1 PREFACE

REVIEW OF POLICE PROMOTION EXAMINATIONS JAMAICA CONSTABULARY FORCE

Introduction

During the latter part of 1997, the Commissioner of Police, Mr. F. A. Forbes C.D. LL.B, appointed a Committee consisting of the following persons:

Mr. E. K. Lobban, Assistant Commissioner of Police Mr. G. E. Kameka, Superintendent of Police Sergeant M. James, Chairman of the Police Federation (succeeded by Inspector H. Brown in December 1997 on his appointment as Chairman of the Police Federation) Mrs. E. Samuels, Director of Academic Studies at the Staff College Miss M. Phillips of the University of the West Indies (UWI)

Mr. D. L. Allan, UK strategic Development Police Advisor was appointed to advise the Committee.

The Committee with the power to co-opt and recognized the need for additional participation, invited the following individuals to join the Committee:

Terms of Reference

The Terms of Reference of the Committee are “To review the current Police Promotion Examination System, in particular-

i. The regulations and syllabus; ii. Arrangements for setting questions and marking answers; iii. The standard and format of questions; iv. Provisions of pre-examination training and the availability of appropriate study materials; v. The use of assessment centres; vi. The membership and functions of a Permanent Police Promotion Examinations Board, and to make recommendations, providing approximately costings where possible.”

2 The Promotion System

The Committee in observing its mandate met on numerous occasions and in December 1997 prepared a draft document recommending a revised system for Promotion Examinations for members of the Jamaica Constabulary Force up to the rank of Senior Superintendent.

Mr. E. R. Williams, Deputy Commissioner of Police, Administration and Support Services Portfolio, subsequently assumed Chairmanship of the Committee to finalized the draft.

The Committee had also produced a new set of Regulations governing selection for promotion, and has revised the Syllabus and Administrative arrangements. It has also recommended the establishment of a Permanent Police Promotion Examinations Board to administer the system.

Conclusion

The members of the Committee wish to express their thanks to all those persons who, form time to time, gave invaluable support and advice. It would not have been possible to complete the task without such assistance.

PROCEDURE FOR SELECTING PERSONNEL FOR PROMOTION

INTRODUCTION

The Promotion Examination System for the advancement of the members of the Jamaica Constabulary Force had been revised and modernized to bring it in line with the forward movement of the Force into the new millennium.

Consistent with the aspiration of a modern police service the new Regulations, which are attached, set out the procedure for selecting personnel for promotion to the following ranks: -

Corporal Sergeant Inspector Deputy Superintendent Superintendent Senior Superintendent

The selection procedure provides for an examination from to the rank of Corporal and thus formally dispenses with promotion to the rank of Acting Corporal.

Formerly, examinations for promotion to the ranks of Corporal and Sergeant were held annually. However, this created the situation that many successful candidates could not be promoted due to insufficient vacancies. Under the revised system, the procedure to selecting personnel for promotion to the ranks of Corporal to Senior Superintendent inclusive will be held annually depending on the vacancies occurring in specific ranks.

PROCEDURE

The procedure for each rank consists of a number of stages, and although there are variations between the different ranks the main purpose is the same – to identify the most suitable members for promotion.

Selection Procedure for Promotion to the Rank of Corporal

The procedure for selecting and Acting Corporals for promotion to the rank of Corporal has two (2) Stages, namely: -

The procedure for selecting Corporals for promotion to the rank of Sergeant had three (3) Stages, namely; -

The procedure for selecting Deputy Superintendents for promotion to the rank of Superintendent has four (4) Stages, namely;-

Selection Procedure for Promotion to the Rank of Senior Superintendent

The procedure for selecting Superintendents for promotion to the rank of Senior Superintendent has four (2 Stages, namely; -

Stage 1: Interview by Panel Stage 2: Performance Assessment

WRITTEN EXAMINATION

There is written examination to all ranks from Constabulary to Deputy Superintendent but, additionally, for promotion to the rank of Corporal, there is an Educational Examination, which tests the candidates’ competency in English Language and Numerical Reasoning.

There is no written examination for Superintendents.

Exemption *****

For the first year of the examination only, there is exemption from the Law and Police Duties Examination for certain candidates, namely;-

(a) Constables and Acting Corporals who have been successful in the Grade II Examination under the previous system, will be exempted form the Law and Police Duties Examination. However, they will be required to sit the Educational Examination. (b) Corporals who have been successful in the Grade II Examination under the previous system, will be exempted from the Law and Police Duties Examination.

