5. MAYOR’S COMMUNICATIONS The Mayor, Mayoress, Deputy Mayor and Deputy Mayoress have had a busy time since the last Council meeting on 19 February visiting many organisations and residents within the Royal Borough. One of the highlights during my year as Mayor has been the many competitions held by the Rotary clubs and other clubs, including the Lions Club in the Royal Borough. One such competition was the Maidenhead Thames Rotary Mathemagician 2013 for school years 3, 4, 5 & 6. There were two sessions with over 15 junior schools taking part. We must thank the Council officer who helped organise this competition, Shelly Duffy. The excitement in the room at the Holiday Inn in Maidenhead was a joy to behold. The Mayor and Mayoress attended the Dedication of the seat to Rifleman Daniel Hume at Boyn Grove, Maidenhead. His parents, family and friends had worked so hard to raise the money to build this wonderful circular bench and plant a cherry tree at Boyn Grove in memory of this brave soldier who was once a schoolboy at Furze Platt School. We also had the privilege of meeting his Commanding Officer when he fell in battle. On the memorial day, ten of his fellow soldiers who served with him in Afghanistan came to pay their respects and give support to Daniel Hume's parents and family. These young men were returning to war 14 days after this memorial service. We wish them well and a safe journey. On the coldest day in spring for over 100 years, the Mayor was asked to start the Coldstream Guards steeplechase in Windsor Great Park. -

DRAFT FOR CABINET REPORT APPENDIX A INTERIM EDUCATION S106 METHODOLOGY This interim Education S106 developer contributions methodology applies for the period from 8th December 2015 until the point at which the Community Infrastructure Levy (CIL) is implemented in the Royal Borough. 1. LEGAL CONTEXT 1.1 The legislation that sets out the circumstances in which local authorities can seek developer contributions are contained in the following: The Planning Act 2008. The Community Infrastructure Levy Regulations 2010 (as Amended). Localism Act 2011. The National Planning Policy Framework 2012. The Growth & Infrastructure Act 2013. 1.2 Guidance is set out in the National Planning Practice Guidance 2012. 1.3 The CIL regulations set out three tests that must be met to justify requests for contributions. They must be: Necessary to make the development acceptable in planning terms. Directly related to the development. Fairly and reasonably related in scale and kind to the development. 1.4 The regulations also introduced a restriction on the use of S106 developer contributions. Regulation 123 states: (3) Other than through requiring a highway agreement to be entered into, a planning obligation (“obligation A”) may not constitute a reason for granting planning permission to the extent that (a) obligation A provides for the funding or provision of an infrastructure project or provides for the funding or a provision of a type of infrastructure; and (b) five or more separate planning obligations that— (i) relate to planning permissions granted for development within the area of the charging authority; and (ii) which provide for the funding or provision of that project, or provide for the funding or provision of that type of infrastructure, have been entered into on or after 6th April 2010. -

Welcome and apologies The Steering Board agreed for Kevin McDaniel to chair this meeting. Helen Hannam attended as a representative for Joolz Scarlett. The Steering Board reported that a primary school representative is needed now that Nick Stevens, former Head teacher of Riverside Primary School, has left the borough. 2. Minutes of last meeting, actions and matters arising The minutes from the SEND Steering Board meeting on Tuesday 19 March 2019 were reviewed for accuracy and for actions outstanding: ● Alison Crossick to create a headline powerpoint - Alison Crossick reported this action is halfway complete and will be presented at the next Steering Board. ● Hannah Golec to circulate information about Helios to the SEND Steering Board - action complete. 1 ● Inclusion Summit Planning Group - Alison Crossick discussed the progress with Suki Hayes and whether further input is required from senior management. -
