Message from the Mayor: Dear Residents,

This is an exciting time to live in the Town of Capitol Heights! We have so much for which to be grateful. We have new development on the horizon, ignited business growth and stimulation, and a plethora of engaging activities and programs for the entire community.

New Development I am so happy to announce that you can expect new development in the Town. I realize that it has been a long time coming. On May 28, 2019, my council colleagues approved a resolution—that I was more than happy to sign—selecting an experienced organization which will develop a mixed-use property immediately adjacent to the Capitol Heights Metro Station. This property will feature more than 150 units, a beautifully designed group of buildings, and retail space for quality shopping and dining that is overdue. Every resident should be proud to know that this developer understood that your Mayor & Council would not settle for anything less than the best. We feel that it has long-since been time for our Town to receive the respect it deserves. For me, a major salient part of the developer’s proposal was that they will offer a scholarship to a deserving student member of our community. That speaks volumes to their focus on community- development. As you know, I am all about community development. As more details unfold and the information is available, I will be hosting Town Hall ‘Talks’ to make sure this information is made available to all eligible residents.

Business Growth and Stimulation Many of you know that as your Mayor, I chair the Planning and Economic Development Committee (PEDC). The PEDC has been working diligently to spark growth by supporting our local businesses. We are doing this by hosting a weekly program geared towards increasing business for entrepreneurs both in and outside of the Town. The program is called, “The Weekly Referral Chain” (TWRC). TWRC has passed thousands and thousands of dollars in closed business since its inception. I invite you to join us as we meet every Thursday in the Town Hall’s Community Room, come at 6:30pm to network. This program has been very successful and many residents have taken advantage of it and have seen marked growth in their business. If you don’t have a business, you might want to attend to learn more about the businesses that are at your fingertips or you might want to attend just as a consumer—in need of quality goods and dependable services.

Another way in which we are supporting the growth of our local businesses is by hosting the ‘Capitol Heights Buy-Local Campaign’. Hopefully, you’ve been able to get a flyer and LIKE the Facebook page: Capitol Heights Buy Local Campaign. This campaign is all about taking one-solid-week to patronize ONLY the businesses within the Town of Capitol Heights. Join me and support our local businesses during the week of July 7th-July 13 (a flyer of all the activities associated with this campaign is inside this Newsletter).

There are other ways that we have seen and/or will see more growth to our business community too. For example, as mentioned above we have new development amongst us. This will certainly result in a ripple in the water effect and businesses will want to relocate to the Town. Rest assured that your elected officials are already preparing for this change: traffic concerns, aesthetics of the Town, and so on. We are staying on top of it and working for you.

Activities and Programs for the Entire Community Many of you are aware that we have several committees in the Town. In part, these committees exist to provide fun and engaging activities for our residents. Please take a look inside this Newsletter and commit to attending, at least, one of our scheduled activities for this quarter. We want to be a government that is close-knit, active, and engaged with our residents. I assure you; you will find that there is something for everyone.

Take a moment to look through this newsletter and familiarize yourself with all that we have going on in the Town. I look forward to seeing each of you, and perhaps, at your door soon.

Council Corner The purpose of Committees is an effective way of involving citizens in the decision-making process of local government. The citizens who volunteer to serve on committees bring diverse skills and talents, new perspectives and, often, a strong interest in subject matter. The committee is an effective sounding board for a new policies and programs. It can give Mayor and Council an immediate sense of community reaction. Councilwoman Faith Ford, Chair Communication and Outreach Committee (COC) The mission of the Town of Capitol Heights’ Communication and Outreach (COC) is to improve the communication and dissemination of information processes within the Town. The COC will seek to always ensure residents are engaged and aware of resources and services, advising the Mayor and Council of legislation needed to support this goal.

The CH&E has gotten off to a spectacular start! Remember when there was nothing much going on in Town? Well now there's little need to go out of Town when you engage with this committee.

