinates with State Emergency Operation Centre.

Periodical monsoon inspection of Dams is carried out and reports are compiled by the Dam Safety Directorate under the control of this Wing. The consolidated Health Status Report for all the Dams (Annual Consolidated Report) based on the pre-monsoon and post-monsoon inspections are prepared and sent to the Central Water Commission.

The Public Works Workshop & Stores procures new vehicles, condemns old vehicles and unserviceable machineries / spares. Further, involves in preparation / scrutinisation of estimates for Hydro Mechanical components of water retaining structures in the State.

The State Project Management Unit under this Wing is the Nodal Agency for implementation of

the World Bank assisted Dam Rehabilitation and Improvement Project.

21.4 State Ground and Surface Water Resources Data Centre

This Wing investigates and assesses the Ground water potential, surface water and water quality of the State periodically by maintaining and observing the State – wide monitoring network. The following works are carried out by this wing for the purpose of Planning, Development and Management of Ground water resources of the State of Tamil Nadu.

 Groundwater investigation and periodic Assessment of Ground water potential for the State by Scientific methods.

 Continuous monitoring of Hydrological, Hydro meteorological and Water quality of Ground Water.

 Monitor, Collect, process, analyse and consolidate the Ground Water level and Quality Data and Surface water details to evaluate the condition for development. In order to get more realistic and accurate Ground Water Level data, 386 Digital Water Level recorders (DWLR) have been installed across the State.

 Develop a suitable plan for judicial development and optimal utilization of Ground Water.

 Protecting Ground Water resources against over exploitation and quality deterioration by proper management techniques.

 Improving the Ground Water storage through artificial recharge and Rain water harvesting wherever possible.

 Consultancy services to Public, Agriculturalists, Government Departments and Private sector for selection of suitable site for sinking of bore wells / dug wells on cost basis. 178

 Issuing Ground water clearance (No Objection Certificate) for water based and non – water based Industries in safe and semi – critical Firkas of the State.

 Special studies for monitoring sea water intrusion into fresh water aquifer along the 1,076 km coastline of the State.

 This Wing is the Implementing Agency for implementation of World Bank assisted National Hydrology Project.

21.5 Institute for Water Studies, Hydrology and Quality Control

The Institute for water studies, Hydrology & Quality Control is performing Micro level studies for assessment and management of the water resources of the River basins in Tamil Nadu in scientific manner. 179

This Institute is having a Remote Sensing application Centre which provides remote sensing and Geographic Information System (GIS) based support to the department for effective management of water resources of Tamil Nadu.

The Quality Control divisions are functioning under this Institute with head quarters at Chennai, Viluppuram, Tiruchirappalli, Salem, Madurai, Tirunelveli and Coimbatore for quality assurance in the works.

21.6 State Water Resources Management Agency (SWaRMA)

The SWaRMA has developed the web enabled “Tamil Nadu Water Resources Information System” (TNWRIS), to aid efficient Integrated Water Resources Management and Regulation.

This database is being made available to the Department and other line Departments /

Agencies for their use. And also capacity Building is arranged for updation of the database.

21.7 Irrigation Management Training Institute (IMTI)

Irrigation Management Training Institute, Tiruchirappalli is a premier State Training Institute, established on 1984 under Tamil Nadu Societies Registration Act, 1975 and placed

under the administrative control of Public Works Department.

The functioning of this Institute is guided by the Governing Council with the Additional Chief Secretary to Government, PWD, Government of Tamil Nadu as its Chairman and 12 Senior Level Officers from the various departments (inclusive of the Secretaries of Finance, Agriculture and Farmers Welfare, Co-operation Food and Consumer Protection Department) as its members. This institute is headed by Director General, who is in the rank of Chief Engineer of Water Resources Department and Faculty members are drawn from Water Resources Department, Department of Agriculture, Agricultural Engineering Department and Tamil Nadu Agricultural University, Coimbatore on deputation basis.