N. B. This exemption only applies in the first year of the examination.

Qualifying Mark

In the past, candidates either passed or failed the relevant examination. Under the revised procedure, there is no pass mark as such but, instead, there is a qualifying mark. This mark has been set at 60%, and candidates are requires to achieve this qualifying mark in each of the examination papers if they ate to progress to the next stage. The names of the Constables and Acting Corporals who have achieved the qualifying mark will be published in Force Orders.

Those who do not achieve this qualifying mark will be required to re-sit the written examination and obtain the qualifying mark of they wish to be considered.

INTERVIEW PANELS / ASSESSMENT CENTRES

When Interviews and Assessment Centres form stages in the selection process, all candidates must achieve the qualifying mark of 60% at each stage. The names of Corporals who have achieved the qualifying mark in Stages 1 and 2 will be promulgated in Force Orders. Candidates who do not achieve this mark will be required to re-sit the written examination in a subsequent year if they wish to be considered for promotion.

PERFORMANCE ASSESSMENT

Performance Assessment will continue to play a vital role in determining whether or not a member is promoted. Commanding Officers, in addition to completing a member’s Performance Assessment form, will be required to state whether or not the member is ready for promotion.

The Performance Assessment of those candidates who achieve the qualifying mark of a least 60% in each of the relevant Stages will be reviewed, and if the Assessment contains a recommendation that the candidates is ready for promotion the candidate’s name will be placed on a list in order of priority based on the marks obtained and submitted to he Commissioner.

PROMOTIONS

In the case of promotions to fill vacancies in the ranks of Corporal and Sergeant, the Commissioner will select those who are to be promoted in that examination year, and in relation to the ranks of Inspector, Deputy Superintendent, Superintendent and Senior Superintendent, the Police Service Commission will select those who are to be promoted from the list submitted by the Commissioner who will append his recommendations.

In all cases, it is intended that promotions will be in order of priority based on the final mark achieved.

Candidates who are not promoted on the year the examination was held will remain on the priority list for a further period of 12 months and will be selected for promotion to fill vacancies which may arise during that period, provided their performance assessment continues to be satisfactory and they are still considered by their Commanding Officers to be ready for promotion.

Notwithstanding the revised procedures, the Commissioner retains the right in special circumstances to consider deserving cases for promotion.

PERMANENT POLICE PROMOTION EXAMINATIONS BOARD

It has been the practice to appoint serving officers annually to set and mark questions and to arrange and administer Assessment Centres and Interviews. It is considered that a more professional way of administering the system of Promotion Examinations would be to establish a Permanent police Promotion

6 Examination Board appointed by the Commissioner of Police in consultation with the Police Service Commission.

Composition of Board

The Composition Board should be:

i. Deputy Commissioner of Police, Administration and Support Services; (Chairman) ii. Chairman of Examiners’ Panel (Senior Superintendent of Police); iii. One (1) representative of the Police Service Commission; iv. Two (2) Educators;

The board would also have the power to co-opt other members as necessary.

Functions of Board

The functions of the Board will be to:

• Develop and maintain a data bank of Examination questions/answers and any relevant information will regard to the Examination system;

• Determine the structure of the papers and the format of the questions;

• Appoint a Panel to Examiners who will prepare and submit Examination questions to the Board for inclusion on the data bank and mark the Examinations;

• Approve the questions for each Examination;

• Assign Examination Numbers to candidates approved by the Commissioner of Police;

• Appoint Invigilators;

• Appoint persons to conduct Examinations, Assessment Centres and Interviews;

• Administer Examinations, Assessment Centres and Interviews;

• Compile and submit the result of Examinations, Assessments and Interview to the Commissioner of Police;

• Review appeals from candidates;

• Regularly review the Regulations and Syllabus to ensure that they are relevant to current needs, and recommend changes to the Commissioner of Police;

• Devise and publish appropriate study materials, including Notes for Guidance and Examination Techniques, in consultation with Training Branch.

7 Secretariat

The Board will have suitably equipped offices and will be assisted by full-time qualified civilian staff. It is estimated that the initial cost will be approximately J$5,000.00.

ADMINISTRATIVE ARRANGEMENTS FOR PROMOTION TO THE RANKS OF DEPUTY SUPERINTENDENT, TO SUPERINTENDENT AND TO SENIOR SUPERINTENDENT.

