vaccines, water container, hyposol, BP5 Compact food, oresol, chlorine granules, IV fluids and toilet bowls; • DOH-HEMS prepositioned emergency supplies and medicines in the following DOH hospitals: - Shariff Kabunsuan- Datu Odin Municipal Hospital and North Upi District Hospital - Buluan District Hospital and Maguindanao Provincial Hospital in Maguindanao - Malabang District Hospital in Lanao - Sulo Provincial Hospital and Lamitan District Hospital in Basilan; and - Rural Health Units in different area • DOH –ARMM is spearheading Health, WASH and Nutrition clusters in Shariff Kabunsuan and Basilan; • Save the Children Disaster Preparedness Response in Mindanao through the Mindanao Emergency Response Network (MERN) Central Mindanao Cluster distributed NFIs with hygiene kit at Buisan Warehouse (evacuation center in Pikit); and • Operation Blessing Foundation, program under 700 Club of Asia committed to provide 500 blankets, 500 mats and 600 bottles of potable water and will organize feeding for children 2. EFFECTS 2.1 Areas and Population Affected /Displaced (Tab A) ••• A total of 24,623 families / 164,973 persons coming from 64 barangays of 9 municipalities in 3 provinces of Regions XII and ARMM were displaced / affected ••• Sixty-five (65) evacuation centers were utilized to temporarily shelter 6,467 families / 32,335 persons while 18,156 families / 132,638 persons are staying outside evacuation centers 2.2 Population Served Inside and Outside Evacuation Centers (Tab A-1) • The total number served both outside/house-based and inside the 65 evacuation centers were 17,847 families or 90,082 persons • Sultan Kudarat is still hosting 36 families / 180 persons house-based IDPs from Aleosan, Shariff Kabunsuan 2.3 Casualties (Tab B) • Dead 9 persons were reported dead/killed in action (KIA): 6 in Region XII (North Cotabato) and 3 in ARMM (2 in Basilan and 1 in Shariff Kabunsuan) • Injured 22 persons were wounded in action (WIA): 18 in Region XII (North Cotabato) and 4 in ARMM (Basilan - 3 and Shariff Kabunsuan - 1) 2.4 Damages • North Cotabato 113 houses were burned in North Cotabato: 81 in Aleosan, 31 in Midsayap and1 in Pigcawayan; and 1 partially damaged in Pigcawayan Livestock, agri-farm and machinery: 1 unit thresher totally burned; 48 bags palay, 1 cattle, 33 goats, 1 unit plow, 2 units floating millers, 4 bags of palay, several poultry, 1 carabao, duck and chicken were either damaged/stolen 2 • Tipo-Tipo, Basilan Totally damaged: 3 houses; Partially damaged: 30 houses, 1 health center, 7 school buildings, 1 PNP station and 1 bridge 3. Humanitarian Response (TAB C) • Cost of Assistance Government NDCC Php 912,500.00 (1,000 sacks of rice) DSWD 3,834,238.96 DOH 523,945.00 LGUs 161,069.00 Php 4,335,353,76 PNRC 259,630.00 UN System (WFP) - Php13,558,336.00 (or US$308,144.00 – 402.875 metric tons of rice) Grand Total Php19,249,718.96 • NDCC / RDCCs / PDCCs NDCC Facilitated 1,000 sacks of rice for North Cotabato IDPs PNP Region 12 conducted medical mission in the affected municipalities of North Cotabato RDCC 12 and PDCC North Cotabato established Relief Operations Center Provincial Local Government Units (PLGU) of Cotabato Province released 2,683 sacks of rice intended for 5,366 IDPs out of 8, 000 sacks of rice requested from WFP In coordination with the RDCC 12, a team composed of CFSI, ACF, BDA, UNYPHIL, MERN CM Cluster, UNICEF, WFP, UNMDP, A4P, JICA, SC and Oxfam GB conducted rapid assessment in all affected areas • Status of Response per Cluster WASH DOH -XII Provincial Health Office (PHO) set up water pumps and toilet facilities in major evacuation camps and deployed medical WATSAN and IEC team Municipal Health Office (MHO) deployed an IEC team to conduct sanitation and hygiene in all evacuation centers in North Cotabato. DOH-ARMM Conducted health assessment at the evacuation centers in Kabunsuan and Pagalungan 3 PNRC readied bladder tanks and purification system for water-related needs for deployment HEALTH DOH –XII MHO Pikit, North Cotabato established emergency health station and disease surveillance and conducted mass measles immunization to children from ages 9 months – 13 years old As of 15 August, 2008, the top five (5) leading causes of consultation in evacuation centers in Pikit and Libungan, North Cotabato are the following o Pikit – fever and cough (107 cases); cough (68); headache (45); fever (43) ; and LBM 32; o Libungan - AURI (122); acute bronchitis (15); viral influenza (15); Urinary Tract Infection (13); and infectious diarrhea (12) DOH-ARMM In Shariff ,Kabunsuan, the DOH-ARMM /IPHO and /RHUs are continuously monitoring the health status of IDPs, providing medical services such as: health education, consultation / treatment, medicines and compact food and also recommended mass “measles” immunization Availability of stock level of drugs supplies and medicines provided by WHO, UNICEF, HEMS Central and DOH-ARMM are available in affected areas good for 10,000 cases that will last for 14 days CHD ARMM coordinated with PNRC re availability of blood and instructed all RHUs to be ready with list of blood donors Food and Non Food Items (NFIs) WFP (World Food Programme) • The WFP had distributed 74.4 MT of rice out of the 402.875 metric tons to 2,976 families (18%) / 17,856 persons in Pikit out of the 16,115 families/96,690 persons targeted as beneficiaries • As of 14 August 2008, balance of rice on hand for distribution is 328.475 metric tons, intended for 13,139 families/78,834 persons DSWD • DSWD-CO released Php 4.62M as relief augmentation to concerned LGUs (Php 1.25M) and an additional standby funds to DSWD-FO XII (Php 3.37M) intended for the purchase of emergency relief supplies and administrative expenses for the on-going disaster relief operations • DSWD–CO has so far provided food and NFIs worth Php3,834,238.96 to the IDPs of Region XII received by MSWDOs of Aleosan (Php162,240.00), Midsayap (Php45,180.00); Pikit (Php37,980.00) and PSWDO of North Cotabato Province 4 (Php3,588,838.96).
