LIVELIHOOD

 DSWD CO released P39.5 Million to concerned DSWD FOs earmarked for the following regions’ early recovery/rehabilitation projects on social preparation stages:

- P5 M for DSWD IV-B - C/FFW projects as alternative source of income for fisherman-families along the coastlines of Sibuyan Island , Romblon due to fishing ban imposed in relation to sinking of MV Princess of the Stars (P100,000 livelihood for 10 families at 5 each for Romblon and San Fernando, Romblon Province - - P 3 M for DSWD V as alternative livelihood for fisherfolks in coastal areas of San Pascual, Claveria, Masbate Province and Pasacao, Camarines Sur Province where some of the dead bodies of ill-fated ship’s passenger were recovered . Project proposal for livelihood of 210 families in San Pascual was approved . Processing of project proposal for Claveria, Masbate and Pasacao, Camarines Sur is ongoing.

- P30 M for DSWD VI for Emergency Shelter Assistance and CFFW activities for early recovery projects i.e. repair of damaged community facilities and clearing operations . - P1.5 Million to Region XII for the ongoing social preparation activities for the C/FFW projects for the hardest hit areas in North Cotabato.

PSYCHOSOCIAL

 DSWD CO mobilized volunteers from the Citizen Network for Psychological Response (CNPR) to assist in the provision of psychological intervention for affected families in the affected regions and conducted CISD to 58 victims : 53 in Region VI, 20 in Pasacao, Camarines Sur, 17 in Balud , Masbate, 14 in Claveria, Masbate; 2 in San Pascual, Masbate and 5 in San Remegio, Antique

6  DSWD FOs X and XII deployed an 8 –man QRT to assist DSWD VI in areas of crisis counseling, Critical Incidents Stress Debriefing (CISD) and stress management to the survivors, injured and families of dead and missing persons.

EDUCATION  Dep Ed CO validated damages of schools through actual inspection by Dep Ed Central Office Engineers with Regional and Division Task Forces and Education in Emergencies Cluster members; and determined priority schools for repair/rehabilitation and for replacement or new construction of damaged facilities, number of schools used as evacuation centers and affected families /children;

HEALTH  DOH conducted health assessment in Aklan, Capiz, Iloilo and Antique and augmented assorted medicines, medical supplies and compact food; and deployed personnel from the National Epidemiology Center for the conduct of disease surveillance. Prevalent diseases are cough, fever, dermatitis, conjunctivitis, diarrhea and injuries  The Nutrition cluster of ARMM distributed textured vegetable protein to 50 families and compact food to children in all identified evacuation centers.

WATER, SANITATION AND HYGIENE (WASH)  OCD VI facilitated the deployment of 3 water tankers to Kalibo, Aklan, Iloilo province and Iloilo City; (70)% of the water supply from Metro Iloilo Water District (MIWD) was cut off due to collapsed Imelda Marcos Bridge and the service provider has been conducting repair and rehabilitation of water supply main line in the province of Iloilo and Iloilo City. The repair of the Iloilo City water system will take 4 to 6 months.  DOH ARMM conducted orientation among Rural Sanitary Inspectors (RSIs) of different municipalities of Shariff Kabunsuan and Maguindanao to increase awareness of the guidelines of disinfection and treatment of drinking water using 1.25% Sodium Hypochlorite and distributed AMV vaccines, 200 pieces jerry cans and 1,444 bottles of sodium hypochlorite. WASH cluster held a meeting to prioritize recipient areas of jerry cans and hyposol and design strategy and venue of distribution.  The Integrated Provincial Heath Office (IPHO)-Cotabato provided chlorine for potable water requirements of the evacuees. The requirements for WASH are chlorines granules analyzers and potable water testing equipment for water quality monitoring.

III. Regional Updates

Region XII  RD,PNP-PRO XII and RDCC Chairman XII utilizing the chopper provided by EASTMINCOM, conducted an aerial inspection in flooded areas of Region XII. NEDA XII RD and RD Serapio will assess the Awang-Bucana River, Simuay River-Pulangi River of Pagalungan, Kulangwan cut-off Channel, Liguasan Marsh, Border Datu Piang- Midsayap, Lambayong of Sultan Kudarat, Kapingkong and Banga Rivers in South Cotabato. The data gathered from this inspection will be presented to HEPGMA during his visit on July 21, 2008 in the region .

 RDCC XII TMG- NEDA XII conducted a meeting yesterday 15 July 2008 to firm –up the relief package and rehabilitation planning for short term indicating the issue on the River Basin. RDCC XII will closely coordinate with RDC XII.

