Operational processes for the formulation and implementation of cultural policies: some basic principles Prepared by Patricio Jeretic and David Rosello Cerezuela For the Division of Cultural Policies and Intercultural Dialogue UNESCO Culture Sector January 2011 INTRODUCTION UNESCO has developed a series of tools specially intended to assist cultural decision- makers and agents in reflecting on, designing, formulating and implementing cultural policies and strategies. The guide presented in this document specifically addresses the operational dimension of the process of formulating a cultural policy. This document offers general principles and methodological input to guide the formulation and implementation of cultural policies at the national, regional and/or local levels. The decision to formulate and implement a cultural policy implies setting a complex process in motion and establishing conditions that enable public action in the cultural field to be significant and effective, resulting in practical outcomes that benefit the development of society. Formulating a cultural policy is not confined to the drafting of a document, however thorough and relevant it may be. It entails creating a new momentum and promoting work methods in the case of institutions and agents responsible for culture, in order to attain a common goal and a clear and consistent strategy. It involves promoting the cultural dimension of the society and mobilizing available resources to enable sectors of cultural activity to play their part in economic, social and human development. In other words, the cultural policy of a country, region or locality is not the document so headed but rather the specific guidelines, actions and activities conducted by public institutions that affect the cultural dimension and related activity sectors. -

Web 2.0 Composing: Fangirl Translinguality As Parasocial, Motile Literacy Praxis Judy-Gail Baker Chair of the Supervisory Committee: Anis Bawarshi English As a transcultural K-Pop fandom, 아미 [A.R.M.Y.] perform out-of-school, Web 2.0 English[es] composing to cooperatively translate, exchange and broker content for parasocially relating to/with members of the supergroup 방탄소년단 [BTS] and to/with each other. Using critical linguistic ethnography, this study traces how 아미 microbloggers’ digital conversations embody Jenkins’ principles of participatory fandom and Wenger’s characteristics of communities of learning practice. By creating Wei’s multilingual translanguaging spaces, 아미 assemble interest-based collectives Pérez González calls translation adhocracies, who collaboratively access resources, produce content and distribute fan compositions within and beyond fandom members. In-school K-12 and secondary learning writing Composition and Literacy Studies’ theory, research and pedagogy imagine learners as underdeveloped novices undergoing socialization to existing “native” discourses and genres and acquiring through “expert” instruction competencies for formal academic and professional “lived” composing. Critical discourse analysis of 아미 texts documents diverse learners’ initiating, mediating, translating and remixing transmodal, plurilingual compositions with agency, scope and sophistication that challenge the fields’ structural assumptions and deficit framing of students. -

The Relationship Between Culture and Policy Has Long Been a Major Topic
Abstract The er lationship between culture and policy has long been a major topic for media and cultural studies. With this issue, we hope to broaden the meaning of cultural policy, from policies that are explicitly regulating something we call the “cultural” (including media or traditional rituals or symbols) to include the practice of policy-making and the cultural legitimation of law and policy itself, regardless of the object or dimension of social life it regulates. The se says in this issue argue for (or at least accept) an understanding of policy as a cultural production representing certain ideological outlooks, and thus implicitly suggest that cultural policy studies should encompass a wide range of policies; at the same time, the essays are interested in the cultural mechanisms and means through which policies are promulgated and enforced - from think tanks to social media flak, from the global circulation of ideologies to the local practices of appropriation/resistance. Box 2329, Dar es Salaam, Tanzania Email: [email protected] Abstract The study sought to examine the impact of Kuria clans’ categorization on perceived similarities and differences among clan and its contribution on inter-clan prejudice. The used in this study were collected from sixty six respondents who were purposively selected from government officials and members of the Kira, Nchari and Renchoka using interview and focus group discussion. The findings indicated that categorization has laid the feeling of indifferences and prejudice among the Kuria clans. The findings also indicated that the deep rooted perceptions of differences have caused each clan to perceive itself as an independent tribe and not clan of the same Kuria ethnic group. Additionally, categorization has lead clan groups to share the available resources based on the existing groups. This evokes prejudices and inter-clan competition over resources which consequently lead to inter- clan conflict. It was concluded that strategies such as seminars, use of media and integrated education can be used to reduce the perceived inter clan differences, cultivate inclusive identity and increase inter clan social cohesion. The Racial Equality Issue and Konoe Fumimaro The Racial Equality Issue and Konoe Fumimaro* Jun’ichiro Shoji** Abstract Konoe Fumimaro served three times as Japan’s prime minister in the crucial years before World War II. At the end of World War I, as Japan was preparing to take part in the Paris Peace Conference at Versailles of 1919, Konoe Fumimaro published his famous article titled “Eibei hon’i no heiwashugi o haisu [A Rejection of the Anglo- American-Centered Peace Ideology].” In this article and his observations on post- WWI Europe and the United States, he often praises U.S. President Woodrow Wilson. Konoe clearly was fascinated by and attracted to the American President, and felt a closeness and sympathy with his views. It seems that in some ways the two men had some things in common. The arguments and world views of both men were extremely idealistic. But even Wilson’s ideals, in the world of 1919, where the lingering influence of the old regime remained strong, ultimately did not become a reality at that time. Wilson died before he could complete his dream. Similarly, Konoe’s ideals stood no chance of being realized, given the changes of the times and the development of Japan’s militaristic foreign policy. For both Konoe and Wilson, racial equality in 1919 was a distant ideal. Focusing on Konoe Fumimaro, this article discusses the issues surrounding Japan’s racial equality proposal of 1919. oday I want to discuss some of my own views of the issues surrounding Japan’s racial equality proposal of 1919 by focusing on one individual, Konoe Fumimaro. -

OGUH, MA Department of Philosophy, University of Ibadan Abstract Xenophobia, a form of discrimination practiced in countries, particularly in South Africa, is one of the major challenges confronting the modern day society. This paper examines xenophobia as a menace showing at the same time that this discriminatory practice bifurcates societies by creating a dichotomy amidst the various occupants of the society, thereby giving room for “otherness” rather than “orderliness”. The paper also highlights the philosophical implications of this societal bifurcation, particularly to the human community. Seeking a plausible way of addressing this challenge, the paper concludes by emphasizing the relevance of the value of tolerance in curbing xenophobia. Keywords : Xenophobia, Social discrimination, Tolerance, order and other, Africa. Introduction A basic plague that befalls some contemporary African societies is the monster called Xenophobia, which has as its features, discrimination and segregation and killing of non- members. As a result of this practice, any affected human society attempt to cut off setting portion of occupants for preserving them as the “other”. Thus, “otherness” rather than orderliness becomes a factor in some societies today. Most disheartening is the fact that it now seems immaterial whether these societies belong to the developed or third world countries as could be seen in the case of countries such as South African and Greece. In some African societies however, there abound fragments of the act of discrimination in almost all human societies within Africa, even though the gravity of its perpetuation varies from one country to another (MCKINLEY, ROBBINSON, and SOMAVIA 2001, 2-4). -