The current state of progress starts with the creation Market intended to running/walking club. We are proud of the 501C3 a member created called Capitol Heights Runners and Walkers club. Under the initiation of former Secretary Melissa Melton, the organization is poised to make lifestyle changes for those who engage. The club plans to increase wellness and interest of the community by delivering healthier lifestyles by regularly engaging in activities like walks or runs with larger organizations.

Equally dynamic is the work of the Food Justice Coalition in bring to our grocery challenged neighborhood the Capital Farmers Market. CH&E's Andrea Wilson supports Vice President Kyle Reeder in keeping the project vibrant. Now this project invites the community to enjoy vendors, food and fun weekly, June 7th thru September 24th at the (Capital Farmers) Market. The activity is held at the corner of Emmet and Capitol Heights Blvd from 4PM to 8PM. Plan to be present in support of building a community worth inviting people to share. Food is an expensive part of our household budgets. So, to stretch those food dollars consider planting your seeds in the community garden. In the garden anything can be taught: math, science, relationships, geography, history, and yes community. Here inexperience is no deterrent to learning a healthier lifestyle. There's a compost to learn about. That keeps the environment healthier by turning table scraps into enriching soil. You meet people on common ground. You share in the environmental rewards.

Since our last newsletter the Collective Health Initiative partnered with us to deliver the Wellness Health Maintenance Organization. The day yielded incredible exposure to healing modalities which included massage, vegan food preparation, and make your own lotion demonstration. Dr. Yew Bellome was the Herbalist present, and we experienced the clearing energy of Heart Touch Therapy by author and Holistic practitioner Master Ashep.

The Committee held a membership project to kick off the growing season. Several plots are still available on a first come first served basis. Call Town Hall or Committee Chair for details. In the Month of June plans are to show The Town the power of engagement by increasing membership. Members optionally attend Council meetings and attest to the success of the committee structure. Incoming membership liaison, Mary Millner is working with Breatheology and member Ayo Handy-Kendi actively prepare the Season of Thanks event in CH&E project deserves your commitment. Remember your passion is your .

We are active participants and stakeholders in the Sustainable Maryland Certification effort by availing Line dancing and chair yoga instruction in the activities available during the day. The stormwater management possibilities are engaging and the environmental cleanup lead by the Town's Green Team keeps us in the know.

There are people who lent their expertise to support the efforts of the committee 3rd Saturdays, 9:30AM to 11:00AM in Town Hall. Jean Johnson, Bettie Wyatt, Dorothy Hunter, doesn’t it feel good to contribute to the engagement of our Town?

Councilwoman Caroline Brown, Chair Education Committee (EC) The Education Committee will create volunteering groups to work in connection with Citizens, Community and Council to improve community relationships through Education.

These groups will assist with projects, meetings, events and TV Shows. The TV Shows will create community unity and allow residents to transform & create a world of imagination, enrichment, knowledge and history through movement, speech and acting presentations.

All generations will be able to partake in TV produced educational programs discovering old & new historical facts, learning about Town locals, becoming TV Hosts & local celebrities, creating fun history reenactments and bonding through plain ole F-U-N at Town events.

Dear Residents:

The Town of Capitol Heights seeks applications for an important public service committee. As a municipality, the Town of Capitol Heights is bound by the Maryland Public Ethics Law. This Law requires all municipalities to have the same, if not stronger, ordinance as a Town law as well as standing ethics committee. The Capitol Heights Ethics Commission is a three-member body. The body is responsible for issuing advisory opinions to the council about the acts of town officials that have been provided to the commission for review. This is an important part of the fair and ethical administration of Town Business.

