In the recent past, there have been reports of violence and tragic incidents in schools including murder, assault and rape. This is a key cause of worry, demanding a school safety and security framework and plan of Action. 2. The scheme of Samagra Shiksha endeavours to provide every child access to education in an environment that is safe, protective and conducive to growth & development. 3. The Project Approval Board- 2019-20 of MHRD has approved School Safety Program for both Elementary as well as Secondary level under Sub-Component "Funds for Quality (LEP, Innovation, Guidance etc) of Major Component- Quality Interventions. 4. The HoS shall comply with the following guidelines for proper utilisation of Funds for School Safety Program (Elementary and Secondary) at school level: a) The schools where EVGCs are posted will utilise the services of the EVGC as a first step Counsellor for the students. b) In case, there is no EVGC posted in the school, then the HoS shall appoint a dedicated, motivated, empathetic teacher as a First Step Counsellor in the school. c) A provision of Rs.1000/- has been made to encourage the EVGC/ Teacher to take on the responsibility of being the First Step Counsellor. d) The teachers are expected to carry out the following activities- i. Guidance & Counselling ii. Sensitization of parents iii. Awareness generation for Students & Community iv. Provision for taking feedback of the students. v. Setting up Suggestions/Complaints box in the school vi. Providing of safety guidelines to the students. e) The amount shall be transferred into the account of the teacher functioning as First Step Counsellor, by the HoS from the Samagra Shiksha Account of the respective school. f) Also, an amount of Rs.500/- per school has been earmarked for every school to display School Safety Pledge, alongwith the emergency numbers on safety with helpline numbers and contacts persons or painted on a wall at a prominent place in the school. g) The text of the school Safety pledge alongwith the helpline and emergency number and contact persons is given below:- Page 2 of 4 • SCHOOL SAFETY PLEDGE We, the teachers, parents and students of (name of school) pledge to ensure that our school is a SAFE, SECURE and HAPPY place for all We pledge to support the Head of the School who shall:- 1. Leave the school building at the end of the school day only after ensuring that no child is left behind inside or outside the school premises. 2. Ensure that students, teachers and staff stay back in school for various activities only with his/her permission. 3. Meet and interact with all students and teachers regularly and at least once a week. 4. Ensure that teachers are sensitive to the needs and concerns of students, especially those in the primary classes. 5. Create a healthy, clean and non threatening environment and curb bullying. 6. Carry out evacuation drills regularly. 7. Delhi is one of the fastest growing states of the country. At current prices, the gross state domestic product (GSDP) of Delhi was US$ 96.5 billion in 2016-17. Between 2011-12 and 2016-17, GSDP of the state grew at a growth CAGR of 7.28%. Real estate & construction sector’s contribution to the GSDP in the state has increased from US$ 3.24 billion Attractive real estate in 2004-05 to US$ 25.14 billion in 2016-17. Government focus towards affordable housing is boosting the industry growth of the real estate sector in the state. For housing and urban development in Delhi, the State Government announced plans to invest US$ 483.16 million in 2017-18. Owing to its location, connectivity & rich cultural history, Delhi has always been a prime tourist attraction of the country. Delhi is also a key arrival/departure point for both foreign & Indian nationals. Delhi is among the top Growing tourism tourist destinations in India. The number of domestic tourists visiting the state is gradually rising, Delhi industry received 28.46 million domestic tourist and 2.52 million foreign tourists in 2016. As of 2017-18, the government has planned expenditure of US$ 18.46 million on the tourism sector, with focus on developing tourism infrastructure in the state.
