20 Australian Parachute Federation Display Manual Appendix 3: Councils’ Special Requirements for Displays At the May 1999 meeting, the APF Board required the APF Office to compile and publish periodically a list of Councils’ special requirements for displays. LDOs should ensure that they replace the list in their Display Manual with a copy of this list. Following is a list of all special requirements that have been made known to the APF National Office. If other Councils have special display requirements, or if these details change, please notify the office of up-dates. [email protected] South Queensland (last updated/confirmed May 2007) SQPC adopt the following re Permanent Displays involving tandems; SQPC will not permit regular tandem skydives as display jumps unless it is at an approved training organization drop zone or as an approved satellite organization of an approved training organization with a duly appointed CI. New South Wales (last updated/confirmed October 2014) For displays into Sydney Showground, SCG, Stadiums Australia stadiums and the Olympic Park site at Homebush Bay: Day Jumps: LDO direct supervision (either on the jump or ground crew) Display PRO Site inspection by all jumpers. Night Jumps: LDO direct supervision. Display PRO and F licence practice jump into venue during daylight Victoria incorporating Tasmania (last updated/confirmed Aug 2014) MCG/Olympic Precinct/Docklands Stadium Special requirements When a crowd is in attendance at the MCG/ Olympic Precinct, or Docklands Stadium, an Certificate Class F, Display PRO, at least one jump in the last 12 months into the display target, and if not, a practice jump in the preceding 30 days using all gear intended for the display. In addition DO direct supervision (either on the jump or ground crew) Visiting Commercial (Tandem) Operations. ALL visiting commercial operators are required to provide a detailed, written application to the Chair, VTPC at least 14 days prior to the next scheduled council meeting. In addition to which, the application is to be made in person at the council meeting prior to operations commencing for approval by council. Approval is subject to an annual review at the general meeting following the AGM. Visiting commercial operations are to be directly supervised by the Chief Instructor one third of operational time. All pink card commissions to be directed to the VTPC in the case of visiting operations. Visiting DOs All displays conducted in the VTPC area by LDOs not registered with the VTPC must also be notified in advance to the DRE South Australia (last updated/confirmed Sept 2014) All display jumps into all venues are to be performed in compliance with the APF Operational Regulations and Regulatory Schedules, and other APF manuals as applicable. Revised Feb 2014 Australian Parachute Federation Display Manual 21 All display jumps into Hindmarsh Stadium, Adelaide Oval, AAMI Stadium or Alberton Oval: Display jumpers require a minimum of a Certificate Class E and Display Pro rating. In addition, all display jumps into these four venues require Display Organiser (DO) direct supervision (either on the ground or in the aircraft/ air). All display jumpers and ground crew using pyrotechnics as part of a display jump (including smoke canisters and hand flares) must be licenced in accordance with South Australian government regulations and legislation. Western Australia (last updated/confirmed Oct 2012) ALL persons, Clubs and/or Organisations NOT registered with the WAPC, wishing to conduct parachuting descents within Western Australian Parachute Council boundaries must notify the WAPC Area Safety Officer of their intention in writing, not later than 14 days prior to any descents being conducted. WA Parachute Council conditions on the use of Pyrotechnic Flares on displays in Western Australia: No out of date flares/pyrotechnics are to be used in the air at displays. The flares used in the air must be in date, intact, show no signs of contamination, rust or moisture and must have been stored prior to use in the manufacturer’s sealed container. Northern Territory (last updated/confirmed Oct 2012) Any visiting operator must satisfy the following conditions before the commencement of any operations in the Northern Territory: A formal written application satisfying Op Regs must be submitted to NTPC. 14 days’ notice minimum prior to the next NTPC meeting must be given so it can be put on the agenda. The operator must arrange with the APF to credit NTPC via pink cards. The operator must wait to receive written approval from NTPC before the commencement of any operations. The operator must satisfy NTPC that a Chief Instructor will be on site at least 1/3 of the time. North Queensland (last updated/confirmed Oct 2012) NQPC Directive to all members that the Upolo Cay off Cairns is now considered by the NQPC to be a display descent unless proved otherwise and thus all conditions regarding display descents must be in place to conduct parachuting operations on the Cay. The DO and the CI must be present for all Tandem jumps being conducted onto Upolu Cay. Any DO intending to operate in NQ must first notify the NQ LDE as to their intentions. A.C.T. (last updated/confirmed May 2007) For all jumps into public areas controlled by the ACT Government, the landing area must be clearly delimited by marker cones (This is an ACT Government requirement.)
