Talon lived with these Native Americans for roughly two and a half years and related an eye-witness account of their cannibalism. Despite his testimony, some present-day scholars reject the Karankawas’ cannibalism. Because of an abundance of farfetched and grisly accounts made by Spanish priests, bellicose Texans, and sensationalist historians, these academics believe the custom of anthropophagy is a colonial fabrication. CONSTITUTION WITHOUT CONSTITUTIONALISM: HAITI AND THE VAGARIES OF DEMOCRATIZATION INTRODUCTION This essay analyzes the role that constitution and constitutionalism play in the making of polyarchical rule.1 In addition, it examines their relationship to class power, political institutions, culture, and leadership. The argument is developed in the context of Haiti's difficult process of democratization. The recent rise of the "new constitutionalism" (Elkin & Soltan 1993) has placed the construction of institutions at the center of political science. The assumption is not only that institutions matter, but that they are "the most promising avenue for changing the world" (Soltan 1996:2). According to this view, in periods of regime transition, institutions become determi- nant in the crafting of "good societies." The establishment of appropriate constitutions is perceived as the critical factor in the making of the democ- racies of the "Third Wave"2 (Huntington 1991:15-16). In turn, the design of 1.     VERACRUZ AND THE CARIBBEAN IN THE SEVENTEENTH CENTURY by J.M.H. Clark A dissertation submitted to Johns Hopkins University in conformity with the requirements for the degree of Doctor of Philosophy Baltimore, Maryland September, 2016 © 2016 Joseph Michael Hopper Clark All Rights Reserved Abstract of the Dissertation This dissertation examines the relationship between the Mexican port city of Veracruz and Caribbean in the seventeenth century. Drawing evidence from archival research conducted primarily in Mexico and Spain, I argue that Veracruz was part of a coherent urban system in the early modern Caribbean. Its first chapter uses early chronicles and conquest narratives, archived correspondence of Veracruz’s town council (cabildo), hospital records, and traveler accounts to examine Veracruz’s environmental struggles from the city’s foundation in 1519 until the end of the seventeenth century. Chapter Two builds on a database of import and export tax duties assessed in the ports of Veracruz and Havana to argue that Veracruz was part of a discrete regional trading network that followed patterns that were independent of the transatlantic silver fleet. The third chapter reassesses Veracruz’s role in the transatlantic slave trade, showing that the African captives who arrived in the city were a larger and more diverse group than previous studies have acknowledged. A particular contribution is the use of previously unused Mexican archival sources for the transatlantic slave trade. Chapter Four evaluates the ethnic and religious acculturation of African and free-black communities in Veracruz using the lens of a religious borderland. The final chapter examines how Veracruz’s role in colonial defenses changed over the course of the seventeenth century.
