Abstract The purpose of this paper, “Role of Nuclear Energy in Japan Post – Fukushima: Alternatives and their Impact on Japan’s GHG Emission Targets”, is to emphasize that Japan’s expected new energy policy must be in accordance with its existing environmental targets with regards to GHG emissions. The main research question is how Japan can continue to meet its emissions targets in the aftermath of the Fukushima crisis, where public opinion—gauged through newspaper articles—in Japan has now become outright anti-nuclear, and Japan has become compelled to adopt a new nuclear-free energy policy built around renewable energy. However, given the extremely low share of renewable energy in Japan’s existing energy mix, an extremely pro-nuclear government, an influential energy lobby and an overall lack of suitable infrastructure; this goal does appear ambitious. The framework of analysis in this paper will be of ‘sustainable development’, entailing an analysis of the three pillars of sustainability – environment, economy and social factors. In addition to these factors, security of supply will also be considered as a vital measure to determine the policy’s overall sustainability. The paper will show that while it is indeed possible for Japan to meet its GHG emissions targets by replacing nuclear energy with renewable energy, Japan’s ability to deploy renewable energy at such a large scale remains inadequate. Through a comparison with the German experience in renewable energy, any withdrawal from nuclear energy without properly propping up renewable energy will only result in a greater shift towards primary fossil fuels – jeopardizing Japan’s emission targets, security of supply and incurring heavy import costs to its economy. The result of this analysis is to suggest measures such as an expansive Feed-in tariff system, grid integration and stability and investment in R&D as major components of a focused and long term energy policy up till 2030, to promote renewable energy. This paper will also posit steps required to improve the safety and efficiency of its nuclear reactors during the interim period when renewable energy grows in its share of Japan’s energy mix. Summary In the aftermath of the Fukushima crisis in 2011, Japan has been forced to reevaluate its use of nuclear energy, especially in the face of intense opposition from the Japanese public. Japan is thus forced to explore new sources of non-nuclear renewable power to meet its energy needs. However, this move towards exploring non-nuclear sources of energy needs to be seen in the context of sustainable development and Japan’s GHG emissions environmental targets. This thesis aims to evaluate Japan’s ability to move away from nuclear energy while still meeting its GHG targets, concluding that Japan’s ability to deploy renewable energy at such a large scale remains inadequate. It is also posited that if Japan hopes to increase renewable energy, it should take measures such as an expansive feed-in tariff system, grid integration and stability and investment in R&D as major components of a focused and long term energy policy up till 2030. For a country like Japan which has very limited domestic energy sources, this is not an easy task. Japan is only 18 percent self-sufficient in terms of energy (non-nuclear self-sufficiency is only 4 percent) and the third largest net-importer of crude oil in the world. This heavy reliance on foreign sources of energy sources such as oil, coal and gas is not only expensive but also requires careful management of stocks to maintain a safe and secure supply for the economy. IN-EAST Institute for East Asian Studies This paper recounts the experience of the Great Eastern Japan Earthquake on 11th March 2011 and offers an assessment of reactions to it on personal, social and policy levels. Almost a decade after the event, it looks at traces of the disaster, discussing in particular the following questions. What were the consequences if any for Japan’s energy policy? What other conse- quences were there, for example, concerning crisis management? How did people integrate the earthquake into their view of history? How did the earthquake affect people’s life satisfaction? And how does it relate to current events? It argues that despite its for all concerned unpre- cedented severity the disaster led to gradual improvements, rather than fundamental change. Introduction On March 11, 2011 the strongest recorded in Japan earthquake off the Pacific coast of North-east of the country occurred (also know as Great East Japan Earthquake, 2011 Tohoku earthquake, and the 3.11 Earthquake) which triggered a powerful tsunami and caused a nuclear accident in one of the world’s largest nuclear plant (Fukushima Daichi Nuclear Plant Station). It was the first disaster that included an earthquake, a tsunami, and a nuclear power plant accident. The 2011 disasters have had immense impacts on people life, health and property, social infrastructure and economy, natural and institutional environment, etc. in North-eastern Japan and beyond [Abe, 2014; Al-Badri and Berends, 2013; Biodiversity Center of Japan, 2013; Britannica, 2014; Buesseler, 2014; FNAIC, 2013; Fujita et al., 2012; IAEA, 2011; IBRD, 2012; Kontar et al., 2014; NIRA, 2013; TEPCO, 2012; UNEP, 2012; Vervaeck and Daniell, 2012; Umeda, 2013; WHO, 2013; WWF, 2013]. We divide foreign employees in three types, classic expatriates, locally hired foreigners and short term employees which are known in the literature as frequent fliers. We found that foreign employees differ according to their type in adjusting in case of an emergency. Expatriates exhibited a higher tendency to leave the country than locally hired foreigners. Frequent fliers hardly arrived to the Japanese subsidiary anymore after the triple disaster. Surprisingly, subsidiaries faced more hardship because of the lack of frequent fliers than to a lack of locally hired foreigners. Results also depend on the respondents’ nationality. On the one hand, Japanese respondents expressed more concern that it was difficult at the triple disaster to retain expatriates in their Japanese jobs.

