East Ayrshire - DevelopingPlace Making Plans Details: This project’s approach brings together community development and place making to provide supplementary guidance for the Local Development Plan, Judges: With the current commitment to Local Place Plans, the Judges felt this project was ahead of its time with the Council showing a genuine commitment to engagement with its communities and getting them interested in playing an active role in the future development of their places. The Council’s approach was to, quite simply, break down the term ‘place- making’ so that local people could understand what it really meant to them and how they could use the idea to improve their area. Another positive aspect has been linked to ‘Community Action Plans’ – so not just creating Local Place Plans in isolation. North Ayrshire Council Development Brief Prototype Details: The project is a template design brief developed by North Ayrshire Council as a prototype for site design briefs, and for major, mixed use development locations. Judges: The Judges were impressed to see a planning team working with limited resources to elevate text based policy into something graphic and succinct. The project has worked well to foster interest from developers in locations that were previously overlooked. The work undertaken to simplify and visualise a complicated process helps to deliver quality places to live, work and enjoy. A picture can tell a thousand words. Renfrewshire Council - Foxbar Local Place Plan and ‘How to Guide’ Details: Reflecting a new approach to planning, the Foxbar plan identifies the local community vision for the area and priority actions toachieve this. Judges: The Judges liked the Council’s encouragement for a ‘bottom up’ approach to people’s places and especially the desire to involve Community Councils. The production of the ‘How to Guide’ was also considered a very helpful tool which was clearly set out and easy for communities to understand. Special mention, by the Judges, was given to Tony Lawler (Chairman of the Community Council) who came across as an individual with a passion for place and seeing change in his local community. Contact: Jamie Mackie - [email protected] helping people get involved in the place that want Glasgow City Council Development Plan Glasgow City Council – City Development Plan Details: The project promotes a place making approach to Glasgow’s new City Development Plan. Judges: This project was created and driven through in-house expertise within the Council. The Judges felt this was a good way forward for a modern development plan especially because it not only followed the Government’s 6 qualities of what makes a successful place but also time had been spent to describe planning, and places, in laymen terms. This was deliberate to try and get more people to be able to penetrate, what can often be quite, complex documents especially for large city areas. Highland Fort William Details: The Fort William 2040 project (FW2040) involved collaborating with communities, investors and community partners to create and deliver a shared vision for Fort William and . Judges: The Judges welcomed this plan for its commitment to carve out a future directly built on the communities wishes. Emphasis had been placed on a facilitating workshop for the community but with an opportunity to explain projects that were either happening, or forthcoming within the area. In addition, the term local development plan was ditched for more user friendly language to convey change. The plan is online with easy access for all. Glasgow City Council - Shawlands Town Centre Action Plan Details: For the past ten years, Glasgow City Council, Shawlands and Strathbungo Community Council and the Shawlands business community have worked in partnership todeliver the ActionPlan. Judges: The Judges were impressed with the thorough historical background knowledge of Shawlands as a ‘place’ and how transportation changes had impacted on feeling of disconnection from the city centre. One of the special ingredients to the regeneration of this place was that it was not just about physical change. The changes were supported and driven by a ‘bottom up’ drive from the community to create a better place for everyone. The project showed it had secured inward investment but had also been smart in being able to move with the market. In doing so, it embraced the unique qualities of the community and nurtured a creative collective people and place – to establish local traders that offered very personal styles. Loch Lomond TNPA Supplementary Guidance Rural Development Frameworks In order to provide more pro-active Supplementary Guidance and help deliver the ‘thriving economically active rural economy’ vision the National Park Authority piloted Rural Development Frameworks at West Loch Lomondside and Buchanan South. The Judges felt this was a simple but innovative approach to ‘getting development moving’. In particular, there was a great sense that the Council’s forward thinking approach had given the community both comfort and certainty. In turn, this helped instil confidence in developers – spanning business and housing projects. City of Edinburgh Council Edinburgh Local Development Plan Action Programme and Financial Assessment To address pressures on existing infrastructure and to ensure the city grows in a sustainable way, the Council has developed its approach to infrastructure delivery, taking advantage of the statutory requirement to prepare an Action Programme. The Judges felt this project was corporate, cumulative and credible. In particular, it was a way of ‘costing a place’ with planning being at the centre of key decisions about the long term future of developments. It was also considered that this project illustrated a financially healthy approach to investment.
