The term ‘Alternate History’ describes a genre of literature that presents fictional accounts of historical developments which deviate from the known course of hi story. These allohistorical narratives are inherently presentist, meaning that their central question of “What If?” can harness the repertoire of collective memory in order to act as both a reflection of and a commentary on contemporary social and political conditions. Moreover, Alternate Histories can act as a form of counter-memory insofar as the counterfactual mode can be used to highlight marginalized historical events. This study investigates a specific manifestation of this process. Contrasted with American and British examples, the primary focus is the analysis of the discursive functions of German-language counterfactual literature in the context of German normalization. The category of normalization connects a variety of commemorative trends in postwar Germany aimed at overcoming the legacy of National Socialism and re-formulating a positive German national identity. The central hypothesis is that Alternate Histories can perform a unique task in this particular discursive setting. In the context of German normalization, counterfactual stories of the history of the Third Reich are capable of functioning as alternate memories, meaning that they effectively replace the memory of real events with fantasies that are better suited to serve as exculpatory narratives for the German collective. -

Disinformation undermines human rights and many elements of good quality democracy; but counter-disinformation measures can also have a prejudicial impact on human rights and democracy. COVID-19 compounds both these dynamics and has unleashed more intense waves of disinformation, allied to human rights and democracy setbacks. Effective responses to disinformation are needed at multiple levels, including formal laws and regulations, corporate measures and civil society action. While the EU has begun to tackle disinformation in its external actions, it has scope to place greater stress on the human rights dimension of this challenge. In doing so, the EU can draw upon best practice examples from around the world that tackle disinformation through a human rights lens. This study proposes steps the EU can take to build counter-disinformation more seamlessly into its global human rights and democracy policies. -

Taming the Trolls: The Need for an International Legal Framework to Regulate State Use of Disinformation on Social Media * ASHLEY C. NICOLAS INTRODUCTION Consider a hypothetical scenario in which hundreds of agents of the Russian GRU arrive in the United States months prior to a presidential election.1 The Russian agents spend the weeks leading up to the election going door to door in vulnerable communities, spreading false stories intended to manipulate the population into electing a candidate with policies favorable to Russian positions. The agents set up television stations, use radio broadcasts, and usurp the resources of local newspapers to expand their reach and propagate falsehoods. The presence of GRU agents on U.S. soil is an incursion into territorial integrity⎯a clear invasion of sovereignty.2 At every step, Russia would be required to expend tremendous resources, overcome traditional media barriers, and risk exposure, making this hypothetical grossly unrealistic. Compare the hypothetical with the actual actions of the Russians during the 2016 U.S. presidential election. Sitting behind computers in St. Petersburg, without ever setting foot in the United States, Russian agents were able to manipulate the U.S. population in the most sacred of domestic affairs⎯an election. The funds provided enabled me to travel to Abilene, Kansas, and conduct invaluable archival research in the Eisenhower Presidential Library. I admit to feeling like a “proper” historian only after I had sifted through scores of original documents from Eisenhower’s presidential years. I was fortunate also to visit the Library of Congress in Washington, DC, and the Columbia University Oral History Archives in New York. Today, a little more than three years after embarking upon this project, my commitment to this thesis and my belief that this work is worthy of the investment Deakin has made, persists. This has been an exciting, terrifying, challenging, anxiety-ridden and nerve-wracking process. Yet, had I the opportunity to reset the clock, I would make always the same decision. By what psychological mechanism does it do so? Through a series of controlled, randomized experiments, this study exposed respondents (n = 2,028) to television news reports depicting cyber and conventional terror attacks against critical infrastructures in the United States, United Kingdom and Israel. The findings indicate that only lethal cyber terrorism triggers strong support for retaliation. Findings also confirm that anger bridges exposure to cyber terrorism and retaliation, rather than psychological mechanisms such as threat percep- tion or anxiety as other studies propose. These findings extend to the cyber realm a recent trend that views anger as a primary mechanism linking exposure to terrorism with militant preferences. With cyber ter- rorism a mounting international concern, this study demonstrates how exposure to this threat can gener- ate strong public support for retaliatory policies, depending on the lethality of the attack. The Soviet Union and the British General Strike of 1926 Alastair Kocho-Williams University of the West of England, Bristol [email protected] This paper addresses the Soviet analysis and response to the British General Strike of 1926 in the light of newly available documents. The recently discovered and published stenograms of Politburo meetings provide new information concerning Soviet politics and the political process. Previously, scholars have had only Soviet official documents and protocols of Politburo meetings, which only detail participants with a brief summary of decisions (vypuski) along with who received these summaries.1 From the protocols, and other sources, scholars were aware that verbatim stenograms existed, some of which were published and distributed to Central Committee members and other party leaders with instructions for them to be returned after they had been read.2 Amongst the ‘lost Politburo stenograms’ is the record of a lengthy, heated, discussion of the ‘lessons of the British General Strike’ on 3 June 1926.3 It is this that the current paper is chiefly concerned with, detailing the Soviet stance towards the General Strike, inconsistency in the Soviet analysis, the extent to which Soviet internal politics was linked to foreign policy, how as senior figures disagreed factions developed around divisions in policy, and the way in which the handling of the international situation formed a strand of the opposition to Stalin and the Politburo majority in 1926.4 The British General Strike ran from 4-12 May 1926. Although it drew British industry to a halt, and hadn’t been planned much in advance, there had been ample warning of a coming labour dispute, of which the British and Soviet Governments were well aware, although the Soviets had concluded that major action was unlikely I am grateful to Paul Gregory and Alexander Vatlin for their assistance in the writing of this paper.
