Place

• The earthquake hit Nabire District, which is a coastal regency of Papua Province, Indonesia, located, some 600 kilometers west of the provincial capital of Jayapura. • The regency can be reached from provincial capital by road, by air and sea from other regencies and provinces in normal setting.

Back ground and related history

• On 6 February 2004 at 06:05 hrs local time, a powerful earthquake measuring 6.9 Richter scale hit Nabire District in Papua Province, Indonesia. The intensity registered in the impact area was 4 – 5 MMI (Modified Mercally Intensity). • The earthquake has killed 34 people, injured 600 others and left much of the city in ruins. • Aftershocks remain registered and felt by the people and reported by the geophysics and meteorology agency up to 17 of February 2004. • The earthquake in Nabire took place only two weeks after major earthquake rocked Alor regency in (West Timor), killing 34 and injured hundreds of others. Nature of the earth quake and place

• On 26 November 2004, the first shock was felt at 03:52 hrs local time, recorded as 4.8 Richter scale. • The second shock was felt on 11:25 hrs, local time with 6.4 Richter scale, according to local geological report (Magnitude 7.2 on US Geological Survey - USGS), the intensity was 7-8 MMI (Modified Mercally Intensity) • The Epicenter was detected at 3.579° South and 135.300° East, 35 kilometers depth, in land, 17 kilometers away from the south of Nabire. • The shocks were felt also in surrounding areas such as Biak island (2-3 MMI), Serui in Yapen island (3-4 MMI), Timika near Tembaga Pura (2-3 MMI). • Seismologists had so far recorded 368 aftershocks with the biggest intensity on 28 of November 2004, at 16:36 hrs local time, 5.61 Richter scale, epicenter in 74 kilometers south of Nabire, 59.19 kilometers depth and was felt in Nabire, intensity of 3-4 MMI.

(ESR, Earthquake in Nabire, 3.12.04 (6) • An after shock measuring 4.5 on the Richter scale, killed one person again and rocked Nabire on 1 December 2004, Wednesday. The epicenter was 33 kilometers south west of Nabire. • The city has been rattled by some 200 smaller after shocks between 30 November, Tuesday and 1 December 2004, Wednesday. • In Jakarta, BMG’s national office predicted that the aftershocks would continue for between 20 days to a month after the main quake and estimated that they would not exceed the strength of last week’s quake.

A total of 72,500 people living in the District, are all at risk.

Affected population

• 30 Death cases reported. 26 seriously injured cases were admitted to the hospital. 18 had been discharged, remaining only 8 in the hospital. 141 injured cases were treated as outpatients. (Note: detail list of death and injured cases available on request) • The people have chosen to remain outdoors for fear of additional after shocks and the government officials had been assisting them to build the tents.

Out break of diseases and illness

• No report received so far on out break of diseases. • Health officials in Nabire said that three aliments had affected the residents namely, malaria, diarrheas and respiratory tract infections. The disease struck the residents who lived in tents erected outside the hospital. It was also contributed by poor sanitation. • Fogging done in 7 sub-districts as part of malaria and DHF preventive measures.

They are at the moment placed and treated outside the hospital under tents. 2 Electricity • Partially restored in several areas. 3 Communication • Telephone connection from Nabire to other provinces and Jakarta had been partially cut off. At present 70 % had been retained to normal. Still difficulties in communicating with other sub-districts, health centers, field mobile health clinics and teams. • Telephone line has been restored in several areas.

4 Building • District Health Office was severely damage • Some 150 buildings including 9 schools, 5 worship places, offices including Indosat office were found collapsed, destroyed or severely damaged. • 98 Houses, 2 markets, 2 shops and 1 paramedic’s house were burnt down. 5 Airport • Nabire airport is still closed to large aircraft. The runway was damaged at 6 points and has not been repaired. Only small planes such as twin Otters can land. 6 Seaport • Damaged, normal sea vessels could not land. 7 Education • It has been paralyzed as dozens of schools and higher educational facilities were damaged

