Gedung Olahraga -Gedung Pemuda (GOR-GP) Sudiang Website : http//dispora.sulsel.go.id / email : [email protected] M A K A S S A R, 90242 KEPUTUSAN KEPALA DINAS KEPEMUDAAN DAN OLAHRAGA PROVINSI SULAWESI SELATAN Nomor : / /Dispora/VII/2019 TENTANG RENCANA KERJA DINAS KEPEMUDAAN DAN OLAHRAGA PROVINSI SULAWESI SELATAN TAHUN 2020 DENGAN RAHMAT TUHAN YANG MAHA ESA Menimbang : a. bahwa untuk menindaklanjuti Peraturan Menteri Dalam Negeri Nomor 86 Tahun 2017 tentang Tata Cara Perencanaan, Pengendalian dan Evaluasi Pembangunan Daerah, Tata Cara Evaluasi Rancangan Peraturan Daerah tentang Rencana Pembangunan Jangka Panjang Daerah dan Rencana Pembangunan Jangka Menengah Daerah, serta Tata Cara Perubahan Rencana Pembangunan Jangka Panjang Daerah dan Rencana Pembangunan Jangka Menengah Daerah, dan Rencana Kerja Pemerintah Daerah. Pasal 142, penetapan Renja Perangkat Daerah paling lambat 1 (satu) bulan setelah Peraturan Kepala Daerah tentang RKPD di tetapkan; b. bahwa berdasarkan pertimbangan sebagaimana dimaksud dalam huruf a, perlu menetapkan Keputusan Kepala Dinas Kepemudaan dan Olahraga Provinsi Sulawesi Selatan tentang Rencana Kerja Tahun 2020. Mengingat : 1. Undang-Undang Nomor 17 Tahun 2003 tentang Keuangan Negara (Lembaran Negara Republik Indonesia Tahun 2003 Nomor 47, Tambahan Lembaran Negara Republik Indonesia Nomor 4286); 2. Undang-Undang Nomor 25 Tahun 2004 tentang Sistem Perencanaan Pembangunan Nasional (Lembaran Negara Republik Indonesia Tahun 2004 Nomor 104, Tambahan Lembaran Negara Republik Indonesia Nomor 4421); 3. Undang-Undang Nomor 3 Tahun 2005 tentang Sistem Keolahragaan Nasional (Lembaran Negara Republik Indonesia Tahun 2005 Nomor 89, Tambahan Lembaran Negara Republik Indonesia Nomor 4535); 4. Undang-Undang Nomor 40 Tahun 2009 tentang Kepemudaan (Lembaran Negara Republik Indonesia Tahun 2009 Nomor 148, Tambahan Lembaran Negara Republik Indonesia Nomor 5067); 5. Peraturan Pemerintah Nomor 18 Tahun 2016 tentang Perangkat Daerah (Lembaran Negara Republik Indonesia Tahun 2016 Nomor 114 Tambahan Lembaran Negara Republik Indonesia Nomor 5887); Rencana Kerja Perubahan Dispora Prov. Peraturan Daerah Provinsi Sulawesi Selatan Nomor 7 Tahun 2015 tentang Rencana Pembangunan Jangka Panjang Daerah Provinsi Sulawesi Selatan Tahun 2008-2028 sebagaimana telah diubah dengan Peraturan Daerah Provinsi Sulawesi Selatan Nomor 10 Tahun 2013 tentang Rencana Pembangunan Jangka Panjang Daerah Pemerintah Provinsi Sulawesi Selatan Tahun 2008-2028, (Lembaran Daerah Provinsi Sulawesi Selatan Tahun 2015 Nomor 7); 14. Peraturan Daerah Provinsi Sulawesi Selatan Nomor 1 Tahun 2019 tentang Rencana Pembangunan Jangka Menengah Daerah Provinsi Sulawesi Selatan Tahun 2018-2023 (Lembaran Daerah Provinsi Sulawesi Selatan Tahun 2019 Nomor 1); dan 15. Peraturan Daerah Provinsi Sulawesi Selatan Nomor 25 Tahun 2019 tentang Rencana Kerja Pemerintah Daerah Provinsi Sulawesi Selatan Tahun 2020. MEMUTUSKAN Menetapkan : PERATURAN KEPALA DINAS KEPEMUDAN DAN OLAHRAGA PROVINSI SULAWESI SELATAN TENTANG RENCANA KERJA TAHUN 2020. Pasal 1 1. Rencana Kerja (RENJA) Dinas Kepemudaan dan Olahraga Provinsi Sulawesi Selatan Tahun 2020 disusun dengan berpedoman pada Rencana Kerja Pemerintah Daerah (RKPD) Tahun 2020 yang telah ditetapkan menjadi Peraturan Kepala Daerah. 2. Rencana Kerja sebagaimana dimaksud pada ayat (1) berkedudukan dan berfungsi sebagai dokumen perencanaan dan acuan dalam penyusunan Rencana Kerja dan Anggaran (RKA) Organisasi Perangkat Daerah tahun 2020. Pasal 2 Sistematika Penyusunan Rencana Kerja Dinas Kepemudaan dan Olahraga Provinsi Sulawesi Selatan Tahun 2020 meliputi : a. Bab I : Pendahuluan b. Bab II : Evaluasi Pelaksanaan Rencana Kerja Tahun Lalu c. Bab III : Tujuan dan Sasaran Rencana Kerja Perubahan Dispora Prov. Sulsel Tahun 2019 3 d. Bab IV : Program dan Kegiatan e. Bab V : Penutup. Pasal 3 Rencana Kerja sebagaimana dimaksud dalam Pasal 2 tercantum