Inspector/Assistant Superintendents

1. An Examination Register with the undermentioned columns will be kept by Branch/Area/Divisional Officers in which eligible applicants will enter:

(a) Consecutive number (b) Names of applicant (c) Time and date entry made in the Register (d) Signature of applicant

2. Notice will be give in Force Orders of the opening and closing dates of the Register.

3. Additionally, each applicant will be required to fill in Section 1 of the ‘Form of Application to sit Promotion Examinations’.

Deputy Superintendents

4. Each eligible applicant for promotion to the rank of Superintendent will fill in Section 1 of the ‘Form of Application to sit Promotion Examinations’ and deliver same to his/her Commanding Officer against a receipt.

5. Section 2 of the ‘Form of Application to sit Promotion Examinations’, which have been filled in by Inspectors, Assistant Superintendents and Deputy Superintendents, will be completed by the applicant’s Commanding Officer and forwarded to the Officer in charge of the Branch/Area not later than fourteen (14) days after the closing of the Register.

6. Section 3 of the Form will be completed by the respective Branch/Area Officer and forwarded to the Assistant Commissioner of Police, Administration, to reach that Office not later that thirty five (35) days after the closing of the Register. Personnel Division will be responsible for ensuring that adequate numbers of Forms are available.

7. The completed Form of each eligible candidate will be considered by the Commissioner of Police for approval or otherwise.

8. The Commissioner of Police will send a list of the approved candidates to Permanent Police Promotion Examinations Board. The Board will assign an Examination Number to each candidate on the approved list. Each candidate whose application is not approved will be confidentially informed

8 by his/her Commanding Officer before the date set for the Examination, giving the reasons for non- approval.

9. In consultation with the Commissioner of Police, the Board will arrange for a sufficient number of Invigilators. Those from within the Force must be of Gazetted rank.

10. On the day appointed for the Examination, the Examination Questions Papers and the list of approved candidates, will be delivered under sealed double – cover to the Chief Invigilator of each Examination Centre by the Board against a receipt. The Board will also deliver a sufficient number of Answer Covers and Sheets, sealing wax, envelopes, twine etc.

11. Examinations for Inspector and Assistant Superintendents will be held at a suitable Centre within each Area depending on the number of candidates. In consultation with the Board, Area Officers will arrange for suitable accommodation which should be as centrally located as possible.

12. Examinations for Deputy Superintendents will be held at one (1) center. The Board will make the appropriate arrangements.

13. The Chief Invigilator will inform each candidate of his/her Examination Number when he/she enters the Examination Room.

14. At the conclusion of each part of the Examination and before a candidate leaves the room the Answer Cover and Sheets must be handed to one of the Invigilators.

15. Talking or copying from another candidate, or from other material, or using any books or notes during the Examination is strictly forbidden. Any breach of this will result in the candidate or candidates being disqualified forthwith by the chief Invigilators, who will, thereafter, report the facts and circumstances to the Commissioner of Police through the Board.

16. At the conclusion of the examination each day, the answer covers with their contents will be enclosed in one (1) package, sealed with wax and embossed by the Chief Invigilator, and properly addressed to the Chairman of the Board. The list containing the Examination Numbers will be sealed in a separate envelope, addressed to the Chairman of the Board. Both packages ate to be taken forthwith to the Chairman of the Board and a receipt obtained.

17. Candidates will be notified of the marks obtained.

18. The date and other relevant information concerning Examinations, Assessment Centres and Interview Panels will be determined by the Commissioner of Police and Published in Force Orders.

Superintendents

19. There is no written Examination for promotion from the rank of Superintendent to Senior Superintendent. The process will be by application to the Commissioner of Police on invitation.

13. Talking or copying from another candidate, or from other material, or using any books or notes during the Examination is strictly forbidden. 11 GUIDELINES TO CANDIDATES

Administrative Arrangements

Each candidate must provide his/her own pen ink.

The answer Cover and Answer Sheets are to show the candidates Examination Number and NOT the candidate’s Regulation Number. The required particulars are to be inserted by the candidate on the answer is to commence on a separate sheet.

Each candidate before handing in his papers must see that they are properly fastened in the Answer Cover, in the same order as set in the Examination Paper. Rough work is not to be handed in but must be left behind to be destroyed.