The prime objective of this Institute is to increase the Agricultural production with optimum 183

utilization of Water. Since its inception, this institute gives need based Capacity building training to the Officers involved in irrigation & agriculture and also to the Farmers to create awareness about the new techniques and improvements in the field of Irrigation and Water Management.

During the last financial year (2020-2021), training courses on Efficient Irrigation Water Management, Non Destructive Techniques for evaluation of concrete structures, Athikadavu– Avinashi Project, Adhanur–Kumaramangalam Project, Flood Management Plan, Total station, Impacts of Climate Change, Disciplinary Procedures, Basic and Advanced GIS, Water Budgeting and Scheduling, Environment Conservation, Disaster Management, Maintenance of Irrigation Structures, Basic Computer, AutoCAD, GST, Construction Quality Management, Stress Management, DPR

Preparation, etc. were organized by this Institute. Induction Training to the newly recruited Assistant Engineers of WRD (2017-18) in Phases I & II (2 Batches) were also conducted.

Under TNIAMP (IAMWARM II), about 15 numbers of training programmes were organized including the virtual training program on PIM for competent authorities of WRD and conventional training program on Water Conservation and Management organized at the District headquarters of Tiruchirappalli, Karur, Tiruvarur and Krishnagiri by National Water Academy (NWA), Pune and sponsored by Ministry of Jal Shakti.

In order to tide over the vagaries of the seasonal irregularities in rainfed and water deficit areas, training on climate resilient smart agricultural technologies were imparted to the farmers. Need based farmers’ training programmes on management of rugose spiraling whitefly in 185

coconut, fall armyworm in maize, Integrated farming system, integrated pest management, Organic farming, supply chain management, Value addition, Marketing and other alternative livelihood enhancing technologies were also imparted to the farmers in various Districts of Tamil Nadu which includes Dindigul, Krishnagiri, Tiruvarur, Erode, Karur, Thanjavur, Tirupathur and Pudukkottai, etc.,

Officials from Government Departments, Scientists from Agricultural Colleges and Farm Science Centres, Agricultural Entrepreneurs were roped into impart training to the farmers.

The training programmes on “Capacity Building” to field staff of WRD were also organized in the ARP Unit, Tiruvarur.

During the last Financial Year 2020-2021, 83 Nos. of training programmes (conventional and virtual mode) were conducted and about

3,725 participants (Officials of WRD, Department of Agriculture and Agriculture Engineering Department and Farmers) were benefitted.

22.0 Activities of Special Wings of WRD

22.1. Cauvery Technical Cell cum Inter – State Waters Wing

The Cauvery Technical Cell cum Inter – State Waters Wing is assisting the Government in dealing with all the Inter – State Water sharing disputes / issues. The Wing is formulated in 1990. This Wing provides all technical inputs / data / information required to file Petitions in the Water Disputes Tribunal / Supreme Court and participates in the periodic meeting of the River Water Management Authority, Regulation Committee of Inter State River basin in which Tamil Nadu is a riparian State or stakeholder. In addition, this Wing is also dealing with the schemes for inter-linking of Inter-State Rivers, and participates in various Committees of the Union Government on this subject and with the scheme proposing agencies, viz., National Water Development Agency (NWDA) and Central Water Commission (CWC), Ministry of Jal Shakti,

Union Government, draft Bills on water, etc. This wing prepares reports on the water resource development of the State.

Some of the important issues handled by this Wing are Sharing of Cauvery waters, establishing the rights of the State in the Mullai Periyar Dam, obtaining the rightful share of waters from the Parambikulam Aliyar Project (PAP), defending the rights of the State in Neyyar River water sharing, Pennaiyar River water and Palar River water issues. Further, issues relating to the Schemes such as Godavari – Cauvery Link, Pamba – Achankoil – Vaippar link and Pandiyar – Punnampuzha Scheme are also dealt by this wing. 22.2 Tamil Nadu Water Resources Conservation and Rivers Restoration Corporation Limited

