Overcoming the ‘White Elephant’ Syndrome in Big and Iconic Projects in the Public and Private Sectors Scott Prasser, Faculty of Business, University of Sunshine Coast Introduction This chapter1 analyses `big,' `iconic' or `mega' projects and their impact on effective project management and also on the effective allocation of funds for priority infrastructure. It is argued that part of the problem of Australia's perceived present infrastructure shortfall is not just the lack of spending on infrastructure as many suggest. Rather, it is as much about the misallocation of spending on `big' and so called `iconic' or prestige projects that too often become expensive `white elephants' requiring considerable post-completion maintenance and support and further wasting valuable resources that could be used elsewhere. Such projects, because of their status, size, and complexity too often disrupt effective project management practices in their original scoping, assessment and implementation and fail to have clear purposes or functions. This is not a project management or even an infrastructure problem confined to Australia. Concerns about misallocation of funding of big, mega or iconic infrastructure type projects have been observed elsewhere. Flyvbjerg (2003: 3, 9) in his overview of `megaprojects' around the world noted: At the same time as many more and much larger infrastructure projects are being proposed and built around the world, it is becoming clear that many such projects have strikingly poor performance records in terms of economy, environment and public support. Cost overruns and lower than predicted revenues frequently place project viability at risk and redefine projects that were initially promoted as effective vehicles to economic growth as possible obstacles to such growth ..

    4.0 Stadiums Queensland Business Model >> Stadium Taskforce - Final Report 61 4.0 Stadiums Queensland Business Model The SQ business model is the way SQ coordinates and strategically manages its asset portfolio responsibilities. The SQ business model takes into consideration items such as SQ’s approach to market testing and outsourcing of services, as well as to the shared support services for the organisation and portfolio and to SQ’s role in stadium planning. At a venue level, the SQ business model incorporates SQ’s consideration and determination of the preferred management approach for each of its venues, taking into account specifics of the asset, the use of the venue and historic operations. SQ’s intent of applying its business model is to implement management arrangements that maximise the likelihood of individual venues and the portfolio as a whole, operating as efficiently as possible. SQ achieves this by employing a variety of venue management, venue operations and venue hiring models, in addition to portfolio-wide arrangements. Market Testing and Outsourcing As a matter of business policy, SQ consistently tests the market to establish whether services are more cost effective if delivered on an outsourced basis. SQ is incentivised to do so because of customer requirements (hirers and patrons) to contain costs so that attending venues for patrons remains affordable. The Taskforce understands that a majority of SQ business is historically outsourced, including stadium services such as ticketing, catering, security, cleaning and waste management and corporate business functions such as audit, incident management, insurance and risk management. The final small percentage of services are directly delivered by SQ if it is more cost effective to do so, or if the risk to the Queensland Government is more effectively managed.

Where pyrotechnics are used on displays, all local, state and federal laws and regulations, as well as APF regulations and recommendations, have to be followed. The STO is to be notified 7 days prior to a major display where more than 30,000 people are expected to be in attendance. In such case the display jumpers must also make a practice jump into the venue within 30 days of the major display. The APF office will copy the local STO in all display acknowledgements sent from APF to DO’s. Following is a list of special requirements for specific venues that have been made known to the APF National Office in the past. If any DO identifies additional special display requirements, or if these details change, please notify the office.