Answering Written Examination Questions

Pointers

1. Read instructions very carefully; underline key words.

2. Note how many questions to answer, which questions, and exactly what is to be done for each question.

3. Read all examination questions – choices offered, tick or note on rough paper.

4. Ensure that all compulsory questions ate done.

5. Divide time in proportion to each question.

6. Do outline of main points on rough paper as they occur to you.

7. Make a concentrate effort to set your thoughts down in an organized manner.

8. Tabulate where necessary.

9. VERBS help to determine the nature of the answer – the following are examples;-

(a) Analyze - Examine main divisions or elements critically.

(b) Classify - Arrange into appropriate classes or groupings.

(c) Compare - Point out similarities

(d) Contrast - Point out differences

(e) Define - Explain the meaning.

(f) Criticize - Give your opinion as to the position and negative features.

(g) Describe - Explain the features.

(h) Evaluate - Assess the value of.

(i) Explain - Make clear, give reasons for, trace the development.

(j) Illustrate - Give one or more examples.

(k) Interpret - Give the meaning of, explain, emphasize the importance

(l) Justify - Defend, prove, show to be right.

(m) Review - Examine on a broad scale, survey.

(n) Summarize – State the essentials.

(10) Avoid writing unnecessary details.

(11) Do not omit essential particulars because you are assuming that the Examiners ate familiar with them already.

(12) Endeavor to support whatever generalizations you make with specific information.

(13) Examination answers should be in proper English and in clear neat handwriting.

(14) Failure to answer the required questions within the time limit will render you losing marks.

(15) If too little time is left for answering any question fully, list the points you would have discussed in the full answer.

(16) Allot a few minutes for reading over your answers.

(17) Sections of statues also pages are quoted merely as a guide and are subject to amendments from time to time.

13 REGULATIONS GOVERNING THE SELECTION PROCEDURE FOR PROMOTION TO THE RANK OF CORPORAL

The procedure for selecting Constables and Acting Corporals for promotion to the rank of Corporal has two (2) Stages, namely:

Stage 1: Written Examination, and

Stage 2: Performance Assessment

STAGE 1 – WRITTEN EXAMINATION

STRUCTURE

Paper I: To test the candidate’s knowledge, understanding and application of the key areas of law which are Essential to fulfilling the primary functions of the Police 30

Paper II: To test the candidate’s knowledge of police functions and procedures 30

Syllabus

A syllabus has been designed and promulgated.

Questions

There will be multiple – choice questions and/or questions requiring narrative answers.

Qualifying Mark

The qualifying mark for each paper is 60 % and a candidate must achieve this mark in each of the four (4) papers at one (1) sitting to be considered under Stage 2.

14 A candidate who does not achieve the qualifying mark will have to re-sit the entire examination in as subsequent year.

Notification of Marks

Candidates will be notified of the actual marks obtained.

Right of Review

Any candidate who achieves a mark of 58 % or above may apply in writing to the Chairman of the Permanent Police Promotion Examinations Board within seven (7) days of being notified of the marks for a review of his/her examination paper, stating the reason for the request. The Chairman’s decision is final.

Eligibility

(a) Service

The examination will be open to Acting Corporals and Constables with not less than four (4) years service at the date of the examination.

(b) First Aid

Each candidate must have a valid First Aid Certificates as at December 31 of the year proceeding the date of the examination.

(c) Discipline

Except with the approval of Candidates who have been convicted of any departmental breach (es) within two (2) years immediately preceeding the date of the examination will not be permitted to sit this examination. However, depending on the nature of the breach (es) and the circumstances, the Commissioner may grant approval.

Candidates with pending criminal/disciplinary charges or who are on suspension or interdiction will not be permitted to sit the examination the Commissioner.

Exemptions

Section I

Exemption will be given to candidates in respect of Section I, Papers I and II, who hold either.

(a) a Degree, Diploma or Certificate granted by the University of the West Indies, the University of Technology or any other recognized tertiary institution; or any other recognized territory institution; or (b) passes in General Certificate Examination (GCE) “A” Level, Mathematics and English:

(c ) any equivalent qualification approved by the Ministry of Education

Candidates exempted under Stage 1 will be considered under stage 2.

Section II

For the first year of the examination only, Constables and Acting Corporals who were successful in the Grade II examination under the previous system, will be exempted from Section II of the new examination. They will, however, be required to sit Section I, which will be marked out of 100%. If the mark obtained is 60% or more, the candidate will considered under stage 2.