Duties The Ethics Commission is the advisory body responsible for interpreting the Ethics Article. In fulfilling this charge, the Commission will perform the following duties:

• Annual review of Financial Disclosure Forms completed by the Town elected officials and employees • To hear and decide with the advice of the Town Attorney all complaints filed regarding alleged violations of the Ethics Ordinance by any person. • Annual certification to the State of Maryland Ethics Commission noting the Town of Capitol Heights is in compliance with the requirements for elected officials in accordance with the Annotated Code of Maryland. The Town Administrator will ensure the certification is filed. • Issue Advisory Opinions regarding application of the Ethics Ordinance • Address Ethical Complaints • Recommend legislative changes and improvements to the Ordinance

Anyone employed by or under contract to the Town is not eligible to serve on the Ethics Commission. Here’s what to do if you are interested:

Applicants who receive further consideration will be asked to complete a Statement of Financial Disclosure. • Step 2: Complete Statement of Financial Disclosure • Step 3: Await Notification

HEADLINE: Running Club Warms Up for National Minority Health Month WASHINGTON, D.C. (April 2, 2019) – The patter of feet rings out on the pavement as a group of eclectic runners makes their way on their collective route through Northeast D.C. and Capitol Heights, Maryland. A few people wave and some beep their horns in support as they make their way past. This is an unusual sight for this area but the Capitol Heights Walking & Running Club (CHWRC) hopes to make this a normal scene with more people coming to sweat it out every week.

The CHWRC recently held a walking and running clinic with Greg Taylor and his organization, Vibrant Health & Wellness Foundation, Inc., (VHWF) to educate people about exercising properly and increase people getting out and moving during National Minority Health Month.

“I provide seminars and workshops throughout the community and my objective is empowerment via improved health and motivation toward transforming our neighborhoods,” said Taylor, the VHWF founder and president.

CHWRC started in November and began planning routes and growing their membership as part of the Town of Capitol Heights Community Health and Environment Committee led by Councilwoman Elaine Williams and coordinated by CHWRC’s first president, Melissa Melton.

“I started this club for two main reasons,” said Melton, a former public health researcher and mother of two young children. “First, I wanted to find a local community of runners. We moved to this area while I was training for a marathon. I was tired of either doing my long runs solo or having to drive 20-30 minutes to find others to run with. Second, I could see where running my neighborhood streets was drawing attention from those around me. What if there were more of us running? What could that do for the mentality of our community? Could a running club help promote positive activity on our streets?” The clinic was well attended with people like Marshall Heights resident Kadinga Smith, a solo walker, who met neighbors who shared his interest.

“The talk was great, the environment was cool and I was very glad I came to participate,” said the 45-year-old Smith. “It’s good to walk in groups. I normally walk alone. Now I have a posse.” Taylor is hosting a few more events during this month catered to people like Smith.

“Exercising properly and effectively will produce positive results and increase self-esteem,” Taylor stated, “Self-esteem builds confident coupled with a sense of well-being increases the likelihood of exercise becoming an integral part of life and increases longevity.”

The group wanted to highlight the importance of achieving results and exercising properly as they plan to train for local running events and want to continue to encourage people to join them on their mission to get people on the move.

“We hope connections will be made through our efforts and CHWRC becomes a fixture in our community, so this area becomes known for reaching people where they are and helping get them to where they want to be, physically and otherwise,” said Melton, a Town of Capitol Heights resident.

Greetings from the Town Administration! We thank so many of you for attending Capitol Heights Day this year! The change in venue was a positive one, and the staff is certainly appreciative of the recognition from all of you on our hard work – not just that day, but every day.

If you drive through to any of the boundaries of the town, you can see the hard work of the NSD staff in keeping our town clean. In Conjunction With PSA, they work hard to make sure that difficult properties are held to the same standard that all residents have come to. It shows.

The staff has been working hard to ensure fairness across the board in town procedures, streamlining and breaking down silos where appropriate. We have increased town resources through a successful grant program. And we have helped to move the needle on economic development. The Town is currently completing an RFP round for the town owned parcel near the metro.

Your Mayor and Council are even more dedicated to increasing town awareness and involvement than before. Look for interesting changes in our electronic communications, the beginning of construction for the Town’s million-dollar Green Street/Complete Streets sustainable design.

Being here in the town is truly a “unique experience,” and people are starting to “discover us.”

