Arte y Diálogo Adolfo Álvarez Barthe 227 EDITORIAL LA NUEVA SOCIEDAD CIVIL CUBANA Hemos podido observar a lo largo de este año 2012 que pronto va a concluir cómo la situación de Cuba en el ámbito de los Derechos Humanos y las libertades públicas ha continuado su pro- gresivo y sustantivo deterioro. A este evidente empeoramiento objetivo hemos de añadir el absoluto estancamiento político del régimen y el carácter menor y, finalmente, intranscendente de las pocas iniciativas —que no reformas— económicas emprendidas por la dictadura de los hermanos Castro, y todo ello pesar de las voces —bastantes, por desgracia— que desde múltiples instancias internacionales pretenden hacernos comulgar con ruedas de molino a partir de un discurso plenamente voluntarista e intere- sado alejado de toda realidad. La previsible próxima desaparición de Hugo Chávez de la escena política y las incertidumbres que esta situación plantea van a determinar de manera importante la evolución de la situación Latinoamericana durante los próximos meses. Este hecho presenta una especial relevancia en el caso cubano ya que la ayuda económico financiera vertida por el caudillo boli- variano a las arcas castristas es ingente. La eventual pérdida —o dis- minución sustancial— de este subsidio supondría una verdadera tragedia para los intereses de los Castro. En la actualidad los estudios estiman que la ayuda y los subsi- dios venezolanos otorgados a Cuba están en el entorno de los 10.000 millones de dólares al año, con una entrega de 150.000 barri- les de petróleo diarios. La pérdida de esta enorme fuente de recursos no compensados es una verdadera espada de Damocles para la anqui- losada y frágil economía comunista que padece la isla caribeña. Es dentro de este contexto, y atendiendo a las claves que el mismo nos ofrece, en el que han de contemplarse y valorarse los gestos y acciones más recientes de la dictadura, como por ejemplo Revista Hispano Cubana el anuncio de la entrega de Ángel Carromero al gobierno español 5 para que continué en España el cumplimiento de su condena. Editorial El régimen continuará maniobrando con todas sus armas y recursos con la mira puesta en seguir sobreviviendo y preservando sus intereses. Mucho nos tememos que, ante estas circunstancias, el gran sacrificado volverá a ser de nuevo el pueblo cubano y, espe- cialmente, quienes más trabajan por su libertad y sus derechos desde las filas de la sociedad civil independiente. Los defensores de los derechos humanos, los activistas, disi- dentes y opositores pacíficos permanentemente hostigados y ase- diados por la violencia represora del régimen comunista, vuelven a ser un elemento fundamental e indispensable para la transforma- ción y dinamización de la sociedad cubana; así continua siendo una prioridad y un objetivo básico y esencial para todos los demócratas el mantenimiento del apoyo y la asistencia constante, tanto mate- rial como moral, en favor de este colectivo de personas que consti- tuyen, sin lugar a dudas, las bases sobre las que se fundamentará la reconstrucción de la nación cubana en libertad. Los próximos meses se presentan críticos y transcendentes para la definición del futuro devenir de la isla, por ello se hace más necesario que nunca reforzar y aumentar los esfuerzos para promo- ver el cambio y un proceso de transformación en Cuba desde el impulso y fortaleza que ofrecen los mejores valores de la cultura occidental: la libertad, la democracia y el pleno respeto a la digni- dad de las personas. Revista Hispano Cubana 6 CRÓNICAS DESDE CUBA Historia de dos desempleados Pablo Pascual Méndez Piña El pasado 1 de noviembre, Walter Martínez, periodista con facha de pirata que conduce el programa “Dossier”, de la cadena venezolana Tele-Sur; mostró imágenes de largas filas de desemplea- dos madrileños que trataban de conseguir trabajo en una agencia de contratos laborales. Dicho reportaje, según expuso el conductor, servía como “pro- totipo ilustrativo” de las consecuencias de la crisis económica que sufren países capitalistas, luego de aplicar fórmulas neoliberales. Presentaron a un chófer desempleado, de 44 años, que perma- necía sentado en un parque, muy inquieto y meditabundo, porque no consiguió una plaza vacante. Él tiene dos hijos que mantener y debe dos meses de hipoteca. “Si no pago, me pondrán de patitas en la calle”, sentenció. Mientras, en La Habana, Vicente Amoró, de 40 años, estaba igualmente pensativo y sentado en un banco del parque Tulipán, de la barriada del Cerro, después que lo despidieron y sólo le indemni- zaron con 15 dólares (el equivalente de un mes de sueldo). Como el desocupado español, Vicente se tira de los pelos porque tiene dos hijos que mantener. Pero, al contrario de aquél, ni siquiera le asiste el consuelo de poder denunciar su drama ante una cámara de televisión. La gran paradoja es que Vicente Amoró vive en un país socia- lista, donde supuestamente se instauró una sociedad que responde a los intereses de obreros y campesinos, según expone la Constitución de la República, cuyo artículo 45, afirma “haber eliminado el desem- pleo y borrado para siempre el paro estacionario llamado ‘tiempo muerto’ ”, pues formaba parte de los rezagos capitalistas extirpados de raíz, tras el triunfo revolucionario de 1959.

