A. Forbes C.D. LL.B, appointed a Committee consisting of the following persons: Mr. E. K. Lobban, Assistant Commissioner of Police Mr. G. E. Kameka, Superintendent of Police Sergeant M. James, Chairman of the Police Federation (succeeded by Inspector H. Brown in December 1997 on his appointment as Chairman of the Police Federation) Mrs. E. Samuels, Director of Academic Studies at the Staff College Miss M. Phillips of the University of the West Indies (UWI) Mr. D. L. Allan, UK strategic Development Police Advisor was appointed to advise the Committee. The Committee with the power to co-opt and recognized the need for additional participation, invited the following individuals to join the Committee: Dr. S. Clarke, a member of the Police Service Commission Assistant Commissioner S. Brooks, Administration Mr. E. K. Brown, Deputy Superintendent of Police in – charge Planning and Research Division Mrs A. Francis of the University of Technology (U-Tech) Terms of Reference The Terms of Reference of the Committee are “To review the current Police Promotion Examination System, in particular- i. The regulations and syllabus; ii. Arrangements for setting questions and marking answers; iii. The standard and format of questions; iv. Provisions of pre-examination training and the availability of appropriate study materials; v. The use of assessment centres; vi. The membership and functions of a Permanent Police Promotion Examinations Board, and to make recommendations, providing approximately costings where possible.” 2 The Promotion System The Committee in observing its mandate met on numerous occasions and in December 1997 prepared a draft document recommending a revised system for Promotion Examinations for members of the Jamaica Constabulary Force up to the rank of Senior Superintendent. Mr. E. R. Williams, Deputy Commissioner of Police, Administration and Support Services Portfolio, subsequently assumed Chairmanship of the Committee to finalized the draft. The Committee had also produced a new set of Regulations governing selection for promotion, and has revised the Syllabus and Administrative arrangements. It has also recommended the establishment of a Permanent Police Promotion Examinations Board to administer the system. Conclusion The members of the Committee wish to express their thanks to all those persons who, form time to time, gave invaluable support and advice. It would not have been possible to complete the task without such assistance. PROCEDURE FOR SELECTING PERSONNEL FOR PROMOTION INTRODUCTION The Promotion Examination System for the advancement of the members of the Jamaica Constabulary Force had been revised and modernized to bring it in line with the forward movement of the Force into the new millennium. Consistent with the aspiration of a modern police service the new Regulations, which are attached, set out the procedure for selecting personnel for promotion to the following ranks: - Corporal Sergeant Inspector Deputy Superintendent Superintendent Senior Superintendent The selection procedure provides for an examination from Constable to the rank of Corporal and thus formally dispenses with promotion to the rank of Acting Corporal. Formerly, examinations for promotion to the ranks of Corporal and Sergeant were held annually. However, this created the situation that many successful candidates could not be promoted due to insufficient vacancies. Under the revised system, the procedure to selecting personnel for promotion to the ranks of Corporal to Senior Superintendent inclusive will be held annually depending on the vacancies occurring in specific ranks. 3 PROCEDURE The procedure for each rank consists of a number of stages, and although there are variations between the different ranks the main purpose is the same – to identify the most suitable members for promotion. Selection Procedure for Promotion to the Rank of Corporal The procedure for selecting Constables and Acting Corporals for promotion to the rank of Corporal has two (2) Stages, namely: - Stage 1: Written Examination Stage 2: Performance Assessment Selection Procedure for Promotion to the Rank of Sergeant The procedure for selecting Corporals for promotion to the rank of Sergeant had three (3) Stages, namely; - Stage 1: Written Examination Stage 2: Interview by Panel Stage 3: Performance Assessment Selection Procedure for Promotion to the Rank of Inspector The procedure for selecting Sergeants for promotion to the rank of Inspector has four (4) Stages, namely:- Stage 1: Written Examination Stage 2: Assessment Centre Stage 3: Interview by Panel Stage 4: Performance Assessment Selection Procedure for Promotion to the Rank of Deputy Superintendent The procedure for selecting Inspectors and Assistant Superintendents for promotion to the rank of Deputy Superintendent had four (4) Stages, namely: - Stage 1: Written Examination Stage 2: Assessment Centre Stage 3: Interview by Panel Stage 4: Performance Assessment 4 Selection Procedure for Promotion to the Rank of Superintendent The procedure for selecting Deputy Superintendents for promotion to the rank of Superintendent has four (4) Stages, namely;- Stage 1: Written Examination Stage 2: Assessment Centre Stage 3: Interview by Panel Stage 4: Performance Assessment Selection Procedure for Promotion to the Rank of Senior Superintendent The procedure for selecting Superintendents for promotion to the rank of Senior Superintendent has four (2 Stages, namely; - Stage 1: Interview by Panel Stage 2: Performance Assessment WRITTEN EXAMINATION There is written examination to all ranks from Constabulary to Deputy Superintendent but, additionally, for promotion to the rank of Corporal, there is an Educational Examination, which tests the candidates’ competency in English Language and Numerical Reasoning. There is no written examination for Superintendents. Exemption ***** For the first year of the examination only, there is exemption from the Law and Police Duties Examination for certain candidates, namely;- (a) Constables and Acting Corporals who have been successful in the Grade II Examination under the previous system, will be exempted form the Law and Police Duties Examination. However, they will be required to sit the Educational Examination. (b) Corporals who have been successful in the Grade II Examination under the previous system, will be exempted from the Law and Police Duties Examination. N. B. This exemption only applies in the first year of the examination. Qualifying Mark In the past, candidates either passed or failed the relevant examination. Under the revised procedure, there is no pass mark as such but, instead, there is a qualifying mark. This mark has been set at 60%, and candidates are requires to achieve this qualifying mark in each of the examination papers if they ate to progress to the next stage. The names of the Constables and Acting Corporals who have achieved the qualifying mark will be published in Force Orders. 5 Those who do not achieve this qualifying mark will be required to re-sit the written examination and obtain the qualifying mark of they wish to be considered. INTERVIEW PANELS / ASSESSMENT CENTRES When Interviews and Assessment Centres form stages in the selection process, all candidates must achieve the qualifying mark of 60% at each stage. The names of Corporals who have achieved the qualifying mark in Stages 1 and 2 will be promulgated in Force Orders. Candidates who do not achieve this mark will be required to re-sit the written examination in a subsequent year if they wish to be considered for promotion. PERFORMANCE ASSESSMENT Performance Assessment will continue to play a vital role in determining whether or not a member is promoted. Commanding Officers, in addition to completing a member’s Performance Assessment form, will be required to state whether or not the member is ready for promotion. The Performance Assessment of those candidates who achieve the qualifying mark of a least 60% in each of the relevant Stages will be reviewed, and if the Assessment contains a recommendation that the candidates is ready for promotion the candidate’s name will be placed on a list in order of priority based on the marks obtained and submitted to he Commissioner. PROMOTIONS In the case of promotions to fill vacancies in the ranks of Corporal and Sergeant, the Commissioner will select those who are to be promoted in that examination year, and in relation to the ranks of Inspector, Deputy Superintendent, Superintendent and Senior
