Regulations MSF SuperMoto 2021 Version 1.0 15 Apr 2021 1 Malaysia Speed Festival MSF SuperMoto 2021 Regulations | Matrix Motorsports Promotions Sdn Bhd MSF SM 2021 Regulations – Ver 1.0, 15/04/21 SECTION I : SPORTING REGULATIONS This document (hereinafter collectively referred to as the “Regulations”) was issued on 21st January 2021. Successive editions can be issued for supplementing and/ or amending. The new editions will be called Additional Supplementary Regulations, dated and issued to all relevant Bodies. 1. Tel : +603 7629 8829 Email : [email protected] Kelab Sukan Motor MSF as the organiser and Matrix Motorsports Promotion Sdn Bhd as the promotor are given permission from MAM to hold the competition. All participants shall comply with the regulations and technical rules stated in this handbook. 2.TITLE OF EVENT AND DATES 2.1 MSF SUPERMOTO TOUR 2021 ROUND DATES VENUE REMARK (S) Round 1 29 – 30 May 2021 Elite Speedway Round 2 30 – 31 July 2021 Kuala Terengganu 2 Round 3 11 – 12 Sep 2021 TBC MSF SuperMoto 2021 Regulations | Matrix Motorsports Promotions Sdn Bhd MSF SM 2021 Regulations – Ver 1.0, 15/04/21 Round 4 23 – 24 Oct 2021 Elite Speedway 3. DESCRIPTION OF EVENTS A five (5) round Championship for motorcycles of SuperMoto type, of two (2) main categories, specified hereunder: • SuperMoto • HyperMoto Please refer to the respective technical regulations of each category for eligible motorcycles. Any new entry must conform to the philosophy of the category and will be subject to the approval of the Organiser / Promoter. 4. STATUS & PERMIT NUMBER 4.1 Club event status. Permit number to be advised later. 4.2 This competition is held under the Sporting Code of the FIM and the National Competition Rules of the Motorsports Association of Malaysia (MAM) and any Additional Supplementary Regulations published from time to time. 5. ELIGIBLE COMPETITORS 5.1 Competitors in possession of a valid license for Road Racing issued by Motorsports Association of Malaysia (MAM), and must be members of Kelab Sukan Motor MSF. 5.2 Riders from Singapore must posses a valid license by Motor Sports Singapore (MSS) 5.3 Minimum age for SuperMoto category is 15 years old starts on the riders’ minimum age birthday. Minimum age for HyperMoto category is 18 years old starts on the riders’ minimum age birthday. 6. DESCRIPTION OF CATEGORIES There will be 3 Categories, divided into Classes based on bike modifications, laptimes and / or racing experience. 6.1 CATEGORY: All Stars - Production Motorbikes unlimited displacement, single or twin cylinder, 2-stroke or 4-stroke. Unlimited modifications. Production-based means any motorcycle produced by a manufacturer and readily available for purchase by the consumer. i) All Stars Pro - any rider that has completed a full season of either FIM Asia SuperMoto, Malaysia SuperBike Series, Cub Prix, Asia Road Race Championship, or another other regional or international sanctioned 3 race series in the past 10 years. ii) All Stars Legends - riders that are above 40 years old in the year of competition (born in Sept 1981 can participate in events early 2021). MSF SuperMoto 2021 Regulations | Matrix Motorsports Promotions Sdn Bhd MSF SM 2021 Regulations – Ver 1.0, 15/04/21 6.2 CATEGORY: SuperMoto 450 - Production Motorbikes only limited up to 450cc single or twin cylinder, 2-stroke or 4-stroke. Unlimited modifications. Production-based means any motorcycle produced by a manufacturer and readily available for purchase by the consumer. i) Advanced class - riders within a set laptime bracket defined as upper half percentile of the designated circuit that the event is being held ii) Rookie class - riders with laptimes above a set laptime bracket defined as lower half percentile of the designated circuit that the event is being held 6.3 CATEGORY: HyperMoto i) HyperMoto Single - Production Motorbikes only, minimum 500cc, single cylinder, 4-stroke only. Unlimited modifications. Production-based means any motorcycle produced by a manufacturer and readily available for purchase by the consumer. ii) HyperMoto Open - Production Motorbikes only, minimum 500cc, twin cylinder or more, 4-stroke only. Unlimited modifications. Production-based means any motorcycle produced by a manufacturer and readily available for purchase by the consumer. 