Dengan nama Allah yang maha pemurah lagi maha mengasihani. Selawat dan salam kepada junjungan Nabi Muhammad S.A.W. Syukur kehadrat Allah S.W.T saya panjatkan dan tahniah serta penghargaan kepada sidang redaksi buku Laporan Tahunan 2019 ini kerana berjaya diterbitkan. Semoga kerjasama dan komitmen yang diberikan akan dapat dikekalkan serta dipertingkatkan setiap masa. Sebagai badan kerajaan yang dekat dengan masyarakat, Majlis Perbandaran Kulai (MPKu) sentiasa komited dalam melaksanakan pelbagai dasar-dasar kerajaan dalam aspek pembangunan sosial dan juga ekonomi setempat demi kelangsungan dan kesejahteran hidup masyarakat. Untuk itu, MPKu sentiasa mengorak langkah meningkatkan perkhidmatan kepada masyarakat melalui sistem tadbir urus yang efisien, berintegriti dan mesra pelanggan. Hal tersebut sangatlah penting demi memberikan keyakinan kepada institusi kerajaan amnya dan MPKu khasnya. Dikesempatan ini juga, saya mengucapkan ribuan terima kasih kepada Ahli-Ahli Majlis MPKu kerana sumbangan dan komitmen dalam kerjasama erat bagi menjayakan pelbagai program-program demi kepentingan masyarakat. Kepada warga kerja MPKu, perlu diingatkan untuk bekerja dengan penuh iltizam dan kreatif serta meningkatkan mutu kerja masing-masing supaya dapat menghasilkan kepuasan dan keselesaan kepada pembayar-pembayar cukai dan masyarakat amnya. Alhamdulillah dan ucapan setinggi-tinggi tahniah kepada semua yang terlibat dalam proses penerbitan Laporan Tahunan 2019 ini. Dikesempatan ini, saya ingin menzahirkan kegembiraan atas sokongan dan komitmen kepada semua anggota pekerja dan jabatan-jabatan serta unit-unit di Majlis Perbandaran Kulai (MPKu) terhadap pelaksanaan program-program dan usaha mendepani keselesaan masyarakat. Sebagai agensi kerajaan yang dekat dengan pelbagai lapisan masyarakat, maka pendekatan secara hikmah dan bijaksana sangatlah dituntut, supaya segala permasalahan dan aduan dapat diselesaikan dengan baik. Untuk itu, kita perlulah sentiasa berusaha untuk meningkatkan keupayaan modal insan agar dapat memberikan khidmat penyampaian yang terbaik. Keupayaan teknologi terkini dalam tadbir urus semasa haruslah juga dititikberatkan dan dipertingkatkan agar tidak ketinggalan dengan peredaran masa. WAWASAN Mewujudkan sebuah Majlis Perbandaran yang dinamik bagi memastikan tercapainya taraf kesejahteraan hidup sempurna, di samping meningkatkan taraf ekonomi yang bersesuaian dengan dasar ekonomi dan pembangunan negara. LAPORAN TAHUNAN 2019 LAPORAN TAHUNAN Perbandaran Cemerlang, Sejahtera Semua KONSEP LOGO MAJLIS PERBANDARAN KULAI MAHKOTA Mengambarkan junjung taat setia rakyat Kulai kepada Raja dan Negara. GUNUNG Ia merujuk kepada “Gunung Pulai” yang merupakan simbolik kepada pusat pelancongan serta rekreasi bagi daerah Kulai. PERISAI Melambangkan kekuatan dan muafakat di kalangan Kakitangan MPKu. PAPAN LITAR ELEKTRONIK Ia merujuk kepada Kulai sebagai salah satu Hub ICT di dalam Wilayah Iskandar. PENDOKONG HARIMAU Penyokong yang memegang perisai pada jata menampilkan dua ekor harimau garang Tempuk dan Dengkis melambangkan kekuatan yang memegang keseluruhan organisasi. KAPAL TERBANG Simbolik kepada salah satu Hub Lapangan Terbang Antarabangsa Senai sebagai Pengangkutan Udara di selatan tanah air. TULISAN JAWI MPKU Menjelaskan komitmen majlis dalam memartabatkan bangsa dan wawasan negara. TAHUN PERBANDARAN Merupakan tahun “Majlis Daerah Kulai” dinaik taraf ke “Majlis Perbandaran Kulai”. BENDERA DAERAH KULAI Warna putih pada anak bulan dan bintang menandakan Raja yang Berdaulat. Simbol anak bulan dan bintang menunjukkan