Coordinators’ meeting 9.1. Chairs announcements: Coordinators were informed and decided about the following: Chair invited the INTA Members responsible for gender mainstreaming, Ms Saifi, Ms Rodiguez-Pinero and Ms Forenza to propose a draft INTA Gender Mainstreaming / Equality Action Plan to be discussed and endorsed at one of the future coordinators meetings in 2017 I quarter. Regarding the vote for consent on “Conclusion of the Agreement between the EU, Iceland, the Principality of Liechtenstein and the Kingdom of Norway on an EEA Financial Mechanism 2014-2021, the Agreement between the Kingdom of Norway and the EU on a Norwegian Financial Mechanism for the period 2014-2021, the Additional Protocol to the Agreement between the European Economic Community and the Kingdom of Norway and the Additional Protocol to the Agreement between the European Economic Community and Iceland” - it was agreed to adhere to the previous Coordinators’s decisions: vote only after an exchange of views with EEAS, either with VP/HR Federica Mogherini or a high-ranking official. Motion for a European Parliament resolution against the appropriation of Cambodian land for EU sugar Dominique Bilde, Edouard Ferrand B8-1205/2016 Decision: To take note of the proposed motions for resolution in the context of INTA’s work in line with Rule 133(3), and to inform the authors of the decision of the committee. PV\1110547EN.docx 3/15 PE594.178v01-00 EN 9.6. Own-initiative reports Decision: To request the authorization for an INI report titled: “Towards a digital trade strategy”. Allocated to ALDE Group for 2 points. 9.7. Hearings, Workshops & Studies Chairman reminded Coordinators about new structure of hearings and workshops and requested that minimum 1 Member per group is present during these events. Decision on Workshops: to re-consider the focus for the workshop planned for March 2017 on “TPP, what is at stake for the EU?”, endorsed by Coordinators on 15/02/2016, in view of the agenda of the new US administration. 9.8. Committee missions Chairman informed Coordinators about refused authorization by the CoP for requested INTA mission to Malta planned for March 2017, by the CoP. Coordinators decided to introduce a new request to the CoP. Pending final decision by the CoP, Coordinators maintained the mission to Turkey. Decision: to submit another request for authorisation for an INTA mission to Malta, underlying that its purpose is not primarily related to the Maltese presidency and to inform Coordinators about relevant CoP decisions regarding INTA’s request for a delegation to Turkey. 9.9. Requests by political groups Coordinators decided the following: 9.9.1 To invite the Commissioner to address INTA Members in camera on the outcomes of the US elections and their implications for EU trade policy at a meeting in the near future. 9.9.2 The consent procedure on CETA: To adapt the calendar of CETA consent file in INTA as following: vote in INTA 24 January 2017, vote in plenary 1-2 February 2017; Chair to inform opinion-giving Committees about the revised calendar of CETA consent file in INTA; Plenary Resolution to be prepared by the Groups. 29 November 2016, 9.00 – 11.00 10. Using a novel dataset of roll-call votes in the current EP-term, we identify critical members whose votes are necessary to form winning coalitions. We found that committee members with formal positions, EP group coordinators as well as German, French, Italian and British members are powerful actors. Nevertheless, rapporteurs are not necessarily influential. We also concluded that members with moderate ideological position but from Member States with extreme agricultural importance are the most powerful ones.     Hon. Mr President of the European Parliament, Dear David Sassoli, Since March, when the outbreak of COVID-19 intensified in Europe, the functioning of the European Parliament (EP) has changed dramatically, due to the sanitary measures applied. We understand the inevitability of the contingency plan, taking into account the need to prevent infection and the spread of the virus and to protect the health and lives of people. Six months later, the functioning of the EP is gradually returning to normal. However, there are services whose unavailability seriously impairs parliamentary work, namely the interpretation service. The European Union (EU) has 24 official languages and all deserve the same respect and treatment. We recognize that the number of languages available in committee meeting rooms has been increasing, but even so, more than half of the languages still have no interpretation. Multilingualism is a right enshrined in the Treaties that allows Members to express themselves in their own language. Now, that is not happening and we are concerned that the situation will continue, even taking into account the expected workflow in the commissions after these atypical six months. In this sense, we appeal, once again, to you, the President of the EP for the application of the letter and the spirit of the principle of multilingualism, finding solutions that respect this principle and that allow the use of any of the 24 official languages of the EU. The expression of each deputy in her/his own language is a priority so that there can be conditions to fully exercise the mandate for which she/he was elected and a condition of respect for the citizens who elected her/him.

Elvire Fabry | senior research fellow at the Jacques Delors Institute SUMMARY Two years after the start of negotiations for the Transatlantic Trade and Investment Partnership (TTIP) in July 2013, the evolution of French public opinion is intriguing. THE EVOLUTION OF FRENCH PUBLIC OPINION It was expected that opposition to TTIP would come primarily from France, IS INTRIGUING” where public opinion is traditionally wary of trade liberalisation. But in November 2014, when 59% of Europeans and 25 of 28 member states said they were in favour of TTIP, 50% of French held a favourable opinion while the Germans had become the leading opponents of TTIP. The shift in German public opinion in spring 2014 had not been anticipated, considering that the German econ- omy has turned towards exports and that the German government itself was active in supporting the launch of negotiations. Public debate over TTIP has only truly manifested in France during the European election campaigns of May 2014, when the minor parties opposed to negotiations put the spotlight on the sanitary, phytosanitary, and environmental issues of the negotiations. The two major political groups adopted a more cautious and even evasive approach, waiting until autumn 2014 to clearly state their positions. In summer 2014, meanwhile, the inclusion of a mechanism to resolve disputes between investor and state has imposed itself as a source of more mobilising fears and has united a cross-partisan opposition which has con- tributed to growing doubts over the benefits of the agreement.

In 2013, a small group of German green and left- wing activists, professional campaign NGOs and well-established protectionist organisations set up deceptive communication campaigns against TTIP, the Transatlantic Trade and Investment Partnership between the European Union and the United States. Germany’s anti-TTIP NGOs explicitly aimed to take German-centred protests to other European countries. Their reasoning is contradictory and logically inconsistent. Their messages are targeted to serve common sense protectionist demands of generally ill-informed citizens and politicians. Thereby, anti-TTIP communication is based on metaphoric messages and far-fetched myths to effectively evoke citizens’ emotions. Together, these groups dominated over 90 percent of online media reporting on TTIP in Germany. Anti-TTIP protest groups in Germany are not only inventive; they are also resourceful. Based on generous public funding and opaque private donations, green and left-wing political parties, political foundations, clerical and environmental groups, and well-established anti-globalisation organisations maintain influential campaign networks. Protest groups’ activities are coordinated by a number of former and current green and left-wing politicians and political parties that search for anti-establishment political profiles. As Wallon blockage mentality regarding CETA, the trade and investment agreement between the European Union and Canada, demonstrates, Germany’s anti-TTIP groups’ attempts to undermine EU trade policy bear the risk of coming to fruition in other Eurpean countries.