dalam Lampiran Keputusan ini. Pasal 4 Keputusan ini mulai berlaku pada tanggal ditetapkan dan akan dilaksanakan pada tahun anggaran 2020. Ditetapkan di Makassar pada tanggal Juli 2019 KEPALA DINAS, IR. Sulsel Tahun 2019 4 KATA PENGANTAR Puji syukur kami panjatkan kehadirat Allah SWT atas limpahan rahmat dan hidayahNya dalam penyusunan Rencana Kerja Dinas Kepemudaan dan Olahraga Provinsi Sulawesi Selatan Tahun 2020 dapat diselesaikan dengan baik. Rencana Kerja ini disusun berpedoman pada Rencana Kerja Pemerintah Daerah Provinsi Sulawesi Selatan tahun 2020. Rencana Kerja ini memuat program, kegiatan, lokasi, dan kelompok sasaran yang disertai indikator kinerja dan pendanaan indikatif sesuai dengan tugas dan fungsi Dinas Kepemudaan dan Olahraga selaku Organisasi Perangkat Daerah yang ditugaskan untuk membantu Gubernur Sulawesi Selatan dalam menyelenggarakan urusan di bidang kepemudaan dan keolahragaan berdasarkan asas desentralisasi, dekonsentrasi dan tugas pembantuan di Provinsi Sulawesi Selatan. Rencana kerja ini juga memuat evaluasi Rencana Kerja tahun 2018 dan realisasi Rencana Strategis sampai dengan triwulan pertama tahun 2019 dan kebijakan tahun 2010. Program dan kegiatan Dinas Kepemudaan dan Olahraga Provinsi Sulawesi Selatan ini dirumuskan bersama Tim Penyusun Rencana Kerja. Demikian Rencana Kerja ini dengan harapan masukan dan saran serta petunjuk dari semua pihak demi kesempurnaan dokumen ini. Akhirnya dengan memohon petunjuk dan bimbingan dari Allah SWT semoga Dinas Kepemudaan dan Olahraga mampu melaksanakan tugas dan pengabdian dengan sebaik–baiknya terhadap peningkatan peran serta pemuda dan prestasi olahraga. Found several ritual ceremonies in its implementation involving elements of literature including oral literature. A literary expression that is transmitted or inherited orally. Oral literature that can be found in ritual ceremonies is classified as primary oral literature, especially the addinging-dinging rituals in Selayar Islands Regency, South Sulawesi. Oral literature found in addinginging- addinging ritual is oral literature in the form of kelong (singing) during the ritual implementation which is classified as sacred. The Kelong in addinging-dinging rituals are found during the making of holy water and during the peak of the ritual. It is very important to uncover the functions and values which are especially important for the kelong because it is an important asset in the formation of character and the identity of the owner of the ritual specifically and certainly Indonesia in general. Muhadjir Suni2 Abstract Selayar Islands is a regency well known for the last few years with its Taka Bonerate National Park as destination of marine tourism in South Sulawesi Province. The aim of the study was to identify the object of marine tourism and prepare the local community to participate in the development of marine tourism. The study used dialogic multilingual method or in-depth discourse in which the interviewer and the informant as an interviewee were in equal position. This made rapport possible. Observation was also used to observe the life of the community. The result of the study indicates that islands in the Taka Bonerate National Park are exotic islands marked by white sand and clear blue sea. Almost all islands in the Taka Bonerate National Park have diving spots with its wonderful and beautiful sea under water. Several islands are inhabited by local community such as Bajonese known as people of the sea. This ethnic fully supports the marine tourism development.     