Discussion Action points/Decisions

Update on the humanitarian situation and humanitarian needs A representative of Donetsk Oblast State Administration provided the following update to the partners:

- The development of healthcare in rural areas is ongoing in Donetsk oblast. In 2018-2019, it is planned to create new ambulatory points (101 mil UAH), purchase equipment (6 mil UAH), special transport (4,8 mil UAH), arrange digital infrastructure (7,3 mil UAH); - Also, the programs of co-financing are available in the region: 10% from the local budget and 90% from the regional budget. However, not all local administrations are engaged in the development of healthcare, even via co-financing mechanisms; - The region significantly lacks doctors specialised in rehabilitation; - Some 473,000 people in the region have already signed e-declaration with family doctors under ongoing health reform (5th place in Ukraine among other regions);

- Assistance to so-called veterans of "Anti-Terrorist Operation" remains an acute problem in

Donetsk oblast. 9,621 veterans are registered in Donetsk oblast, among which 3% require physical rehabilitation and 100% need psychosocial support.

United Nations Office for the Coordination of Humanitarian Affairs (OCHA) provided partners with the following update: - The security situation has considerably deteriorated during the last month in terms of the number of incidents and humanitarian consequences for the civilian population. Civilian casualties were reported in Marinka and damages of civilian houses were reported in Chermalyk and Bohdanivka. EECP “Marinka" on one occasion suspended its operation for three hours due to the tense situation; - Some incidents affected the operation of water infrastructure. Due to damages of electricity lines, the work of Donetsk Filter Station (DFS) was suspended for five days. Repair works were delayed

by heavy clashes in the area of DFS, the absence of "window of silence" for repair teams and mine/UXO contamination. Besides, as reported by WASH Cluster, damages were reported at 3rd Lift Pumping Station supplying water to more than 3 mil people on both sides of the “contact line” and water treatment facilities in Horlivka, which operation is crucial in terms of ecological impact and sanitarian conditions, especially amidst the summer period.

processes. The Guidelines also identify gaps in resources on the raion level, recommend steps to reduce the risks or their consequences and improve the mechanisms of rapid response.

Overview of humanitarian partners’ activities ACTED: - Starting new cash project in Donetska oblast; - Planning to hold training for local authorities on conflict risks mitigations recommendations.

UNHCR: - Continue repairing damaged houses in Marinka and Krasnohorivka; - Starting projects on peaceful co-existence. Communities can submit their proposals for possible financing up to 25,000 USD; - Information boxes were installed at all EECPs.

Federation of Greek Communities of Ukraine: - Mobile health brigades will be working under WHO since June; - Mobile x-ray will be working till the end of June; - Helped with transportation of 100 children for medical treatment.

UN Human Rights Monitoring Mission to Ukraine: - On 14 June, the working group on arbitrary disappearance will visit Mariupol; - Also, the visit of Special Rapporteur on tortures to Ukraine is planned.

Danish Refugee Council: - Continue repairing damaged houses in Hranitne and Nevelske; - Accepting applications for business grants; - Accepting applications for grants on education; - Conducting training for adolescents on life skills; - Grants to support initiatives of communities.

NGO Proliska:

- Planning to start distribution of Individual Protection Assistance (cash) with the support of UNHCR; - Will be involved in the project on supporting initiatives of communities.

Right to Protection: - Planning to start distribution of Individual Protection Assistance (cash) with the support of UNHCR; - Continue monitoring of changes in the legislation affecting IDPs and conflict-affected population.

International Medical Corps: - Started project on the provision of PSS, prevention of GBV and child protection in 8 settlements.

Terre des Hommes: - Provision of PSS in schools and children camps; - Will be distributing 300 MPC jointly with Dorcas.

ADRA: - With the support of UNICEF, assisted water infrastructure in Marinka, Manhush and Nikolske districts: construction of 7 water towers, water boreholes, replaced 80 km of water pipes, improvement of sanitary conditions in social institutions; - Water trucking to Pavlopil, Lebedynske, Berdyanske and EECP “Hnutove”; - Panning to install water tanks in Sopyne.

Women Council of Donetsk region: - Shelter for victims of GBV in Mariupol; - Mobile brigades are operating in the region.

ICRC: - Planning to install shades at the “zero checkpoint” of EECP “Novotroitske”.