The Tamil Nadu Water Resources Conservation and Rivers Restoration Corporation Limited has

been registered with the Registrar of Companies, Chennai and incorporated with effect from 25.12.2019. The main objective of the Corporation is to promote water conservation, reclamation of lake, Rivers and modernize the existing irrigation infrastructures. The Corporation will also focus on interconnecting flood surplus canals and interlinking of Rivers and River basins. Promotion of climate resilient infrastructure with special emphasis on prevention of sea water intrusion, wet land conservation and flood mitigation will be the other priority areas for the Corporation. The Corporation will also promote convergence of different activities to fulfil the objectives of the water mission launched by the Government. The Corporation is headed by Chairman cum Managing Director under the administrative control of the Water Resources Department. An amount of Rs.5.00 Crore as Share Capital and Rs.5.00 Crore as Grants-in-Aid to the corporation have been provided.

23.0 Schemes under Investigation / Formulation

23.1 Formation of Reservoir across Koraiyar River in V.K. Puram Village of Ambasamudram Taluk in Tirunelveli District

Koraiyar River is a tributary of Thamiraparani River. It originates as Vadakku Koraiyar and Therkku Koraiyar and joins as Koraiyar River.

This scheme aims to form a reservoir across Koraiyar River in V.K. Puram Village of Ambasamudram Taluk in Tirunelveli District.

The proposed capacity of this reservoir is 1,000 Mc.ft.

By implementing this scheme, an extent of 9,091.59 acre of land will be benefited. An extent of 254.44 acre of reserve forest land, 59.85 acre of patta land and 79.37 acre of poramboke land have to be acquired.

Administrative Sanction for an amount of Rs.24.20 lakh was accorded for conducting detailed investigation including sub soil investigation and for preparation of Detailed Project Report. The investigation works are progress and the preparation of design and drawing for reservoir, River sluice, canal sluice, uncontrolled spillway and high level canal are under progress. Steps are being taken to obtain concurrence of the forest department to acquire forest land. In this regard, compensation land proposal has been sent to the Collector of Tirunelveli District.

23.2 Formation of new reservoir near Sikalapalli Vanioddu in Hosur Taluk of Krishnagiri District

A new reservoir is proposed in the confluence point of Sambalpallam and Sulagiri Chinnar Rivers with Thenpennaiyar River near Sikalapalli Vanioddu in Hosur Taluk of Krishnagiri District. 192

Administrative sanction was accorded for conducting surveying and levelling operation for detailed investigation for Rs.10.00 lakh.

Based on the survey conducted to find out the feasibility for construction of reservoir, various alignments were analysed and alignment at proposed site was selected for construction of a reservoir with height of 38 m and length of 470 m to store 460 Mc.ft. of water. The water spread area of the proposed reservoir lies in Reserved Forest Land and for this reservoir about 283.62 acre of Forest Land and 293.07 acre of Patta and poramboke lands have to be acquired. By implementing this Scheme, about 4,250.00 acre will be benefited.

The pre-feasibility report and the rough cost estimate for Rs.778.00 Crore (2020-21) has been prepared and is under consideration of the Department.

23.3 Formation of new channel from Barur East Main Canal in Krishnagiri District

This scheme contemplates the excavation of a supply canal from L.S.15.95 km of the existing Barur Tank East Main canal to feed the Pennaiyar River flood surplus water to 33 tanks and 8 check dams in Pochampalli and Uthangarai Taluks of Krishnagiri District.

The surplus water proposed to be utilized is 83.71 Mc.ft. The proposed number of days supply is 21 days. The total ayacut benefitted by implementation of this scheme is 1,186 acre. The cost of the scheme worked out to Rs.83.96 crore (2020 - 2021). An extent of 102.21 acre of patta dry lands and 9.28 acre of Poramboke land have to be acquired.

For conducting detailed investigations, the sanction has been accorded for an amount of Rs.14.00 Crore. Out of this, Rs.13.80 crore has

been allotted for Land Acquisition and Rs.0.20 Crore has been allotted for Surveying & Levelling including Soil Investigation. The soil investigation works are completed. The Detailed Project Report for an amount of Rs.83.96 Crore is under consideration.

