Item 2 Minutes of Last Meeting The Minutes of the Planning Committee meeting held on 5th September 2013 were received, confirmed and recommended for approval and signed by the Chairman.

Item 3 Matters Arising The Chairman reported that the planning application relating to 71 Gregories Road had been refused by SBDC.

Item 4 Declarations of Interest There were no declarations of interest.

The Committee confirmed the action of the Vice-Chairman in submitting the following observations to SBDC.

OBSERVATIONS The Town Council wished to object strongly to this application as it was considered to be the worst type of back land development and, as such, was an over-development of the site and would cause loss of privacy to the neighbouring properties. The Town Council was also opposed to any access being granted onto Meadow Lane as per the advice from County Highways concerning previous applications. 13/01460/FUL 3 Owlsears Close N Re-development of site to create two detached dwellinghouses, landscaping and hardstanding (SBDC 01.10.13)

The Committee confirmed the action of the Vice-Chairman in submitting the following observations to SBDC.

OBSERVATIONS The Town Council wished to object strongly to this application on the grounds that its scale, height and design were out of keeping with the character and the appearance of the Seeleys estate. The proposal was also un-neighbourly and considered to be an over-development of the site which was to the detriment of the neighbours in Owlsears Close. It was considered that the proposals were contrary to Policies EP3 and H9 of the SBDC Local Plan. 13/01501/FUL Land to rear of 101 Station Road fronting Candlemas Lane S New dwellinghouse in rear garden fronting Candlemas Lane and construction of vehicular access to existing dwellinghouse. The Committee confirmed the action of the Vice-Chairman in submitting the following observations to SBDC.

OBSERVATIONS The Town Council wished to object strongly to this planning application as it was considered that the proposed access was too close to the large junction (Candlemas Lane onto Station Road) and it was also opposite some very large developments which had recently been constructed (yet another accident had been observed at this busy junction earlier that day). It was also felt that this particular proposal was an over-development of the plot.

Item 6 Tree Preservation Order – Tree on land at Grosvenor Villas, Windsor End This Order took effect, on a provisional basis, on 26th September 2013. It would continue in force on this basis for a further six months or until the Order was confirmed by the Council, whichever first occurred. Noted.

Item 7 Delivery Development Plan Document – Gypsy, Travellers and Travelling Showpeoples Site Options Public Participation (September/October 2013) The Committee was informed that this document had been received from Chiltern District Council and was available to view on-line at www.childtern.gov.uk/planning/deliverydevelopmentplandocument. Comments had to be submitted by 14th October 2013. Noted.

Item 8 HS2 Construction Traffic The Committee considered a letter dated 20th September 2013 in reply to the Town Clerk’s letter of 20th August, from The Rt. Hon. Simon Burns, Minister of State for Transport, in relation to HS2 construction traffic.

The Committee were of the view that the reply from The Rt. Hon. Simon Burns did not address or answer the queries which had originally been raised with him and accordingly it was

RESOLVED that the Town Clerk, in conjunction with the Vice-Chairman of the Committee, be asked to write back to The Rt. Hon. Simon Burns stating that the Town Council was not satisfied with the reply given in his letter of 20th September 2013.

Item 9 Townscape Character Study Part 2 The Committee considered an email dated 26th September 2013 from Jane Griffin, Principal Planner Policy at SBDC, stating that SBDC had recently commissioned Tibbalds Planning and Urban Design to carry out a study for them, which would form the base for the forthcoming Development Management Local Plan for the District, and would provide essential guidance when determining planning applications. The Part 1 study was used to inform the Core Strategy in 2010. The Part 2 Study would inform new development management policies and reflect the requirements of the National Planning Policy Framework (NPPF). The Council’s comments were requested by 18th October 2013.

The Chairman reported that he had not so far received any comments or feedback from Members and asked that if any Member did wish to make comments, then these should be submitted to the Chairman and Vice-Chairman of the Committee as a matter of urgency, so that the Town Council’s comments could be submitted by the deadline date of 18th October 2013.
