    State-Owned Enterprise (SOE): The Role of SOE Entrepreneurship in Nation-Building Efforts, 1970-2014 Fary Akmal Osman Since the early twentieth century, the study of entrepreneurship has been inspired by the Schumpeterian concept of entrepreneurship as innovator as well as an agent of change in the economy. Many emerging economies, particularly in Asia, established state-owned enterprises (SOE) as a national development strategy. Today, many SOEs operate using a variety of approaches and play active roles, including as cross-border investors. There are several SOEs in Malaysia at the federal and local government levels. This paper analyses the reasons for these SOE’s outstanding performance, focusing on the relationship between SOEs and entrepreneurship, the role of SOEs in cultivating local entrepreneurs, the characteristics embedded in Johor Corporation (JCorp) and how entrepreneurship changed over time. As a state enterprise in Malaysia, JCorp adopted a unique business position and investment strategy to become a major global player in its core enterprises. This study reveals that JCorp acting as an SOE entrepreneur successfully built an organisation with more than 250 local companies in various business sectors and services incorporated under a single umbrella. There are 379 directors within the group and a total workforce of about 63,000 people. Tremendous efforts were made by the SOE to educate Malay entrepreneurs and professionals through the enhancement of knowledge and skills, networking, sharing of experience, and management expertise. Four of the focal points will be located in the Nusajaya-Johor Bahru-Pasir Gudang corridor (Special Economic Corridor -(SEC)).
