A Political Economy of News Media in the People’s Republic of China Jesse Owen Hearns-Branaman Institute of Communication Studies University of Leeds, UK Keywords : Chinese news media, Chomsky, Herman, political economy, Propaganda Model, transitioning media systems Abstract This article analyses the political economy of news media production in the People’s Republic of China (PRC) using Herman and Chomsky’s Propaganda Model. This method contains two aspects: (1) an examination of the effects that a capitalist base has on news media in the transitioning system of the PRC, and (2) a study of the utility of the Propaganda Model’s dimensions for use in comparative media research. The article finds that the differing political systems of the USA and the PRC do not lead to completely different media systems. The largest differences are found to be only in the civil society sphere and in the repression of PRC journalists. The capitalist base of the media system, however, causes many commonalities, such as pro-capitalist ideology, the influence of advertisers and constraints on sourcing, while a transition towards a US-style system, in professionalization, corporatization, secularization and conglomeratization, can be found in its embryonic stages. At the beginning of the twenty-first century the People’s Republic of China (PRC) is securing its position as an important global player. This country’s entry into the World Trade Organization (WTO) in 2001, along with its massive economic growth, has signalled a major paradigm shift in the balance of global economic and political power. This economic growth is largely due to the increasing influence of capitalist institutions and ways of governance brought into the PRC since its opening up in the late 1970s, an influence heavily felt in the PRC’s unique and conflicted news media system. -

This study focuses on the case of Vietnam by analysing Ho Chi Minh’s ideology. He is the initiator and builder of Vietnamese nation known as the ideology on great unity which continues to be expressed from theory to practice. Great national unity is both the goal and the top task of the revolution which may be seen thoroughly in all paths, guidelines and policies of the Party during the Party Congresses. This article further discusses the basis for the formulation of the national unity based on Ho Chi Minh’s ideology, explain why Ho Chi Minh can solve the national-class relationship, and draw out the implication for Vietnam in the stage of current development. The French Revolution opened up the possibility of creating a dramatic change in the way in which society was structured. As you have read, before the eighteenth century society was broadly divided into estates and orders and it was the aristocracy and church which controlled economic and social power. Suddenly, after the revolution, it seemed possible to change this. In many parts of the world including Europe and Asia, new ideas about individual rights and who olution controlled social power began to be discussed. In India, Raja v Rammohan Roy and Derozio talked of the significance of the French Revolution, and many others debated the ideas of post-revolutionary Europe. The developments in the colonies, in turn, reshaped these ideas of societal change. ian Re ss Not everyone in Europe, however, wanted a complete transformation of society. Responses varied from those who accepted that some change was necessary but wished for a gradual shift, to those who wanted to restructure society radically. Some were ‘conservatives’, others were ‘liberals’ or ‘radicals’. What did these terms really mean in the context of the time? What separated these strands of politics and what linked them together? We must remember that these terms do not mean the same thing in all contexts or at all times. We will look briefly at some of the important political traditions of the nineteenth century, and see how they influenced change. -

SLIGHTLY REVISED 27.VII.2009 CHAPTER NINE CAUGHT IN A CLEFT STICK : SOVIET DIPLOMACY AND THE SPANISH CIVIL WAR * MICHAEL JABARA CARLEY The late British historian John Erickson wrote that the Spanish Civil War put the Soviet government into a cleft stick; caught between helping the Spanish Republic against a military, fascist uprising and alienating a new found, but milquetoast French ally. 1 The mutiny in Spain was directed against the recently elected centre-left coalition, the Popular Front, which included Spanish communists. It should have been normal for the Soviet Union to want to help workers and communists fighting against a right- wing, fascist mutiny. France too had just elected a Popular Front government, but the French coalition was fragile. Its most conservative element, the Radical party, was unwilling to get involved in Spain for fear of inflaming domestic political tensions or risking civil war. The British Conservative government also took a dim view of active involvement in the civil war and of Soviet intervention to support the Spanish Republicans, even if they were the legitimately elected, legal government. Most British Conservatives had a special aversion for the Soviet Union, and saw its involvement in Spain as a threat to spread communism into Western Europe. The Soviet government did not have the leisure to consider the Spanish problem outside the larger issue of its security in Europe. In January 1933 Adolf Hitler had taken power in Germany. The Soviet government immediately saw the danger even if the Soviet Union had maintained good or tolerable relations with the Weimar Republic during the 1920s. -