Chief’s Community Council meetings will be held every 3rd Wednesday of the month. This is a chance for residents to engage in conversation with the Chief.

As season approaches and you make plans to visit the beach, go to your favorite island or take a family , consider your home’s safety before you go. Burglars prefer to target homes that look empty because it makes the process easier for them. With that in mind, it’s important to make it look like your home is occupied while you’re gone. Along with all the other items on the “to-do” list before you go out of town, don’t forget these five steps for securing your home:

1. Hold Your Mail A pile of unopened mail and unread newspapers announces to a would-be burglar that your home is empty and ready for intruders. Before you go out of town, call your local post office and ask them to hold your mail. Alternatively, you can even do it online at USPS.com. You’ll also want to call your newspaper service to stop delivery until you return.

2. Trick Potential Intruders Make it look like someone’s home when you’re out having fun. Here are some ways to outsmart crooks:

• Time lights and electronics. You can time your lights, television, and other electronics to turn on and off throughout the day. You want your lights to look natural, as if someone’s home. Avoid leaving your lights on the entire time you are gone. This will not only increase your electric bill, but it’s also suspicious, since most people don’t leave lights on all the time when they’re home.

• Have a neighbor park out front. Tell a trustworthy neighbor when you’re going to be out of town, and ask them to park a car in front of your house to make it look like someone’s home.

3. Ask Neighbors to Keep an Eye Out Friendly neighbors can be an important line of defense against intruders. Tell your neighbors how long you’ll be gone and ask them to keep an eye out for any suspicious activity at your house. If your neighbors know you’re gone, then if they see or hear someone at your home, they will know something is probably amiss and they can contact the authorities.

4. Avoid Social Media While it may be tempting to share photos on Facebook or tweet about your airport adventures, consider holding off on vacation-related posts. Those you are connected to online are typically your friends, but you never know when your information will get into the wrong hands. A friend of a friend may see your status update and know that your home is vulnerable. Double-check your safety and security settings on social media, and consider waiting to post about your adventures until you get back.

5. Nix the Spare Key If your home is being targeted, the first thing a criminal will look for is a spare key. He will look in the standard places: a conspicuous plastic rock, under the mat, or above the door. Putting a spare key in an easy-to-spot location is like handing your keys over to an intruder. If you’re going on vacation, think about removing the spare key all together until you are home, or leave a key with a neighbor. If you take these precautions before going on vacation, then you can relax and enjoy your vacation instead of worrying about the state of your home while you’re gone.

CITIZEN PUBLIC PARTICIPATION GUIDELINES

It is the Town of Capitol Heights' policy to provide meaningful opportunities for members of the public to participate in Town meetings. Citizen participation in the program and policy development of the Town of Capitol Heights is recognized as an important element in providing quality public services to the community. It is important to the Town's elected and appointed leaders that citizens have meaningful opportunities to participate in meetings.

To express your opinion to the Mayor and Council, you must follow the guidelines listed below and complete the form on the reverse side of this page prior to the beginning of the meeting. Please read the following guidelines and complete the form as instructed. When your name is called:

1. Go to the speaker’s podium. You must speak from the podium so that your name, address, and remarks can be recorded. 2. State your name and address. 3. You will have 3 minutes to make your comments or state your position. Give facts to substantiate your position or concerns. 4. If you represent a group or organization, ask the others in the group to stand to be recognized. 5. Prohibited interferences include speaking or acting in a loud and boisterous manner, speaking or displaying profane or obscene language, addressing the Mayor and Council when not recognized to do so by the Mayor or chair of the meeting, engaging in or threatening acts of violence, and refusing to comply with a request intended to bring order to the meeting. If, after being warned by the Chair, a person or groups disruptive behavior continues, the Chair may ask the person(s) to leave the meeting. If upon such order, the person(s) does not immediate leave the meeting, the Sergeant-at-Arms or Police Officer(s), shall remove the person(s) and ensure that they do not return to the meeting.
