The Shelter Cluster had a well-attended workshop dedicated to winterization and thanks to contribution from all participants came up with recommendations to guide agencies in their activities for 2018-2019. The final version of the recommendations is available at the following link: www.sheltercluster.org/ukraine/documents/winterization-recommendations-2018-2019 The Cluster reminded again agencies to contribute to the Cluster quarterly Factsheet with their field notes, success stories, photos etc. Newly damaged houses The Subnational Coordinator updated partners with the statistics on newly damaged houses.

Statistics for June 2018 70 houses were reported as damaged in the month of June, this year: 2 (3 %) in GCA and 68 (97 %) in NGCA.

Statistics for the period January - June 2018 520 houses were reported as damaged in the first 6 months of 2018:  148 (29%) in GCA  372 (71%) in NGCA Flash points in June: Dokuchaevsk area, with 23 inhabited houses damaged.

The last chart to be presented is the usual comparison of the first 6 months of 2018 with the correspondent period of the last year.

Important note: figures in this table include both GCA and NGCA damages. Since no verified statistics exist for NGCA damages in 2017, this table is based on the damages reported in 2017 in GCA and on a ratio GCA/NGCA roughly set at 1:2 on the basis of the 2018 trend.

Update on winterization recommendations The Cluster Team proceeded with an elaboration on winterization recommendations that emerged through joined exercise during workshop and were presented at the National Shelter Cluster meeting in on 16 July and endorsed by all partners.

Update from Subnational Cluster

A current work of subnational Shelter Cluster associate is built around benefits, which the Shelter/NFI cluster provides to participants, namely to identify on village level the remaining number of damaged houses eligible for humanitarian assistance from backlog damage database available on Cluster resources and to help partners to provide assistance in a coordinated way

Shelter partners’ target for 2018: Based on the information received from key shelter actors (UNHCR, ADRA, PIN, NRC, DRC, and arche noVa), the target for GCA this year can be summarized as: - 3500 home repairs - 1357 vulnerable households assisted with new PVC windows Partners with winterization component: UNHCR, ADRA, PIN, DRC, arche noVa, CARITAS Ukraine, EMMANUEL, HelpAge, IOM, Save the Children

Housing, Land, and Property TWG Updates Following request from shelter partners who come across beneficiaries who lack proper documentations supporting legal ownership the cluster requested HLP TWG to present guidelines at coordination meetings in both locations – Sloviansk and Severodonetsk.

Step 1

Any contract on the transaction of real estate (purchase-sale, gift, exchange etc.) . Certificates of title to property . Certificates of the right to inheritance . Certificates on the acquisition of property from public auction . Court decision Step 2 Adequate evidences of permanent residence in destroyed/damaged dwelling . Stamp in passport on registration at the address Or one of the following: . Statement of local council on the fact of permanent residence . Contracts on utility services . Order on the right to occupy dwelling by local council or state enterprise . Rent contract

Step 3 Special situation and respective instructions

. The owner is deceased relative of beneficiary and beneficiary have the right for inheritance (inheritance deadlines is not missed) – in this particular case beneficiary can just open inheritance case and provide Humanitarian agency with the Excerpt from Register of Inheritance Cases . Partner Updates DRC: signed a new PVC window’s contract and is finalizing glazing program (multistory buildings). ADRA: in June 70 houses have been repaired UNHCR: is present in the field with two partners - PIN and NRC. PIN provides longer-term house repairs (selection of beneficiaries) Caritas: shelter activities are deactivated, winterization program is under revision, is looking for new territories and modalities Save the Children: no shelter/winterization activities, has plans to distribute solid fuel on NGCA through local partners. DCP: provides emergency shelter assistance to private houses (50 in Marinka and 49 in ) and social institutions, is planning to connect to centralized gas supply and to restore hospital in Krasnohorivka PIN: signed contract with ECHO and DIFID (shelter/winterization component), is expecting to sign contract with OFDA at the end of September.