To introduce myself, I’m a fourth-year Economics and History double major, currently writing a BA thesis on World War II rationing in the United States. I compete on UChicago’s travel team and I additionally am a CD for our college conference. Besides that, I am the VP of the Delta Kappa Epsilon fraternity, previously a member of an all-men a cappella group and a proud procrastinator. This letter, for example, is about a month late. We decided to run this committee for a multitude of reasons, but I personally think that Russian in 1917 represents such a critical point in history. In an unlikely way, the most autocratic regime on Earth became replaced with a socialist state. The story of this dramatic shift in government and ideology represents, to me, one of the most interesting parts of history: that sometimes facts can be stranger than fiction. -

ISSN 2411-9598 (Print) European Journal of January-April 2018 ISSN 2411-4103 (Online) Language and Literature Studies Volume 4 Issue 1 Communist Propoganda in Azerbaijani Children’s Literature in the Soviet Union Zhala Babashova KASTRATİ Kastamonu University Faculty of Science and Letters, Contemporary Turkish Dialects and Literatures Abstract After the national republic had fallen in Azerbaijan in 1920 and the nation taken in the USSR, people’s view of the world was reshaped. Foreseeing that the sustainability of the Soviet order depends on educating children, the Communist Party rapidly started to improve the children’s literature. Furthermore, the Soviet ideology began to be transferred to the children in Azerbaijan via magazines and newspapers. Improved under the control of the Soviet Union, Azerbaijani children’s literature maintained the goal of raising Soviet minded people thanks to the topics and heroes in the literature. Three stages were considered so that Azerbaijani children could be raised with communist mentality. These stages are: Oktyabryat (age 7-9), Pioner (age 10), Komsomol (age 14). Oktyabryat was the first title given on the way to the Communism. The Soviet government made use of the power of the press, magazines and newspapers in order to carve socialism ideology into people’s minds. With the purpose of raising children with the Soviet mentality, the children’s magazine called Pioner (1927-1990) began publishing in Baku, in 1927. The magazine was issued 11 times a year. 80 percent of the essays, stories and poems were served for the Communist propaganda. These praised the Soviet era, told stories about Lenin’s success in school and included poems about the Soviet ancestry. -

The collapse of the Soviet Union in 1991 and the transition from “Old” Russia to “New” Russia were associated with many new hopes and promises.1 One such promise was the establishment of new human rights standards, including the fundamental right to freedom of expression. This promise was made by the ratification of the European Convention on Human Rights (Convention) in May of 1998.2 Previously under the oppressive governments of Stalin and his successors, Soviet Russia enjoyed no freedom of expression.3 Under Mikhail Gorbachev, Russia began a new movement commonly known as “Perestroika,” a Russian word that literally translates to “restructuring.”4 Perestroika ushered in a new era of hope and freedom and was heralded both domestically and internationally as an opportunity to change the oppressive policies of the past and establish new respects for the rights of the individual.5 The collapse of the 1 Mikhail S. -

chapter 9 Antanas Smetona and Foreign Diplomats After Lithuania received diplomatic recognition and established diplomatic rela- tions with other states, diplomatic missions from foreign countries began to gather in Kaunas, forming a diplomatic corps. Heading the missions were plenipotentiary representatives, or ministers. (The ussr called the heads of its diplomatic mission “polpreds,” a contraction for the Russian title “plenipotentiary representatives.”) The United States had no diplomats in Kaunas, only consuls, since the United States mission resided in Riga, and so the highest-ranking American diplomat in the Baltic states would come to Kaunas only on occasion. Over the years, the dip- lomatic corps gradually grew, but it remained small enough that the diplomats knew each other intimately. They socialized together since there was not much entertainment in Kaunas, which in the 1920s had barely 100,000 inhabitants. The diplomats considered their service in Kaunas a hardship, uncomfortable, and even difficult. In the 1920s most houses in Kaunas did not have modern conveniences; water from wells was unsuitable for drinking; sidewalks consisted of wooden planking. Americans drank only mineral water, at first even using it for washing up. Since Lithuania had no diplomatic relations with Poland, there were no Polish diplomats in Kaunas. The Americans did not socialize with Soviet diplo- mats because their countries had no diplomatic relations. Diplomats of low rank represented Great Britain and France. But their significance for this study is great. Diplomats and consuls wrote reports to their governments about life in Kaunas and in Lithuania, about political developments. They had contacts with representatives of the government; at will they socialized with opposition leaders, invited them as guests, and became friendly with some.
