Whole Fish The process for completing the template for a whole fish assessment is as follows: 1. ALL ASSESSMENTS: Complete the Species Characterisation table, to determine which categories of species are present in the fishery. 2. ALL ASSESSMENTS: Complete clauses M1, M2, M3: Management. 3. IF THERE ARE CATEGORY A SPECIES IN THE FISHERY: Complete clauses A1, A2, A3, A4 for each Category A species. 4. IF THERE ARE CATEGORY B SPECIES IN THE FISHERY: Complete the Section B risk assessment for each Category B species. 5. IF THERE ARE CATEGORY C SPECIES IN THE FISHERY: Complete clause C1 for each Category C species. 6. IF THERE ARE CATEGORY D SPECIES IN THE FISHERY: Complete Section D. 7. ALL ASSESSMENTS: Complete clauses F1, F2, F3: Further Impacts. A fishery must score a pass in all applicable clauses before approval may be recommended. To achieve a pass in a clause, the fishery/species must meet all of the minimum requirements. By-products The process for completing the template for by-product raw material is as follows: 1. ALL ASSESSMENTS: Complete the Species Characterisation table with the names of the by-product species and stocks under assessment. The ‘% landings’ column can be left empty; all by-products are considered as Category C and D. 2. IF THERE ARE CATEGORY C BYPRODUCTS UNDER ASSESSMENT: Complete clause C1 for each Category C by-product. 3. IF THERE ARE CATEGORY D BYPRODUCTS UNDER ASSESSMENT: Complete Section D. 4. ALL OTHER SECTIONS CAN BE DELETED. Clauses M1 - M3, F1 - F3, and Sections A and B do not need to be completed for a by-product assessment. By-product approval is awarded on a species-by-species basis. Each by-product species scoring a pass under the appropriate section may be approved against the IFFO RS Standard. SPECIES CATEGORISATION The following table should be completed as fully as the available information permits. Any species representing more than 0.1% of the annual catch should be listed, along with an estimate of the proportion of the catch each species represents. The species should then be divided into Type 1 and Type 2 as follows: • Type 1 Species can be considered the ‘target’ or ‘main’ species in the fishery. They make up the bulk of annual landings and are subjected to a detailed assessment. • Type 2 Species can be considered the ‘bycatch’ or ‘minor’ species in the fishery. They make up a small proportion of the annual landings and are subjected to relatively high- level assessment. Type 1 Species must represent 95% of the total annual catch. Type 2 Species may represent a maximum of 5% of the annual catch (see Appendix B). Species which make up less than 0.1% of landings do not need to be listed (NOTE: ETP species are considered separately). The table should be extended if more space is needed. Discarded species should be included when known. The ‘stock’ column should be used to differentiate when there are multiple biological or management stocks of one species captured by the fishery. The ‘management’ column should be used to indicate whether there is an adequate management regime specifically aimed at the individual species/stock. In some cases it will be immediately clear whether there is a species- specific management regime in place (for example, if there is an annual TAC). In less clear circumstances, the rule of thumb should be that if the species meets the minimum requirements of clauses A1-A4, an adequate species-specific management regime is in place. NOTE: If any species is categorised as Endangered or Critically Endangered on the IUCN Red List, or if it appears in the CITES appendices, it cannot be approved for use as an IFFO RS raw material. MANAGEMENT The two clauses in this section relate to the general management regime applied to the fishery under assessment. A fishery must meet all the minimum requirements in every clause before it can be recommended for approval. M1 Management Framework – Minimum Requirements M1.1 There is an organisation responsible for managing the fishery Y M1.2 There is an organisation responsible for collecting data and assessing the fishery Y M1.3 Fishery management organisations are publically committed to sustainability Y M1.4 Fishery management organisations are legally empowered to take management Y actions M1.5 There is a consultation process through which fishery stakeholders are engaged Y in decision-making M1.6 The decision-making process is transparent, with processes and results Y publically available Clause outcome: Pass Evidence The organisation responsible for managing the fishery and collecting data is the Ministry of Fisheries and the Marine Economy, who is legally empowered to put in place management measures as required to meet fishery objectives. The Institut Mauritanien de Recherche Océanographique et des Pêches (IMROP) analyses the data and provides scientific advice. At a regional level, stock assessments are carried out by CECAF (COPACE), a FAO working group made up of regional scientists. In Mauritania, the former Act no. 2000-025 of 24/01/2000, initially establishing the fisheries code amended and supplemented by Edict no. 2007-022 of 09/04/2007 and numerous enforcement decrees, was in large part replaced by Act no. 017·2015 of 29 July 2015 establishing the Fisheries Code and its enforcement decree no. 2015-159. These texts make several mentions of the concern of sustainable management of Mauritanian fisheries and fishing resources, as well as of the ecosystems that accommodate these resources.

