Walton Max Planck Institute for the Study of Religious and Ethnic Diversity, Göttingen, Germany ABSTRACT How might scholars of public memory approach the protean relationship among imperial legacies, nationalized collective memories and urban space from an ‘off-center’ perspective? In this essay, I pursue this question in relation to a monument whose political biography traverses, and troubles, the distinction between imperial and national times, sentiments, and polities. The statue in question is that of Ban Josip Jelačić, a nineteenth Century figure who was both a loyal servant of the Habsburg Empire and a personification of nascent Croatian and South Slavic national aspirations. Jelačić’s monument was erected in Zagreb’s central square in 1866, only seven years following his death; in the heady political context of the Dual Monarchy, his apotheosis as a figure of regional rebellion caused consternation on the part of the Hungarian authorities.

In 1849 a group of Habsburg subjects came together with the intention of raising money to purchase a gift for Josip Jelačić, general of the Habsburg I č ć fi “ ” army and Ban (Governor) of Civil Croatia. Jela i was identi ed as one of the notional saviors of the Habsburg Empire, whose actions in the field had helped quell the revolutionary and military perils of the previous months. The proposed gift was a suitable symbol of imperial honor and military prowess: a ceremonial sabre designed especially for the Ban. Jelačić was apparently moved by the gesture but had a more practical idea: better to use the money raised for his gift to help those less fortunate (and less celebrated) than himself, it should be put toward a fund to support soldiers who had served in his units and militias and who had been injured in fighting—and also to the families of those that had been killed. To this end, , subject to the Cambridge Core terms of use, available at a committee was already operating, based in Vienna, but collecting funds through the Ban’s Council (Bansko Vijeće) in Zagreb. This would become a mobilization of Habsburg society whose impetus rested on precisely the same values of dynastic loyalty and respect for the Habsburg military as the ceremonial sabre, except that many more people would have a chance to show their devotion and support to the “heroes” of 1848–49.

In tourist spaces such as the Kaiserforum, urbanists, museum curators, right-wing groups, and real-estate investors employ the discourse of Habsburg patrimony to leverage past spatial inequalities for contemporary purposes. Such nostalgic narratives obfuscate the historical material conditions of their making. I argue that this very obfuscation constitutes a continuing legacy of empire.

    Heldenplatz A Chapter of European History in the Very Heart of Vienna As Vienna is to the Empire, so is the Hofburg to Vienna: the true heart of the city.« Richard von Eitelberger, 1859 At first, space had to be made for the devel-opment of a square. The history of Heldenplatz (Heroes' Square) began when French troops destroyed the bastion surrounding the Hofburg Palace during their decampment in December of 1809. With his conquest of Vienna on May 13, 1809 and the subsequent conclusion of the Schönbrunn Peace Accord on October 14, 1809, Napoleon had reached the zenith of his power. The French emperor had won a bloody, fiercely contested victory, and for the first time his invinciblility seemed less than certain. In the Battles of Aspern and Essling, Napoleon had surrendered to a single power for the first time. Fifty years later, a monument to Archduke Carl (1771–1847), the victor of these battles, was to adorn the Äußere Burgplatz (Outer Palace Square). As a last-ing reminder of his six-month reign in Vienna, Napoleon ordered his army to scrap the fortifications around the Hofburg Palace before its withdrawal. However, with this supposed act of humiliation, the French troops actually carried out some work which Emperor Francis I (1768–1835) would have had to commission sooner or later. As new military technologies required a new fortification system, the era of bastions had come to an end. The emperor's forces took their time to clear away the rubble and demolish the guardhouses on the outside wall of the bastion.

    The "Heldenplatz" as an Austrian Place of Memory Peter Stachel Monuments can be understood semiotically as a form of information storage, by which texts (meanings) can be produced with application of a cultural code, which can be decoded through indication (= a circumstance referred directly to other circumstances) and signification (= a symbol is explained with the use of a culturally determined conventional code). Reception of these "texts" is often supported by embodiment in rituals: "The monuments of a society, like its rituals and codes are bearers of collective memory, which can always be reactivated in the framework of adaptation to changing living conditions".1 A place of memory, important for a society, may also pass through various stages with different coding during its existence. Therefore, historical-analytic decoding, which avoids limitation to the contemporary meaning, can map changes and breaks in the political life of a community, on the basis of changes in the meaning of monuments. The historian also finds himself in the position of an archaeologist, who uncovers various stages of a community, on the basis of various superimposed and partially overlapping strata. The more the layers of meaning, the older the monuments, and the more breaks and damaged identities, the monument's community will have experienced or suffered in the course of its historical existence. While, for example, the great French research project Les lieux de mémoire,2 led by Pierre Nora, is almost automatically directed towards the self-assured consciousness