The Importance of Empowering Local Community in Preserving Underwater Cultural Heritage in Indonesia: Case Study in Tulamben, Bali and in Taka Kappala, Selayar- South Sulawesi1 Nia Naelul Hasanah Ridwan2 ABSTRACT Indonesia has a great potential for underwater cultural heritage (UCH) but the challenge to its preservation management is also very high. Coordination among stakeholders is very important. The effort to use UCH must be aligned with the effort to preserve so that it can be sustainable for the next generations. Some problems that we are facing, namely: no optimal management; lack of awareness of people; lack of science and technology application; and no proper law enforcement. With the rapid advancement of marine technology, UCH has become increasingly easy to reach by treasures hunters such as salvage companies and local community. Many UCH in Indonesia became the victim of massive looting such as that undertaken by the local community in Taka Kappala Waters, Selayar Regency South Sulawesi Province. Marine archaeological researches in 2008 and 2009 showed the shipwreck was in a badly damaged condition due to the looting activity that has lasted almost two years. The people did not realize that the use of UCH if well-managed will improve living standards for people in the vicinity of the site. Unlike theft cases in Selayar, in Bali the local community gives high appreciation to the existence of a shipwreck site in their area. They realized that shipwrecks are one of the potential marine resources which can be exploited for marine tourism. Liberty wreck in Tulamben, Bali has become a world-class tourist destination for divers.

C. nucifera from this area is one type of coconut that fills the market spread across several areas in South Sulawesi. Coconut character as a determinant of consumer attractiveness. In addition, the character of a plant can be used as a step in conservation, cultivation, and germplasm efforts. One solution is to characterize the morphology of these plants. This study aims to analyze and determine the morphological characters of C. nucifera from Bone Selayar Islands district. This research was conducted in the mountainous area of Bone Regency and the coastal area of Selayar Islands Regency. The coconut plant samples observed were deep type coconut plants (C. nucifera L. var typical). Each area was observed as many as 10 accessions of C. nucifera which were randomly selected in the farmer's. The object of the analysis used a descriptive method based on the International Plant Genetic Resources Institute (IPGRI) coconut descriptor manual (International Plant Genetic Resources). The sampling technique was carried out by accidental sampling. Morphological characters C. nucifera observed were tree height, stem diameter, number of fruits, fruit size, and leaf color.

    The Value of Solidarity in the Adding-Dinging Ritual in the Tenro Community of Selayar Islands Dafirah1, Bahar Akkase Teng2, Pammuda3 { [email protected]} Faculty of Cultural Sciences, Hasanuddin University, Makassar, Indonesia Abstract Adding-dinging ritual is one of the many cultural products found in Selayar Islands. This ritual was found in one of the hamlets in the village of Bontolempangan, the Tenro hamlet. This ritual is held on every last Monday of the month of Muharram. Adding-dinging rituals as ancestral inheritance contain many values and messages that need to be more explored. One of the values found is the value of solidarity. The value of solidarity is basically a value that departs from the sphere of the family in the form of love and togetherness between family members. Outside of family life there is a broader life that is society. This value should then be carried over to a broader scope, but due to technological advances, information, and times this value began to become obscured.The process of addinging-dinging rituals clearly shows the thickness of the solidarity values held by the Tenro community. The value of solidarity is in the form of a sense of caring for the environment and others, maintaining a sense of brotherhood, and the existence of cohesiveness between citizens. This value is at once a heritage that can be accumulated into a local wisdom.