Rigorous and well staffed safety checks lead to big impacts from nuclear restart p.16 The ability of the Nuclear Regulation Authority to complete its safety assessments will significantly influence the timing of nuclear reactors’ restart. If the Authority forms three teams and if each assessment requires six months, conditional on reception from the nuclear host communities, six reactors at most and 16 reactors will restart by the end of FY2013 and FY2014, respectively. They will operate for seven months in FY2014 on average, generating 73 TWh of electricity (Mid–level Case). In the Mid–level Case, electricity generated from nuclear power in FY2014 will remain a quarter of the FY2010 level, increasing the power generation cost by JPY3.2/kWh from the FY2010 level. Total import value of fossil fuels will increase by JPY7 trillion ($70 billion) and the CO2 emissions from fuel combustion will increase by 70 Mt–CO2 (+6.2%). If the safety assessments take twice as long (i.e. one year rather than six months), only six reactors at most will restart by the end of FY2014 (Low–level Case). On the other hand, if the Authority increases the number of teams, 28 reactors will operate for seven months on average in FY2014 (High–level Case).

Furthermore, has such coverage tended to focus on the positive or negative aspects of nuclear energy? In this paper, we assess the characteristics of Japanese mass media coverage of public opinion concerning nuclear energy policy in other countries.

Impacts on Japanese Agriculture and Food Sector Hrabrin Bachev and Fusao Ito On March 11, 2011 the strongest ever recorded in Japan earthquake occurred which triggered a powerful tsunami and caused a nuclear accident in one of the world’s largest nuclear plant stations. The triple disaster has been having immense impacts on people’s life, health and property, social infrastructure, economy, policies, natural and institutional environment, etc. in the affected regions, Japan, and beyond. This book is a first attempt to present a comprehensive assessment of the multiple impacts of the March 2011 Great East Japan Earthquake, tsunami and Fukushima nuclear accident on the Japanese agriculture and food sector. First, it identifies and assesses diverse impacts (radiation, displacement, health, physiological, production, economic, technological, organizational, environmental, institutional, political, direct, indirect, etc.) of the disasters including all stages (inputs supply, farming, storage, wholesaling, transportation, processing, distribution, retailing, consumption) and components (natural resources, labor, biological and material assets, intangibles, technology, production structure, finance, waste disposal, information, management) of agri-food chain, and all temporal (immediate, short-term, long-term) and spacial (local, regional, national, trans-national) scales. Next, it summarizes responses of individuals, households, farms, businesses, communities, consumers, stakeholders, and authorities as well as assesses the progress and challenges in the post-disaster recovery and reconstruction.
