Reply to YB Dr. Ong Kian Ming, Member of Parliament for Bangi and Dr. Kelvin Yii, Member of Parliament for Bandar Kuching I thank you for your questions and your efforts in increasing registration among people in your respective constituencies. I will take your questions in turn below. 1. What is the geographical distribution of those above 60 who have yet to register for the COVID19 vaccine? Currently, registration for those above 60 stands at 40.1%. It ranges from 56.8% in Putrajaya, to 22.9% in Sabah. For States with low registration numbers such as in Sabah, Kelantan (25.1%), Terengganu (29.4%), Kedah (30.9%) and Pahang (31.5%), we are working with MKN, NADMA and the state governments on an outreach programme to encourage people to register, particularly for senior citizens. The outreach programme is not only to help them register for PICK but also to convince them on why it is important for people their age to be vaccinated against COVID-19. We also assure them that the vaccines are safe, effective and if they have any religious concerns, we also reassure them that the vaccines are halal. We are also working with the Ministry of Women, Family and Community Development to register and vaccinate residents and caregivers at elderly care homes. Mobile vaccination teams will be sent to the care homes to vaccinate on site. 2. What steps have been taken to work with state governments in order to increase the vaccine registration rate? I have spoken to all Menteris Besar and Chief Ministers virtually over the last month and a half.

The episode began unravelling after Transport Minister Anthony Loke’s press secretary Lim Swee Kuan ranted on Facebook asking whether RTM was sabotaging the government and remarked that “heads must roll in RTM”. Lim also said that an official letter would be sent to Communications and Multimedia Minister Gobind Singh Deo on the matter. This came after RTM did not broadcast live the speeches by Loke and Negri Sembilan Menteri Besar Datuk Seri Aminuddin Harun at the event, except for Prime Minister Tun Dr Mahathir Mohamad’s speech. Also present at the event was Deputy Prime Minister Datuk Seri Dr Wan Azizah Wan Ismail. Gobind took up the matter immediately and requested RTM to submit a report and list down its Standard Operating Procedure (SOP) in handling requests for the station to cover an event. On Thursday, after gleaning through the report, Gobind cleared RTM of any fault after finding that the broadcaster had adhered to the SOP by broadcasting only the delivery of speeches by the prime minister in any event also attended by ministers and menteris besar.

POWER-SHARING BY PAKATAN RAKYAT IN SELANGOR STATE GOVERNMENT FROM 2008-2013: AN ANALYSIS FROM THE CONSOCIATIONAL APPROACH BY MUHAMMAD AZZUBAIR AWWAM MUSTAFA A thesis submitted in fulfillment of the requirement for the degree of Master of Human Sciences in Political Science Kulliyyah of Islamic Revealed Knowledge and Human Sciences International Islamic University Malaysia MAY 2019 ABSTRACT This study examines the power-sharing practice by Pakatan Rakyat (PR) in Selangor state government from 2008 to 2013. It uses two components of consociational theory; grand coalition and proportionality to analyze the power-sharing of three parties in PR; Parti Keadilan Rakyat (PKR), Democratic Action Party (DAP), and Parti Islam Se-Malaysia (PAS). The data for this research are collected from interviews with PR‘s Selangor State Assemblypersons, Selangor State Assembly Hansard and online news. The findings can be categorized into three aspects. Firstly, the study suggests that the grand coalition of the three parties worked as an electoral pact prior to March 2008 elections and the inability of any party to gain absolute majority required the parties to practice power-sharing in administering the Selangor state government. Secondly, the study also suggests that the distribution of state electoral seats and State Executive Committee (EXCO) posts were done based on ethnic consideration rather than parties consideration. Finally, this study suggests that the Selangor‘s PR government experienced challenges in managing ethno-religious issues, state‘s rights
