FROM EXCLUSION TO CO-EXEXENCE: ABORIGINAL PARTICIPATION M ONTARIO FOREST MANAGEMENT PLANNING A thesis submitted for the degree of Doctor of Philosophy by Deborah McCregor, Faculty of Forestry, University of Toronto 2000 Aboriginal participation in environmental decision making is increasingly recognized as vital to the move towards greater sustainability, both globally and locally. This is mie in many areas of resource managemen&including Canada's forest induswy. Taking the lead in improving Aboriginal involvement in forest management is Ontario's Ministry of Nanual Resources, dong with various industry and First Nations representatives fkom around the province. The new Aboriginal consultation process is long overdue, given the province's histor~of excluding Native people fiom forestry, and represents a signrficant component of Ontario's forest management planning system. This research provides initial feedback on bis process and one of its most controversial components, "Native Values Mapping". The potentiai benefits of the new system are great, and include increased cooperation among govemment, industry and Fkt Nations in rnoving towards the comrnon goal of sustainable forest management. The research highlights ways in which gains are being achieved, as well as how barriers to such gains persis~The Aboriginal consultation and Native Values Mapping processes are affiected by Ontario's complex history of Nativehon-Native relations. The thesis descnies this historical contex&based on avaiiable literature, in order that the research outcomes can be bener understood. Over the summer of 1999,52 recent participants in the new forest management planning process were interviewed. Using the Grouaded Theory method of social research, interview responses were analyzed to identifL core variables which explaiu the variety of responses obtained. These core variables dso serve to identify key issues which underlie the challenges faced by al1 forest planning participants in the research. Two core variables were identificd in this study, the first being "WorId View, Spirituality and Native Values," while the second was "Relationships and Power". These variables explain how lack of understanding of different world views and unequal dismiution of power between Native and non-Native peoples are hurdIes to be overcorne if sustainable forest management is be achieved in Ontario. Finally, the ancient "Co-Existence Model" is suggested as a way of achieving coopcration between Native and non-Native peopIes in working toward this goal, whilc do~vingcultural identities to rcmain intact. In keeping with Aboriginal tradition, this thesis is in many ways the result of a tmly co~munal effort. Its writing would not have been possible without the blessing and assistance of a great many people. 1 have been and rernain inspired by the tireless work of so many Elders, leaders, cornmunity members, traditional peoples, scholars, wamors, grandmotherdgrandfathers, communities and nations who have corne before me to keep the traditions strong and keep Abonginal knowledge dive. This has been an invaluable GIFT, and one that 1 will always cherish. Their teachings and struggles continue to provide me with the enthusiasm needed to pursue the work they have started. This thesis is and will remain part of my lifelong work. Harry Bombay, Peggy Smith and Janet Pronovost at the National Aboriginal Forestry Association, with whom 1 conducted TEK and forestry research during the course of my program, greatly inspired the topic and provided opportunities to engage peers in discussions about TEK and forest management planning. At Winnipeg's Centre for Indigenous Environmental Resources the climate for working with Aboriginal knowledge was ideal and there 1 was provided with the opportunity to ponder, research, teach and discuss TEK. 1 thank the Chiefs of Ontario and the Six Nations Environmental Management Cornmittee for their support and the opportunity to work with TEK in practical community settings. At the University of Toronto, two special people have been instrumentai in providing their support over the "final mile" of compIeting the writing of the thesis: Anita Benedict, Coordinator of First Nations Houe, and Professor Keren Rice, Coordinator of the Abonginal Studies Program. Steve spent many houn proofieading and editing the thesis while teaching full-time, and, most important of dl, being "Tapa" to two wonderful boys: Hillaxy and Arden. Steve believed in me. My son Hillary's patience must be acknowledged. He endured the long tiring road trips and the "quiet tirne" while 1 wrote my thesis, and was willing to spend lots of time with aunts and uncles, sometimes every day of the week. This program was as demanding on him as it was on me. HiIlary habeen a very loving, forgiving, thoughtful little boy throughout this process. Arden, the newest member of the family, was with me, literally, during every step of the final writing of the dissertation and at both defenses (the final being the most challenging).     Dickason first became aware of her Métis ancestry as a young adult upon meeting some Métis relatives in Regina. Honouring her ancestors properly became a goal that would give her future academic work the deepest personal meaning. But before that, she entered the workforce. She began a 24-year career in journalism at the Regina Leader-Post and subsequently, worked as a writer and editor at The Winnipeg Free Press, The Montreal Gazette, and The Globe and Mail. She pro- moted coverage of First Nations and Women’s issues, becoming the Women’s Editor at both The Montreal Gazette, and later The Globe and Mail’s daily newspaper and magazine. At age 50, Dickason decided to continue her education, entering the Graduate program at the University of Ottawa. She had to struggle with faculty preconceptions regarding Aboriginal History – including arguments that it did not exist – before finally finding a professor to act as her academic advisor. Dickason completed her Master’s degree at the Olive Patricia Dickason University of Ottawa in 1972, at the age of 52. She Honorary Doctor of Letters went on to successfully defend her Doctoral Thesis, entitled The Myth of the Savage. However, because of historical factors and events, Aboriginal health was shaped through many Canadian laws, legislation and policies that were detrimental to not only the social fibre of Aboriginal people but to their physical health. Today, there is a stark difference between the health of Aboriginal people and non-Aboriginal people in Canada with alarming rates of chronic diseases and socio-economic ills. While health indicators, such as mortality and morbidity, are important – it is also equally important to look at economic measures that determine health outcomes as the basic needs of clean water, adequate and available housing, sewage, food security, environmental contaminants and access to basic health care services. These are services that the majority of Canadians take for granted. For these reasons, a study of Aboriginal health must reflect a holistic approach that considers the importance of key health determinants. In addition to the determinants that affect Aboriginal health it is important that other key factors are also examined for their particularly harmful effects on Aboriginal people (especially on Aboriginal women).

