SOUTH KOREA BETWEEN EAGLE AND DRAGON Perceptual Ambivalence and Strategic Dilemma Jae Ho Chung The decade of the 1990s began with the demise of the Soviet empire and the subsequent retreat of Russia from the center stage of Northeast Asia, leaving the United States in a search to adjust its policies in the region. The “rise of China,” escalating cross-strait tension since 1995, North Korea’s nuclear brinkmanship and missile challenges, latent irreden- tism, and the pivotal economic importance of Northeast Asia have all led the United States to re-emphasize its role and involvement in the region.1 This redefinition of the American mission has in turn led to the consolidation of the U.S.-Japan alliance, exemplified by the 1997 Defense Guideline revision, as well as to the establishment of trilateral consultative organizations such as the Trilateral Coordination and Oversight Group (TCOG) among the U.S., Japan, and South Korea. The increasingly proactive posture by the U.S. has, however, generated grave strategic concerns on the part of China and Russia, which have sought to circumscribe America’s hegemonic parameters in Asia both bilaterally and multilaterally (i.e., the formation of the “Shanghai Six” and the Boao Asia Forum, as well as China’s call for an Association of Southeast Asian Nations Jae Ho Chung is Associate Professor of International Relations, Seoul National University, Seoul, Republic of Korea. Marxism, Stalinism, and the Juche Speech of 1955: On the Theoretical De-Stalinization of North Korea Alzo David-West This essay responds to the argument of Brian Myers that late North Korean leader Kim Il Sung’s Juche speech of 1955 is not nationalist (or Stalinist) in any meaningful sense of the term. The author examines the literary formalist method of interpretation that leads Myers to that conclusion, considers the pro- grammatic differences of orthodox Marxism and its development as “Marx- ism-Leninism” under Stalinism, and explains that the North Korean Juche speech is not only nationalist, but also grounded in the Stalinist political tradi- tion inaugurated in the Soviet Union in 1924. Keywords: Juche, Nationalism, North Korean Stalinism, Soviet Stalinism, Socialism in One Country Introduction Brian Myers, a specialist in North Korean literature and advocate of the view that North Korea is not a Stalinist state, has advanced the argument in his Acta Koreana essay, “The Watershed that Wasn’t” (2006), that late North Korean leader Kim Il Sung’s Juche speech of 1955, a landmark document of North Korean Stalinism authored two years after the Korean War, “is not nationalist in any meaningful sense of the term” (Myers 2006:89). That proposition has far- reaching historical and theoretical implications. North Korean studies scholars such as Charles K. Armstrong, Adrian Buzo, Seong-Chang Cheong, Andrei N. Temporary Workers from the Democratic People’s Republic of Korea in Mongolia Mitsuhiro Mimura (The Economic Research Institute for Northeast Asia) Yuji Fukuhara (University of Shimane) This presentation is based on fieldwork and interviews from 5 to 8 September 2017 in Ulan Bator, Mongolia. We went to construction sites and companies employing North Korean workers, and looked at the places of construction. We will report the contents of this fieldwork and discuss the significance of sending and receiving the North Korean workers from the viewpoint of Mongolia and DPRK relations. Mongolia has a population of 3 million whereas the DPRK has 24 million. Although North Korea is very small, it has 8 times more population of Mongolia. Ulan Bator is the only large city in Mongolia and has a population of 1.5 million. Because the economy is growing, there is a lot of construction work. In terms of history, Mongolia was established in 1924, and the DPRK was founded on 9 September 1948. After the USSR, the second country that established diplomatic relations with the DPRK was Mongolia in October 1948. During the Korean War, Mongolia supported North Korea together with the USSR and China, providing material support and horses. It also received many war orphans. From 1948 to 1989 was a honeymoon period for Mongolia-DPRK relations. North Korea had some flexibility about doing business with the USSR and China. Mongolia, on the other hand, was a landlocked country, located between the Soviet Union and China. Speaking bluntly, usually countries next to China don’t like China. Of course, the countries next to Russia don’t like Russia. -

Person, Series Editors This paper is one of a series of Working Papers published by the North Korea International Documentation Project of the Woodrow Wilson International Center for Scholars in Washington, D.C. Established in 2006 by a grant from the Korea Foundation, and in cooperation with the University of North Korean Studies (Seoul), the North Korea International Documentation Project (NKIDP) addresses the scholarly and policymaking communities’ critical need for reliable information on the North Korean political system and foreign relations by widely disseminating newly declassified documents on the DPRK from the previously inaccessible archives of Pyongyang’s former communist allies. With no history of diplomatic relations with Pyongyang and severely limited access to the country’s elite, it is difficult to for Western policymakers, journalists, and academics to understand the forces and intentions behind North Korea’s actions. The diplomatic record of North Korea’s allies provides valuable context for understanding DPRK policy. Among the activities undertaken by the project to promote this aim are a section in the periodic Cold War International History Project BULLETIN to disseminate new findings, views, and activities pertaining to North Korea in the Cold War; a fellowship program for Korean scholars working on North Korea; international scholarly meetings, conferences, and seminars; and publications. The NKIDP Working Paper Series is designed to provide a speedy publications outlet for historians associated with the project who have gained access to newly- available archives and sources and would like to share their results. -

