The Influence of Austrian Voting Right of 1907 on the First Electoral Law of the Successor States (Poland, Romania [Bukovina], Czechoslovakia)
ISSN 2411-9563 (Print) European Journal of Social Sciences May-August 2014 ISSN 2312-8429 (Online) Education and Research Volume 1, Issue 1 The influence of Austrian voting right of 1907 on the first electoral law of the successor states (Poland, Romania [Bukovina], Czechoslovakia) Dr Andrzej Dubicki Uniwersytet Łódzki Abstract As a result of collapse of the Central Powers in 1918 in Central Europe have emerged new national states e.g. Poland, Czechoslowakia, Hungaria, SHS Kingdom some of states that have existed before the Great War have changed their boundaries e.g. Romania, Bulgaria. But what is most important newly created states have a need to create their constituencies, so they needed a electoral law. There is a question in what manner they have used the solutions that have been used before the war in the elections held to the respective Parliaments (mostly to the Austrian or Hungarian parliament) and in case of Poland to the Tzarist Duma or Prussian and German Parliament. In the paper author will try to compare Electoral Laws that were used in Poland Czechoslowakia, and Romania [Bukowina]. The first object will be connected with the question in what matter the Austrian electoral law have inspired the solutions used in respective countries after the Great War. The second object will be connected with showing similarities between electoral law used in so called opening elections held mainly in 1919 in Austria-Hungary successor states. The third and final question will be connected with development of the electoral rules in respective countries and with explaining the reasons for such changes and its influence on the party system in respective country: multiparty in Czechoslovakia, hybrid in Romania. -

BIBLIOGRAPHY GENERAL ISSUES RELIGIONS AND PHILOSOPHY FIORANI, ELEONORA. Friedrich Engels e il materialismo dialettico. Feltrinelli Editore, Milano 1971. 272 pp. L. 3000. Engels's Anti-Diihring, Feuerbach and the End of Classical German Philosophy and Dialectics of Nature are the writings most elaborated upon by the author, who, refuting efforts to draw a line between Marx and Engels as regards their later followers, stresses Engels's contribution to Marxism. She argues that his contribution to dialectical materialism is still important for a clarification of topical issues, and makes some comments on the vicissitudes of diamat in the USSR. A chronology of Engels's life and an annotated bibliography are appended. HARTMANN, KLAUS. Die Marxsche Theorie. Eine philosophische Unter- suchung zu den Hauptschriften. Walter de Gruyter & Co, Berlin 1970. xii, 593 pp. DM 78.00. The author of this learned study undertakes a re-appraisal of Marx's theory from a purely philosophical angle. He criticizes Popper's theses (and lack of understanding of Hegelianism), but his own refutation of Marxian views brings him closer to Popper's. It is denied that a dialectical process going on in reality could justifiably be made to fit in the chain of historical necessity. Besides Marx's more philosophical writings all his major works, especially Capital, come up for discussion. Interesting are the comments on Marxist and non-Marxist evaluations of our time (Sartre, Habermas etc.). WILDERMUTH, ARMIN. Marx und die Verwirklichung der Philosophic. The Actuality of Critical Theory in the Netherlands, 1931-1994 By
The Actuality of Critical Theory in the Netherlands, 1931-1994 by Nicolaas Peter Barr Clingan A dissertation submitted in partial satisfaction of the requirements for the degree of Doctor of Philosophy in History in the Graduate Division of the University of California, Berkeley Committee in charge: Professor Martin E. Jay, Chair Professor John F. Connelly Professor Jeroen Dewulf Professor David W. Bates Spring 2012 Abstract The Actuality of Critical Theory in the Netherlands, 1931-1994 by Nicolaas Peter Barr Clingan Doctor of Philosophy in History University of California, Berkeley Professor Martin E. Jay, Chair This dissertation reconstructs the intellectual and political reception of Critical Theory, as first developed in Germany by the “Frankfurt School” at the Institute of Social Research and subsequently reformulated by Jürgen Habermas, in the Netherlands from the mid to late twentieth century. Although some studies have acknowledged the role played by Critical Theory in reshaping particular academic disciplines in the Netherlands, while others have mentioned the popularity of figures such as Herbert Marcuse during the upheavals of the 1960s, this study shows how Critical Theory was appropriated more widely to challenge the technocratic directions taken by the project of vernieuwing (renewal or modernization) after World War II. During the sweeping transformations of Dutch society in the postwar period, the demands for greater democratization—of the universities, of the political parties under the system of “pillarization,” and of -

As a group the aristocracy faced a set of circumstances unique to their class. These circumstances created the fear of another devastating war, loss of Empire, and the spread of Bolshevism. The conclusion was determined by researching numerous books and articles. When events required sacrifice to save king and country, the aristocracy forfeited privilege and wealth to save England. The Austrian Press Act 1862 Between the House of Lords and the House of Deputies
- 581 - LAWMAKING PROCEDURE UNDER THE RULE OF THE FEBRUARY PATENT : THE AUSTRIAN PRESS ACT 1862 BETWEEN THE HOUSE OF LORDS AND THE HOUSE OF DEPUTIES Thomas Olechowski (Institut für Rechts-und Verfassungsgeschichte, Wien) I. The so-called February Patent The so-called February Patent1, sanctioned by emperor Franz Joseph on 26th February 1861, is one of the most remarkable documents in Austrian constitutional history : It can bee seen as an intermediate station in the transformation from neoabsolutism to constitutionalism. This transformation became necessary because of the military defeat Franz Joseph had to suffer in Italy in 1859 and of the financial crisis, which was a consequence of the lost war. The bourgeoisie was willing to subscribe Government bonds to turn off the 1 Reichsgesetzblatt für das Kaiserthum Österreich 1861/20. An official title doesn’t exist – which was intentional by the emperor and his cabinet, see Horst Brettner- Messler, Hrg, Die Ministerien Erzherzog Rainer und Mensdorff (= Die Protokolle des Österreichischen Ministerrates 1848–1867, V/1, Wien, 1977) p. 69, 96. In the literature, the name « Februarpatent », sometimes « Februarverfassung » (February constitution), is common, see f.e. Assocation of European Senates
Association of European Senates/Association des Sénats d’Europe 15th Meeting, London/XVème Réunion, Londres Friday 15 June 2013/vendredi 15 juin 2013 The meeting opened at 9.28 am. The Relationship between Upper and Lower Chambers Baroness D’Souza, Lord Speaker of the House of Lords, United Kingdom Good morning, everyone. Thank you all so very much for being on time. In the history of these conferences, we are making history by starting two minutes early. Welcome to Westminster for this 15th meeting of our association. It is a great honour for me to be able to host this year’s meeting. In making arrangements for today, I thought that it was very important that we should meet in the Houses of Parliament and, more particularly, in this beautiful room, the Queen’s Robing Room. Let me take a few minutes to explain the significance of our location. Since the first half of the 16th century, the two Houses of Parliament—the Commons and the Lords—have met here in the Palace of Westminster, which in the times of King Henry VIII had ceased to be a royal residence. What you see now is not the original palace, because in 1834 it was seriously damaged by fire. Our Victorian predecessors were nothing if not ruthless. Much of what remained of the earlier buildings was pulled down and the new Houses of Parliament were erected in the 1840s and 1850s. The architect was Charles Barry and the interior designer was Augustus Pugin, a church architect devoted to the gothic revival style. -
