Corridor Preservation Outer Sydney Orbital Bells Line of Road - Castlereagh Connection South West Rail Link Extension July 2015 Long term transport master plan The Bells Line of Road – Castlereagh Connection, The Outer Sydney Orbital and the South West Rail Link Extension are three of the 19 major transport corridors identified across Sydney for preservation for future transport use. The corridors would provide essential cross-regional connections with access to the growth centres and the Broader Western Sydney Employment Area with connections to the Western Sydney Airport. 2 Bells line of Road – Castlereagh Connection study area The Bells Line of Road – Castlereagh Connection (BLoR - CC) is a corridor to provide a connection from Kurrajong to Sydney’s motorway network, and provide an alternate route across the Blue Mountains. Preservation of a corridor for BLoR – CC was a recommendation of the Bells Line of Road Long Term Strategic Corridor Plan. 3 Outer Sydney Orbital study area OSO is a multi-modal transport corridor connecting the Hunter and Illawarra region. Stage 1 – from the Hume Highway to Windsor Road, approximately 70km comprising of a: • Motorway with interchanges with major east/west roads • Freight corridor with connections to the main western rail line and a potential IMT • Where practical passenger rail The Outer Sydney Orbital is also included in: • NSW Freight and Ports Strategy • NSW State Infrastructure Strategy • The Broader Western Sydney Employment Area draft Structure Plan The Outer Sydney Orbital three stage approach includes: Study stage 1. MEDIA STATEMENT 29 July 2019 Media contact: Paul Hitchins 0419 315 001 Australia’s major highway now a conveyor belt for big trucks 700,000 B-double truck trips on Hume Highway each year Rail freight on its deathbed between Melbourne & Sydney In a disturbing development, Australia’s largest rail freight operator, Pacific National has declared rail freight is on its deathbed between Melbourne and Sydney. Pacific National CEO Dean Dalla Valle said less than 1 per cent of 20-million tonnes of palletised and containerised freight transported between Melbourne and Sydney is now hauled by trains. “Australia’s busiest freight corridor by volume has become a conveyor belt of 700,000 B-double equivalent return truck trips each year along the Hume Highway1,” said Mr Dalla Valle. Mr Dalla Valle said excessive government charges applied to rail freight services and a build-up of red tape2 is suffocating the haulage of goods by rail between Australia’s two biggest cities. “Bizarrely, at a time when Australians want safer roads, less traffic congestion during their daily commute3, reduced vehicle emissions, and properly maintained roads4, government policies are geared to rolling out bigger and heavier trucks5 on more roads,” said Mr Dalla Valle. A 2016 report by Australian Automobile Association ranked sections of the Hume Highway as some of the nation’s most dangerous roads6, while a 2017 Deloitte Access Economics report found, for every tonne of freight hauled a kilometre, trucks produce 14 times greater accident costs than trains7. Mr Dalla Valle said trucks may not be the root cause of most accidents, but the sheer size, weight and momentum of a truck crashing with a car often results in casualties or fatalities. -
Viable, Safe, Sustainable and Efficient Road Transport Industry’, My Submission Relates to the Following Items from the Terms of Reference B
Regarding the enquiry for a ‘viable, safe, sustainable and efficient road transport industry’, my submission relates to the following items from the Terms of Reference b. the development and maintenance of road transport infrastructure to ensure a safe and efficient road transport industry; e. the social and economic impact of road-related injury, trauma and death; h. the importance of establishing a formal consultative relationship between the road transport industry and all levels of government in Australia. My concern relates specifically to VicRoads granting permits for road trains and super heavy vehicles to travel from the top end of the state; i.e. Mildura and Robinvale Victoria etc to Melbourne and to Dooen etc along roads that are not designed for these size trucks and without passing lanes for hundreds of kms.. Below I have number of questions that relate to my concerns. What about passing lanes? There are none on the Calder Highway for 350kms from nth Hattah to Ravenswood (sth Bendigo) and the 240kms from nth Hattah to Dooen/Horsham. (involving the Calder, Sunraysia and Henty Highways. What happens with vehicles travelling at different speeds? Imagine a situation where a caravan is cruising at 80km/hr, followed by a road trains at its 90km/hr, followed by B Doubles at 100km/h and then a line of cars at 100km/hr; with north of Wycheproof at 110km/h; Without passing lanes for hundreds of kms it is a terrible risk to the public. Should there be consideration to the fact that the only public transport we have involves the same roads? We do not have a rail public transport system. -

Key features of the proposal would include: Bypassing Grong Grong to the west of the town. Building about 2.4 kilometres of new two lane highway (one lane in each direction). Building a cutting around 940 metres long and up to 4.5 metres deep. Building a north and west access between the highway and Grong Grong. The accesses would include intersections with unrestricted turning movements in all directions, protected right turn lanes and deceleration lanes at the highway exit and entry points. Removing around 175 metres of existing road and then replanting between the north access and the new section of highway. Removing about 640 metres of existing road and then replanting between the west access and the new section of highway. Building a one metre wide painted centre median. Changing Angle Road and its connection with the existing highway. Adjusting public utility services, including relocating the Nextgen optic fibre cable. Building temporary ancillary facilities, including a work site compound, stockpile sites, construction water quality basins and haulage roads In accordance with the requirements of the Environmental Planning and Assessment Act 1979, an environmental impact assessment was prepared to assess the potential impacts of the proposal. The environmental impact assessment was documented in a review of environmental factors, which was publicly displayed for 19 days from Monday 27 April 2015 to Friday 15 May 2015. -

Spennemann: Patterns of Land Use Patterns of Late Nineteenth and Early Twentieth Century Land Use by Punjabi Hawkers in Southern New South Wales, Australia Dirk HR Spennemann Institute for Land Water and Society; Charles Sturt University ________________________________________________________________ Abstract.—At the end of the nineteenth century a large number of Punjabi men went to Australia to further their family’s financial and social fortunes at home. The majority of these men went into the hawking trade, providing a crucial service to the expanding Australian farming communities. Yet, in the dominant Australian settler narrative they have been characterized, by and large, as mere ephemeral players. Drawing on in‐depth research on the presence of Punjabi men in in the Riverina of News South Wales, one of colonial Australia’s most productive wool and wheat regions, this paper demonstrates that their relationship to the land was not nearly as tenuous as some writers would have it. Rather, the picture is quite multi‐facetted, with many Punjabi owning land, either as urban bases for their operations, as investment properties until their return to India, or as land that they farmed with the intent of making Australia their new home. ________________________________________________________________ Nineteenth century Australian society was heavily gendered and socially normed, with those who did not conform being watched with suspicion and often institutionalised.1 The common narrative was one of a white settler community, alienating land and making a livelihood for themselves and their family.2 As such movement was unidirectional,3 1.