International Journal of Communication 13(2019), 3764–3780 1932–8036/20190005 Welcome to Korea Day: From Diasporic to Hallyu Fan-Nationalism IRINA LYAN1 University of Oxford, UK With the increasing appeal of Korean popular culture known as the Korean Wave or hallyu, fans in Israel among Korean studies students have joined—and even replaced— ethnic Koreans in performing nationalism beyond South Korea’s borders, creating what I call hallyu fan-nationalism. As an unintended consequence of hallyu, such nationalism enables non-Korean hallyu fans to take on the empowering roles of cultural experts, educators, and even cultural ambassadors to promote Korea abroad. The symbolic shift from diasporic to hallyu nationalism brings to the fore nonnationalist, nonessentialist, and transcultural perspectives in fandom studies. In tracing the history of Korea Day from the 2000s to the 2010s, I found that hallyu fan-students are mobilized both by the macro mission to promote a positive image of Korea in their home societies and by the micro motivation to repair their own, often stigmatized, self-image. Keywords: transcultural fandom studies, hallyu, Korean Wave, Korean studies, Korea Day, diasporic nationalism While talking with Israeli students enrolled in Korean studies (mostly female fans of Korean popular culture) in an effort to understand their motivations behind organizing Korea Day and promoting Korean culture in Israel in general, I was surprised when some of them used the Hebrew word hasbara, which literally translates as “explanation.” As a synonym for propaganda, hasbara refers to the public diplomacy of Israel that aims to promote a positive image of Israel to the world and to counter its delegitimization. -

The Sunshine Policy and its Aftermath Youngho Kim (Department of Political Science, Sungshin Women's University) I. Introduction The Kim Dae-jung administration's sunshine policy represents a paradigm shift in South Korea's policy toward North Korea. The traditional paradigm was the containment of North Korea based on the defense alliance between the United States and the Republic of Korea. During his presidency the containment policy was replaced by the proactive engagement policy to induce gradual changes of the North Korean regime through reconciliation and economic cooperation. His presidency experienced the North Korea's naval provocations in 1999 and 2002. The emergence of the Bush administration with reservations on the sunshine policy and suspicion of the Agreed Framework created strains on US-ROK alliance. Yet the sunshine policy was pursued without interruption until the end of his presidency. The dispatch of the special envoy to find a peaceful solution for the North Korea's nuclear standoff in January 2003 represents last-minute efforts to rescue the engagement policy. The next administration cannot be free from the legacies of the sunshine policy. Indeed, President-elect Roh Moo-hyun is expected to carry on the former administration's engagement policy toward North Korea.1 Critical assessments of the theoretical backgrounds and the achievements of the sunshine policy will help the Roh Moo-hyun administration to devise and implement its new policies toward North Korea. The Kim Dae-jung administration also raises theoretical questions in pursuit of the sunshine policy. One of the most important issues is the announcement of the policy to dissolve the Cold War structure on the Korean peninsula the administration considers one of the barriers to improving inter-Korean relations. -

Corrado Research Associate May 23, 2017 Congressional Research Service 7-5700 www.crs.gov R41481 U.S.-South Korea Relations Summary Overview South Korea (officially the Republic of Korea, or ROK) is one of the United States’ most important strategic and economic partners in Asia. Congressional interest in South Korea is driven by both security and trade interests. Since the early 1950s, the U.S.-ROK Mutual Defense Treaty commits the United States to help South Korea defend itself. Approximately 28,500 U.S. troops are based in the ROK, which is included under the U.S. “nuclear umbrella.” Washington and Seoul cooperate in addressing the challenges posed by North Korea. The two countries’ economies are joined by the Korea-U.S. Free Trade Agreement (KORUS FTA). South Korea is the United States’ seventh-largest trading partner and the United States is South Korea’s second- largest trading partner. Between 2009 and the end of 2016, relations between the two countries arguably reached their most robust state in decades. Political changes in both countries in 2017, however, have generated uncertainty about the state of the relationship. Coordination of North Korea Policy Dealing with North Korea is the dominant strategic concern of the relationship. ARTICLE .51 The Present and Future of Americanization in South Korea Seong Won Park The Hawaii Research Center USA Abstract This paper examines the historical origins and current processes of both pro- and anti-Americanism in South Korea, where Americanization is associated with Koreans' wealth and security in the era of globalization. However, it is suggested here that South Korea should explore alternatives to Americanization by considering a range of alternative futures for Korean society. The future is always changing, so South Korea has to carefully observe current situations and continuously redesign their vision of the future by considering four alternatives to Americanization rather than subscribing to only one dominant vision. Keywords: Americanization, anti-Americanism, patriarchal society, South Korea, alternatives, globalization, English Introduction South Korea has done nothing to curb Americanization since the 1950s, and in an era of global- ization, Korean society is becoming more influenced by the United States in terms of economic, political, and psychological realms. However, anti-Americanism has been recently growing rapidly there. The reactions to Americanization reflect changes of Koreans' consciousness about wealth and security. This paper examines the origins and processes of both pro- and anti-Americanism in Korea and forecasts possible alternatives appropriate for strengthening Korea's future security and wealth. The first part of this paper discusses how Americanization occurred in South Korea and how it has become Americanized through 1) the number of US-educated Ph.D.s in universities and govern- ment, 2) the propensity to adopt American lifestyles, and 3) the high market shares of American movies and television programming.
