Malaysia | Tax | 6 August 2020 Malaysia Immigration Update Malaysia – Singapore Border Crossing Arrangement starting 17 August 2020 According to the latest announcement released by Malaysia Immigration Department (MID) dated 1 August 2020 via their website, the governments of Malaysia and Singapore have agreed to allow work and business-related travel between the two countries effective 17 August 2020. This is only applicable for Singapore nationals and all expatriates that are legally resident in Singapore wishing to enter Malaysia for work or business purpose via Causeway, Second Link, KLIA, KLIA 2, Penang International Airport. For Malaysians and expatriates currently residing in Malaysia who wish to enter Singapore, please refer to our additional notes below. Under this agreement, there are two schemes introduced for cross border movement between Malaysia and Singapore, i.e. Reciprocal Green Lane (RGL) and Periodical Commuting Arrangement (PCA). Summarised are the below two tables. Reciprocal Green Lane (RGL) Name of MyTravelPass (MTP) Immigration Pass Purpose/Condition Business or official travellers seeking to make single entry essential travel. The maximum period of stay allowed in Malaysia is only 14 days. Eligible Traveller All nationals that are legally residing in Singapore e.g. Singapore national, SG work pass holder. Travellers must have remained at least 14 days in Singapore prior to entering Malaysia. Application Sponsoring company/government agency in Malaysia shall apply on behalf of Procedure before traveller via online at www.mtp.imi.gov.my no less than 10 working days before Departure departure date and the MTP online approval will be issued 3 days before departure date. Nationalities that require visa to travel to Malaysia is required to apply for a visa at High Commission of Malaysia in Singapore upon approval of MTP. Sponsoring company/government agency to provide traveller’s negative Covid- 19 test certificate (test to be taken within 72 hours before departure) during immigration clearance at Malaysia entry checkpoint. Documents required for MyTravelPass online application:- i. Invitation Letter ii. Traveller’s copy of passport iii. Traveller’s travel itinerary iv. Traveller’s proof of hotel accommodation v. Traveller’s pre-trip health and travel history declaration vi. Traveller’s control itinerary (i.e. daily movement schedule throughout the 14-day stay in Malaysia) Arrival Procedure Traveller to download/install ‘MYSejahtera’ mobile app and complete the details required. Traveller to present passport & visa (if applicable), MTP, invitation letter and Covid-19 test result at entry checkpoint. Traveller to undergo PCR Covid-19 test at point of entry i.e. KLIA, KLIA 2, Penang International Airport, Causeway and Second-Link or within 24 hours post- arrival in Malaysia at traveller’s own cost If tested positive, traveller will undergo medical treatment at government hospital at their own cost If tested negative, sponsoring company/government agency will proceed with their controlled itinerary in Malaysia Sponsoring company/government agency is required to arrange the traveller’s transportation directly from the airport or land checkpoint to the declared hotel accommodation. Quarantine requirement: Please see further comments below Returning Traveller will be subject to the prevailing health policy for incoming traveller to Procedure to Singapore. Singapore Commentary: The access to the online application link (www.mtp.imi.gov.my) is expected to be available from 10 August 2020 per the MID announcement. Since a MTP application has to be submitted via the application link (www.mtp.imi.gov.my) at least 10 working days before departure date while the link for applications starts from 10 August 2020, we can expect business travellers from Singapore to be only able to enter Malaysia under the RGL arrangement as early as 17 August 2020 as announced in the media. At the time of the issue of this update, we have not been able to obtain confirmation whether the current quarantine requirement at a designated quarantine centre would be applicable to MTP holders upon arrival in Malaysia. In the meantime, we would caution a direct check with KLIA Immigration Authority (+603 8776 3681) if you have any urgent impending travels which will be impacted by the announcement. Periodical Commuting Arrangement (PCA) Name of Immigration MyTravelPass Pass Purpose/Condition Singapore nationals and Permanent Residents who wish to re-enter Malaysia for work. Eligible Travellers Citizens or permanent residents of Singapore who hold a Malaysia Long Term pass for work purpose in Malaysia. Travellers must work at least 3 consecutive months in Malaysia before returning to Singapore for short-term home leave (2-4 weeks) and subsequently re-entering Malaysia again. Restricted to only 2 land entry/check points from Singapore to Malaysia, i.e. via Sultan Iskandar Building and Sultan Abu Bakar Complex. Application Employer to apply for employee via online at www.mtp.imi.gov.my no less than Procedure before 10 working days before departure date and the MTP online approval will be Departure issued 3 days before departure date. Employer to provide traveller’s negative Covid-19 test certificate (test to be taken within 72 hours before departure). Documents required for MyTravelPass online application:- i. Letter of appointment ii. Employee’s copy of passport iii. Travel itinerary – vehicle and accommodation bookings info Arrival Procedure Employee to download/install ‘MYSejahtera’ mobile app and complete the details required. Employee to undergo health screening at the point of entry. Employee is subject to modified Home Surveillance Order (HSO) for 7 days. Employee will undergo Covid-19 RTK Antibody test on the 7th day and will be released from HSO if tested negative. Returning Traveller will be subject to the prevailing health policy for returning citizen/PR Procedure to to Singapore. Singapore Commentary: We sough further clarification from Immigration offices in Johor if PCA is only applicable to EP holder who works in Johor/ Johor Bahru. Nevertheless, there is no confirmation given by the Immigration offices as they have yet to receive the complete guidelines on this. In the meantime, we would caution a direct check with Immigration Authority at Building Sultan Iskandar (+607 2182 400) or Immigration Authority at Sultan Abu Bakar Complex (+607 5133 040) if you have any urgent impending travels which will be impacted by the announcement Additional Notes to Malaysia Citizen under Malaysia – Singapore Border Crossing Arrangement 1. Citizen or Permanent Resident of Malaysia who holds long-term visas for business or work purpose in Singapore and wishes to apply under Period Commuting Arrangement, please refer to Singapore Safe Travel website here. 2. Returning Malaysian for short-term home leave in Malaysia must adhere to the followings:- i. Download/install ‘MYSejahtera’ mobile application and complete the necessary ii. Subject to post-arrival Covid-19 PCR test in Malaysia iii.
