320*پژوهشنامه رسانه بینالملل/ سال سوم / شماره سوم/ پاییز 1397 Desirable Media Policies of Hispan TV (with Cultural Diplomacy Approach of Islamic Republic of Iran) Jalal Ghafari Ghadir1, Jamal Aldin Hosseini2, Ma'some Moradjani3 Abstract The codification of Hispan TV's desirable practical policies is one of the basic requirements of mentioned alternative media which is established to strengthen the Iran's cultural diplomacy in Spanish-speaking countries, aiming at having more influence on the audience. Experts believe that if this media fails to come to a common understanding with the audience and fails to overcome clear cross-cultural differences, not only cannot be effective, but also it may become a counter-propaganda action and increase the wave of Islam phobia, Shia Phobia and Iran phobia. Despite the importance of this issue, no comprehensive research has been done so far, thus the researcher, by using grounded theory, interviewed with 20 media and diplomacy elites and specialists through semi-structured interview. During the interviews, 457 primary codes, 256 secondary codes, 60 concepts and 11 categories were obtained. The results of the research which performed in the form of 7 categories including; goals and priorities, content policies, structural policies, management strategies, distribution strategies, ecology and audience- study indicates that if Hispan TV wants to play an effective role in the cultural diplomacy, it must codifies its content policies based on media goals and priorities, considering the audience environmental conditions, and adopt desirable and appropriate structural, managerial and distributional strategies in intra-media programs and environment. Research memo Biden, Congress Should Defend Terrorism Sanctions Imposed on Iran By Richard Goldberg, Saeed Ghasseminejad, Behnam Ben Taleblu, Matthew Zweig, and Mark Dubowitz January 25, 2021 During a Senate Foreign Relations Committee hearing to consider Antony Blinken’s nomination for secretary of state, Blinken was asked whether he believed it is in America’s national security interest to lift terrorism sanctions currently imposed on Iran, including sanctions targeting Iran’s central bank, national oil company, financial sector, and energy sector. “I do not,” Blinken responded. “And I think there is nothing, as I see it, inconsistent with making sure that we are doing everything possible – including the toughest possible sanctions, to deal with Iranian support for terrorism.”1 Bipartisan support for terrorism sanctions targeting Iran goes back to 1984, when the United States first designated the Islamic Republic as a State Sponsor of Terrorism. Since then, every U.S. president2 – Republican or Democrat – and Congress have taken steps to reaffirm U.S. policy opposing Iran’s sponsorship of terrorism and tying sanctions relief to Iran’s cessation of terror-related activities. President Joe Biden has pledged to rejoin the 2015 Iran nuclear deal, formally known as the Joint Comprehensive Plan of Action (JCPOA), if Iran returns to “strict compliance” with the agreement.3 Terrorism sanctions on Iran, however, should not be lifted, even if the Biden administration opts to return to the deal, unless and until Iran verifiably halts its sponsorship of terrorism. This memorandum provides an overview of Iran’s past and ongoing involvement in terrorism-related activities, a review of longstanding bipartisan congressional support for terrorism sanctions on Iran, and a list of terrorism sanctions currently imposed on Iran that should not be lifted.

CYBER THREAT ANALYSIS | Despite Infighting and Volatility, Iran Maintains Aggressive Cyber Operations Structure By Insikt Group® CTA-IR-2020-0409 CYBER THREAT ANALYSIS | IRAN Recorded Future’s Insikt Group® is conducting ongoing research on the organizations involved in Iran’s cyber program. This report serves to provide greater insight into the major military and intelligence bodies involved in Iran’s offensive cyber program. Although offensive cyber capabilities include domestic attacks, we researched those organizations with declared international missions. Due to the secretive nature of some organizations and lack of verifiable information, we incorporated competing hypotheses to adhere to industry analytic standards. For the purposes of this research, we investigated the Islamic Revolutionary Guard Corps (IRGC), including the Basij, as well as the Ministry of Intelligence and Security (MOIS), and the Ministry of Defense and Armed Force Logistics (MODAFL). Although the report suggests links between a select number of advanced persistent threat (APT) groups and certain intelligence organizations, we are unable to conclusively assign them to specific agencies due to gaps in information about each group. The sources for our research primarily include intelligence surfaced in the Recorded Future® Platform, industry research released by Symantec, FireEye, ClearSky, and PaloAlto, among others, and open source news reports. Executive Summary While the Iranian cyber program remains at the forefront of Tehran’s asymmetric capabilities, its intelligence apparatus is colored by various dysfunctions and seemingly destabilizing traits. In particular, the politicization of its various intelligence agencies and ensuing domestic feuds have reportedly polarized officer-level rank and file throughout the various security crises of the Islamic Republic.

(2) On the basis of a review of Decision 2011/235/CFSP, the Council considers that the restrictive measures set out therein should be renewed until 13 April 2022. (3) One person designated in the Annex to Decision 2011/235/CFSP is deceased, and his entry should be removed from that Annex. The Council has also concluded that the entries concerning 34 persons and one entity included in the Annex to Decision 2011/235/CFSP should be updated. (4) Decision 2011/235/CFSP should therefore be amended accordingly, HAS ADOPTED THIS DECISION: Article 1 Decision 2011/235/CFSP is amended as follows: (1) in Article 6, paragraph 2 is replaced by the following: ‘2.