    Cuba There were some improvements in the human rights situation in Cuba in 2013, although there are still significant areas of concern. The Cuban government’s economic reform programme continued to slowly expand economic freedoms. Ordinary Cubans appeared more willing to speak openly, particularly on economic issues, and were able to travel more freely, thanks to a new migration law. The fact that the Cuban government did not take any action in response to critical statements from the Catholic Church and others may also indicate greater tolerance for debate. Support for social and cultural rights, including free universal access to healthcare and education, were broadly maintained. Religious freedom and LGBT rights continued to be respected. The Cuban government marked International Human Rights Day by organising a human rights forum focused on gender, LGBT, and religious freedoms. However, we also had significant human rights concerns in 2013. The government continued to silence dissent; deny basic civil and political rights; and opposition activists faced short- term detentions throughout the year, including around International Human Rights Day. Media freedom and internet access remain heavily restricted and, although the Cuban government opened 118 new internet cafes on 4 June, the access they provide is restricted and expensive. The judiciary is tightly controlled by the ruling Communist Party. There were six internationally recognised prisoners of conscience in Cuba at the end of 2013. In 2013, the UK continued to raise human rights concerns with Cuban authorities while at the same time engaging constructively to promote reform. We encouraged further progress on political and economic freedoms, and we maintained our engagement with the Cuban government, human rights defenders (HRDs), opposition activists and broader civil society, including the Catholic Church, to encourage positive change on human rights.

    16 April 2009 OpenȱSourceȱCenter Report Cuban Leadership Overview, Apr 2009 Raul Castro has overhauled the leadership of top government bodies, especially those dealing with the economy, since he formally succeeded his brother Fidel as president of the Councils of State and Ministers on 24 February 2008. Since then, almost all of the Council of Ministers vice presidents have been replaced, and more than half of all current ministers have been appointed. The changes have been relatively low-key, but the recent ousting of two prominent figures generated a rare public acknowledgement of official misconduct. Fidel Castro retains the position of Communist Party first secretary, and the party leadership has undergone less turnover. This may change, however, as the Sixth Party Congress is scheduled to be held at the end of this year. Cuba's top military leadership also has experienced significant turnover since Raul -- the former defense minister -- became president. Its regime has responded to the coronavirus crisis by kicking into high gear to reap economic and political gain while attempting to enhance its international image, blame the United States for its problems, and erode its economic sanctions. This time, however, its usual trade-off of repressing its people for external gain is looking like a riskier gamble. Photo: CubaDebate.com In early to mid-March 2020, as most countries took increasingly drastic measures to contain the spread of coronavirus, the Cuban government was striking deals to hire out its indentured doctors, hype its questionable medications, and lure tourists while ignoring the cost to its own population. Its huge state apparatus instantly deployed its arsenal of asymmetrical weapons ¾intelligence and propaganda¾ that are the hallmark of its unique brand of soft power.1 It has proven quite effective to “alter the behavior of others to get what it wants”2 in the world stage and it has an uncanny ability to use its people as political and economic weapons.     35th Ernest Hemingway Look-alike contest (Video) By FloridaKeysNewsBureau Special to SouthFloridaReporter.com, July 24, 2015 – KEY WEST, Fla. — More than 125 stocky white-bearded men resembling Ernest Hemingway are in Key West to compete in the 35th annual “Papa” Hemingway Look-Alike Contest that began Thursday night. Thursday’s competitors included Michael Groover of Savannah, Ga., husband of celebrity chef Paula Deen. Deen was in the audience, cheering Groover on when he was named a semi-finalist. The competition is a highlight of the island’s annual Hemingway Days festival honoring the writing talent, sporting pursuits and colorful lifestyle of the author who lived in Key West during the 1930s. Aspiring Ernests are vying for the prized title of “Papa” during the three-night competition at Sloppy Joe’s Bar, the famed Duval Street saloon that was a hangout for Hemingway and his cohorts. Many entrants are repeat contenders and most dress in sportsman’s garb reminiscent of the author. They parade across Sloppy Joe’s stage before crowds of spectators, attempting to emulate the “Papa” persona adopted by Hemingway in his later years. Contest judges are former winners including Wally Collins of Phoenix, Arizona, a white-bearded restaurateur who triumphed over rivals including his oldest son to take the 2014 title. The competition’s second preliminary round is set for Friday and the 2015 “Papa” is to be chosen Saturday night. Hemingway Days continues through Sunday with events including an offbeat “Running of the Bulls,” the Bacardi Oakheart Key West Marlin tournament and a short story competition directed by author and Hemingway granddaughter Lorian Hemingway.
