This application proposes a new head office building for the Canadian Tire Corporation, ancillary retail and a daycare facility at 1181 Sheppard Avenue East. A Holding Provision under Section 36 of the Planning Act is included in the proposed zoning by-law which may be lifted when conditions respecting a safety feature on the subject property related to the CN rail line and Site Plan Approval have been addressed to the satisfaction of the City. The proposal is consistent with the objectives and policies of the Official Plan. This report reviews and recommends approval of the application to amend the Official Plan and Zoning By-law. RECOMMENDATIONS The City Planning Division recommends that: 1. City Council amend the Official Plan substantially in accordance with the draft Official Plan Amendment attached as Attachment No. 7. 2. City Council amend Zoning By-law 7625 substantially in accordance with the draft Zoning By-law Amendment attached as Attachment No. 8. 3. City Council authorize the City Solicitor to make such stylistic and technical changes to the draft Official Plan Amendment and draft Zoning By-law Amendment as may be required. 4.
