Democratic Republic of the Congo: Security-Related Humanitarian Access Overview (from June to September 2017)
The Democratic Republic of the Congo is impacted by sporadic security-related incidents as reported in various territories and provinces around the country. From June to September 2017, there were more than 250 security incidents in 170 locations, featuring South Sudan conflicts and over land control and exactions against civilians, which resulted in more than 900 casualties. In this insecure environment, Central African Republic humanitarian actors need to ensure acceptance of communities and Ongoing Projects: 7 risk-adapted programming to continue delivering assistance to people in need. In the Kasai region, humanitarian access is not currently Km. a major issue, as security constraints can be overcome 5 through effective communication with communities and relevant contacts with security actors. However, Inongo Demba tensions remain in some areas, with six security related Mutoto incidents reported from June to September 2017, including three incidents in the Kasai Province, four in Lomela the Kasai Central Province, and two in the Kasai Tshudi Loto Oriental Province. Although these incidents did not Katako specifically target or impact humanitarian actors and Ndesha Kombe activities, they contributed to maintaining a strong Djalo Djeka Lukonga perception of insecurity, while 62 humanitarian projects KatokaKindu are being implemented in the region. Areas where Omendjadi Tshikula security constraints to humanitarian access were the Kananga most important in August are located in the Province of Dekese Kasai Central: Yangala health zone (Luiza territory); Lodja Kananga some parts of Bilomba health zone (Kazumba territory), Ndemba-Dimbelenge road (Demba territory), Katende- Bobozo Lubunga road (Dimbelege territory). In the Province of Kole Tshikaji Kasai, improvements in security are reported around Vanga Kete Tshikapa, which results in returns of displaced Sankuru Wembo Tshikula population and less constraints to humanitarian access. Tunda In the Province of Tanganyika,Kibombo 18 security-related Samba Lusangi Kabambare Fizi Kimbi-Lulenge incidents were reported in 12 different places: two incidents in June, ten in July, and three both in August and September. This volatile situation limits humanitarian access in a context where 12 Kongolo humanitarian projects are currently being Mbulula implemented. Access is particularly limited in the north Nyemba ofLomami the province, at the border with South Kivu and Nyunzu Maniema provinces, due to the activities of armed BURUNDI groups as well as ethnic conflicts in Nyunzu- Moba and Manono territories.
