General radiation protection standards ......... 7 2 VI INTRODUCTION Problem In 1939, it was discovered that energy locked within the atom's nucleus could be released. From this discovery numerous technological developments followed. As fossil fuels dwindled, the feasibility of nuclear reactors supplying the world with power was demonstrated on a small scale in 1942, at Hanford, WA. However, with thoughts of this potential to serve humanity came the reality of another use of nuclear power. During the month of August 194 5 the course of mankind's history changed. In a concerted effort to consummate a quick end to the devastating effects of World War II, two man-made nuclear weapons were detonated over Hiroshima and Nagasaki, Japan. Since then, much of the world has had to deal with the legacy of man-made environmental radiation effects. Although the U.S. was the first nation to use nuclear power in such a manner, it is conceivable, eventually, some nations would have used similar devices for military purposes. Yet, the fact remains, the United States initiated and furthered the development of nuclear fission and fusion by testing and stockpiling nuclear weapons. As a result of the events described, a multitude of governmental agencies and assisting public organizations were instituted to monitor, regulate, and set standards for ionizing radiation exposure (see appendix A). 2 Purpose of Report The following research reviews U.S. radiation monitoring systems, with an emphasis on those systems currently in service. Along with current policies related to radioactive fallout, maximum amounts and types of radioactivity in food, water and the necessities of life are examined. After a review of available data, documentation of recent literature and personal testimony, conclusions are given to the primary purpose of this study - are we or aren't we monitoring radiation levels adequately for our protection. Ultimately, the United States is responsible for a major contribution toward the potential hazards of environmental radioactivity - past and present. Scope This research is mostly concerned with U.S. monitoring systems that have assessed the effects of atmospheric radioactive fallout from nuclear weapons tests. However, the data from low-level radiation venting by two nuclear facilities are included - in particular, the Chernobyl accident. Background The Atomic Energy Commission's(AEG) Nevada Test Site(NTS), located 65 miles northwest of Las Vegas, Nevada, conducted atmospheric nuclear weapons tests in 3 the United States from 1951-1958. The test site was established to experiment with nuclear fission devices of low-yield — up to 50 Kilotons(KT) - thus complimenting the efforts of the Pacific Proving Ground — performing high-yield tests up to

    Chapter 3 THE RISE OF THE ANTINUCLEAR POWER MOVEMENT 1957 TO 1989 In this chapter I trace the development and circulation of antinuclear struggles of the last 40 years. What we will see is a pattern of new sectors of the class (e.g., women, native Americans, and Labor) joining the movement over the course of that long cycle of struggles. Those new sectors would remain autonomous, which would clearly place the movement within the autonomist Marxist model. Furthermore, it is precisely the widening of the class composition that has made the antinuclear movement the most successful social movement of the 1970s and 1980s. Although that widening has been impressive, as we will see in chapter 5, it did not go far enough, leaving out certain sectors of the class. Since its beginnings in the 1950s, opposition to the civilian nuclear power program has gone through three distinct phases of one cycle of struggles.(1) Phase 1 —1957 to 1967— was a period marked by sporadic opposition to specific nuclear plants. Phase 2 —1968 to 1975— was a period marked by a concern for the environmental impact of nuclear power plants, which led to a critique of all aspects of nuclear power. Moreover, the legal and the political systems were widely used to achieve demands. And Phase 3 —1977 to the present— has been a period marked by the use of direct action and civil disobedience by protesters whose goals have been to shut down all nuclear power plants. 3.1 The First Phase of the Struggles: 1957 to 1967 Opposition to nuclear energy first emerged shortly after the atomic bomb was built.

Following the 1986 Chernobyl disaster, environmentalist parties were elected to parliaments in several nations. This paper uses Chernobyl as a natural experiment creating variation in radioactive fallout exposure over Sweden. I match municipality-level data on cesium ground contamination with election results for the anti-nuclear Green Party, which was elected to parliament in 1988. After adjusting for pre-Chernobyl views on nuclear power, the results show that voters in high-fallout areas were more likely to vote for the Greens. Additionally, using the exponential decay property of radioactive isotopes, I show a persistent, long-term effect of fallout on the green vote. However, the Chernobyl-related premium in the green vote has decreased substantially since the 1980s. Detailed individual-level survey data further suggests that the results are driven by a gradually decreasing resistance to nuclear energy in fallout-affected municipalities.     ROY BECK AND LEON KOLANKIEWICZ The Environmental Movement’s Retreat from Advocating U.S. Population Stabilization (1970–1998): A First Draft of History The years surrounding 1970 marked the coming of age of the modern environmental movement. As that movement enters its fourth decade, perhaps the most striking change is the virtual abandonment by national environmental groups of U.S. population stabilization as an actively pursued goal. How did the American environmental movement change so radically? Answering that question will be a challenging assignment for historians. The authors are not historians. We have spent most of our lives as a journalist and an environmental scientist, respectively. But to the historians who eventually take up the task, we have many suggestions of where to look. To begin to understand why that retreat has occurred and the significance of the retreat, it will be important to review the 1970-era movement and its population roots. Population Issues and the 1970-Era Environmental Movement Around 1970, U.S. population and environmental issues were widely and publicly linked. In environmental “teach-ins” across America, college students of the time heard repetitious proclamations on the necessity of stopping U.S. population growth in order to reach environmental goals; and the most public of reasons for engaging population issues was to save the environment. The nation’s best-known population group, Zero Population Growth (ZPG)—founded by biologists concerned about the catastrophic impacts of ever more human beings on the biosphere—was outspokenly also an environmental group. And many of the nation’s largest environmental groups had or were considering “population control” as major planks of their environmental prescriptions for America.
