Highway 80 | MESQUITE, TEXAS 75150-6643 | (214) 320-6100 | WWW.TXDOT.GOV NOTICE OF PUBLIC HEARING Interstate Highway (IH) 20: From State Highway (SH) 161 to Belt Line Road CSJs: 2374-04-049 and 2374-04-076 The Texas Department of Transportation (TxDOT) will conduct a public hearing to discuss proposed improvements along IH 20 in the City of Grand Prairie, Dallas County, Texas. The public hearing will be held on Thursday, March 12, 2015 at the Ruthe Jackson Center, 3113 S. Carrier Parkway, Grand Prairie, Texas 75052. Open house will be held from 6:00 P.M. to 7:00 P.M., to allow for questions and review of project exhibits. The formal public hearing presentation will begin at 7:00 P.M. The proposed project includes the construction of new frontage roads and ramps, reconstruction and reconfiguration of the intersections at Robinson Road and Carrier Parkway, reconstruction and reconfiguration of a section of Westchase Drive south of IH 20, construction of U-turns at Carrier Parkway and Belt Line Road, and construction of sidewalks along IH 20 frontage roads, and a section of Robinson Road and Carrier Parkway. Each IH 20 frontage road would consist of one to two 12-foot wide inside travel lane(s), a 14-foot wide outside shared-use lane, and one 12-foot wide auxiliary lane with curb and gutter. A six-foot wide sidewalk would be located along the outer lanes of each frontage road. Portions of the existing eastbound and westbound frontage road between SH 161 and Robinson Road would be removed and reconfigured to align with the new frontage roads. The existing IH 20 right-of-way width ranges from approximately 455 feet to 745 feet. The proposed right-of- way width ranges from approximately 455 feet to 825 feet. The total estimated additional right-of-way needed for the proposed project is approximately 4.63 acres and approximately 0.67 acre is needed for proposed drainage easements. The proposed improvements would result in approximately five displacements. Information concerning relocation services and benefits available to affected residential and commercial property owners and information about the tentative schedules for right-of-way acquisition and construction will be available at the Public Hearing and can also be obtained from the TxDOT Dallas District Office. Portions of the project are located within the Federal Emergency Management Agency (FEMA) designated 100-year floodplain near Fish Creek and its tributaries. The hydraulic design for this project would be in accordance with current Federal Highway Administration (FHWA) and TxDOT design policies. Three single and complete crossings of Fish Creek, its tributaries, and associated wetlands are located within the proposed project’s right-of-way. The proposed project would result in the placement of permanent and temporary fill material into these jurisdictional features and would require Section 404 U.S. Army Corps of Engineers (USACE) permits. Maps showing the proposed project’s location and geometric design, and the Environmental Assessment document will be available for viewing at the public hearing. This and other public information is also on file and available for public inspection at the TxDOT Dallas District Office, 4777 East Highway 80 Mesquite, Texas 75150. Written comments must be postmarked by Monday, March 23, 2015, to be included as part of the official public record. The public hearing will be conducted in English. Persons interested in attending the hearing who have special communication or accommodation needs, or need an interpreter, are encouraged to contact the TxDOT Dallas District Public Information Office at (214) 320-4480. Requests should be made at least two days prior to the public hearing. Every reasonable effort will be made to accommodate these needs. The environmental review, consultation, and other actions required by applicable Federal environmental laws for this project are being, or have been, carried-out by TxDOT pursuant to 23 U.S.C. 327 and a Memorandum of Understanding dated December 16, 2014, and executed by FHWA and TxDOT.