The political and historic foundations on which the Métis Nation is built, most notably the Louis Riel led resistances of 1869-70 and 1885, expansion west, and the encroachment on Métis territories, are each vital parts of that self-identification, and nineteenth and twentieth century responses to processes of nation building in Canada. Rather than recognizing the Métis as a people of this Nation, however, the Métis are imagined, by certain governmental policies and by the majority of mainstream Canadians, to be all or any people who are of ‘Indian’ and white European descent. Debates in Canada regarding Métis identity are current and increasingly contentious, often centring on who, exactly, is Métis. That definition matters, both in terms of the historical treatment of people and communities defined as mixed, and in terms of government policies today. Andersen argues that those policies are predicated on racist categorizations, and calls for a definitive clarification over the political and cultural ambiguities surrounding the term Métis. In short, he eschews the racialization that “encompasses the hierarchical processes through which races are produced and legitimized” (15). “Métis” is an important book that intervenes in the misunderstandings, confusion, and lack of knowledge surrounding Métis identity.

Voyageur, University of Calgary Brian Calliou, University of Alberta Abstract Canada is a land of immigrants. All Canadians, with the exception of Canada’s indigenous peoples, entered this nation from other countries. Immigration has produced a culturally and racially diverse population. This diversity was officially recognized with the implementation of the Multiculturalism Act in 1988. However, when we speak of “multiculturalism” in Canada we generally refer to those who originated, or whose ancestors originated, outside our national borders. Cultural diversity in Canada extends beyond the immigrant population into its indigenous population. There is often a misconception that Canada’s indigenous peoples are a homogeneous group – nothing could be further from the truth. This paper discusses the distinctive identities, vibrant cultures, and varying traditions of Canada’s indigenous peoples affiliated with 633 Indian bands and reside on more than 2,000 reserves across Canada.1 It also offers insight into a variety of legal, social and cultural differences inherent between and with Canada’s indigenous groups. Introduction Virtually all Canadians, with the exception of the indigenous peoples, entered this country as immigrants. Early Canadian immigration policies favoured settlers from western European countries, especially the British Isles. Statistics Canada states that of those Canadians who declared a single origin in the 1996 Census more than 54% recorded British, French or European origins (1999a:1). However, that trend has changed with current immigrants coming increasingly from what can be referred to as “non-Caucasian” nations such as Hong Kong, China, India, and Africa (Statistics Canada, 1999b:1).

I argue that this notion obscures the crucial nexuses at which the literary, economic, and political spheres blur inside Canada. My analysis of Canada's literary conditions under contempo­ rary globalization examines just these nexuses. It pries apart the discourses of national literature and national identity in order to investigate how they function and onto which economic, political, and social values they project themselves.