lambang Agama Islam yang menjadi agama rasmi Negeri Johor. Bendera rasmi REBEN MPKu bagi daerah Kulai. Reben melengkung berwarna biru dan cogan “Majlis Perbandaran Kulai” melambangkan sifat-sifat universal dan globalisasi yang menjadi tunggak pembangunan infrastruktur di dalam pentadbiran Majlis MAJLIS PERBANDARAN KULAI Perbandaran Kulai. Kami berusaha untuk membangunkan kemudahan serta persekitaran yang bersih, indah, dan nyaman. Kami akan menegakkan kedaulatan undang-undang dan memastikan pelaksanaan dijalankan seadil-adilnya. Keputusan atas permohonan pelan-pelan bangunan dalam jangkamasa yang ditetapkan dengan syarat dokumen lengkap dikemukakan. i) Projek perumahan / kilang / rumah sesebuah - 1 Minggu ii) Membaiki rumah - 8 Minggu pusingan dua (2) minggu Memberi keputusan atas permohonan dalam jangkamasa yang ditetapkan dengan syarat dokumen lengkap dikemukakan. i) Pendaftaran pindahmilik harta - 8 minggu ii) Lesen perniagaan / iklan - 1 minggu Kami akan memberi perkhidmatan pembersihan dengan cekap dan berkesan dalam jangka masa waktu berikut: i) Pelupusan sampah dijalankan tiga (3) hari sekali ii) Pembersihan parit/ longkang dilaksanakan sepuluh (10) minggu sekali iii) Pemotongan rumput dilaksanakan satu pusingan dua (2) minggu Kami akan memberi perkhidmatan dalam jangkamasa berikut: i) Resit pengeluaran dalam masa 5 minit selepas bayaran dibuat bagi setiap urusan. ii) Bil cukai harta diserahkan pada atau sebelum 15 Januari dan 15 Julai setiap tahun. iii) Notis pembaharuan lesen diserahkan pada atau sebelum 31 Januari setiap tahun iv) Langkah pengawalan (fogging) diambil dalam tempoh 42 jam setelah menerima aduan. v) Mengambil tindakan dalam tempoh 42 jam bagi semua aduan awam. However, research shows that most countries, including Malaysia, are not on the right track. Thus, this research paper aims to examine the alternative political policies besides that of a capitalist/liberal democracy, such as ecological democracy, that the Malaysian smart urbanisation movement should follow to achieve the SDGs. This study applied the method of case study analysis in examining empirical examples related to stakeholder partnerships and environmental cases in smart urbanisation in Malaysia. This paper argues that achieving the SDGs with the current capitalist hegemony poses a significant challenge to countries. However, with environmental ethics in mind, it is possible to achieve the SDGs with the trust granted by the government in the form of participatory politics.

In this era, shopping complexes or supermarkets are increasing accordingly with the growing demand. Strategic areas of focused population especially in large cities have brought success to the opening of the hypermarket. AEON Co. (M) Bhd opened a retail store in Indahpura, Kulaijaya in 2013. The development in the area will affect the surrounding properties from the aspect of value, prices, rents, and others. Therefore, this study was to investigate changes in the market value of commercial properties in Indahpura before and after the construction of AEON Kulaijaya as well as future market value of commercial properties in Indahpura after the construction of AEON Kulaijaya. Secondary data was acquired from the Department of Valuation and Property Services Malaysia, Kulai Municipal Council and other reference materials. The results of this study will be analyzed using Microsoft Excel to change the market value of shop offices and the Statistical Package for the Social Science (SPSS) for the purpose of future market value of shop offices.