Emergency Response, Preparedness, Rehabilitation and Development

Health • The volunteers, rescue teams, paramedics, and health staffs evacuated victims to health post and hospitals. • Ministry of Health sent the Emergency Brigade Team (EBT) from Makassar, consists of 1 Surgeon, 1 GP, and 1 Surgical Nurse to assist the hospital. They are still providing emergency health services at the hospital. • 1 Anesthetist had arrived from Jayapura to assist the team at the hospital. • MOH had provided essential medicines and materials as requested and seems to be sufficient to manage the situation at the moment. • District Health Office from Serui said they are on standby mode to send 6 nurses, on request by Nabire. • Papua Provincial Health Office had made ready of emergency medical supplies such as disposable materials, medicines, sanitation kit and bed-nets. • As requested by the Nabire District Hospital, Joint Medical Team formed by MOH and Military Health Services will send a field surgical unit on 1 December 2004. • Indonesian Red Cross (PMI) from Manokwari and Sorong had sent blood bags, medicines, tents and bed nets to Nabire. • IDR 23,410,000 had been transferred as operational cost for health staff from Serui to provide services in the mobile health posts for 3 days. • On 30 November 2004, 1,050 bed nets were sent by air, 550 provided by Ministry of Health and 500 from CDC section, Makassar Provincial Health Office. • On 30 November 2004, MOH sent ACT (Anti-malarial drugs), RDT (Rapid malaria test kits), PAC, chlorine, and garbage bags had been sent by air. • On 2 December 2004, 21 items, 9 collies and 90 kgs from MOH and 17 items from the Provincial Health Office sent medicines and disposable material as requested by Nabire hospital and District Health Office along with the visiting Ministers team. • Nabire Health Office has requested IDR.52,460,000 for operational cost and MOH is finding ways to allocate the money needed. • As of 3 December 2004, 12 field health posts were opened.

WHO WHO EHA in cooperation with the Center for Health Emergency Preparedness and Response, MOH is; • Closely monitoring the situation. • Facilitating in emergency information management and sharing findings with partner agencies. • Assisting in coordinative efforts among different departments of MoH, WHO sections and key stakeholders. • Identifying the immediate needs for medical and logistic support. • Finding additional resources through international and donors community networks.

(ESR, Earthquake in Nabire, 3.12.04 (6) • Stand by to travel jointly with the post disaster assessment team from MOH to the site and to provide technical support on developing plans for rehabilitations process and development of emergency contingency plans.

Political • On 28 November 2004, Panial Regent A.P. Youw called for assistance from central government. • On 29 November 2004, Monday, Vice President Jusuf Kalla met with several ministers to discuss how to help the earthquake victims. Minister of Social Affairs, Minister for Health, Minister of Public Works, Minister of Transportation and Director General of the State Treasury, representing the Ministry of Finance, attended the meeting. • 5 Ministers (Minister of Health, Minister of Social Affair, Minister of Home affair, Minister of Public works, and State Minister for Development and Disadvantaged Region) arrived in Nabire on 2 December 2004, accopmpanied by governor of Papua Mr. Solossa, and Nabire Regent A.P Yeouw and toured the city and visited victims in local hospital. After a couple of hours, they flew back to Jakarta and report to President Yudhoyono • A call had been made to provide special Z-craft sea vessels, which can land on shore from Indonesian Navy to provide essential supplies to Nabire.

Education • The government planned to introduce tough construction guidelines to make schools in earthquake-prone regions better able to withstand quakes. • The Ministry of National Education will also prepare special programme to teach students what to do in the event of an earthquake. • The education activities still been paralyzed as the quakes collapsed dozens of schools and higher education facilities

Earthquake division • Due to the possibility of more aftershocks in the weeks ahead, Earthquake Division had called on Nabire residents to stay away from damaged houses and other structures. • Meteorology and Geophysic Bureau (BMG) predicted that there is the possibilities that the earthquake may continue up to 20 days after the first shock due to the un-stability of the Pacific and Indo Australia tectonic plates • BMG also warns the people not to occupy their damage house since there will be the after shock within next few days. He also mention to the people not to be worry, because the earthquake will subsides anyway. • BMG had sent the team to collect the follow up data, and bring along the accelomograph the tool to note the vibration resulted by earthquake.

Food • Nabire Logistics Agency has some 770 tons of rice in stock, which will be enough to last until January of next year. The agency had also requested some 2,000 tons of additional rice from Surabaya, which is set to arrive in the city in the middle of this month.

Problems and constraints encountered

• The Nabire city is isolated from its neighboring sub-districts and central level as roads, bridges, airport and seaport were damaged and local transportation and communication are interrupted. • Special Z-crafts type sea vessels are needed to delivered supplies. • Due to damage in the sea port, local essential supplies and commodities could not entered regularly and the prices were inflated in the local market.