Administrative Sanction has been accorded for land acquisition for an amount of Rs.10.46 Crore and land acquisition work is in progress.

23.4 Construction of Barrage across Thamiraparani River near Athalanallur Village in Cheranmahadevi Taluk of Tirunelveli District

It is proposed to construct a barrage for a length of 250 m with a height of 5 m near Athalanallur Village in Cheranmahadevi Taluk of Tirunelveli District which can store up to 94 Mc.ft. of surplus flood water. The proposed site lies in between the Kannadian anicut and Ariyanayagipuram

anicut which are the third and fourth anicuts across Thamiraparani River.

The stored water in the barrage is proposed to utilize for supplementing the existing tail end ayacut of 1,800 acre under Kodagan channel and also through 726 Nos. of wells of nearly 873.138 acre will also get benefit which are lying within 5 km radius of the proposed barrage site. There is no land acquisition required for this scheme.

For the work of Surveying and Levelling operation including sub soil investigation the administrative sanction has been accorded for Rs.15.00 Lakh. At Present, Surveying and Levelling operation including geophysical investigation completed and preparation of design proposal for obtaining detailed design is under progress.

23.5 Construction of Barrage across Thamiraparani River in Thirumalaikolunthupuram Village of Palayamkottai Taluk and Kuppakurichi Village of Tirunelveli Taluk in Tirunelveli District

It is proposed to construct a barrage for a length of 390 m with a height of 5 m across Thamiraparani River in Thirumalaikolunthupuram Village of Palayamkottai Taluk and Kuppakurichi Village of Tirunelveli Taluk in Tirunelveli District which can store up to 160 Mc.ft. of surpus flood water. The proposed site lies at 3.90 km upstream of Maruthur anicut which is the Seventh anicut across Thamiraparani River.

By constructing this barrage, the unutilized surplus flood water will be stored and the water table in the adjoining wells will also be recharged. The subsurface water surrounding the barrage will also be recharged. During summer season, this water will be utilized for drinking water

purpose through the drinking water wells in Thamiraparani River. By implementing this scheme, an extent of 16,188 Hectare of ayacut will be stabilised. There is no land acquisition required for this scheme.

Administrative sanction for an amount of Rs.20.00 Lakh has been accorded for conducting Surveying and Levelling and Soil Investigation works. At present, the Investigation works have been completed and preparation of design proposal for obtaining detailed design is under progress. 23.6 Construction of Barrage across Thamiraparani River near Thiruvengadanathapuram Village in Palayamkottai Taluk of Tirunelveli District

It is proposed to construct a barrage across Thamiraparani River for a length of 180 m and a height of 5 m near Thiruvengadanathapuram Village in Palayamkottai Taluk of Tirunelveli 198

District which can store upto 61.80 Mc.ft. of surplus flood water. The proposed site lies at 5.10 km downstream of Suthamalli anicut which is the Sixth anicut across Thamiraparani River.

The stored water in the barrage may be released in Thamiraparani River for supplementing the existing Ayacut of 1,089 acre under system of Marudur Keelakal irrigation system and also an ayacut of 368.74 acre will benefit through 100 Nos. of wells which are lying within 3.50 km radius of the proposed barrage site. During summer season this water will be utilized for drinking water purpose through the drinking water wells in Thamiraparani River. There is no land acquisition required for this scheme.

Sanction has been accorded for the work of Surveying and Levelling operation including sub soil investigation for an amount of Rs.15.00 Lakh. At present, surveying and levelling operation including soil investigation works are completed 199

and preparation of design proposal for obtaining detailed design is under progress.

