Operational processes for the formulation and implementation of cultural policies: some basic principles Prepared by Patricio Jeretic and David Rosello Cerezuela For the Division of Cultural Policies and Intercultural Dialogue UNESCO Culture Sector January 2011 INTRODUCTION UNESCO has developed a series of tools specially intended to assist cultural decision- makers and agents in reflecting on, designing, formulating and implementing cultural policies and strategies. The guide presented in this document specifically addresses the operational dimension of the process of formulating a cultural policy. This document offers general principles and methodological input to guide the formulation and implementation of cultural policies at the national, regional and/or local levels. The decision to formulate and implement a cultural policy implies setting a complex process in motion and establishing conditions that enable public action in the cultural field to be significant and effective, resulting in practical outcomes that benefit the development of society. Formulating a cultural policy is not confined to the drafting of a document, however thorough and relevant it may be. It entails creating a new momentum and promoting work methods in the case of institutions and agents responsible for culture, in order to attain a common goal and a clear and consistent strategy. It involves promoting the cultural dimension of the society and mobilizing available resources to enable sectors of cultural activity to play their part in economic, social and human development. In other words, the cultural policy of a country, region or locality is not the document so headed but rather the specific guidelines, actions and activities conducted by public institutions that affect the cultural dimension and related activity sectors. -

INTRODUCTION 1. the Project the National

The project The National Research Council of Italy (CNR), under the aegis of the International Relations Office, has started in the last years a productive collaboration with the Ministry of Science and the Ministry of Culture of Montenegro on the broad topic of the Montenegrin cultural heritage. The first specific scientific agreement between CNR and the Ministry of Science of Montenegro was signed in 2014, and since then a series of bilateral activities have started. In Cultural Heritage studies, in particular, two bilateral projects have been conducted with the Historical Institute of Montenegro-Uni- versity of Montenegro (HIM-UoM). Two CNR Institutes were involved: the Institute for Technologies Applied to Cultural Heritage (CNR-ITABC) – that signed a Memorandum of Understanding with the Ministry of Culture of Montenegro in 2016 – and the Institute for Ancient Mediterranean Studies (CNR-ISMA) – that started a Joint Archaeological Laboratory with HIM- UoM in 2017 (Alberti, Sfameni 2015, 2017; Alberti, Koprivica 2017). Both of these CNR Institutes were recently merged in the newly created CNR Institute for Cultural Heritage Sciences (Istituto di Scienze del Patrimonio Culturale, CNR-ISPC). The first step of our collaboration has been a better knowledge of the Montenegrin Cultural Heritage, in order to strengthen the scientific relation between the two countries and the two scientific communities. In agreement with the Montenegrin Institutions, the Roman city of Doclea, located only few kilometres from the capital Podgorica, has been chosen as the scientific arena of this new collaboration, in view of its importance for the Montenegrin history and cultural identity. -

26 Guardian Weekly December 23 2005-January 5 2006 Culture Gilberto Gil is a musical legend - and now a senior Brazilian politician. He tz Minister of counterculture Gilberto Gil wears a sober suit and tie these days, and his dreadlocks are greying at the temples. But you soon remember that, as well as the serving culture minister of Brazil, you are in the presenceof one of the biggest l,atin American musicians of the 60s and 70s when you ask him about his intellectual influences and he cites Timothy l,eary. "Oh, yeah!" Gil says happily, rocking back in his chair at the Royal SocietyoftheArts in London. "Forexam- ple, all those guys at Silicon Valley - they're all coming basically from the psychedelic culture, you know? The brain-expanding processesof the crystal had a lot to do with the internet." Much as it may be currently de rigueur for journalists to ask politicians whether or not they have smoked marijuana, the question does not seem worth the effort. Gil's constant references to the hippy counterculture are not simplythe nostalgia of a 63-year-old with more than 4O albums to his name. For several years now, largely under the rest of the world's radar, the Braeilian government has been building a counterculture ofits own. The battlefield has been intellectual property - the ownership ofideas - and the revolution has touched everything, from internet file- sharing to GM crops to HIV medication. Phar- maceutical companies selling patented Aids drugs, for example, were informed that Brazil would simply ignore their claims to ownership and copy their products more cheaply if they didn't offer deep discounts. -

In the second half of the 1970s, Brian Eno, Larry Fast, Mickey Hart, Stomu Yamashta and many other musicians blurred the lines between rock and avantgarde. Brian Eno (34), ex-keyboardist for Roxy Music, changed the course of rock music at least three times. The experiment of fusing pop and electronics on Taking Tiger Mountain By Strategy (sep 1974 - nov 1974) changed the very notion of what a "pop song" is. Eno took cheap melodies (the kind that are used at the music-hall, on television commercials, by nursery rhymes) and added a strong rhythmic base and counterpoint of synthesizer. The result was similar to the novelty numbers and the "bubblegum" music of the early 1960s, but it had the charisma of sheer post-modernist genius. Eno had invented meta-pop music: avantgarde music that employs elements of pop music. He continued the experiment on Another Green World (aug 1975 - sep 1975), but then changed its perspective on Before And After Science (? 1977 - dec 1977). Here Eno's catchy ditties acquired a sinister quality. -
