Mom taught me to read when I was a toddler and oversaw a happy home; Dad supported our family through long eastern Canadian winters not only 9 to 5 but in volunteering with any extra- curricular activity we took up; and Karen, working steadily all the way through graduate school without ever forgetting how to balance work and fun, more perhaps than she realizes even today, was the smart one. No one ever doubted I could write, nor that I would excel once I settled down and found something I could do competently. The “LSU Mafia,” Shaun Treat, Jon Croghan, and Dan Grano, invited me to participate on a conference panel on my second day of class, praised my learning curve in flag football, and made me feel at home Monday through Friday in Baton Rouge, 115 miles away from my family in Alexandria. Gretchen, Roger, Jess, Tammy, David, and Linda all reassured me in various ways despite their advanced youth and in many ways superior abilities that I had not only been smart to take a 70% salary cut in early middle age to return to school, but had done so in the exact right year. Throughout I knew by phone or email that my American and Canadian roots were rooting for me: the Hennigars, Tregunnos, Moores, and Ponikvars of Nova Scotia, the Edwardses of Shreveport, the Kartusches of Ontario, the Joneses of Missouri, the Lytles of Louisiana, and the Ellses of Halifax. Together with recent discoveries as a scholar have been many as uncle (to my sister’s children, Matthew and Kate), and Bumpa (to my stepchildren’s children: Lisa’s Sophia and Zach’s Aiden and Bella). My PhD examination committee, Joshua Gunn, Laura Sells, Miles Richardson, and Andrew King, did not so much set the bar high for me (though they did) as light a iv beacon on the hill for me to blaze a trail toward. They made the personal confluence of intimidating erudition, clear writing, engaged teaching, verbal facility, and personal civility seem normal, even average, for those aspiring to get into my new line of work. Their example remains among the most precious of the many gifts my life has brought my way. (Laura shepherded me through my first attempt at rhetorical criticism which later became chapter 2, Miles devoted a whole course to an anthropological reading of the Interstate, whence the case study of chapter 3, and Renee Edwards guided me through the statistical thickets between my modest quantitative talent and chapter 5.) I deeply appreciate the encouragement of Michael Bowman, editor of my first peer-reviewed journal article, and the invitation to be a co-author with Jim Honeycutt and Loretta Pecchioni, dissertation committee members alongside Stephanie Houston Grey, who have all three edited and encouraged me in equally productive measure. Finally, my deep thanks to my advisor Andrew King, who has seen more of my mediocre writing than the others put together, but always knew what exact words, in person in his office, or by phone or e-mail, to help me press on regardless. He exemplifies what I and my rhetoric classmates aspire to as writers and teachers. When I grow up, I want to be just like him.     Chapter 3 THE RISE OF THE ANTINUCLEAR POWER MOVEMENT 1957 TO 1989 In this chapter I trace the development and circulation of antinuclear struggles of the last 40 years. What we will see is a pattern of new sectors of the class (e.g., women, native Americans, and Labor) joining the movement over the course of that long cycle of struggles. Those new sectors would remain autonomous, which would clearly place the movement within the autonomist Marxist model. Furthermore, it is precisely the widening of the class composition that has made the antinuclear movement the most successful social movement of the 1970s and 1980s. Although that widening has been impressive, as we will see in chapter 5, it did not go far enough, leaving out certain sectors of the class. Since its beginnings in the 1950s, opposition to the civilian nuclear power program has gone through three distinct phases of one cycle of struggles.(1) Phase 1 —1957 to 1967— was a period marked by sporadic opposition to specific nuclear plants. Phase 2 —1968 to 1975— was a period marked by a concern for the environmental impact of nuclear power plants, which led to a critique of all aspects of nuclear power. Moreover, the legal and the political systems were widely used to achieve demands. And Phase 3 —1977 to the present— has been a period marked by the use of direct action and civil disobedience by protesters whose goals have been to shut down all nuclear power plants. 3.1 The First Phase of the Struggles: 1957 to 1967 Opposition to nuclear energy first emerged shortly after the atomic bomb was built.

    ROY BECK AND LEON KOLANKIEWICZ The Environmental Movement’s Retreat from Advocating U.S. Population Stabilization (1970–1998): A First Draft of History The years surrounding 1970 marked the coming of age of the modern environmental movement. As that movement enters its fourth decade, perhaps the most striking change is the virtual abandonment by national environmental groups of U.S. population stabilization as an actively pursued goal. How did the American environmental movement change so radically? Answering that question will be a challenging assignment for historians. The authors are not historians. We have spent most of our lives as a journalist and an environmental scientist, respectively. But to the historians who eventually take up the task, we have many suggestions of where to look. To begin to understand why that retreat has occurred and the significance of the retreat, it will be important to review the 1970-era movement and its population roots. Population Issues and the 1970-Era Environmental Movement Around 1970, U.S. population and environmental issues were widely and publicly linked. In environmental “teach-ins” across America, college students of the time heard repetitious proclamations on the necessity of stopping U.S. population growth in order to reach environmental goals; and the most public of reasons for engaging population issues was to save the environment. The nation’s best-known population group, Zero Population Growth (ZPG)—founded by biologists concerned about the catastrophic impacts of ever more human beings on the biosphere—was outspokenly also an environmental group. And many of the nation’s largest environmental groups had or were considering “population control” as major planks of their environmental prescriptions for America.