A candidate exempted from sitting both Sections of Stage 1 will be considered under Stage 2.

SUBMISSION OF RESULTS

The Permanent Police Promotion Examinations Board will prepare a list of those candidates who have achieved the qualifying mark of 60% and submit the results to the Commissioner.

STAGE 2 – PERFORMANCE ASSESSMENT

Performance assessment Forms are to be completed fro all Constables and Acting Corporals attaining three (3) years of service or over by December 31 of the year preceeding the date of the examination. The performance Assessment will include a recommendation by each member’s Commanding Officer as to whether or not the member is ready for promotion.

The Performance Assessment of those candidates who have achieved the qualifying mark (60%) and of those exempted under Stage 1 will be reviewed, and if there is a recommendation from the candidate’s Commanding Officer that he/she is ready for promotion, the candidate’s name will be placed on a final list which be submitted to the Commissioner in order of priority based on the marks obtained in the examination.

N. B. First priority will be accorded to those candidates exempted from both Sections in Stage 1.

PROMOTIONS

From the final list submitted, the Commissioner will select those who are to be promoted to fill the vacancies in order of priority as indicated on the list.

Candidates, who are not promoted in that examination year, will have to re-sit the entire examination in subsequence year.

The procedure for selecting Corporals for promotion to the rank of Sergeant has three (3) Stages, namely:

Paper I: To test the candidate’s Knowledge, understanding and application of the 50 key areas of law which are essential to fulfilling the primary functions of the police

Syllabus

Qualifying Mark

The qualifying mark for each paper is 60 % and a candidate must achieve this mark in each of the four (4) papers at one (1) sitting to be considered under Stage 2.

A candidate who does not achieve the qualifying mark will have to re-sit the entire examination in as subsequent year.

17 Notification of Marks

Candidates will be notified of the actual marks obtained.

Right of Review

Any candidate who achieves a mark of 58 % or above may apply in writing to the Chairman of the Permanent Police Promotion Examinations Board within seven (7) days of being notified of the marks for a review of his/her examination paper, stating the reason for the request. The Chairman’s decision is final.

Eligibility

(a) Service

The examination will be open to Acting Corporals and Constables with not less than four (4) years service at the date of the examination.

(b) First Aid

Each candidate must have a valid First Aid Certificates as at December 31 of the year proceeding the date of the examination.

(c) Discipline

Candidates who have been convicted of any departmental breach (es) within two (2) years immediately preceeding the date of the examination will not be permitted to sit this examination. However, depending on the nature of the breach (es) and the circumstances, the Commissioner may grant approval.

Candidates with pending criminal/disciplinary charges or who are on suspension or interdiction will not be permitted to sit the examination except with the approval of the Commissioner.

Exemption

For the first year of the examination only, Corporals who have been successful in the Grade III examination under the previous system, will be exempted from papers I and II of the new examination. These members will be considered under stage 2.

STAGE 2 – INTERVIEW PANEL

Candidates who have achieved the qualifying mark in Stage 1 and those who have been exempted, will be interviewed by a Panel appointed by the Permanent Police Promotion Examinations Board.

The interview is intended to test the candidate’s ability by asking questions regard to the following:

(a) Professional knowledge (40 marks)

(d) Judgment and capacity for leadership (30 marks)

(e) Social awareness (10 marks)

Total 100 marks

Performance Assessment Forms are to completed for all Corporals by December 31 of the year preceeding the date of the examination. The Performance Assessment will include a recommendation by each member’s Commanding Officer as to whether or not the member is ready for promotion.

The Performance Assessment of those candidates who have achieved the qualifying mark (60%) will be reviewed, and if there is a recommendation from the candidate’s Commanding Officer the he/she is ready for promotion, the candidate’s name will be placed on a final list and submitted to the Commissioner in order of priority based on the marks obtained.

PROMOTIONS

From the final submitted, the Commissioner will select those who are to be promoted to fill the vacancies in order of priority as indicated on the list.

Candidates, who are not promoted in that examination year, will have to re-sit the entire examination in a subsequent year.

19 REGULATIONS GOVERNING THE SELECTION PROCEDURE FOR PROMOTION TO THE RANK OF INSPECTOR.

The procedure for selecting Sergeants for promotion to the rank of Inspector has four (4) Stages, namely:

Stage 1: Written Examination

Stage 2: Assessment Centre

Stage 3: Interview by Panel, and

Stage 4: Performance Assessment
