Minutes of the Planning Committee Held on Thursday, 10Th October 2013 at the Town Hall, Beaconsfield BEACONSFIELD TOWN COUNCIL Action MINUTES OF THE PLANNING COMMITTEE HELD ON THURSDAY, 10TH OCTOBER 2013 AT THE TOWN HALL, BEACONSFIELD Committee Councillors present: Cllrs. A.M. Walters (AW) (In the Chair), M Denyer (MD), S.W. Jones (SJ), J Read (JR) and S Saunders (SS). Committee Members Apologies: Cllr. Davie, Grover and Mackintosh Councillors also in attendance: Cllr. Keith. Minutes taken by Margaret Mathie It was agreed that on this occasion as Cllr. Jones had just arrived, that Cllr. Walters would Chair the meeting. Item 1 Apologies for absence These were as set out above. Item 2 Minutes of Last Meeting The Minutes of the Planning Committee meeting held on 5th September 2013 were received, confirmed and recommended for approval and signed by the Chairman. Item 3 Matters Arising The Chairman reported that the planning application relating to 71 Gregories Road had been refused by SBDC. Item 4 Declarations of Interest There were no declarations of interest. Item 5 Plans LIST 1 Applications recommended for Consideration by the Committee 13/01419/FUL Rear of 7 and 9 Amersham Road (facing Meadow Lane) S One pair of semi-detached dwellinghouses at the rear of Nos. 7 and 9 Amersham Road (SBDC 01.10.13) The Committee confirmed the action of the Vice-Chairman in submitting the following observations to SBDC. OBSERVATIONS The Town Council wished to object strongly to this application as it was considered to be the worst type of back land development and, as such, was an over-development of the site and would cause loss of privacy to the neighbouring properties. The Town Council was also opposed to any access being granted onto Meadow Lane as per the advice from County Highways concerning previous applications. 13/01460/FUL 3 Owlsears Close N Re-development of site to create two detached dwellinghouses, landscaping and hardstanding (SBDC 01.10.13) One letter of objection received. The Committee confirmed the action of the Vice-Chairman in submitting the following observations to SBDC. OBSERVATIONS The Town Council wished to object strongly to this application on the grounds that its scale, height and design were out of keeping with the character and the appearance of the Seeleys estate. The proposal was also un-neighbourly and considered to be an over-development of the site which was to the detriment of the neighbours in Owlsears Close. It was considered that the proposals were contrary to Policies EP3 and H9 of the SBDC Local Plan. 13/01501/FUL Land to rear of 101 Station Road fronting Candlemas Lane S New dwellinghouse in rear garden fronting Candlemas Lane and construction of vehicular access to existing dwellinghouse. (SBDC 07.10.13) 1 One letter of objection received. Action The Committee confirmed the action of the Vice-Chairman in submitting the following observations to SBDC. OBSERVATIONS The Town Council wished to object strongly to this planning application as it was considered that the proposed access was too close to the large junction (Candlemas Lane onto Station Road) and it was also opposite some very large developments which had recently been constructed (yet another accident had been observed at this busy junction earlier that day). It was also felt that this particular proposal was an over-development of the plot. 13/01532/FUL 111 Gregories Road N Re-development of site to provide two detached dwellings. (SBDC 11.10.13) Two letters of objection received. OBSERVATIONS The Committee wished to object to this application and the two detached dwellings would not be in keeping with the surrounding developments and would be contrary to Policies EP3 and H9 of the South Bucks District Local Plan. 13/01520/FUL 6 Ledborough Wood N Replacement detached dwellinghouse (SBDC 11.10.13) One letter of objection received.     South Bucks Development Economics Study Update Dr Andrew Golland BSc (Hons) PhD, MRICS Three Dragons [email protected] March 2010 1 INTRODUCTION Background to the Study 1.1 South Bucks DC appointed Three Dragons to undertake an affordable housing viability study in 2007 covering a range of housing market circumstances across the District. The work was overseen by the Council’s own Steering Group. 1.2 The broad aims of the study were to consider an appropriate target or targets for the authority to use in its emerging Core Strategy, as well as to advise on an appropriate threshold or thresholds in the light of the varying local market and land supply conditions. 1.3 The report which was published in October 2007 set out three policy options: 50% affordable housing across the District (25% Social Rent (SR) and 25% intermediate), applied flexibly; 35% affordable housing across the District (25% SR and 10% intermediate); 50% affordable housing in high value areas and 35% in lower value areas. 1.4 Market and policy circumstances have changed since the publication of the 2007 report. The UK has entered an economic downturn with consequent falls in house prices. The reduction in house prices has lead to an expectation that Section 106 contributions should be correspondingly lower. On the policy side, The South East Plan has now been finalised. This includes an indicative region wide affordable housing target of 35% of all housing to be affordable, with 25% of all new housing to be social rented accommodation and 10% intermediate affordable housing. Given the high level of housing need identified in the SHMA, the Council wishes to ensure that its affordable housing requirement in its Core Strategy can be delivered viably.