They are viewed as a suitable alternative to industrial fisheries, particularly when considering their social and economic importance in developing countries. Here, we show that the booming small-scale fishery sector in Senegal, in the context of increasing foreign demand, has induced the collapse of one of the most emblematic West African marine fish species, a large grouper Epinephelus aeneus , historically called ‘false cod’ by European fishers. The overexploitation of this species appears to be on account of the increasing effort sustained by a growing international demand and important subsidies, which resulted in a relative stability of the average economic yield per fishing trip and an incentive for continuing targeting this species to almost extinction.

Résumé : Les eaux marines de la région nord ouest africaine sont très productives en raison d'un upwelling actif. Le secteur de la pêche joue un rôle prépondérant dans l'économie des différents pays. En dépit de leur faible valeur marchande, les poissons pélagiques côtiers sont les espèces dominantes dans les captures et constituent les ressources les plus abondantes et les mieux partagées. Leur exploitation concerne aussi bien le secteur industriel que le secteur artisanal. Ces espèces font l’objet d’évaluations régulières et les mesures d’aménagement préconisées indiquent un suivi strict de l’effort dans les pêcheries de chinchards et de maquereaux. Un taux de capture à ne pas dépasser a été défini pour les sardinelles. Les influences respectives de la pêche et des fluctuations de l'environnement sur l'abondance de ces stocks ne sont pas bien comprises. En effet, l'abondance des stocks pélagiques reste tributaire des conditions hydroclimatiques et ces stocks nécessitent par conséquent une gestion qui tienne compte de leur instabilité. Les pays consentent actuellement un effort dans le sens de mieux réglementer la pêcherie. Mais faute de moyens et de coopération plus poussée, le respect des mesures édictées ne donne pas encore pleine satisfaction.

This evaluation is based on the most recent comprehensive estimates of IUU fishing and includes the worlds’ major commercial stocks or species groups, such as all those that are regularly assessed by the United Nations Food and Agriculture Organization (FAO). Based on WWF’s findings, the majority of the stocks, 54 percent, are categorized as at high risk of IUU, with an additional 32 perent judged to be at moderate risk. Of the 567 stocks that were assessed, the findings show that 485 stocks fall into these two categories. More than half of the world’s most overexploited stocks are at the highest risk of IUU fishing. Examining IUU risk by location, the WWF analysis shows that in more than one-third of the world’s ocean basins as designated by the FAO, all of these stocks were at high or moderate risk of IUU fishing.

This phenomenon has threatened the livelihoods and food security of small-scale ƒshing communities especially in the West African sub- region. In Ghana, ƒsh transshipment (locally referred to as saiko) has been catalogued as one more negative practice that is exacerbating an already dire situation. The goal of this study was to characterise transshipped ƒsh species landed in Ghana on the basis of composition, habitat of origin, maturity and conservation status on the IUCN list of threatened species to enhance understanding of the ecological implications of the practice and inform regulatory enforcement and policy formulation.