8 Status of Floodwater  According to the Cotabato City Mayor, the flood water in Cotabato City has receded by about 9 inches after 35 % of clogged water hyacinths at the Rio Grande de Mindanao River were de-clogged by concerned residents of the city.

Interventions  DPWH XII positioned a tugboat at Delta Bridge ready for operation. Equipment such as: back hoe and crane from DPWH XII and Cagayan de Oro City will be deployed to Cotabato City within the next few days.

 DA XII requested the Secretary for monetary assistance intended for the purchase of certified seeds (7,438 bags) and rice for the affected families of Lambayong, Sultan Kudarat and displaced families in Cotabato City staying outside housed-base and inside evacuation centers.

 DA Regional Director committed 1,000 sacks of rice to Cotabato City thru the CDCC Chairman and another 1,000 sacks for Lambayaong , Sultan Kudarat.

 RDCCs Joint meetings at all levels were conducted on the following dates to address the flooding problem of the region : Joint OCD-XII-PDCC Sultan Kudarat meeting on July 6, 2008; Tri-Council meeting (RDC-RDCC-RPOC) on July 9, 2008; CDCC Cotabato-RDCC XII on July 10, 2008; and RDCC XII TMG meeting in preparation of the visit of HEPGMA.  AFP – deployed a 16 man team Philippine Navy equipped with two (2) rubber boats with outboard motor to Brgy Kabulakan, Lambayong, Sultan Kudarat to rescue 1,000 families stranded by flashflood.  CDCC Cotabato City put up community kitchen in coordination with BDCCs; distributed rations of food packs at evacuation centers; and provided food and financial assistance to 5 dead victims. City government provided P3 M for the victims (P1.6 M for food and other needs; .P4 M for administrative cost and P1M for medical assistance).  DSWD XII augmented family clothing packs with detergent powder, rice, tents, canned goods, noodles and family food packs amounting to P4,120,000.00 to the affected families of Cotabato City, Koronadal City, Sultan Kudarat, Cotabato, Sarangani, and South Cotabato ; conducted supplemental feeding for pre-school children in various evacuation centers ; and implemented rehabilitation programs and services in affected barangays as recommended by the CSWDO of Cotabato City. Nineteen (19) NGOs supported its relief operations in terms of food, man power, used clothing NFIs cash, medicines and recreational activities of children.  DPWH XII installed precautionary signage’s in strategic areas to serve as early warning devices to the people living within flood-stricken areas, pending the implementation of dredging operations to clear the Rio Grande Mindanao of vegetation, silt and other debris and provided barge, tugboat and other equipment for massive dredging of heavily silted Rio Grande de Mindanao specially its 31 tributaries.  DOH XII has recommended some measures on how to prevent outbreak of communicable diseases at the evacuation centers in view of the existing health conditions threatened by ill-effects of water contamination due to washed –out garbage that might cause water–borne diseases and regularly conducted health emergency assessment daily in coordination with Cotabato City Health Office.  Per assessment, drinking water in Cotabato City is still safe to drink however; an additional supply in bottles is needed. Illness like upper respiratory infection, viral infection, skin diseases, gastroenteritis and diarrhea are some of the findings in

9 evacuation centers. The dumpsite in the eastern side of Cotabato City is overflowing. Solid waste management needs priority attention to avoid causing more illness.

Requirements : Cotabato Province  Food - 39,150 families (Cotabato City 17,000 families; Pigcauayan 1,109 families, Midsayap 1,990 families and Pikit 11,755 families; and Sultan Kudarat (7,302 families) and the requirements good for 8 rations for 1 month are the following: - 18,832 sacks of rice @P950.00 /sack - P 17,890,400.00 - 18,787 boxes of sardines @ P981.50/box - 18,442,468.00 - 13,048 boxes of noodles @ P414.00 / box - 5,402.147.00

 Health Needs - Cotabato Province 1,000 units portable toilets and medicines for water borne disease and water treatment to affected families in four (4) provinces  Needs rubber boats , bancas and P500,000.00 mobilization fund  DA needs to rehabilitate a total of 27,664.56 hectares affected by flooding. These are planted with rice, corn, vegetable (e.g) mongo) HVCC, fruits (e.g) mango and banana).  DPWH rehabilitation requirements; Cotabato City - declogging of canals and Rio Grande de Mindanao Simuay River and its tributaries ; repairing of drainages and implementation of the long overdue Comprehensive Flood Control Program for Central Mindanao ; declogging of the Delta Bridge using enough equipment to be able to catch up with the build up of the water ; and re-opening of the Simuay cut off channel. Cotabato City Rehabilitation  Cotabato City submitted to RDCC XII a relief and rehabilitation plan together with the CDCC Omnibus Resolution providing for the city’s unified plan to address the unabated flooding of the low-lying areas defining the immediate, short term and long term solutions and providing for the implementing mechanisms .