6.4 GRADING • Grading of Riders within the classes will be decided by the MSF Organising team, and based upon lap times at the venue of the event. The cut-off lap times (lap time bracket) will be determined statistically, to provide for a balanced field and number of riders within each class. These will be announced via ASR. • Any rider that throughout the year consistently dips into the laptime bracket of the next faster laptime bracket, will be added 5-seconds per each 1-second per lap that they are faster than the bracket time; alternatively, they can choose to instead upgrade to the next upper time bracket. Definition of ‘Consistently’ in this context for MSF SuperMoto: - In 1 race, two (2) ‘allowance’ laps or 20% of the laps of a race, are permitted up to 1.000 second into the next upper bracket; strictly no lower even if just 0.001 second. Example: bracket is 48.5s – 52s, racers are permitted 2 laps up to 47.500. Once the rider does either (i) faster than 47.500 then will be added 5-seconds for that lap, or (ii) another lap – more than 20% of the permitted allowance, then the 5-seconds per 1-second each lap will be added. • Qualifying Allowance: only ONE (1) lap of up to 0.500 seconds into the lower time bracket during Qualifying; if you did that twice, or more than that 0.500 second, you will be immediately upgraded to the next bracket. 4 7. RACE DISTANCE & FORMAT Race distance & format for each category MSF SuperMoto 2021 Regulations | Matrix Motorsports Promotions Sdn Bhd MSF SM 2021 Regulations – Ver 1.0, 15/04/21 SuperMoto All Stars: 2 races every event – 1 race of 10 laps, and 1 race of 15 laps SuperMoto Advanced & Super Rookie: 2 races every event – 1 race of 10 laps, and 1 race of 12 laps HyperMoto: 2 races every event – 1 race of 10 laps, and 1 race of 12 laps 8. EVENT PROGRAM Final race event programme will be released per round in ASR latest 2-weeks prior to the event. GENERAL PROGRAM DAY 1 – SATURDAY 0800 hrs - 0930 hrs Registration & Scrutineering 0900 hrs - 0930 hrs Riders Briefing 0930 hrs - 0950 hrs Practice – SuperMoto Advance & Super Rookie 1000 hrs - 1020 hrs Practice – HyperMoto Class A & B 1030 hrs - 1050 hrs Practice – SuperMoto All Stars 1100 hrs - 1130 hrs Qualifying – SuperMoto Advance & Super Rookie 1140 hrs - 1210 hrs Qualifying – HyperMoto Class A & B 1220 hrs - 1250 hrs Qualifying – SuperMoto All Stars DAY 2 – SUNDAY 0900 hrs - 0915 hrs Warm up – SuperMoto Advance & Super Rookie 0920 hrs - 0935 hrs Warm up – HyperMoto Class A & B 0940 hrs - 0955 hrs Warm up – SuperMoto All Stars 1010 hrs - 1030 hrs Race 1 – SuperMoto Advance & Super Rookie (10 laps) 1035 hrs - 1055 hrs Race 1 – HyperMoto Class A & B (10 laps) 1100 hrs - 1120 hrs Race 1 – SuperMoto All Stars (10 laps) 1130 hrs - 1155 hrs Race 2 – SuperMoto Advance & Super Rookie (12 laps) 1200 hrs - 1225 hrs Race 2 – HyperMoto Class A & B (12 laps) 1230 hrs - 1300 hrs Race 2 – SuperMoto All Stars (15 laps) 1345 hrs PRIZE GIVING *Note: Race sessions, these times refer to the start of race. Any changes of the event program will be declared in the Additional Supplementary Regulations of the particular round. The Organiser reserves the rights to revise the starting time, if necessary. 5 MSF SuperMoto 2021 Regulations | Matrix Motorsports Promotions Sdn Bhd MSF SM 2021 Regulations – Ver 1.0, 15/04/21 9. ENTRIES 9.1 Entries are open upon posting of Regulations and close on Wednesday before each scheduled round or as otherwise stated in the ASR. Acceptance of entry is at the sole discretion of the Organiser who has the right to reject entries with a reason. 9.2 Competitors are responsible for sending correct and complete entries with the correct entry fees prior to the entry closing dates. 9.3 Incorrect or incomplete entries that have paid the entry fees (including rider to be nominated entries) are to be held in abeyance until they are complete and correct and the date of receipt for acceptance of entry purposes shall be date on which the Secretary of the Meeting receives the missing or corrected information. 9.4 It is a condition of entry that competitors have no right to any claims against the Promoters, Organisers, Sponsors and any one carrying out their duties. 9.5 Please submit entries to : www.msfracing.com 9.6 Maximum number of entries accepted will be at the sole discretion of the organisers. Organiser reserves the right to refuse an entry. If less than 6 entries received for any category, the Organiser reserves the right to cancel or amalgamated the said category. If less than 5 entries per class, the organiser reserves the rights to combine all classes into one. 9.7 The number of motorcycles allowed to start the race is based on the track homologation. Priority will be given to entry for a full Championship Series. However, the organisers reserve the rights to change the composition as it deems fit. 9.8 A rider shall be deemed to have taken part in the event when he enters the race track in at least, one practice session.
