Thisreport on the LAUSD reveals that children in Los Angeles are currently doomedto overcrowded, uninspired, and unhealthy schools because of persistent incompetence by the LAUSD. It then describes these problems in detail addressing enrollment growth, personnel practices, organizationalstructure, and board competence. Immediate and long-term reforms of the LAUSDare discussed, followed by reform recommendations that should be initiated by the Governor and Legislature.