10  Sultan Kudarat Province submitted their Action Plan on the effects together with a resolution requesting HEPGMA for additional relief assistance and rehabilitation for the damages to infrastructure .

Region VI

Situations  Aklan – the estimated cost of damage to watercrafts (pump boats and speedboats) in Boracay Island is P50 M.  Capiz - damage to fisheries in Pres. Roxas is P2.1 M, in Panay, damage to fisheries is P69.9 M, supply of electricity has been totally cut off and some telephone lines are disconnected  Guimaras - fishing equipment, seaweeds and fisheries and other crops were damaged in almost all municipalities  Iloilo - there are still 311 families as evacuees. Sixteen (16) bridges and various road networks were damaged and an oil tanker sunk on June 21 in the seawater of Brgy Punta, Carles  Negros Occidental - 18 fishing boats were damaged, 3 were lost in Brgy. Punta Salom, Manaula and a day care center was damaged in Pulupandan.

 Status of power supply Aklan – all are energized except Poblacion Kalibo which is 60 % energized and Madalag is still un-energized Antique –all are operational except 4 brgys in Barbaza, 1 in Bugasong, 6 in Laua- an, 1 in San Jose, 21 in San Remegio and 4 in Valderrama. Capiz - all are operational except 7 brgys in Cuartero, 2 in Dao, 8 in Dumangas, 2 in Ivisan, 22 in Maayon, 18 in Pan-ay, 8 in Panit-an, 13 in Pilar, 11 in Pontevedra and 14 in Pres Roxas Guimaras - there is power rationing in some barangays Iloilo - ILECO I 100% energized, ILECO II 23 brgys are still un energized, 15 in Duenas, 4 in Janiuay, 4 in Lambunao and ILECO III 35 brgys energized

Interventions  DSWD augmented and distributed relief goods to LGUs amounting to P13,374,806.00 and were able to serve 361,565 families or 1,744,875 persons  PNRC conducted relief operations and served four (4) municipalities of Iloilo province with 2,652 families or 18,896 persons  DA issued an advisory that fish in Romblon and Northern Panay areas is safe to eat. ; procured 20,000 bags of certified rice seeds for distribution to farmers and fertilizer discount coupons at P250.00 / bag; and has made an arrangement with Land Bank of the re special window for farmers microfinancing @ 8.6% /annum.  DPWH reported that clearing operations in Roxas Avenue, Mabini Avenue, Maagma Street, Osmena St; and Toting Reyes Street in Kalibo, Aklan was completed as of July 5, 2008. The total estimated volume removed was 27,350 cu.m. Mopping operations will start as soon as all mud/silt are taken out from surrounding residences. The concentrations of clearing is along the 24 minor streets of Kalibo (4 streets completed) The over all volumes to be removed is 69,000 cu m. including from the main streets.  LGUs - A total of P15,089,720 .00 worth of relief assistance has been provided by the local DCCs of Capiz, Antique, Aklan, Iloilo, Negros Occidental, Bacolod City and Iloilo City and conducted medical consultation for 1.350 victims (760 children and 590 adults and provided medication amounting to P2,583,750.00: (oresol to 76 children,

ARMM  DSWD provided relief goods to the affected families in Maguindanao and Shariff Kabunsuan amounting to P223,835 .00 and served ,14,551 families in Maguindanao with 25,718 families still unserved.  DSWD - RDCC allocated 300 sacks of rice to Shariff Kabunsuan and 200 sacks to Maguindanao out of the 500 sacks released by NDCC and provided relief commodities amounting to P977,447.00 which was shared equitably to the provinces of Maguindanao and Shariff Kabunsuan.  LGUs assessed that 306 houses were damaged : 287 in Maguindanao and 19 in del Sur  Dep Ed reported that 144 school buildings were damaged: 89 in Maguindanao; 52 in Shariff Kabunsuan and 4 in Lanao del Sur  DA assessed that 960 hectares of farmland with production lose amounting to P5,450,850.00 were damaged in Maguindanao and 3,785.5 hectares were damaged in Shariff Kabunsuan.  DPWH- assessed that the total restoration cost of all damaged lifelines (roads and bridges) in ARMM is P83.350M : P55 M in Maguindanao, P21 M in Shariff Kabunsuan and P7.35 M in Lanao del Sur.