23.7 Construction of a Barrage across River Cauvery at L.S. 164.100 km in between Marudhur North Village of Kulithalai Taluk in Karur District and Umaiyalpuram Village of Musiri Taluk in Tiruchirappalli District

Due to the shortage of surface as well as ground water, the Villages in Musiri and Thuraiyur Taluks of Tiruchirappalli District on the left bank of Cauvery and the Villages in Kulithalai Taluk of Tiruchirappalli District on the right bank of Cauvery are facing acute water crisis.

Hence, it is proposed to construct a barrage across River Cauvery at L.S. 164.100 km in between Marudhur North Village of Kullithalai Taluk in Karur District and Umaiyalpuram Village of Musiri Taluk in Tiruchirappalli District to store the excess flood water of Cauvery which 200

otherwise flows to sea as waste during the monsoon period.

By implementing the scheme approximately 1.00 T.M.C. ft. of water can be stored and utilized.

The ayacuts irrigated by the channels viz. South bank canal to an extent of 2,940 acre, Uyyakondan Channel to an extent of 32,742 acre, New Ayyan Channel to an extent of 1,790 acre, Nangam Channel to an extent of 1,598 acre, and North bank Canal and its branches to an extent of 5,022 acre, would be benefited and also Ground Water resources will be augmented and drinking water needs will be fulfilled.

Administrative sanction has been accorded for the work of Surveying and Levelling operation including sub soil investigation for an amount of

Rs.23.00 Lakh and investigation work has been completed.

The Detailed Project Report has been prepared for an amount of Rs.750.00 crore (Schedule of rate for the year 2020-21) and it is under consideration.

23.8 Construction of barrage across Cauvery River at L.S. 121.340 km in between Nerur Village of Manmangalam Taluk in Karur District and Mohanur Village and Taluk in Namakkal District

Due to the shortage of surface as well as ground water, the Villages in Mohanur Taluk of Namakkal District on the left bank of Cauvery and in Manmangalam Taluk of Karur District on the right bank of Cauvery are facing acute water crisis.

Hence, it is proposed to construct a barrage across River Cauvery at L.S. 121.340 km in between Nerur Village of Manmangalam Taluk in Karur District and Mohanur Village and Taluk of Namakkal District to store the excess flood water of Cauvery which otherwise flows to sea as waste during the monsoon period.

By implementing the scheme, approximately 1.06 T.M.C. ft. of water can be stored and utilized.

By implementing the scheme an extent of 6,680 acre ayacut under Nerur and Kattuputhur Channel will be benefitted.

Administrative sanction has been accorded for the work of Surveying and Levelling operation including sub soil investigation for an amount of Rs.23.00 Lakh and investigation works have been completed.

The Detailed Project Report has been prepared for an amount of Rs.700.00 crore (2020-2021) and it is under consideration.

23.9 Construction of Tail End wall across Kollidam River to arrest sea water intrusion at Thirukazhipalai Village of Chidambaram Taluk in Cuddalore District and Alakudy Village of Sirkali Taluk in Mayiladuthurai District

The proposed site is located at a distance of 8 km from Bay of Bengal across Kollidam River. The left bank of the proposed structure is situated in Thirukazhipalai Village of Chidambaram Taluk in Cuddalore District and the right bank is situated in Alakudy Village of Sirkali Taluk in Mayiladuthurai District.

The proposed tail end wall will prevent seawater flowing into the River. The capacity is estimated to be approximately 139 Mc.ft.

By implementing this scheme, there will be fresh water for humans and livestock to drink and agricultural land is likely to benefit. Also, impounded water through the barrier wall is likely to gradually change the character of saline water and is expected to become comparatively as fresh water. Further, seawater intrusion will be prevented, Ground Water will be enriched and fresh water will be provided to 67 Village panchayats.

Administrative sanction has been accorded for the work of Surveying and Levelling operation including sub soil investigation for an amount of Rs.94.52 lakhs. The sub soil investigation works have been completed under water and Plain land and collected soil samples were handed over to the Soil Mechanics and Research Lab, Tharamani, Chennai for conducting the tests. Collection of field particulars, observing drain discharge particulars are in progress. Design 205

work is carried out along with IIT Madras,

Chennai.

