Corridor Preservation Outer Sydney Orbital Bells Line of Road - Castlereagh Connection South West Rail Link Extension July 2015 Long term transport master plan The Bells Line of Road – Castlereagh Connection, The Outer Sydney Orbital and the South West Rail Link Extension are three of the 19 major transport corridors identified across Sydney for preservation for future transport use. The corridors would provide essential cross-regional connections with access to the growth centres and the Broader Western Sydney Employment Area with connections to the Western Sydney Airport. 2 Bells line of Road – Castlereagh Connection study area The Bells Line of Road – Castlereagh Connection (BLoR - CC) is a corridor to provide a connection from Kurrajong to Sydney’s motorway network, and provide an alternate route across the Blue Mountains. Preservation of a corridor for BLoR – CC was a recommendation of the Bells Line of Road Long Term Strategic Corridor Plan. 3 Outer Sydney Orbital study area OSO is a multi-modal transport corridor connecting the Hunter and Illawarra region. MEDIA STATEMENT 29 July 2019 Media contact: Paul Hitchins 0419 315 001 Australia’s major highway now a conveyor belt for big trucks 700,000 B-double truck trips on Hume Highway each year Rail freight on its deathbed between Melbourne & Sydney In a disturbing development, Australia’s largest rail freight operator, Pacific National has declared rail freight is on its deathbed between Melbourne and Sydney. Pacific National CEO Dean Dalla Valle said less than 1 per cent of 20-million tonnes of palletised and containerised freight transported between Melbourne and Sydney is now hauled by trains. “Australia’s busiest freight corridor by volume has become a conveyor belt of 700,000 B-double equivalent return truck trips each year along the Hume Highway1,” said Mr Dalla Valle. Mr Dalla Valle said excessive government charges applied to rail freight services and a build-up of red tape2 is suffocating the haulage of goods by rail between Australia’s two biggest cities. “Bizarrely, at a time when Australians want safer roads, less traffic congestion during their daily commute3, reduced vehicle emissions, and properly maintained roads4, government policies are geared to rolling out bigger and heavier trucks5 on more roads,” said Mr Dalla Valle. A 2016 report by Australian Automobile Association ranked sections of the Hume Highway as some of the nation’s most dangerous roads6, while a 2017 Deloitte Access Economics report found, for every tonne of freight hauled a kilometre, trucks produce 14 times greater accident costs than trains7. Mr Dalla Valle said trucks may not be the root cause of most accidents, but the sheer size, weight and momentum of a truck crashing with a car often results in casualties or fatalities. -

The IBC recognises that this consultation is focussed on the intended planning and delivery of Stage 1. Even so, this submission will highlight the benefits to be realised through bringing forward the planning and projected delivery of Stage 2 and Stage 3 works, and discuss the findings and projections detailed in the report Upgrading Road Connectivity Between the Illawarra and Greater Sydney (May 2018) commissioned by Illawarra First together with the NRMA and conducted by Veitch Lister Consulting (VLC), which in part addresses the F6 Extension. Key Findings The IBC notes the significant benefits to be realised through advancing the timings for the complete F6 Extension, in addition to concurrent infrastructure works. Key findings of this submission, consistent with the aforementioned report, highlight the need for government to consider the F6 project in its entirety, and as complementing other works: - Key Finding 1 Without intervention, congestion and travel times from the Illawarra to Greater Sydney will steadily increase and the cost of delays is estimated at $640 million per annum by 2031, impacting business and employment opportunities. - Key Finding 2 The F6 Extension Stage 1 will save commuters 6 minutes along the length of the new road, 12 minutes once Stages 2 and 3 are complete. -

Introduction The Draft Future Transport Strategy 2056 is an update of the NSW Long Term Transport Master Plan. The document provides a 40-year vision for mobility developed with the Greater Sydney Commission, the Department of Planning and Environment and Infrastructure NSW. The Strategy, among other priorities, includes services to regional NSW and Infrastructure Plans aimed at renewing regional connectivity. Regional cities and centres are proposed to increase their roles as hubs for surrounding communities for employment and services such as retail, health, education and cultural activities. 2. Appendix J Historic heritage Australian Industrial Energy Port Kembla Gas Terminal Historic Heritage Assessment November 2018 Executive summary Australian Industrial Energy (AIE) have commissioned GHD Pty Ltd (GHD) to undertake a Historical Heritage Assessment (HHA) for the proposed Port Kembla Gas Terminal (the project) in Port Kembla, New South Wales (NSW). The project involves the development of a liquified natural gas (LNG) import terminal including a Floating Storage and Regasification Unit (FSRU) moored at Berth 101 in the Inner Harbour, visiting LNG carriers, wharf offloading facilities and the installation of new pipeline to connect to the existing gas transmission network. The project has been declared Critical State Significant Infrastructure and must be assessed in accordance with Section 5.13 of the Environmental Planning and Assessment Act, 1979 (EP&A Act) and Schedule 5 of the State Environmental Planning Policy (SEPP) (State and Regional Development) 2011. An Environmental Impact Statement (EIS) is required to support the application for approval by the NSW Minister for Planning. This HHA has been prepared in accordance with the Secretary’s environmental assessment requirements (SEARs) and provides information and advice on historical heritage considerations for the proposed works. The study area has been heavily modified with little to no potential for historical features and/or archaeological deposits to survive. Pockets of less disturbed land with potential for historical heritage features and archaeological deposits are located on Spring Hill to the east and west of Springhill Road. Industrial moveable heritage items are also on display in the study area as part of the Inside Industry Visitor Centre on Bluescope Steel land. -
