We have long known that communities can best handle their own affairs. As we approach the year 2000, we realize more than ever before that we must tum to our hOl1le~. neighborhoods, s(,hools, city halls, churches and synagogues to meet head-on the i~f;ue~ that threaten our youth today. Communities have become involved in helping 8chools set priorities to include the education of young people to the hannful emotional. mental, and physical effects of alcohol and other drugs. Communities are creating n\Ore jobs for our young people and attempting to provide positive activities and. C'xperiences to fill idle hours. Perhaps no other community effort better exemplifies the importance parents have placed on the children's agenda than the alcohol/drug-free senior graduation parties. Parents decided to take action when they learned that more of our teenage youths die or are sedously injured, scarred or crippled in al;cohol-related motor vehicle crashes at high school graduation time thml at mly other time of celebration. Parent leaders plan and guide other parents, schools, businesses and service clubs to put on ~U1 alcohol/drug-free, aU-night senior graduation party. This celebration is the parents' and the community's way of saying, "We love you and we're proud of you. We wish you aU the best as you leave your high school days behind and take your place in the world." I want to thank each of you for the part you play in the success of these parties, whether you work for nine months as the party chainnan or head one of the cOll11uittees. or for two hours as a chaperone, carnival worker, food server, or one of the c1ean-n)) crew. Special recognition and thanks are given to the Oregon high schools which Mve had chemical­ free graduation parties for the past 20 to 35 years and who shared their successful party ideas to help other schools in the state get started: West Albany, Corvallis, Gresham, Reynolds, and Parkrose. Portions of the material in this manual were compiled from a great many of Oregon party reports, as well as from speeches and ideas shared at the "How to Give a Great (AlcohoVDrug-Free) Graduation Party" state conferences held each fall since 1982. Thanks to all those people who shared their ideas and work used herein. Special thanks to: KATU Television and the Portland Trail Blazers, for contributions of $100 to each school-sanctioned alcohol and drug-free graduation party in the Portland and Salem metropolitan areas (including Clark Co., WA.) which graduated 25 students or more. Cosgrove, Attorney at Law, Lindsay, Hart, Neil and Weigler, Lawyers, Portland, for his contributions on forming an Oregon non-profit corporation status and the "Receipt for Prize and Release Agreement;" Jerome S. Cooper, Board on Police Standards and Training, Oregon Police Academy, who wrote the section on "Oregon Law Relating to Alcohol and Minors;" and Troy Costales, Oregon Traffic Safety Commission, who did the computer transfer of data for this document and prepared the text for laser printing. Oregon Progress Board Publications Notes References Foreword The development and publication of statistical indicators of the health status and well-being of populations has been increasing in the United States and internationally. These indicators still have less influence on health policy than the publication of data about leading economic indicators has on business decisions. However, indicators of health status are attracting attention among officials at all levels of government as well as among private-sector executives making decisions about such issues as where to locate or relocate operations. The state of Oregon in 1989 began to devise indicators of well-being, calling them benchmarks, as part of a long- term project to improve the economy of the state initiated by then-governor Neil Goldschmidt. The Oregon Progress Board (OPB), a public body whose members are leaders of the community, business, and government, manages the benchmarking process.

The men quickly formed into squads and rushed into cars for the "night ride". Two of the cars, in advance of the others, reached a dark, lonely spot on Dix Road on the outskirts of Detroit. The other cars were apparently delayed by the opening of the River Rouge bridge. Seven occupants of the cars jumped out and went into a huddle. They spoke in low tones and repeatedly turned to look back on the road to see if other cars were coming. Their special concern was a car with black robes, hoods and rope required for a "necktie party". For that is what it was to be. "Well, I guess they must have got lost", said "Colonel" Harvey Davis, a tall, lanky, rat-faced creature. Then, turning to a short, stocky member of the party, he commanded: "Dean, get Poole out." Dean instantly drew two revolvers and stepped toward one of the cars. "Poole, come out of that car!" he said.

I was afraid that nobody would recognize me up here in this coat and t|e_- I am honored to be on the platform tonight with Tom Moyer and Nohad Toulan, to be recognized as an Urban Pioneer. Let me take a minute to thank a few of the many people who inspired and supported me. My lovely wife, Lynn. She is more than half of the two of us. And I can document that. [When the City was considering whether to hire me back in 1973, Hal Johnson wrote to Bill Scott-then in Neil's office- that his 'sources in Cleveland' described Lynn as"... a very bright and talented person involved in justice planning and administration.     MIKE KUCHAR ART The Raunchy Splendor of Mike Kuchar’s Dirty Pictures by JENNIFER KRASINSKI SEPTEMBER 19, 2017 “Blue Eyes” (1980–2000s) MIKE KUCHAR/ANTON KERN GALLERY/GHEBALY GALLERY AS AN ILLUSTRATOR, MY AIM IS TO AMUSE THE EYE AND SPARK IMAGINATION, wrote the great American artist and filmmaker Mike Kuchar in Primal Male, a book of his collected drawings. TO CREATE TITILLATING SCENES THAT REFRESH THE SOUL… AND PUT A BIT MORE “FUN” TO VIEWING PICTURES — and that he has done for over five decades. “Drawings by Mike!” is an exhibition of erotic illustrations at Anton Kern Gallery, one of the fall season’s great feasts for the eye and a welcome homecoming for one of New York’s most treasured prodigal sons. Sympathy for the devil: Mike Kuchar’s “Rescued!” (2017) MIKE KUCHAR/ANTON KERN GALLERY As boys growing up in the Bronx, Mike and his twin brother — the late, equally great film and video artist George (1942–2011) — loved to spend their weekends at the movies, watching everything from newsreels to B films to blockbusters, their young minds roused by all the thrills that Hollywood had to offer: romance, drama, action, science fiction, terror, suspense. As George remembered in their 1997 Reflecons From a Cinemac Cesspool, a memoir-cum–manual for aspiring filmmakers: “On the screen there would always be a wonderful tapestry of big people and they seemed so wild and crazy….e women wantonly lifted up their skirts to adjust garter-belts and men in pin-striped suits appeared from behind shadowed décor to suck and chew on Technicolor lips.” For the Kuchars, as for gay male contemporaries like Andy Warhol and Jack Smith, the movie theater was a temple for erotics both expressed and repressed, projected and appropriated, homo and hetero, all whirled together on the silver screen.

William Liddle Professor Jeremy Wallace Professor Marcus Kurtz Copyrighted by Lan Hu 2011 Abstract Can a one-party-dominant authoritarian regime survive in a modernized society? Why is it that some survive while others fail? Singapore and Taiwan provide comparable cases to partially explain this puzzle. Both countries share many similar cultural and developmental backgrounds. One-party dominance in Taiwan failed in the 1980s when Taiwan became modern. But in Singapore, the one-party regime survived the opposition’s challenges in the 1960s and has remained stable since then. There are few comparative studies of these two countries. Through empirical studies of the two cases, I conclude that regime structure, i.e., clientelistic versus professional structure, affects the chances of authoritarian survival after the society becomes modern. This conclusion is derived from a two-country comparative study. Further research is necessary to test if the same conclusion can be applied to other cases.