23.10 Construction of New Barrage across Kollidam River at L.S. 79.500 km on the Downstream of Upper Anicut connecting Thoothur Village of Ariyalur District and Vazhkkai Village of Thanjavur District

The proposed site for the construction of the barrage is located at L.S 79.500 km across River Kollidam in Thoothur Village in left bank of Kollidam which is in Thirumanur Taluk of Ariyalur District and the right bank is located in Vazhkkai Village which is in of Thanjavur District. The estimated water storage capacity of the barrage is 1 T.M.C. ft.

By the construction of this barrage, the water supply to Ponnar channel will be ensured and ayacut of 4,696 acre will get assured supply of water for irrigation. Also, constructing the barrage 206

cum bridge across Kollidam River, Thanjavur and Ariyalur Districts will get connected and thereby facilitating the transportation of people and commodity. There are more than 300 tube wells and 17 TWAD board infiltration galleries are functioning around the proposed site which will be benefited by this scheme and the Ground Water will also get recharged.

After the completion of Planning, Design and Investigation works for the construction of this barrage, the details of land acquisition will be calculated.

Administrative sanction for an amount of Rs.23.00 Lakh has been accorded for conducting Surveying and Levelling and Soil Investigation works. At present, the Surveying and Levelling and Soil Investigation works have been completed and preparation of DPR is under progress.

23.11 Construction of Barrage across the River Kollidam at Mathirivelur Village in Kollidam Block of Mayiladuthurai District and Nallamputhur Village in Komaratchi Block of Cuddalore District

The proposed site of barrage lies in Mathirivelur Village in Kollidam Block of Mayiladuthurai District and Nallamputhur Village in Komaratchi Block of Cuddalore District.

By implementing this scheme, the ground water level in the surrounding Villages will increase, which will be helpful for the recharging of the wells in the nearby Villages.

For implementation of this scheme, an extent of 242.882 Hectare of Patta land and 39.958 Hectare of Poramboke land needs to be acquired.

The administrative sanction for an amount of Rs.13.78 Lakh has been accorded for conducting 208

Surveying and Levelling and Soil Investigation works. The investigation works have been completed and the estimate prepared for an amount of Rs.399.00 Crore is under consideration.

23.12 Construction of New Regulator across the Northern and Southern arms of the Kollidam River on the downstream side of the existing regulator at Anaikarai (Lower Anicut) in Ariyalur and Thanjavur Districts

The proposed site for the construction of the regulator is located in downstream side of the existing regulator at L.S. 108.210 km across the Northern and Southern arms of River Kollidam in Vembukudi Village in left bank of Kollidam which is in Udayarpalayam Taluk of Ariyalur District and the right bank is located in Vinayagantheru Village which is in Thiruvidaimarudhur Taluk of Thanjavur District.

The estimated water storage capacity of the regulator works out to 200 Mc.ft. approximately. By considering three numbers of fillings in a year, then the total quantity of storage water will be 600 Mc.ft.

By the construction of this new regulator, irrigation supply for 30,352 Hectare through seven branch channels will be ensured. Further, since it is proposed to increase the height of shutters by 2 feet, more amount of water can be diverted to Veeranam tank which in turn supply drinking water to Chennai City.

Administrative sanction for an amount of Rs.101.34 Lakh has been accorded for conducting Surveying and Levelling and Soil Investigation works. The investigation works have been completed and the Detailed Project Report is under preparation.

23.13 Recharging Groundwater in areas Surrounding Koraiyar and Malattar through a supply channel by using the excess flood water from Pennaiyar River near Andrayanallur Village in of Viluppuram District

Malattar branches out from the Pennaiyar River near Andrayanallur Village. Whenever there is a flow in Pennaiyar, there is no flow in River Malattar since the River bed of Pennaiyar is about 2.0 m lower than the Malattar. Hence, it is proposed to construct a barrier across Pennaiyar near Arcadu Village and a suitable structure across Malattar near Andrayanallur Village to divert the excess flood water from Pennaiyar River to Malattar River through a supply channel. This flow of water will recharge the ground water and benefit around 67 Villages in Cuddalore District and 20 Villages in Viluppuram District.

Also, it is proposed to construct two structures, one at Paiyur Village and other near Sirumadurai Village across Koraiyar River to augment the ground water to benefit Paiyur, Sirumadurai and Marangiyur Villages.

The Government have accorded administrative sanction for an amount of Rs.8.00 lakhs for conducting detailed Surveying and Levelling Operations. The investigation work is under progress. Preparation of feasibility report is also in progress.

23.14 Pumping the flood surplus water of Pennaiyar River from Eachambadi anicut to feed feasible tanks and ponds in the, Harur, Pappireddipatti and Morappur Taluk of

Eachampadi Anicut was constructed across Pennayar River in Eachampadi Village in of Dharmapuri District. This

scheme is formulated to give irrigation facilities to the surrounding areas by way of pumping the flood surplus water from the anicut to possible tanks in Pothiyampallam Tank group, Tank Group, Echampadi tank group, Navalai tank Group and other adjacent tanks which consists 60 tanks and ponds.

Sanction has been accorded for an amount of Rs.10.00 Lakh for conducting Surveying and levelling operations for detailed investigation. The detailed project report for an amount of Rs.401.00 Crore is under consideration.

The water requirement for this pumping scheme is 181 Mc.ft. which will be used to fill up the tanks and ponds in 15 days at the rate of 140 cusecs. The ayacut benefitted by this entire scheme is 1,915.50 acre. For implementing this scheme 162.42 acre of patta lands and 124.29 acre of poramboke lands are to be acquired.

23.15 Construction of a small dam across Kalpadai River and a small dam across Pottiyam River to create additional water storage on the upstream side of Gomukhi Dam in Chinna Salem Taluk of Kallakurichi District

The Gomukhi dam is situated at the foot of Kalvarayan hills near Kachirapalayam of Kallakurichi. It receives water from the Pottiyam River, Malligaipadi and Kalpadai Rivers. Among the three Rivers, the Kalpadai and Pottiyam Rivers are the major contribution to the Gomukhi dam.

At present, the capacity of Gomukhi dam is 560 Mc.ft. which is found to be insufficient to command 5,000 acre of old ayacut and 5,000 acre of new ayacut. Therefore, the proposed scheme envisages construction of two small dams one across Kalpadai River & the other across Pottiyam River. The Kalpadai River

is on the left arm and the Pottiyam River is on the right arm with respect to the Gomukhi dam. A total of 350 Mc.ft. of additional water storage is expected, which is around 60% of the storage of Gomukhi dam.

Sanction has been accorded for an amount of Rs.14.65 lakh for conducting detailed Surveying and Levelling Operations. The investigation work is under progress to prepare feasibility report of this scheme.

23.16 Feasibility study to feed Pennaiyar River water by pumping from Kodiyalam anicut to 50 elevated tanks located in Hosur Taluk of Krishnagiri District

Kodiyalam anicut is the first anicut across Pennaiyar River in Tamil Nadu. Most of the rain fed tanks located nearby Pennaiyar River lies in an elevated level than Pennaiyar River not getting enough water due to scarcity of rainfall. 215

Hence, it is proposed to pump flood water from Pennaiyar River to 26 elevated tanks in the right side of the Kodiyalam anicut and 24 elevated tanks in the Left side of the Kodiyalam anicut. The Total water requirement for this pumping scheme is 150.00 Mc.ft. By implementing this scheme, about 1,406.00 acre of lands will be benefitted. A Concept Note for this scheme was prepared for Rs.240.00 Crore. Sanction has been accorded for an amount of Rs.2.50 Lakh for conducting Surveying and Levelling Operations including Soil investigation. The Levelling and Soil investigation works have been completed. The Detailed Project Report is under preparation.
